The existing scheme and proposed scheme for implementation in stage-I and
stage-II in line with the CERC order on FGMO are as follows for your review.
In stage-III the scheme can be implemented using MaxDNA.

FGMO Scheme for 3X200 MW units of NTPC Ramagundam


1. This will be implemented in TELEPERM C & ABB DCS finally to EHC
2. However the FGMO response will be nil for incremental change of less than 1Hz
when the load set point is 200MW or more. This is due to control philosophy adopted
as explained in annexure.
However, for frequency >50Hz response can be achieved by taking the load set
point below 200MW whenever System frequency is > 50Hz.
3. The following are satisfied in the scheme

Annexure

FGMO operation and limitations in stage-I

Ansaldo units of stage-I (200MW) equipped with inbuilt governor with a droop
of 5%. Load command gets generated from sum of ‘Frequency Influence’ and
‘Load programmer set point’.

Load programmer set point:

Load programmer set point is from 0 – 140% which varies as per the
“Load set point in CMC” or manual.

Limitations:

1. When load set point is 200MW, load programmer saturates at 140%


(due to the control valves at full open condition and as long as load is
not achieved).
2. In such conditions frequency change of more than 1Hz (equivalent of
(-) 40% influence) will only cause change in load at 50Hz.
3. Most of the time, as this condition is prevailing, FGMO will not be
effective.
