RECOMMENDED ACTION

1. That the Board of Police Commissioners APPROVE the Department’s Report and
TRANSMIT to the Mayor and City Council for ACCEPTANCE of the monetary
donation valued at $20,000 for Hollywood Area.

DISCUSSION

This donation is for the benefit of Hollywood Area. The money will be raised during the
upcoming performance of a play at the Church’s Celebrity Centre. Approximately half of the
funds will be used to purchase toys and supplies for an upcoming Hollywood toy giveaway, to be
held on December 14, 2019. The toy giveaway is held annually and provides toys to
approximately 3,000 children in need who reside in the Hollywood Area. The other portion of
the funds will be used for expenditures related to the Hollywood Jr. Cadet program.
Church of Scientology Celebrity Centre is a private organization that provides assistance to
Hollywood Area, and the donation was solicited by Hollywood. The Church of Scientology
Celebrity Centre has not entered into, performs under, or seeks a contract with the Department;
has not attempted to influence the Department in the past year that would have a direct effect on
the Church of Scientology Celebrity Centre. Church of Scientology Celebrity Centre does have
an Alcohol Beverage Control type 41 license to serve alcohol at a restaurant on their property;
Church of Scientology Celebrity Centre does not own or operate as a for-profit business within
Hollywood. They are a non-profit organization within Hollywood; and, to our knowledge, there
are no other potential factors that may give the appearance that there may be a conflict of interest
in accepting this donation.

Administrative Services Bureau has reviewed the donation and determined that it has been
submitted in accordance with Section 5.467 et seq. of the Los Angeles Administrative Code,
which provides for the receipt and acceptance of donations to the Department.

It is requested that Administrative Services Bureau approve and forward correspondence to the
Board of Police Commissioners to accept a solicited donation of $20,000 from the
Church of Scientology Celebrity Centre. The money will be raised during the upcoming
performance of a play at the Church’s Celebrity Centre, which has raised money for Hollywood
Area’s youth programs in this manner for the past 26 years. Approximately half of the funds will
be used to purchase toys and supplies for an upcoming Hollywood toy giveaway, to be held on
December 14, 2019. That event is held annually and provides toys to approximately 3,000
children in need who reside in the Hollywood Area.

The other portion of the funds will be used for expenditures related to the Hollywood Jr. Cadet
program, as needed throughout the year.
