I. COMPLETE DESCRIPTION OF THE PROJECT
1.Line location
The new 400 kV OHTL between Plovdiv s/s and Maritsa Iztok s/s will be built on an approved
route with effective Detailed Development Plan (DDP) according to Order No РД-02-15-
35/11.04.2017 issued by the Minister of Regional Development of Bulgaria. The new route
starts from tower 445A of existent 400 kV Vezhen double circuit OHTL and ends at the line
gantry tower of Maritsa Iztok s/s. Connectivity between both end substations will be provided
using the free conductor triad of 400 kV Vezhen double circuit OHTL in the section between
towers 445А and 453А (Plovdiv s/s). A layout of the new route is shown in drawings № D104-
01C1-01-0A#1 and #2,where benchmark 4(R4) corresponds to tower 445A.

2.Current status
The unoccupied conductor triad of 400 kV Vezhen double circuit OHTL in the section from
line gantry tower of Plovdiv s/s to tower 445A with a length of 1.925 km will be used for
construction of the new 400 kV OHTL. This section is built with towers designed for ACO-400
type conductor consisting of three wires per bundle. The suspension towers are of type НМ
for two 400 кV OHTLs and special type СЕН2, whereas the tension towers are two per stake
of the currently available types 20.N and 70.N. Outlines of the suspension towers are shown
in drawings № 099-TL1-05DD-01-0101A1-00_МС-1HM and № D104-01C4-02-0A. Sheet 1
and 2 of № D104-01C4-04-0A represent the tension towers in front view.
From tower 445A to line gantry tower of Maritsa Iztok s/s, the new 400 kV OHTL will run on
an entirely new route as described in chapter I.3 of these Technical Specifications.

3.Route of the new OHTL


The new 400kV OHTL will start from line gantry tower of Plovdiv s/s. Before it is tower 453А,
which is terminal for the existing Vezhen double circuit tower line where the second triad is
not installed. In the section between towers 453А and 445А is a triad of conductors, one
being installed on the side of the free triad to ensure optimal load distribution on the towers.
This 400 kV OHTL will take the place of the second triad. The new 400kV OHTL will thus
share the same route with 400 kV Vezhen OHTL to tower 445А. In the section from Plovdiv
s/s to the split from existent double circuit line, the route takes several bends as benchmarked
from R1 to R4 in drawing No D104-01C1-01-0A#1 attached hereto.
Between benchmarks R4 and R32 (line gantry tower of Maritsa Iztok s/s), the new 400 kV line
route is oriented to the East and crosses the municipal territories of Rodopi, Sadovo,
Asenovgrad, Parvomay, Dimitrovgrad, Opan, Galabovo, and Simeonovgrad.
The line length of the new 400 kV OHTL from Plovdiv s/s to Maritsa Iztok s/s is 92.985 km.
Line deployment layouts of both Plovdiv s/s and Maritsa Iztok s/s are correspondingly shown
in drawings No D104-01C1-02-0A and No D104-01C1-03-0A.

4. Scope of procurement
The scope of this procurement includes the following works:
- New tower route and midpoint staking;
- Foundation spotting;
- Excavations for foundation laying, installation and and leveling of tower foots according
to the stress-strain properties of the soil beneath each individual tower;
- Concrete delivery and casting and foundation laying for the new towers, including
formwork assembly and removal activities;
- Delivery and installation of earth rods on the new towers;
- Foundation backfilling and compacting;
- Delivery and assembly of the new towers, preparation and raising once the cast
concrete has stiffened to its design strength;
- Delivery and completion of suspension strings for conductors and ground wires with
roller supports and suspending them on the towers;
- Deployment of lead cables for each tension section and ensuring that the crossing
facilities are secured;
- Delivery, pulling, adjustment and installation of conductors and ground wires, including
installation of tension strings for conductors and ground wires;
- Delivery and installation of suspension clamps;
- Delivery and installation of conductor spacers in the spans according to attached
assembly diagrams;
- Installation of jumpers on all tension towers;
- Delivery and installation of HV warning signs and marking all towers of the 400 kV OHTL
with date and number;
- Measurement of contact joints and earth connections;
- Visual inspection of the new line, route clearing and finial works on the new tower sites.

II. TECHNICAL SPECIFICATIONS

1. Technical specifications for Civil and Erection Works (CEWs)


All works according to this documentation must be carried out in compliance with the
applicable regulations, including the provisions of the Ordinance on design of electrical
installations and power lines (OSEIPL) - 2004, Ordinance No 3/18.09.2007 on technical rules
and regulations for control and acceptance of electrical works, Ordinance No 14/15.06.2005
on technical rules and regulations for design, construction and use of sites and facilities for
production, transformation, transmission and distribution of electricity, and Ordinance No
2/31.07.2003 on commissioning of construction sites in the Republic of Bulgaria.
In addition to the documents as referred to above, all requirements stated in this
documentation and its annexes, detailed design, drawings and schemes must be respected.
The activities and quantities specified in this documentation are in full compliance and not in
conflict with the detailed design for construction of the new 400 kV OHTL and these
requirements complement the projects. Contractor shall provide and use the best and
established civil engineering practices and technologies for this type of construction sites
without conflicting with Employer’s requirements.
All assembly and dismantling activities shall be performed by Contractor's qualified personnel
having the needed certificates and authorizations to work on power equipment and facilities.
Contractor shall have the necessary personnel, machinery, special equipment and tools for
carrying out the assembly and dismantling activities in a volume no less than the minimum
requirements specified in the tender procedure.

1.1. Access and route approaches


During civil works, the towers shall be accessed using existent forest, field, municipal and
national road network as well as via the line route while strictly observing the Detailed
Development Plan (DDP) and the designated line easement areas. Terrain preparation must
be carried out in a way that prevents damage to both existing structures and those under
construction. All damages incurred are at Contractor's expense and the affected equipment
and/or materials shall be restored to their original state. Where necessary to build
embankments or spread gravel for access to the route or new towers, the earth mass or
fractions used shall be utilized to recover the terrain in its original form.
It will be Employer’s responsibility to preclean the necessary rights-of-way in forest areas
according to the established easement. Contractor shall be responsible for the subsequent
cleanup of any volunteer vegetation and upgrowth during construction of the new power lines.
In the bidding process, each candidate needs to know the route of the new 400 kV line and
shall envisage access to each new tower and those of the existing 400 kV Vezhen OHTL.
Those approaches shall be offered in a separate item of the bill of quantity as machine-shifts
for access and preparation of sites for the new towers.
At the construction phase, those approaches that are already defined by the selected
Contractor need to be agreed with an authorized representative of Employer and this
agreement shall then be reflected in bilateral protocols. Any damage to pre-agreed
approaches shall be at Employer’s expense. Any damage due to negligence or failure to use
pre-agreed approaches on the part of Contractor shall be be at its own expense.

1.2. Structure alignment and staking requirements


Line alignment shall be performed in tension sections or between two benchmarks, with the
towers then being aligned in separate straight sections. Aligned tower axes shall be within
accuracy tolerance of 5 cm in Bulgarian Geodetic System 2005 and Baltic Height System
(altitudes from GPS shall not be used without applying gravimetric measurements).
Once the midpoints or staking point of the new towers are identified, with two towers per
stake, a surveyor’s transit instrument (theodolite or total station) shall be positioned at one of
the tower midpoints to check whether all aligned tower axes lay on the corresponding straight
line and make corrections if any deviation is detected.
For each tower or stake, once the midpoint is aligned, checked and adjusted, it shall be
proceeded to spot the tower legs by first determining their orientation and making a cord
scaffold in two perpendicular directions to preserve their center and orientation. Having
determined tower midpoint and main leg axes, the tower legs shall be spotted by means of a
tape rule or other instrument and then a cord scaffold shall be built to spot the legs. After the
tower legs are aligned, it shall be verified that their directions are perpendicular to each other
by measuring both diagonals (they must be equal).
Coordinates of the new tower legs are attached to the detailed design for this project.

