This is to respectfully forward the following referrals referred to the Committee on Disaster
Preparedness and Management and Relief Services, the Chairperson of the said committee
respectfully opines that the following Draft Resolutions/Ordinance is more of a financial and
budgeting matter, which needs the review and opinion of the Provincial Budget Officer to wit:

Draft Resolution No. 160,series of 2020, of the Sangguniang Bayan of Naguilian, La Union
entitled:”A Resolution to Reprogram the Sum of Seven Million Pesos (Php 7,000,000) from
the 20% Community Development Fund CY 2020 for Disaster Preparedness and Response
effort to contain the spread of Corona Virus Disease 2019 (COVID-19) and to continue to
provide basic services to the affected population of the Municipality of Naguilian, La Union.”

Draft Resolution No. 161series of 2020, of the Sangguniang Bayan of Naguilian, La Union
entitled:”A Resolution to approve Resolution No. 2020-01 of the Municipal Risk Reduction and
Management Council ,entitled:” A Resolution to Reprogram the Sum of Ten Million Twenty-
Six Thousand Fifty-one and 89/100 (10,026,051.89) from the fund allocated for the maintenance
of Evacuation Centers , Training on Basic Incident Command System, Purchase of Relief
Goods and Training on Basic Life Support and First Aid Management in the CY 2020
Municipal Risk Reduction and Management Plan and the unexpected Balance of the 30%
Quick Response Fund of the MDRRMF CY 2018-2019 for Disaster Preparedness and Response
Effort to Contain the Spread of Corona Virus Disease 2019 (COVID-19) and to continue to
provide basic services to the affected population of the Municipality of Naguilian, La Union.”
