6889 – Legislation To modernize the Fallon Range Training Complex in Churchill County, Nevada

General FRTC Expansion:


• Expands the FRTC Bravo 16, 17, and 20 ranges by approximately 477,814 acres.
o B-16: 48,632 acres
o B-17: 240,113 acres
o B-20: 189,069 acres
o These expanded areas are to be used by the Navy for testing and training for aerial bombing, missile
firing, and tactical maneuvering.
• The Dixie Valley Special Management Area (269,572 acres) will be withdrawn from mining laws, but not other
forms of appropriation under the public land laws.
o This Special Management Area will allow for installation of threat emitters, ground training and aircraft
training.
o There is to be no restriction or curtailment of public access and recreation in Dixie Valley for the length
of the withdrawal.

Environmental Provisions:

Churchill County:
• Designates 168,572 acres of Wilderness in Churchill County
o 128,371 acres as the Clan Alpine Mountains Wilderness
o 32,537 acres as the Desatoya Mountains Wilderness
o 7,664 acres as the Cain Mountain Wilderness
• Designates 320,492 acres as National Conservation Areas in Churchill County
o 160,246 acres of public land in the County
o 1,817 acres for Grimes Point National Conservation Area
o 158,429 acres for the Stillwater National Conservation Area
• Within two years of the enactment, the Secretary of the Navy and the Secretary of Interior must jointly prepare
an integrated natural resources management plan for all lands withdrawn as part of the FRTC expansion.
• Within one year of enactment, the Secretary of Interior will identify Management Priority Areas within the
national wildlife refuge and national conservation area or wilderness boundaries, including greater sage grouse
habitat, wetlands or riparian wildlife habitat, wildlife corridors, or areas that can be included on the National
Register of Historic Places. Management Priority Areas are excluded from sale or exchange.

Division B (Previously introduced as H.R. 6228):


• Designates an additional 148,464 acres of Wilderness in Northern Nevada
o 12,392 acres of Wilderness in Douglas County
o 136,072 acres of Wilderness in Pershing County
• Removes 309,272 acres from oil and gas leasing in the Ruby Mountains

Package Totals:
• 317,036 acres of Wilderness designation in Northern Nevada
• 320,492 acres of National Conservation Area designation in Northern Nevada
• 309,272 acres removed from oil and gas leasing

Native Community/Tribal Provisions:


• Section 108 specifically states that nothing shall be construed to alter any rights reserved for Indian tribes or their
members by treaty or Federal law.
• Section 307 specifically states that the Wilderness designations shall not diminish the right of any Indian Tribe
or diminish access for Tribal spiritual, cultural, and traditional food-gathering activities.
• The Secretaries of the Navy and Interior shall create an integrated Natural Resources Management Plan within 2
years, in consultation with the tribes, which must include:
o Meet the United States’ trust responsibilities with affected tribes;
o Allow tribal access to and ceremonial use of sacred sites;
o Provide for timely consultation with affected Indian tribes;
• Nothing in this bill will curtail the Walker River Reservation’s ongoing settlement negotiations with the Navy. If
an agreement is reached between the Tribe and Navy, it can be supported through additional legislation.

Public access:
• Dixie Valley (269,572 acres of the expansion) is to be remain open for all public access and recreation.
• The B-17 range shill accommodate at least a 15-day big game hunting season.
• Pole Line Road will remain open. The Navy shall also ensure all RS 2477 road are available for managed access.
• Existing grazing shall be allowed in newly designated wilderness areas and Dixie Valley. The Resource
Management Plan shall also provide for grazing and agricultural out-leasing.