1.3. Excavations and foundations


The soil conditions for foundation laying of each individual tower have been determined based
on geological surveys and related reports. Prior to excavation works, the construction site
shall be cleaned up and secured with fencing and safety facilities. Foundations for the new
towers shall be excavated by special machinery and, where necessary, finished by hand
under strict observance of the established staking and spotting points. Excavations with
vertical walls are only allowed in moderately humid soil without ground waters. Possible
excavation depths are up to 1 m in sandy soil, 1.25 m in clay soil and 2 m in highly compact
soil. These are admissible dimensions provided that foundations are cast within 2-3 days after
excavation.
When doing earthworks for tension and special towers whose foundations are deeper, it is
necessary to either reinforce or align the excavation walls with the natural slope of the
particular soil type. In case of weak soils, the excavation walls shall be tightly reinforced
depending on the soil properties. Excavated earth shall be deposited not less than 0.5 m
away from the edge of excavation to prevent the walls from being overloaded. Excavated
material shall be left aside and subsequently used to backfill and reinforce the tower
foundations; any excess material shall be evenly spread around the site. When doing
earthworks on arable terrain, the upper soil layer must be removed and put aside from the
excavated material to spread it back on top upon backfilling once the concrete foundations
are cast. Spoil shall be deposited so that in does not interfere with the subsequent works
(installation, leveling and concrete lining of the foundations). Storage of tower parts and
movement of machinery around excavations are allowed outside the edges of natural terrain
slope.
To increase the service life of foundations, they shall be cast in place with the necessary
smoothness and surface gradients, without additional cement lining, and must be compressed
by vibration method. Once the concrete is cast, it shall be left for the rated setting time to
gather its design strength. To drain precipitation water away from the structure foundations,
their backfilling must be compacted by ramming. Next, the sites around the structures shall be
finished with inclinations away from the towers and trenches to drain surface waters.
Backfilling shall be carried out layer by layer and rammed to the rated volumetric density.
Using stones and construction waste for backfilling purposes is not allowed.
The foundation laying conditions are specified in the Construction Design, Geology and
Occupational Health and Safety Plan (OHSP) sections of the detailed design, the required
quantities being stated in Appendix 1.
Each of the four available foundations of existent tower 445А from 400 kV Vezhen OHTL will
be reinforced with additional steel concrete. The technology of implementation, how to bind a
new concrete to old concrete, and the location of steel reinforcement in the foundations are
described in the Construction Design section. The required quantities are specified in the bill
of quantity for this construction project. The reinforcement is shown in drawing No D104-
01F6-02-0A.

1.4. Towers
The new towers to be used for construction of the 400 kV line are designed for АСО-400 type
conductors consisting of three single wires per bundle, bolted design with hot‐dip galvanized
coating for anticorrosive protection in accordance with БДС EN ISO 1461:2009 or equivalent.
Steel grades S355J0 and S235J0 as per БДС EN 10025-2 are used for different details of the
new towers to enable structural optimization. The following tower structures are used:
− СНД1 – suspension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and two ground wires С-70). It is used for normal weight
and wind conditions and its outline is shown in drawing № D104-01F1-01-0A;
− СНД2 – suspension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and two ground wires С-70). This is a more heavy-duty
tower compared to СНД1 and its outline is shown in drawing № D104-01F2-01-0A;
− СЕН1,2 – suspension tower for one or two bundle conductors АСО-400. It ensures
the necessary vertical clearances to crossing infrastructure where a suspension point
higher than 32 m is required. Its outline is shown in drawing № D104-01F5-01-0A;
− 20.NN – angle tension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and two ground wires С-70). Its outline is shown in №
D104-01F3-01-0A;
− 60.NN – angle tension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and two ground wires С-70). Its outline is shown in
drawing № D104-01F4-01-0A.
− In addition to the above structures, the existent towers of 400 кV Vezhen OHTL are
also used as follows:
− 70.NN - angle tension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and two ground wires С-70) with existent numeration
453А;
− 70.N - angle tension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and one ground wire С-70) with existent numeration
448А;
− 20.N - angle tension structure for conductors 1x3x3АСО400 + 2xC-70 (one triad of
bundle conductors АСО-400 and one ground wire С-70) with existent numeration
445А, 446А, 447А, and 451А;
− СЕН2 – suspension structure for two bundle conductors АСО-400 with existent
numeration 445А,В and 446А,В;
− 1Н.М - suspension tower for two triads of bundle conductors АСО-400 and two
ground wires С-70 with existent numeration 452.
The same will be reused and positions #311, 312 and 485 of tower 445A will be replaced
along with their bolted connections. These are shown in drawing № D104-01F6-01-0A. The
total weight of new structure profiles is 91.5 kg inclusive of fittings.
The weights of new structures to be used to build the line are specified in Appendix 2. The
weight of shaped steel elements and reinforcement fittings for tower 445А are specified in the
Bill of Quantity for the new 400 кV OHTL.
Appendix 3 indicates the new towers distribution on the line route.

1.4.1. Tower assembly and raising


The components of each tower shall be transported without being damaged. The main
structural components must be properly marked and sorted to facilitate their installation on a
particular tower.
Tower installation works shall be done on a prearranged site in immediate proximity to the
new foundations. It is not allowed to perform any structural modifications such as drilling and
expanding holes as well as any welding operations. No bending of profile components for
assembling purposes is allowed. All fittings must be hot-dip galvanized and compliant with the
standards referred to in the Construction Design.
The new towers may be raised after checking the dimensions of the already built ones. In
case of inadmissible grading deviations or horizontal displacements, the corresponding
design engineer shall be consulted for advice. The new towers shall be raised using a
suitable method depending on terrain conditions, access, cranes’ lifting capacity, and the
requirement to prevent any structural damage. They can be either installed section by section
after being partially assembled on the ground or raised as a whole structure or built up
position by position with a mounting frame. Pertaining to the most common suspension
structure СНД 1 and 2, there is a universal mounting frame whose use is absolutely
mandatory regardless of whether the tower is being raised in a fully assembled state or as an
assembled body with brackets!
Specific structure assembling and raising instructions are set out in the Electromechanical,
Construction Design and OHSP sections of the detailed design.

1.5. Conductors, ground wires, fiber optic cable and optical connectivity
1.5.1. Conductors
A triad of bundle АСО-400 with electromechanical properties according to БДС 1133-89 or
equivalent shall be installed. The required quantity is specified in Appendix 4.
Single subconductors in bundle shall be spaced at 400 mm from each other and in an
equilateral-triangle arrangement. Their equidistant positions in the span shall be ensured by
means of triple spacer dampers whose indicative distribution and number in a span are
shown in Appendix 5. Double spacer dumpers shall be used for jumper conductors.
The new line conductors shall be pulled using the mechanical stress method according to IEC
TR 61328 and IEC TR 62263-2005 or their equivalents. All machinery, equipment, facilities
and safety gear must conform to the above standards and enable flawless conductor
installation. It is not allowed to deploy conductors in a random tension section on the ground.
Conductor installation shall be carried out by running a lead cable through the entire tension
section and then pulling the bundle conductor attached to the end of lead cable. All three
subconductors in bundle shall be pulled simultaneously and applying the same tensile force.
A set of pulling machines designed to strain three or more conductors simultaneously shall be
used for this purpose. It is not allowed for a bundle to touch the ground or crossing
infrastructure while being pulled and strain adjusted as well as to exceed the rated tensile
force of its particular tension section. For precise adjustment of roller supports suspended on
towers, they shall be mounted at the same level as suspension and tension clamps to which
the conductor will be attached.
Redundant conductor that remains wound on the drum after installation shall be used to make
jumpers on tension structures instead of being installed in line sections.
Conductor adjustment shall be made as prescribed in the relevant straining tables for the
weather conditions specified in the longitudinal profile.
The phasing diagram of the new power line is shown in drawing № D104-01C3-12-0A.

1.5.2. Optic power ground wire (OPGW)


Surge protection of the new 400 кV OHTL will be provided by two ground wires, one of which
is type OPGW with properties specified in clause 5.3.3 of the Plant and Mmaterials
specification. Appendix 6 shows the tension sections for fiber optic cable installation with
corresponding allowances for sagging and attachment. Stockbridge dampers of quantity
specified in Appendix 7 will protect the fiber optic cable against vibrations. The specific
shipment of dampers as per selected fiber optic cable shall be delivered with an installation
manual to be approved by Employer.
The optic cable pulling and installation routine is similar to that for conductors, with additional
attention being paid to ensure that the contact surfaces of all installation gear and machinery
do not come into metal touch with the cable. They shall have appropriate silicone or other
insulation coating that shall be replaced in due course before it gets worn out and its
operational lifetime has elapsed. This requires that Contractor has and uses efficient devices
to earth the cable while being pulled.
During installation, no less than the minimum admissible bending radius specified by the
manufacturer shall be applied.
To verify that the optic fibers are left intact after installation, it is necessary to terminate the
optic cable at both end substations and measure the signal attenuation along the route from
both sides. Acceptable attenuations:
− 0.06 dB (average) and 0,15 dB (max) at junction box;
0
− 0.25 dB/km along the route @ 1550 nm, 20 C.
Individual fiber attenuations shall not differ by more than 0.02 dB/km.

1.5.3. Steel ground wire


The second ground wire is a steel one, with mechanical properties as specified in clause
5.3.2 of the Plant and Materials specification, and its conditional identification is С-70. The
pulling and installation routine is quite similar to that for conductors and the required
quantities are indicated in Appendix 8.

1.5.4. Fiber optic cable and optical connectivity


The fiber type (OPUG) shall be the same as that of OPGW. Optical connectivity of the ground
wire from its corresponding bay gantry tower of the new 400 kV OHTL to line equipment room
(LER) in the relevant substation shall be provided via fiber optic cable with properties as
described in clause 5.4. The ground wire shall be connected to the fiber optic cable through
an OPGW-OPUG junction box mounted 5.50-6.00 meters above terrain level on the column
next to the optic cable suspension. A 32-millimeter high density polyethylene (HDPE) flexible
protection pipe shall protect the entire fiber optic cable.
Drawing № D104-01C1-04-0A represents the optic cable routing layout in the 400 кV
switchyard of Plovdiv s/s. The corresponding layout in Maritsa Iztok s/s is given in drawing №
D104-01C1-05-0A. Specific routing requirements are described in the detailed design; the bill
of quantity specifies the necessary equipment for optical connectivity in terms of
nomenclature and quantities.

1.6. Line insulation


Line insulation shall be implemented using polymeric insulators with tensile strength of not
less than 160 kN. This applies to both suspension and tension strings. The complete set of
unit insulators in the strings is defined in accordance with rated safety factors for the relevant
sizing conditions. Rings and/or horns will be installed to distribute the magnetic field and lead
any discharge away from the string.
The applicable technical characteristics for unit insulators are set out in the Plant and
Materials specification.

1.7. Fittings
Given the type of tower structures used for the new power line, both new and existent
ones, the realized wind and weight spans and prescribed maximum normal stress in
conductors and ground wires, different indicative complete sets of tension and suspension
insulator strings are foreseen.
1.7.1. Conductor fittings
The following complete sets of insulator strings are used for the new 400 kV OHTL:
− Single suspension insulator string designed to bypass the conductors around the
body of tension towers, complete with 2х25 kg of weights. It is shown in drawing №
D104-01C3-04-0A;
− Single suspension insulator string for special suspension towers. This string is similar
to the above one but has no weights attached to it;
− V-suspension insulator string for suspension towers type СНД. It is shown in drawing
№ D104-01C3-03-0A;
− Single and double tension insulator string. This one is used for tension towers in
approaches to end substations. It is shown in drawing № D104-01C3-01-0A;
− Triple tension insulator strings for tension towers along the line route. It is shown in
drawing № D104-01C3-02-0A.
The required quantities per string type are specified in Appendix 9.
Pursuant to the approved and effective Environmental Impact Assessment Report (EIAR), it is
necessary to install bird (stork) guards above all suspension strings as well as bird diverters
along the steel ground wire.
The bird guard design is shown in drawing № D104-03C3-08-0A.
Bird diverters shall be installed on the steel ground wire at distances of 20 m along the spans
between towers 57 and 68.

1.7.2. Fittings for the steel ground wire


The following strings are used to complete the ground wire suspensions of the new 400 kV
OHTL:
− ЕН-C70 – standing single suspension string for ground wire С-70 with swing clamp
intended for suspension towers. This string is shown in drawing № D104-01C3-08-
0A;
− ЕО-C70 - single tension string for ground wire С-70. Its drawing is № D104-01C3-07-
0A;
− ЕО-OPGW - single tension string for optic power ground wire (OPGW). This string is
shown in drawing № D104-01C3-05-0A;
− ЕН-OPGW - single suspension string for OPGW with С-link. This string is shown in
drawing № D104-01C3-06-0A.
The required quantities per string type are specified in Appendix 9.

The requirements for complete string set fittings are described in clause 5.5 of these
Technical Specifications.

1.8. Surge protection and grounding


All new structures shall be grounded with earth rods as specified in the detailed design and
taking into account the geological surveys for foundation laying per tower. All components of
the earth rods shall be hot-dip galvanized and with welded underground connections whose
weldings are covered with protective primer in accordance with the detailed design. The joints
to towers shall be bolted-type and made through a pre-dilled mount hole in the mast.
OPGW shall be grounded through the string earth rod bolted to the tower top as shown in the
drawings of complete ground wire sets.
Two types of earth rod design are foreseen to ensure the rated contact resistance of the new
tower’s earth rods:
Vertical earth rod consisting of 40х4 mm horizontal hot-dip galvanized steel bars to which 1.5-
meter long vertical hot-dip galvanized steel profile rods (L63/63/6 mm) are attached. Its
diagram is shown in drawing № D104-01C3-13-0A, page 1;
Deep-driven earth rod made of 40х4 mm horizontal hot-dip galvanized steel bars. The
horizontal earth rods are installed 0.3m beneath the corresponding steel latticed tower
foundations. Its diagram is shown in drawing № D104-01C3-13-0A, page 2;

The required type of grounding devices for the new towers is specified in Appendix 11.

No new earth rods will be installed on the existing towers of 400 kV Vezhen OHTL to be used
for the new 400 кV line.
1.9. Signs and plates
Electric shock hazard signs shall be mounted on all new towers as well as on the existent
ones of 400 кV Vezhen OHTL. These shall be enameled and fixed to special mounting plates
bolted to the tower sections 3 meters above terrain level.
All towers shall be numbered, dated and labeled with dispatch name. Black font on yellow
background shall be used for the signs according to a sample agreed with Employer.

2. Dismantling activities and reconstruction of existent OHTLs

2.1. 400 kV Vezhen OHTL


The existent 400 кV Vezhen OHTL was commissioned on a double circuit line tower where
one bundle conductor is installed on the towers with index “А“. In order to preserve the
uniformity of fittings and insulation, i.e. to complete the new 400 kV OHTL with polymeric
insulators and keep the current equipment of 400kV Vezhen OHTL, the following works need
to be done:
For the section between towers 445 and 451, remove the conductor suspended on the south
towers between 445А and 451А and reinstall it on the northeast brackets on towers 445B to
451B;
For the section between towers 451 and 453, remove the conductor suspended on the south
towers between 451 and 453 and reinstall it on the north brackets; on tower 453B, it will
occupy the existing north phase. The latter shall be suspended on the south bracket of tower
453В;
For the section from tower 453 to the gantry tower of s/s Plovdiv, in view of preserving the
phasing diagram of s/s Plovdiv, is is necessary to switch the positions of conductors В and С.
The existent north conductor shall be suspended in the middle of the gantry tower but since it
is currently attached to the most northern point of the gantry tower, it will not be long enough
for that purpose. This is why a new conductor will be installed in the span. The conductor
which is now attached to tower body 453 will be shifted to the gantry tower of the most
northern suspension point. To this end, the press joints on the side of Plovdiv s/s shall be
made again after line adjustment.
Layout № D104-01C3-12-0A shows the new phasing diagram.
Existent ground wire С-70 in the section between towers 453В and 445А will be removed and
replaced by a new one of type OPGW.
The weather conditions along the existent section from the gantry tower of Plovdiv s/s to
tower 445А are described in the executive documentation of 400kV Vezhen OHTL.
Due to impossibility to meet the provisions set forth in Article 581 of OSEIPL, one additional
jumper bracket shall be installed between towers 453A and 453B to bypass tower 453В. This
bracket is similar to the additional one currently attached to the tower and holding the jumper
connection of the conductor suspended from its body. It will be installed at the level of the
existing one to hold the west conductor’s jumper connection. The latter will be made in
vertical direction above the tension string of this conductor. A separate section of the detailed
design shows the structural design of this bracket; the bill of quantity specifies how many of it
need to produced and describes the corresponding installation works.

2.2. 110 kV Katunitsa OHTL


The new 400kV OHTL in the span between towers 15 and 16, at kilometer 6+619, crosses
the existent 110kV Katunitsa OHTL in its span between towers 22 and 23. Given the small
crossing angle between these two lines and the structural design of the 110 kV Katunitsa
OHTL, the crossing line will be subject to reconstruction according to a separate detailed
design which has already been drafted.

2.2.1. Current status


The 110 кV Katunitsa OHTL is built for two triads of conductors in a barrel-shaped
arrangement and one ground wire, with one triad already installed on one circuit of the double
line between towers 19 and 23. In the section between towers 23 and 26, the line has
horizontal suspension towers type НХ. The conductors are АСО-400 and the ground wire is
С-70 / 2хС-50 depending on tension sections. The existing line crosses the new 400 кV
OHTL is span 22-23. A layout of this crossing is given in drawing № D104-03C1-01-0A.

2.2.2. Design concept


To provide the rated crossing clearances, suspension tower 22 type НБ and tension tower 23
type 30 will be replaced with tension structures type 30.ВВ suspending all conductors at the
level of the lower tower brackets. Doing so will ensure that the existing elevation levels of
conductors and, correspondingly, ground wire for which the free suspension for conductor to
tower body will be used, respect the required crossing clearances between both power lines.
The conductors will remain as they are. The ground wire in the new tension sections will be
as follows:
− Tower 19 - tower 22 – 1хС-70;
− Tower 22 - tower 23 – 1хС-70;
− Tower 23 - tower 26 – 2хС-50.
A longitudinal profile of the reconstructed section is shown in drawing № D104-03C2-01-0A
and the power line phasing diagram is in drawing № D104-03C3-01-0A.
The the new tension strings for conductors shall be completed according to drawing № D104-
03C3-02-0A and the new ones for ground wire shall correspond to drawing № D104-03C3-
05-0A. Bird guards as per drawing № D104-03C3-08-0A shall be installed over the
suspension strings that provide jumper clearances of the middle conductor suspended on
tower body.
New dampers shall be installed to protect the conductors between towers 22 and 24.
Tower foundations shall be designed for stiff soil.
The new towers will be grounded with hot-dip galvanized double earth rods as shown in
drawing № D104-03C3-06-0A.

2.2.3. Dismantling activities


Existent towers 22 type НБ and 23 type ЪБ 30 shall be dismantled. Their foundations shall be
exposed and removed transferring all concrete debris to a dump site specified by Employer.
Dismantled towers shall be packed by components and taken to Employer’s storage facility fit
for reuse. Glass insulator components will be reused when completing the new tension strings
and shall also be demounted without breaking their glass parts or bending their cores.
The requirements for reconstruction of 110 kV Katunitsa OHTL are similar to those for
building the new 400 кV OHTL as they are based on a uniform line infrastructure construction
methodology.
All deliveries, civil, dismantling and process measurement activities that are necessary in
order to reconstruct the crossing 110 kV OHTL are specified in the bill of quantity.

3. Temporary works
These activities include construction of temporary roads and approaches as well as
construction works (assembly and disassembly works on temporary gantry structures, 20 kV
OHTL, etc.) to secure the crossing locations (roads, railways, etc). The crossing infrastructure
is shown in Appendix 10. A separate safety notice is provided for each crossing location that
requires such notice; temporary traffic safety arrangements will be applied in all locations
where the new line crosses roads which are part of the national road network. These
arrangements are imperative to Contractor. It is incumbent on Contractor to bear all costs for
traffic coordination and/or stoppage on crossing roads, disconnection of MV and HV power
lines (incl. cabling were necessary), railway occupation and other similar measures. Those
crossing locations for with no safety notice is issued must be secured by Contractor with
temporary wooden gantry structures, bucket trucks, traffic signs, road marking, etc.

4. Deadlines and completion sequence of CEWs


The deadline for completion of the new 400 kV OHTL from Plovdiv s/s to Maritsa Iztok s/s is:
− 60 days – delivery of Plant and Materials, agreement of implementation time
schedules, approval of line disconnection orders, safety precautions, etc. This period
starts as from the signature date of Protocol (Standard Form 1). At this stage, the
Contractor of the relevant position shall produce and submit to Employer a detailed
implementation time schedule at least 30 prior to starting CEWs.
− 800 days - to complete CEWs as from the signature date of Protocol (Standard Form
2).
The sequence of work to build the new power line is described in section 3 of these technical
specifications. Before proceeding to CEWs, the existent 400 kV Vezhen and 110 kV Katunitsa
OHTLs need to be reconstructed and this shall be taken into account in the line
implementation schedules. The lines shall be disconnected for as short a time period as
possible to avoid system disturbance.
Contractor of CEWs shall issue instructions on how to carry out each type of activities related
to the construction of this new 400 kV OHTL.

5. Plant and Materials specification


All Plant and Materials necessary to build the new power line shall be provided by the
Contractor.
The latter shall only use materials (fittings, towers, conductors, insulators, hot-dip galvanized
steel ground wires, OPGW, OPUG, etc.) made by manufactures using quality management
system according to ISO 9001:2015. A proof of this shall be submitted in the form of
certificates covering the following scope:
Fittings –manufacture of fittings for high-voltage OHTLs;
Towers –manufacture of lattice steel towers/structures;
Conductors/ground wires –manufacture of conductors and/or ground wires;
Insulators –manufacture of insulators;
OPGW –manufacture of optic power ground wire;
OPUG –manufacture of fiber optic cables.

Delivered Plant and Materials shall be incorporated in accordance with Ordinance № РД-02-
20-1 of 5.02.2015 on rules and procedure for incorporation of building products at
construction sites in Bulgaria.
They shall have equal or superior parameters to those specified in the applicable
standards or their equivalents.
The delivered Plant and Materials shall conform to the applicable standards listed in Appendix
30.

5.1. Towers
Lattice steel towers for this construction site shall be ordered for manufacture and delivery
according to the detailed design documentation and sectional standards No 0151737-83 and
No 0179782-87. All design documentation will be provided to Contractor.
All size deviations in tower geometry and all tolerances for bolted connections must be within
the limits set in the above sectoral standards.
Towers will be made of square-shaped iron according to БДС EN 10056-1 or equivalent, U-
profiles according to DIN 10026 (or equivalent), and S235JR and S355JO structural steel for
profiles and plates according to БДС EN 10025 or equivalent. All structural components of
lattice steel towers shall be hot-dip galvanized in factory environment according to БДС EN
ISO –1461:2009 or equivalent.
Bolts shall be of resistance class and sizes corresponding to design documentation.
Their threaded section shall not enter into the bolted connection (the thread of a bolt shall not
enter into its load-bearing stem).
Steel grades and bolt types to be used per tower type are given in the following table:

The manufacturer of lattice steel towers shall mark each of them with a unique serial number
consisting of an alphanumerical code that corresponds exactly with the design drawing
identifications for each individual component of a tower.
Position numbers on steel components shall be stamped by a press machine or other suitable
technique so that they remain clearly visible after being hot-dip galvanized. All bolts shall be
complete with 1 nut, 1 washer and 1 lock washer. All bolts, nuts and washers shall be hot-dip
galvanized.
All new towers shall have security bolts (theft-proof) installed up to 3 meters above
terrain level. Tamper-proof bolts shall be of size, resistance class and anticorrosive
protection according to design documentation.
Towers shall be transported, assembled and erected in a way that ensures minimum damage
to their anti-corrosive coating. The damage tolerance is 1.5% of the total tower area. Materials
to recover any damaged anticorrosive coating shall be foreseen and provided by Contractor.

5.2. Concrete
Concrete for foundation laying shall conform to БДС EN 206:2013+A1:2016/NA:2017 or
equivalent. It must not be mixed on site but should only be delivered from a concrete mixing
station. The concrete grade for foundation laying shall correspond to design specifications
stated in the drawings. Chemical admixtures, e.g. for setting acceleration, freeze-thaw
resistance and other purposes, may only be added to the concrete mixture upon agreement
with representatives of Employer and the company supervising the line construction process.
Concrete should only be transported using specialized mixer trucks to guarantee its
properties. It shall undergo tests according to БДС EN 12390-2:2009 or equivalent. The
concrete sampling method and interval shall be according to БДС EN 206 and БДС EN
206/NA or their equivalents. The concrete delivery shall be accompanied by certificates of
operational properties and performance. Test and transfer protocols shall be made available
to Employer or construction oversight representatives upon request for quality tracking
purposes.
5.3. Conductors and ground wires

5.3.1. Conductors
The main standard applicable to conductors delivered for this project is БДС 1133-89 (or
equivalent) (hereinafter referred to as “The Standard”).
New conductors shall be of type АСО-400 according to the above Standard. Their design
and technical specifications are given in Appendix 31.
Aluminum subconductors shall be made of rolled wire with characteristics as per БДС EN
1715-1:2008 or БДС EN 1715-2:2008 or their equivalents.
Hot-dip galvanized steel wires shall be in full conformity with БДС 5875-73 (or equivalent) for
grade МС, second group.
No intertwined, broken, flattened, kinked or scored subconductors are admissible. Conductor
layers shall be wound in opposite directions, with outer layer in clockwise direction. Their
bundled core shall be entirely covered with neutral grease whose start-dripping temperature is
not less than 65 °С.
Aluminum and steel wires shall be connected via butt-welded joint or cold welding. Welded
joints shall be at least 15 m apart. The welded joints of steel wire shall be covered with
anticorrosive material.
The electrical resistivity of conductors must not exceed the limits according to Appendix 1 of
the Standard.
The weight of complete conductor shall correspond with the rated weight according to table 1-
4 of Appendix 1of the Standard. The outer diameter of conductor shall be as defined in the
Standard, i.e. 27,24 mm.
Delivered conductors shall have service lifetime of not less than 45 years.
Their lengths shall be as prescribed in the Standard or its equivalent.
Conductors must be new, manufactured not more than two years prior to construction start
and in conformity with the technical specifications and testing methods, acceptance, marking,
packaging and transportation requirements of the Standard or its equivalent.
Recovery of damaged subconductors is only allowed using АСО 400 repair sleeves after
agreement with Employer and the construction oversight company.

5.3.2. Hot-dip galvanized ground wire


The main technical specifications for hot-dip galvanized ground wire are referred to in
Appendix 32.
A single, steel, clockwise wound, butt-welded ground wire will be used. It will have bundled
structure 1х19 with outer diameter of 11 mm.
The diameter of bundle wires, their size tolerance and minimum weight of protective coating
shall correspond with the rated values in table 2 of БДС EN 10264-2:2012 or equivalent.
Any deviation from the rated diameter of ground wire shall be within tolerance as specified in
the standard.
All bundles shall be evenly wound and properly arranged in a tight fit without any bends,
dents or bulges and without crossing each other. No kinked, flattened, torn or scored wires
are admissible. Bundle layers shall be wound in opposite directions, with outer layer in
clockwise direction.
The ground wire shall be with strength class ≤1570 and breakdown stress ≤99.9 кN (table
С2 of БДС EN 12385-10:2003+А1:2008 or equivalent).
Class A galvanized coating with 99.9 % zinc content shall protect the outer surface of the
ground wire.
Ground wires must be new, manufactured not more than two years prior to construction start
and in conformity with the technical specifications and testing methods, acceptance, marking,
packaging and transportation requirements of БДС 16750-88, БДС EN 10264:2012, БДС EN
12385-1:2002+A1:2009, БДС EN 12385-2:2002+A1:2008, БДС EN 12385-10:2002+A1:2009
or their equivalents.

5.3.3. Optic power ground wire (OPGW)


The new OPGW shall be designed to provide:
mechanical strength in all rated weather conditions;
single-phase short circuit thermal withstand;
lightning impulse thermal withstand;
optic performance within tolerance in all of the above cases or combination thereof.
The main technical specifications for OPGW are referred to in Appendix 33.
A single OPGW will be used consisting of one clockwise wound layer of round aluminized
steel wires with central fiber protection metal tube. It is Employer’s requirement that the fiber
protection tube be made of stainless steel with diameter not less than 3.2 mm.
The OPGW will consist of 24 optic fibers running to its fiber protection steel tube. These shall
be of Non Zero Dispersion Shifted Fiber type according to ITU-T.G655 specification. No
spliced fibers are allowed. The fibers shall be installed freely (with sufficient allowance) in one
protective tube made of stainless steel by technique that renders it air-tight. At lest 0.4% of
additional fiber length (allowance) shall be provided inside the tube.
That tube shall be filled with water-resistant, dielectric, homogeneous gel.
All aluminized steel wires that OPGW is composed of shall correspond to БДС EN
61232:2003 or equivalent.
OPGW shall meet the following criteria:
Its layer winding technique shall be in accordance with IEC 61089 or equivalent.
No grease shall be applied between the separate layers.
When the OPGW is not strained (on the drum), the wires in its individual layers shall be in
contact with each other.
Its outer (end) layer must be would clockwise.
Delivered OPGW must be new, manufactured two years prior to delivery date.

5.4 Requirements for optic underground cable (OPUG)


The main technical specifications for optic underground cable (OPUG) are referred to in
Appendix 34.
OPUG shall correspond to БДС EN 60794-1-1:2016 or equivalent, with the same type of
fibers as OPGW.
Main requirements for OPUG:
Hybrid type, fit to be pulled in a HDPE protective tube and for indoor installation;
Water resistance;
Flame retardancy;
The cable sheathing must not stiffen in the course of aging;
The cable data must be stamped on its outer sheath in a clear, durable and water-insoluble
manner.
Easily accessible optic fibers;
Standard color coding of the optic fibers;
Axial reinforcement;
Ambient temperature range for transportation and storage: -40 °С to +70 °С
Ambient temperature range for installation: -5°С to +40°С
Operating temperature: -40°С to +70°С.

5.5 Insulator strings and fittings


The new 400 kV OHTL shall be insulated with new polymeric insulators and fittings. All fittings
must conform to the quoted standards or their equivalents. The minimum breakdown stress
for each fitting component shall be determined in accordance with the particular tensile force
exerted on each separate string.
Fitting components of different insulator strings must be interchangeable. New fittings shall
correspond with the size and material of conductors and ground wires. All fitting joints shall be
wear-proof and dependable.
Fitting components shall include bolts, nuts, washers, lock pins and other fixtures to enable
assembly and installation without any special tools or aids. Lock pins for spherical and
coupled or tension elements must conform to БДС EN 60372:2006 or equivalent.
All bolted joints of a suspension/tension string shall provide the required mechanical strength
to the elements being joined and to the insulator sting.
Fittings or their parts made of steel (cast or malleable) shall be hot-dip galvanized according
to БДС EN ISO –1461:2009 or equivalent.
Clamps shall not allow any deformation of conductors or ground wires.
Metal parts shall be resistant to corrosion, premature wear-and-tear of contact surfaces or
electrolytic reaction between different metals. Contact surfaces shall thus provide good
electrical contact in operating conditions.
Aluminum parts attached to conductors made of aluminum or its alloy shall be with fineness of
at least 99.5% or composed of an equally anti-corrosive alloy.
Fitting components under stress shall have no sharp angles or edges that could potentially
lead to high electrostatic tensions during normal operating conditions. All surfaces, including
those of bolts and nuts, shall be rounded or spherical in order to minimize corona losses and
comply with the applicable requirements to RF interference.

5.5.1. Polymeric insulators:


The main technical specifications for polymeric insulators are described in Appendix 35.
Polymeric insulators shall meet the following criteria:
− The mechanical properties of an insulator depend on its core, which shall be made of
epoxy resin reinforced with fiber-glass of high axial strength; Both fiber glass and
epoxy resin shall have optimal performance in terms of mechanical strength, acid
resistance and water absorbency;
− E-CR glass fibers will be used for the core;
− Polymeric insulators shall be made of flame retardant and high temperature
vulcanized (HTV) rubber providing maximum water-repellency;
− Insulators shall be manufactured by direct molding of their body together with the
insulator sheds; Mold lines (trailings) shall not exceed 1 mm;
− The core’s silicone rubber sheathing shall be at least 3 mm thick;
− Good self-cleaning capability (aerodynamics); Insulator sheds shall have a smooth
surface without any process unevenness or edges. Their design must prevent any
occurrence of corona activity and partial shunting of an insulator due to dirt, rain,
snow or ice;
− Compatible fittings shall be used to complete the insulator string. Polymeric insulators
shall be fitted with socket tongues at their earthed end and ball-eyes at their live end,
their size being 20 as per БДС HD 474 S1:2004 (IEC 60120) or equivalent. Lock pins
must correspond to БДС EN 60372:2006 or equivalent;
− Insulators shall be equipped with field equalizing ring capacitors.
According to design concept, insulators will be fitted with ring capacitors and additionally with
arc protection fittings.
These arc protection fittings shall be easy to maintain and replace if necessary without having
to dismantle the insulator or individual components of suspension/tension strings.

5.5.2. Fittings for insulator strings


The drawings referred to in subsection II.1.7 and attached to this documentation show the
required complete sets of suspension/tension string. They also indicate the needed minimum
tensile forces that individual components must be able to withstand.
The main requirements for components (fitting elements) used to complete the strings are as
follows:
Socket tongue/socket tongue for horn –connection size as per assembly drawing of the
relevant string and conformity with БДС HD 474 S1:2004. These fittings shall be made of
malleable steel. When completing insulator strings, socket tongues for horn need to be used -
these are able to connect an accessory such as horn, ring, etc. The main technical
specifications for socket tongues are described in Appendices 36 and 37;
Ball-eye/ball-eye for horn –connection size as per assembly drawing of the corresponding
string and conformity with БДС HD 474 S1:2004. Ball-eyes shall be made of malleable steel.
Insulation strings shall be also be fitted with socket tongues for horn due to the same reasons
as described above. The main technical specifications for ball-eyes are described in
Appendices 38 and 39;
Clevis –connection size as per assembly drawing of the corresponding string. These fittings
connect strings to tower and must have connection sizes specified in the above tables. The
main technical specifications for clevis assemblies are described in Appendices 40 and 41.
U-bolt –connection size as per corresponding assembly drawings in the detailed design. U-
bolts shall be hot-dip galvanized and their threads shall therefore be cleaned up so that nuts
can be easily installed. The main technical specifications for U-bolts are described in
Appendix 42;
Swivel clamp –this type of fitting is used as necessary to rotate the plain of string elements
at 90 degrees. These fittings shall be made of malleable steel;
Yoke plate –used when completing suspension and tension strings to fix subconductors in
bundle at a distance of 400 mm from each other and distribute the tensile stress among
individual subconductors;
Shackle –provides a quick joint between two separate units of a string;
Link adjuster –provides mechanical connection and the required overall dimensions of a
suspension or tension string by stepwise adjustment of its length;
Turn buckle –used in a tension string to fine-tune the strain of conductors by length
adjustment;
Extension link –serves to achieve the required overall dimension of a string;
Mount joint –provides mechanical connection and enables easy mounting/dismantling of an
insulation string;
Other fittings for string completion: Any fittings not referred to above but used to complete
suspension/tension sections shall correspond with the general requirements for fittings. Their
connection sizes shall allow them to be installed with their belonging components while
respecting the desired mechanical performance for each corresponding string.

5.5.3. Conductor fittings


Lock and connection fittings for conductors shall be selected depending on the outer diameter
( 27.24 mm) of delivered conductor АСО-400.
The main requirements for conductor lock and connection fittings are as follows:
Tension clamps and span couplers shall be press-type to prevent any slipping or damage
of conductors under mechanical load. The mechanical strength of conductor-to-tension clamp
and conductor-to-conductor connection must be at least 95% of the conductor’s rated tensile
strength. While in normal operation, offered clamps and span couplers shall ensure that their
connection maintains stable electrical resistance and its temperature does not exceed that of
the connected conductor. The main technical specifications for tension clamps and span
couplers are described in Appendices 43. and 44, correspondingly;
Suspension clamps shall not cause conductor deformation or undbundling while in
operation. Their assembly may also include protective sleeves. Suspension clamps shall be
designed to enable optimal vibration damping. Their bodies and upper parts shall be made of
nonferrous material that minimizes magnetic losses. Sufficient contact surface shall be
provided to prevent potential damage in fault conditions. Suspension clamps shall be able to
swing freely in the vertical plane around their horizontal axis. As soon as a conductor has
reached 20% of its nominal tensile strength, the suspension clamp will let it slip through. If
overtightened, the thread turns of connection bolts must snap off before damaging the
clamp’s body or upper part with installed conductor. The clamp grooves must be smooth and
without any waves, corrugations or other roughness on their surface. The main technical
specifications for conductor suspension clamps are described in Appendix 45;
Jumper couplers shall ensure a reliable galvanic contact between the two coupled
conductors. When a coupler is live (current-carrying), its surface temperature shall not differ
from that of the conductor itself. The jumper connection shall maintain stable electrical
resistance while in operation.

5.5.4. Fittings for hot-dip galvanized steel wire


The drawings attached to this documentation show the complete set of suspension/tension
string for hot-dip galvanized steel wire. They also indicate the needed minimum tensile forces
that individual components must be able to withstand.
Tension string. Tension clamps shall be of spiral type and the wire-to-clamp connection shall
have mechanical strength of not less than 95% of the wire’s rated tensile strength. The main
technical specifications for hot-dip galvanized steel wire tension clamps are described in
Appendix 46;
Suspension string. Suspension clamps shall not damage ground wire or its galvanic coating,
nor shall it cause wire splitting while in operation. Suspension clamps shall be able to swing
freely in the vertical plane around their horizontal axis. As soon as a ground wire has reached
20% of its nominal tensile strength, the suspension clamp will let it slip though. If
overtightened, the thread turns of connection bolts must snap off before damaging the
clamp’s body or upper part with installed ground wire. The clamp grooves must be smooth
and without any waves, corrugations or other roughness on their surface. The main technical
specifications for hot-dip galvanized steel wire suspension clamps are described in Appendix
47;
Span couplers shall be of spiral type and the wire-to-wire connection shall have mechanical
strength of not less than 95% of the wire’s rated tensile strength. They have to ensure a
reliable connection while in service. The main technical specifications for hot-dip galvanized
steel wire span couplers are described in Appendix 48;
Current clamps shall ensure a reliable galvanic contact between the two coupled ground
wires. They shall be compatible with the material of the ground wire and its anticorrosive
coating to prevent electrochemical corrosion.

5.5.5. Fittings for OPGW


Fittings for installation of OPGW shall be designed according to its outer diameter and
winding direction as well as the method of their suspension from tower tops.
The drawings attached to this documentation show the complete set of suspension/tension
string for OPGW. They also indicate the needed minimum tensile forces that individual
components must be able to withstand.
Tension string. The fittings for completion of OPGW are shown in the drawings attached
thereto. Tension sleeve shall be provided as one set with protective sleeve and earth rod.
The main technical specifications for OPGW tension clamps are described in Appendix 49;
Suspension string. OPGW will be suspended by means of C-link. The main technical
specifications for OPGW suspension clamps are described in Appendix 50. C-links shall
meet the specifications described in Appendix 51;
Junction boxes will provide optical connectivity between two OPGWs. The main technical
specifications for junction boxes are described in Appendix 52. Outdoor junction boxes
delivered by Contractor shall be suitable for the types of cable/ground wire used in this power
line project. They shall be designed to accommodate and protect two/three cables, each
having 24 with optic fibers. The optic cable/wire bushings will be located on the bottom side.
In addition to being easily accessible for maintenance, the junction box, including its fittings,
shall be designed to seal and protect cable connections from dust, moisture and atmospheric
influence as specified in this specification. The recommended number of fibers per splicing
cassette is 12.
All junction boxes shall be made of stainless metal or alloy (with clean and polished surface),
capable of holding at least 3 meters of would optic fibers, and with easily accessible fittings.
Each junction box shall be equipped with all components, accessories and expendables
required for fiber installation, locking, arrangement and splicing. Junction boxes shall be
suable for installation on latticed steel structure and enable connection and termination of
optic fibers. They shall protected against damage and penetration of water, animals and
insects. Their fittings shall allow them to be attached to an L-profile of tower without drilling
any holes.
Holding clamps will be used to fix OPGW to tower structure next to its corresponding
junction box. These fittings shall be able to hold one as well as two OPGWs. Their installation
to tower structure shall be possible without having to drill any holes. Studs, bolts and nuts
shall be made of steel or hot-dip galvanized. The length of studs shall be ≤120 mm. The heel
shall be fixed independently from the stud.

5.5.6. Protective fittings


Conductor spacers shall conform to БДС EN 61854 or equivalent standard and ensure that
the subconductors in bundle are spaced at distance of 400 mm from each other. Triples
spacers will only be used in spans. Single spacers will be used for jumper connections. Both
types of spacers shall be bracket-type, damping, and with clamps according to the outer
diameter of subconductor.
They shall maintain the rated spacing of subconductors in all operating conditions except for
short-circuit. In case of short-circuit, the rated spacing has to be restored immediately.
Spacers shall cause no damage to subconductors while in operation. Shear stability shall
remain unaffected in subspan galloping conditions. Dampers will be replaceable and made of
wear-resistant materials. Spacer-to-subconductor joints shall be secured from becoming
loose. The main technical specifications for conductor spacers are described in Appendix 53.
Arc protection fittings shall be made of material which is wear-resistant in short-circuit
arcing conditions. Arc protection rings will be fixed to insulator string fittings by bolted
connection with one or two attachment points depending on the type of fittings. These arc
protection fittings shall be easy to maintain and replace if necessary without having to
dismantle the insulator or individual components of suspension/tension strings. All metal
components of arc protection rings shall be hot-dip galvanized in conformity with БДС EN ISO
1461:2009 or equivalent;
− Potential equalizer rings without arc protection function shall be made of aluminum
or its alloy. These shall ensure even distribution of the electric filed;
− Bird guards will protect suspension insulator strings from bird lime. They shall be
delivered and installed as instructed in the detailed design;
− Bird diverters will mark the ground wire to prevent bird impact. The Environmental
Impact Assessment Report (EIAR) recommends the use of protective (contact)
plates, spheres or sleeves made of fluorescent material.

Examples of devices (diverters) for bird impact prevention include:


Dampers. These shall be Stockbridge type according to БДС EN 61897:2003 or equivalent.
They shall be designed for optimal absorption of the energy generated by vibrations. Fittings
and metal parts used to install dampers on ground wires shall be secured from being
loosened or displaced due to vibrations and shall cause no damage. Lock clamps shall fit to
the outer diameter of OPGW and be made of aluminum or its alloy (nonferrous material). To
reduce corona effect, all details shall be without sharp edges or abrupt transition in form.
All damper components made of corrosive metal shall be hot-dip galvanized according to
БДС EN ISO –1461:2009 or equivalent.

5.6. Earth rods


The type of earth rods shall be as per detailed design drawings. They will be made of 40х4
mm galvanized steel bar and L63х63х6 mm hot-dip galvanized shaped steel with a length of
1.5 m. Deep-driven and vertical earth rods will be used. All underground connections shall
made by welding and treated against corrosion. The connections to towers shall be of bolted-
type.
All earth rod components shall be hot-dip galvanized in accordance with БДС EN ISO 1461 or
equivalent.

5.7. Patch panel


This panel used for termination of optic cables with 24 fibers. Protection rating: IP 30. Fit to be
installed in 19 ”mount panel with inlet ports for 24 adapters E-2000 0,1 dB and complete with
the following accessories:
− 24 adapters E-2000 APC Grade B;
− 3 splicing cassettes to lock the optic fibers;
− 24 heat shrinkable splice protectors.
− 24 pigtails E 2000 APC Grade B with a length ≥ 1,5m;

5.8. Fiber optic distribution cabinet


This cabinet shall have the following capabilities and include a modular system for installation
of 19 ”patch panels with fiber optic connectors:
− Possibility to install not less than five patch panels for termination of 24 optic fibers
per panel;
− Cable system enabling reliable storage of the main fiber optic cables and connectors
for optic equipment;
− Universal accessories for termination of the most common types of underground fiber
optic cables;
− Fully accessible cable interior and patch panels;
− Possibility for internal fastening of patch panels.

Design specifications:
− Transparent front door with safety glass;
− Openable front and rear door with locking systems;
− Removable side panels;
− Bottom and top cable inlets;
− Cable clamping buses;
− Cabinet earth point;
− Designed for 9” patch panels;
− External influence protection rating IP 31;
− Cable inlets/outlets with sealed bushings;

Overall dimensions of the cabinet:


− H ≥ 42 U;
− W 600 mm;
− D 600 mm.

The fiber optic distribution cabinet will provide:


− sufficient space to accommodate and protect all necessary connections;
− connectors type E 2000;
− possibility for installation of optic measurement devices.

5.9. Other Plant and Materials


These comprise Plant and Materials, including auxiliaries, to be installed or used during the
line construction process. This includes items specified in the detailed design but not in these
technical specifications as well as others (expendables) whose use is required in order to
complete main activities. All such items shall comply with the general requirements described
above in section 5.

6. Testing of delivered materials


Contractor shall prepare and submit FAT schedule(s) for a period of up to thirty (30) days as
from Contract signature. The testing period is included in the project completion deadline.
During the bid submission process, each tenderer shall submit their technical proposal also
including type tests and design tests in accordance with the specific requirements for each
type of product/material as described below. Before proceeding to shipment, Contractor shall
arrange FATs at their own expense with the participation of Employer’s representatives. The
scope of FATs for each material is described in the following sections and all tests will be
carried out according to the applicable standards.

6.1. Testing of towers

6.1.1. Type tests:


Lattice steel towers delivered as part of this procurement will not be subject to type (load)
tests.

6.1.2. FATs:
The following FATs with Employer ’participation will be conducted:

6.1.2.1. Trial assembly


Each tower intended for the new power line will be subject to trial assembly at the factory.
This will be carried out in the presence of Employer.
No force shall be applied while assembling tower components. If certain position turns out to
be off-tolerance or deformed, all elements of that position will be rejected and manufactured
again. Towers may only be transported to construction site after successful completion of
their trial assembly. A protocol of findings will be prepared to certify the successful trial
assembly.

6.1.2.2. Mechanical and chemical tests of tower material


The aim of these tests is to check the performance of the steel that is used to make profiles
and plates. Five (5) randomly selected steel samples shall be taken form the ready profiles
and plates of each type of tower under test. One tower of each type to be used in the project
will undergo such testing.

6.1.2.3. Testing of bolts and nuts


Random samples of the finished bolts and nuts shall be taken. The samples will be tested to
check their resistance class and conformity with the rated dimensions. Up to 10 fixture
elements per tower type will be tested.

6.1.2.4. Hot-dip galvanized coating test


This test will examine the zinc coating. It will be done on at least 5 structural components per
tower type. These components shall be selected at random.

6.2. Conductor tests


Conductors shall be tested in accordance with БДС 1133-89 or equivalent.
The bidder’s technical proposal shall be submitted with test protocols for conductors АСО-400
according to section 4 of БДС 1133-89 or equivalent.
The tests will include:
− Visual inspection as per clause 4.3
− Dimensional check as per clause 4.4
− Electrical resistivity test as per clause 4.5
− Breakdown stress test of finished conductor as per clause 4.6
− Conductor weight control as per clause 4.7
Finished conductors will be subject to FATs with the same scope. One conductor per each
300 metric tons of finished conductors will undergo FATs.
During the bid submission process, type test protocols for conductors АСО-400 shall be
provided according to clause 4 of БДС 1133-89 or equivalent. Any missing protocol will be
deemed as incomplete technical proposal.

6.3. Testing of hot-dip galvanized steel wire, size 11 mm


Hot-dip galvanized steel wires of size11 mm shall be tested in accordance with БДС EN
12385-1:2002+A1:2009 or equivalent.
During the bid submission process, each tenderer shall submit their technical proposal
supported by test protocols for finished hot-dip galvanized steel wire of size11 mm with the
following scope:
− Size tolerance check
− Tensile strength – index and tolerance
− Tensile strength – stress-strain test
− Tensile strength – variable bending test
− Tensile strength – torsion test
Zinc coating weight control

Finished hot-dip galvanized steel wires will be subject to FATs with the same scope as above.
One series of FATs will be performed.
Test protocols for wires of size 11 mm shall be provided along with the technical proposal.

6.4 Testing of OPGW

6.4.1. Type tests.


Each tenderer shall submit type test protocols for wire with similar deign. They shall be
conducted in accordance with БДС EN 60794 or equivalent in the following scope:

− Optic fiber test: БДС EN 60793-1 or equivalent.
− Protective tube test (dimensions, tensile and elongation strength, electrical
resistance).
− Wires before stranding: БДС EN 61232:2003 or equivalent.
− Tensile performance: БДС EN 60794-1-2, method Е1 or equivalent
− Attenuation: БДС EN 60794-1-40 or equivalent

6.5. Testing of OPUG.


No type test protocols and no FATs are required for OPUG.

6.6. Insulators
Polymeric insulators delivered for this project shall be tested in accordance with БДС EN
61109:2008 or equivalent, БДС EN 62217:2013 or equivalent and related standards.
The technical proposal shall be submitted with design test and type test protocols for
insulators in the following scope:
6.6.1. Design tests:
Each tenderer shall support their technical proposal with a report of all conducted design tests
whose scope shall be according to Table 1 and Table 2 of БДС EN 61109:2008 as well as in
conformity with БДС EN 62217:2013 or equivalent;
6.6.2.Type tests:
Each tenderer shall support their proposal with a report of all conducted type tests whose
scope shall be according to Table 1 of БДС EN 61109:2008 or equivalent.

Before proceeding to shipment, Contractor shall arrange FATs with the participation of
Employer’s representatives. The type test shall include:
6.6.3. FATs:
These will be carried out in the presence of Employer’s representatives and with scope
according to section 12 of БДС EN 61109:2008 or equivalent.
6.6.4. Routine test:
Clause 13 of БДС EN 61109:2008 or equivalent. Employer’s representatives will be present
during the test of up to 2 % of the total quantity for delivery.

6.7. Testing of complete string:


One complete/assembled suspension string and one complete tension string will undergo
FATs according to БДС EN 60383-2 or equivalent. The type of suspension/tension strings
selected for testing will be agreed with Employer. The switching impulse, lightning impulse
and power-frequency withstand voltage test methods shall be in accordance with БДС EN
60060-1:2010 or equivalent. The strings under test must be complete with all fittings.
Employer’s representatives will attend the tests. The scope of these tests shall include as a
minimum:
− Lightning impulse (section 9 of БДС EN 60383-2 or equivalent);
− Wet breakdown voltage at power-frequency (clause10 of БДС EN 60383-2 or
equivalent);
− Switching-impulse breakdown voltage (clause 11 of БДС EN 60383-2 or equivalent);
− Radio-frequency interference test shall be performed in accordance with БДС ЕN
60437-2003. The tests shall be conducted following an approved procedure on
complete strings, with all fittings on, installed in a short length of the conductor and
recreating the real operational conditions as close as possible;
− AC high-voltage arc test according to БДС EN 61467:2008 or equivalent.

6.8. Fittings
Fittings delivered for this project shall be tested in accordance with БДС 6195 or БДС EN
61284 or their equivalents. Each tenderer shall support their technical proposal with type test
protocols for the following fittings and with a scope as listed below.

7. Documentation in the course of site construction and acceptance


During construction of the new 400 kV OHTL, the following documentation shall be prepared
and submitted to the acceptance committee:
Acts and protocols pursuant to the Spatial Development Act (SDA) - Ordinance No, prom. SG
72 of 15 August 2003 with amendments;
Support documentation of delivered materials, fittings and equipment according to Ordinance
№ РД-02-20-1/2015 on rules and procedure for incorporation of building products at
construction sites in Bulgaria (SG, 14/2015);
Protocols of findings and jointly agreed reports as required by this documentation, the tender
and the signed contract pertaining to any interruptions of activity, returned dismantled
material, approved milestones, etc.
Protocols and documentation pursuant to OSEIPL and Ordinance No 9/2004 on the operation
and maintenance of electrical power plants and networks :
Protocol(s) of earth rods contact resistance;
Press couplers and press tension clamps installation log and protocols on the contact
resistance of press couplers;
Sleeve couplers and clamps installation log;
Conductor and ground wire adjustment protocols for each tension section;
Protocols of measured clearances above/under crossing infrastructure (railway lines,
highways and first class national roads, ground-surface pipelines, and power lines with rated
voltage of 20 кV or higher). Employer may, at their own discretion, require additional
measurements of clearances to other infrastructure;
Protocol(s) on jointly measured attenuation at splice point and in fiber optic channel;
Other protocols substantiating the proper implementation of the projects and ToRs for
construction of the new 400 kV OHTL.

Section 1: INFORMATION

1. INTRODUCTION

The route of the 400 kV Overhead Transmission Line between TPP Maritsa Iztok 2 (s/st MI)
and s/st Plovdiv–on the territory of the Republic of Bulgaria, has been determined by ESO
EAD in details and all tower sites have been marked. The total length of 400 кV OHTL is
92.985 km.

2. SHORT DESCRIPTION
2.1. TOWERS

The towers to be used for construction of the 400 kV line are designed for ACO-400 type
conductors consisting of three single wires per bundle, bolted design with hot-dip galvanized
coating for anticorrosive protection in accordance with БДС EN ISO 1461:2009 or equivalent.
Steel grades S355J0 and S235J0 as per БДС EN 10025-2 are used for different details of the
new towers to enable structural optimization. The following tower structures are used:
• CHД1 - suspension structure for conductors 1x3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and two ground wires C-70). It is used for normal weight and
wind conditions and its outline is shown in drawing № Dl04-01F1-01-0A;
• CHД2 - suspension structure for conductors 1x3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and two ground wires C-70). This is a more heavy-duty tower
compared to CHДl and its outline is shown in drawing № D104-01F2-01-0A;
• CEH1,2 - suspension tower for one or two bundle conductors ACO-400. It ensures
the necessary vertical clearances to crossing infrastructure where a suspension point higher
than 32 m is required. Its outline is shown in drawing № D104-01F5-01-0A;
• 20.NN - angle tension structure for conductors 1x3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and two ground wires C-70). Its outline is shown in №
D104- 0lF3-01-0A;
• 60.NN - angle tension structure for conductors 1x3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and two ground wires C-70). Its outline is shown in drawing №
D104-01F4-01-0A.
In addition to the above structures, the existent towers of 400 кV Vezhen OHTL are also used
as follows:
• 70.NN - angle tension structure for conductors 1x3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and two ground wires C-70) with existent numeration 453A;
• 70.N - angle tension structure for conductors 1x3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and one ground wire C-70) with existent numeration 448А;
• 20.N - angle tension structure for conductors lx3x3ACO 400 + 2xC-70 (one triad of
bundle conductors ACO-400 and one ground wire C-70) with existent numeration 445A,
446A, 447A, and 45lA;
• СЕН2 - suspension structure for two bundle conductors ACO-400 with existent
numeration 445 A,B and 446A,В;
• lH.M - suspension tower for two triads of bundle conductors ACO-400 and two ground
wires C-70 with existent numeration 452.
The same will be reused and positions #311,312 and 485 of tower 445A will be replaced
along with their bolted connections. These are shown in drawing № D104-01F6-01-0A. The
total weight of new structure profiles is 91.5 kg inclusive of fittings.
The weights of new structures to be used to build the line are specified in Appendix 2. The
weight of shaped steel elements and reinforcement fittings for tower 445A are specified in the
Bill of Quantity for the new 400 kV OHTL.
Appendix 3 indicates the new towers distribution on the line route.
All towers shall be corrosion protected, following the instructions of the Anticorrosion
protection system for new steel-lattice towers.

2.2. CONDUCTORS AND EARTH WIRES


2.2.1. Conductors
A triad of bundle ACO-400 with electromechanical properties according to EIC 1133-89 or
equivalent shall be installed. The required quantity is specified in Appendix 4.
Single sub conductors in bundle shall be spaced at 400 mm from each other and in an
equilateral triangle arrangement. Their equidistant positions in the span shall be ensured by
means of triple spacer dampers whose indicative distribution and number in a span are
shown in Appendix 5. Double spacer dumpers shall be used for jumper conductors.
The new line conductors shall be pulled using the mechanical stress method according to
IECTR 61328 and IEC TR 62263-2005 or their equivalents. All machinery, equipment,
facilities and safety gear must conform to the above standards and enable flawless conductor
installation. It is not allowed to deploy conductors in a random tension section on the ground.
Conductor installation shall be carried out by running a lead cable through the entire tension
section and then pulling the bundle conductor attached to the end of lead cable. All three sub
conductors in bundle shall be pulled simultaneously and applying the same tensile force. A
set of pulling machines designed to strain three or more conductors simultaneously shall be
used for this purpose. It is not allowed for a bundle to touch the ground or crossing
infrastructure while being pulled and strain adjusted as well as to exceed the rated tensile
force of its particular tension section. For precise adjustment of roller supports suspended on
towers, they shall be mounted at the same level as suspension and tension clamps to which
the conductor will be attached.
Redundant conductor that remains wound on the drum after installation shall be used to make
jumpers on tension structures instead of being installed in line sections.
Conductor adjustment shall be made as prescribed in the relevant straining tables for the
weather conditions specified in the longitudinal profile.
The phasing diagram of the new power line is shown in drawing № D104-01C3-I2-0A.

2.2.2. Optic power ground wire (OPGW)


Surge protection of the new 400 kV OHTL will be provided by two ground wires, one of which
is type OPGW with properties specified in clause 5.3.3 of the Plants and Materials
specification.
Appendix 6 shows the tension sections for fiber optic cable installation with corresponding
allowances for sagging and attachment. Stockbridge dampers of quantity specified in
Appendix 7 will protect the fiber optic cable against vibrations. The specific shipment of
dampers as per selected fiber optic cable shall be delivered with an installation manual to be
approved by Employer.
The optic cable pulling and installation routine is similar to that for conductors, with additional
attention being paid to ensure that the contact surfaces of all installation gear and machinery
do not come into metal touch with the cable. They shall have appropriate silicone or other
insulation coating that shall be replaced in due course before it gets worn out and its
operational lifetime has elapsed. This requires that Contractor has and uses efficient devices
to earth the cable while being pulled.
During installation, no less than the minimum admissible bending radius specified by the
manufacturer shall be applied.
To verify that the optic fibers are left intact after installation, it is necessary to terminate the
optic cable at both end substations and measure the signal attenuation along the route from
both sides.
Acceptable attenuations :
- 0.06 dB (average) and 0,15 dB (max) at junction box;
- 0.25 dB/km along the route @ 1550 nm, 200C.
Individual fiber attenuations shall not differ by more than 0.02 dB/km.

2.2.3. Steel ground wire


The second ground wire is a steel one, with mechanical properties as specified in clause
5.3.2 of the Plant and Materials specification, and its conditional identification is C-70. The
pulling and installation routine is quite similar to that for conductors and the required
quantities are indicated in Appendix 8.

2.2.4. Fiber optic cable and optical connectivity


The fiber type (OPUG) shall be the same as that of OPGW. Optical connectivity of the ground
wire from its corresponding bay gantry tower of the new 400 kV OHTL to line equipment room
(LER) in the relevant substation shall be provided via fiber optic cable with properties as
described in clause 5.4. The ground wire shall be connected to the fiber optic cable through
an OPGW-OPUG junction box mounted 5.50-6.00 meters above terrain level on the column
next to the optic cable suspension. A 32- millimeter high density polyethylene (HDPE) flexible
protection pipe shall protect the entire fiber optic cable.
Drawing № Dl04-01Cl-04-0A represents the optic cable routing layout in the 400 kV
switchyard of Plovdiv s/s. The corresponding layout in Maritsa Iztok s/s is given in drawing №
D104-01C1-05-0A.
Specific routing requirements are described in the detailed design; the bill of quantity specifies
the necessary equipment for optical connectivity in terms of nomenclature and quantities.

2.3. INSULATOR SETS AND LINE EQUIPMENT


Line insulation shall be implemented using polymeric insulators with tensile strength of not
less than 160 kN. This applies to both suspension and tension strings. The complete set of
unit insulators in the strings is defined in accordance with rated safety factors for the relevant
sizing conditions. Rings and/or horns will be installed to distribute the magnetic field and lead
any discharge away from the string.
The applicable technical characteristics for unit insulators are set out in the Plant and
Materials specification.
The following complete sets of insulator strings are used for the new 400 kV OHTL:
• Single suspension insulator string designed to bypass the conductors around the
body of tension towers, complete with 2x25 kg of weights. It is shown in drawing
D104-01C3-04-04;
• Single suspension insulator string for special suspension towers. This string is similar
to the above one but has no weights attached to it;
• V-suspension insulator string for suspension towers type CHД. It is shown in drawing
№ D104-01C3-03-0A;
• Single and double tension insulator string. This one is used for tension towers in
approaches to end substations. It is shown in drawing № D104-01C3-01-0A;
• Triple tension insulator strings for tension towers along the line route. It is shown in
drawing № D104-01C3-02-0A.
The required quantities per string type are specified in Appendix 9.

The fittings for the completion of the insulator sets will be in accordance with the approved
practice in Bulgaria:
• Suspension clamps for phase conductor and earthwire C-70 – of “dead line” type;
• Tension clamps and joints for phase conductors - of compression type
• Tension clamps and joints for earthwire C-70 - spiral type;
Tension clamps for earthwire OPGW type - spiral type;
Pursuant to the approved and effective Environmental Impact Assessment Report (EIAR), it is
necessary to install bird (stork) guards above all suspension strings as well as bird diverters
along the steel ground wire.
The bird guard design is shown in drawing № D104-03C3-08-0A.
Bird diverters shall be installed on the steel ground wire at distances of 20 m along the spans
between towers 57 and 68.

not form part of the Tender and is required to be submitted in sufficient detail
to demonstrate the Tenderer’s capability to perform the Contract.

Schedule of Supplementary Information shall comprise:
