Employees & Staff working in various States of “India”: Covid – 19

An order No 40-3/2020-DM-I(A) of Government of India, Ministry of Home Affairs (MHA) dated


1st May 2020 specifies extension of lockdown in India for a further period of two weeks, i.e. until
May 17, 2020 with effect from May 4, 2020. The guidelines allow some relaxation for private offices
to resume operations with State specific preventive protocols to follow. In line with the above MHA
order, various commercial establishments of L&T registered under the Shops and Establishments
Act in India will commence graded resumption of work from office within the allowed capacity
concomitant with the concerned classified Zone, with effect from May 4, 2020. Offices within
the precincts of a Factory will be covered by the orders of the State and the Competent authority.

The above MHA order has classified various areas of India into three zones, viz, Red (Hotspot),
Green and Orange zones, besides the containment areas falling within the Red and Orange Zones.
The criteria for deciding the list of employees within the allowed capacity depending on the
classification who will resume work from office will be decided by the concerned IC Head and IC HR
Head. They will be informing the committee formed for each office area in advance. The resumption
will be on strict adherence to the guidelines stated in the above MHA order for such zones (attached
with this circular as Annexure 1) and with full compliance to the earlier Company communication -
SoP for Work Resumption dated April 26, 2020 circulated within the Company ( attached with this
circular as Annexure 2). Strict adherence to the guidelines /protocols/permissions of the competent
authority of the Central Government, State Government and various District Authority orders as
applicable should also be ensured.

The following, as illustrated below, should continue to work from home until May 17, 2020.
Employees with co-morbidities; Employees with respiratory problems such as Bronchitis/
Emphysema/ Asthma/ chronic respiratory ailment/ chronic immuno-suppressed conditions (those
being treated for Cancer, COPD, chronic renal failure) and Pregnant employees. The lists should be
prioritized with employees who can use private modes of transport including Company provided
transport, where available.

All such employees who will resume work from office with effect from May 4, 2020 will mandatorily
make a self - declaration form as provided in the above stated SoP, to the concerned HR one day
prior to resumption of work. The concerned HR Heads will ensure that such form is made digitally
available where possible or through other mechanism as appropriate for employees to fill and
submit prior to resumption.

Graded build-up of work in Manufacturing Units covered by the Factories Act 1948 and Project Sites
governed by rules framed by the appropriate government under The Building and other Construction
Workers‘ (Regulation of Employment and Conditions of Service) Act, 1996 will be in line with orders
of the MHA/Central and State Government rules. Manpower planning for work build up in such units
will be approved by the IC Head concerned ensuring full compliance. An advisory for communicating
with construction workers sensitizing them to the protocol announced by the MHA for travel, safety
and hygiene, is being separately released.

Notwithstanding the above, for business continuity, those services which have already been
categorized as essential or are specifically exempted by the relevant Central/State/District
notifications, shall continue to function. Special permissions may be taken for ensuring that very
critical operations such as dewatering in Metro projects continue to be exempted and permitted to
work, even in zones where there are restrictions on all normal activity.

The listed companies should commence resumption of office with effect from May 4, 2020, in
consultation with their respective Business Heads/CEO & MD and draw for compliance as
appropriate from the guidelines as stated herein above.

Consequently, those employees who are not a part of the resumption of work from office shall
continue to work from home (WFH) during the Lockdown period in order to ensure that there is
minimum disruption to business. This means taking additional responsibility by each one of us to
provide all support to our colleagues attending offices, Factories and Sites, in this time when
business has to catch up and ensuring that we work from home with discipline and dedication, in the
true spirit of L&Tites. It is important in times like this to keep Clients informed and assure them about
measures taken and the status in the best interest of all.

The intent of this communication is to emphasize the need for responsible leadership at all levels,
balancing the eagerness of an opportunity to commence graded resumption of work with the
diligence that is essential of implementing the health protocols, for preventing the spread of this
deadly virus besides ensuring compliance.

The above arrangement will be reviewed on or before May 17, 2020 as per Government directives.

Standard Operating Procedure (SoP) for Work Resumption


(Offices/Manufacturing Units/Project Sites/Cross Country Jobs)
1. Preparedness prior to Resumption

activities during the lockdown period so that the premises are ready on
resumption

2. Official Working Procedure (2 weeks from Resumption)


Changes in the working methodology shall be made to avoid crowding/maintaining social distance while
working.

2.1 Working days: a. Divide into two cohorts of up to 50% manpower strength in each cohort - Team A
working one week from office and Team B working the next one week from office.
Looking at various logistics to make place ready on resumption, it is recommended
that less than 50% of total workforce should be present at any given point of time
for first 2 weeks after resumption
b. The modality of operating based on the above 50-50 model, can be decided by the
concerned IC Head, HR Head and Location in charge based on the workload, official
need, local administration factors, employee convenience, etc. However, ensure
that the manpower strength is only upto 50%
2.2 Working Hours: a. The employees are to be rostered in staggered shifts/staggered start and end time,
wherever possible (e.g.: provide relaxation of up to 1 hour while coming to the
factory/office and accordingly stagger the exit time from the factory/ office. Ensure
deep cleaning between shifts, avoid crowding in a factory/office/site as applicable
2.3 Work from a. WFH is to be implemented in all feasible areas / functions / offices. Alternatively,
Home (WFH): rotation roaster can be followed on alternate / weekly basis for the employees in
the same area
b. Employees with respiratory problems such as Bronchitis/ Emphysema/ Asthma/
chronic respiratory ailment/ chronic immuno-suppressed conditions (those being
treated for Cancer, COPD, chronic renal failure); Pregnant employees and Lady
employees who have children below 6 years, employees coming from far of
places and then catching L&T Bus, employees living in the hot spots or
containment areas declared by the local authorities. WFH is recommended for all
such employees up to two weeks from resumption
c. Any employee having cough, cold or a fever, must stay at home and WFH till they
become symptom free and get a medical certificate

3.Travel and Transportation


Following instructions shall be communicated to all concerned for strict adherence by them.

3.1 Travel within a. All employees/workmen are encouraged to use Aaryoga Setu app on their mobile,
City Limits wherever possible. Mobile data, Bluetooth and location settings to be kept ‘ON’
from the time of leaving the residence and in the premises / work area till the time
employee/ workmen reaches back home
b. All L&T buses shall be disinfected completely prior and at regular intervals. Signage
should be displayed, where feasible, to identify time of last cleaning cycle
c. All buses shall be re-routed to avoid plying through containment areas
d. Single person in a single row of 2-seater (aisle seat to be blocked) and middle seat
will be blocked in a 3-seater row to maintain social distancing
e. The buses will be started filling from last (back) rows to front and vice a versa
while alighting from it
f. Frequent disinfection of all rods and handles at the beginning and end of each trip
g. Availability of hand sanitizers in each bus and the persons should hands/sanitize
while entering the bus. Sanitizers to be kept at the entry point of the bus, if feasible
h. Ensure company vehicles are not crowded and social distancing is maintained
i. Wearing mask is mandatory for each employee at all times

j. As far as possible, usage of mass public transport shall be avoided


k. It is recommended that keeping personal safety in mind, first two weeks
employees to use their own vehicle for commuting to office as far as possible.

b. Even if travel across the country is relaxed by the government, as a matter of
abundant precaution the Corporate Travel Team/Respective Heads/Medical
Heads will set up a guideline/rules for such travel and provide a detail procedure
for re-entry into the workplace post any travel

4.On resumption of work

4.1 Security a. Wearing face mask is mandatory at all times for each person entering L&T
procedures at offices/ Factory/ Sites inside the work premises

individual is fully fit and has no Covid 19 symptoms should be mandatory for all
persons entering the campus. This should be avoided at the gate and employees
are requested to submit this on-line form 1 day prior to resumption to the

d. Compulsory screening of all persons irrespective of cadre / status entering through
gate with thermal scanner
e. Stoppage of any employee /person found having fever (Temperature above
99.5 oF / 37.5 oC) and cough with breathing problem and inform concerned
department / contractors. Such employees to be referred to our company Medical
department /centre for further direction. Basis symptoms, person shall be taken
to nearest quarantine facility and later immediately to Govt. Hospital only
f. Every person entering gate shall be permitted inside only if he/she is wearing a
face mask
g. Electric buggies, wherever applicable, should not have more than two people in a
row

4.2 Sanitization a. Hand sanitizers shall be kept ready in the entrances and people after entry shall

4.4 During duty a. Every employee/person is directed to sign the required COVID self-declaration

c. To the maximum extent possible, discussions / interactions should be held
through Intercom/Desk Telephone/ VC / Conference calls/ other modes to
maintain social distance
d. Do not remove the face mask throughout the day till you reach home back. Even
during talking over phone, in virtual meetings, use the mask to cover mouth and
nose.
e. Avoid talking to others while having breakfast & lunch/dinner and while drinking
tea/water to prevent fall of droplets/food particles
f. Maintain social distance of 1 metre while standing in a queue to collect breakfast,
tea/coffee etc.
g. Meetings should continue through virtual modes wherever the attendees beyond
4-5 people
h. Meetings to be conducted only in fumigated and allocated / designated meeting
rooms
i. All employees/persons to strictly adhere to the social distance of minimum 1
meter during duty hours
j. Markers in the queues/ office seating areas can ensure safe social distances are
adhered to
k. Surprise inspections by medical, EHS and other teams of designated persons at
certain intervals to monitor and ensure that safe practices are implemented
l. Visitors to be allowed in premises but not inside the office. A meeting room at the
entrance to be made for conducting meeting with visitors. All necessary checks like
temperature monitoring, self-declaration, etc. to be carried out before allowing
visitors in the premises. Disinfection of the meeting room to be carried out, if
required.
m. In person/Classroom Trainings remain suspended till further notice
n. Physical joining of new recruits to be avoided for at least 15 days from resumption
and e-Joining/e-Onboarding to be implemented
o. Avoid hard copy wherever possible. Soft copy correspondences/approvals are to
be encouraged
p. Approving officials can seek required back up / supporting documents in soft for
study before according approval on hard copy to avoid contamination

4.5 Sanitization and a. Ensure that all doors / windows are in open condition always during office hours

4.7 Canteen a. Employees are requested and advised to bring lunch from home, if feasible, for at
least a week from resumption, to avoid crowding. However, it is advised that the
canteen/s to provide food from day one of resumption, as not all employees may
find it feasible to carry lunch from home. Appropriate instructions to be provided
to the employees/persons by the respective location in charge/admin well in
advance so that all concerned can plan/make their arrangements accordingly
b. Staggered Timings in the canteen especially during lunch hours, Depends on the

c. It is recommended to have only 2 people per table to ensure social distancing is
adhered to (refer Annexure D for Illustrative Pictures)
d. It is recommended that Canteen may introduce ‘take away’ service for a few days
to avoid congregation in canteens, wherever feasible
e. Explore possibility of providing packed lunches at individual workstations
wherever feasible
f. Screens should be fitted to avoid the droplets being transmitted while eating
(wherever feasible)
g. Maintain social distance of 1 metre while standing in a queue to collect/order
food/tea/coffee etc at the counter

5. Personal Protective Equipment

5.1 Security a. All those involved in security services, transportation services, facility
/Sanitation management , sanitation activities etc. of floor area, garden area, site, offices
Staff and all other areas cleaning activities shall use PPE like Face covers/shields (refer
Annexure - D), Masks, Goggles, Full body covers, Gloves, Shoes etc. as applicable.
b. Staggered shift system shall be made for these personnel to minimize the
exposure to health hazards.
5.2 Medical staff a. All medical staff including Doctors, Nurses, Medical attendants are advised to
wear necessary PPE like Goggles, Face covers/shields (refer Annexure - D),
Masks, Gloves, Coverall/gowns (with or without aprons), Head covers, Shoe
covers etc. as applicable

6. Company Owned Townships & Transit Houses:

6.1 Responsibilities a. Employees / Residents including their family members shall avoid unnecessary

7. Others

a. Clear guidelines will be detailed on the procedure to be followed in case of rejoining after a quarantine (self-
sickness/ travel)
b. PPE/ Masks should be provided where social distancing not implementable
c. Disposable masks will be treated as bio medical waste and will be disposed as per BMW rules (yellow bag).
d. Reusable and washable face masks will be disposed of after thorough wash with surface disinfectant.
e. Medical confidentiality of suspected cases shall be maintained
f. Isolate suspected cases immediately, take immediate steps to limit spread.
g. Deployment of additional medical staff (including doctors) /Housekeeping at offices is advised

a. Clean AHU filters with soap solution. Replace filters if found deteriorated

During Operation
a. After fully commissioning of entire AC system and with a partial occupancy, precautions and cleaning
schedule which are given below need to be followed. (This may vary with reference to site conditions
and type of unit)

b. AHU and fresh air filters cleaning to be carried out weekly instead existing practice of monthly or Bi-

9. Process related Measures Specific to Project Sites Only

9.1 Purpose: The purpose of this SOP is to follow process to manage various risks at project sites arising out of
COVID-19 while restarting the activities post lock down.

9.2 Process: Also Refer Annexure A (For Responsibilities & Accountabilities Matrix)

Before allowing any workmen into the project, all the workplaces shall be verified for the safe condition of work.

9.4 Managing the social distancing while deployment and working

Developing a strategy for workmen deployment at sites considering the social distancing requirements and
other risks which may include:
o Sequence of work - ensure the planning of work as per sequence of work with minimum number of
workmen.
o Deploy workmen in different locations, wherever feasible to ensure social distancing. Marking shall
be made available to facilitate social distancing.
o Staggered deployment of workmen in case of congested work locations
o Working in shifts to minimize crowding of workmen in one place wherever possible
o Discourage workers from using other workers’ phones, clothes, wallets, things or other work tools
and equipment, as far as possible.
o Adopting queue system while entry to buildings, workplaces, passenger hoist, loading points, bus,
etc.,
o Restricting the number of users in passenger hoist, bus, etc.,
o Sanitize conveyance vehicle / bus of staff and workmen prior to start of each trip
o Identifying multiples access and egress pathways
o Before restarting Identifying multiple rest areas within the site premises considering number of
workmen at the project

9.5 Integrating the risk management of COVID-19 in all existing EHSMS

Screening a. Apart from the regular information collected during the screening process,
additional self-declaration form (refer Annexure C) shall be obtained to identify
the COVID-19 risk level of workmen.
b. This information shall include
i. Place of his latest stay (to identify whether, it is a hotspot)
ii. Contact with any confirmed or suspected COVID 19 individual
iii. Contact with persons who have a travel history to hot spots
iv. Whether they have any symptoms for COVID 19
Medical Check-up a. All workmen shall be subjected to stringent medical check-up by the medical
practitioner before allowing for EHS Induction.
b. The medical practitioner shall consider the additional information provided by the
workmen in the screening, while checking the workmen
EHS Induction a. Number of workmen participating in EHS Induction shall be restricted so as to
maintain the social distance during training.

9.6 Disinfection at workplaces and site offices

a. Maintain regular housekeeping practices, including routine cleaning and disinfecting of surfaces, equipment,
and other elements of the work environment
b. When choosing cleaning chemicals for disinfection, projects shall consult with local authorities or Subject
Mater Expert for appropriate disinfectant against emerging viral pathogens of COVID19. The chemical having
quaternary ammonium, sodium hypochlorite or hydrogen peroxide as active ingredient should be used for
area disinfection
c. Follow the manufacturer’s instructions for use of all cleaning and disinfection products (e.g., concentration,
application method and contact time, PPE)
d. Focusing disinfection efforts on frequently touched surfaces such as handrails, door handles, etc.,
e. Conference rooms shall be disinfected before and after the meeting
f. Site offices shall be disinfected on daily basis and social distancing shall be followed at the projects
g. Dining area shall be disinfected before and after the dining hours

9.7 Managing risks during meetings

Before the meeting, a. Consider whether a face-to-face meeting or event is needed, plan for an online
meeting using MS teams, skype, or other mediums, or simply conference call
b. If the above step is not feasible, restrict the number of participants with important
people
c. Ensure sufficient supplies and materials, including tissues and hand sanitizer for all
participants. Have surgical masks available to offer anyone who develops respiratory
symptoms
d. Advise participants in advance that if they have any symptoms or feel unwell, they
should not attend
During and after the a. Briefly explain the participants on the actions being taken to prevent COVID-19
meeting b. Avoid handshake and practice ways to say hello without touching
c. Encourage regular handwashing or use of an alcohol rub by all participants at the
meeting
d. Encourage participants to cover their face with the bend of their elbow or a tissue
if they cough or sneeze. Supply tissues and closed bins to dispose of them
e. Display dispensers of alcohol-based hand rub prominently around the venue
f. If there is space, arrange seats so that participants are at least one meter apart
g. Open windows and doors whenever possible to make sure the venue is well
ventilated
h. Soon after the meeting, the area shall be dis-infected and dust bins shall be cleared

9.8 Additional PPE (Personal Protective Equipment)

a. In addition to the regular PPE, face masks and hand gloves for teams who are screening workmen, conducting
medical check-up & disinfection and others those who need to work in proximity to a greater number of
people.
b. All types of PPE must be:
i. Properly fitted and periodically refitted, as applicable (e.g., respirators).
ii. Consistently and properly worn when required.
iii. Regularly inspected, maintained, and replaced, as necessary.
iv. Properly removed, cleaned, and stored or disposed of, as applicable.

9.9 Managing Workmen camp

Cooking a. Daily thermal screening and symptom checking of cooks.


b. Cleaning and disinfection on daily basis once the cooking is over
Dining a. Staggered Timings shall be adopted to limit the no of workmen using the hall to
maintain social distance
b. Increase the Space of dining facility where possible
c. Hygiene conditions shall be ensured during serving of foods in Guest houses / Messes
/ Workmen Stay Places, so that common serving spoons etc. are not touched by all
the staff/workmen taking food
d. Only Persons serving food shall be allowed to handle the serving spoons, common
utensils, etc

proximity of the workmen groups

within the workmen habitat to avoid the movement of workmen outside the habitat.

hygiene and create awareness on maintaining self – hygiene and respiratory hygiene
cleanliness

9.10 Staff & workmen at high risk


a. Individuals with other comorbid conditions such as diabetics, blood pressure, renal ailments, asthma etc. are at
high risk from COVID 19 infection
b. Hence new workmen who falls in the above category shall not be deployed
c. Staff with the above conditions shall be instructed to take additional care & precautions from COVID 19. In addition
to the precautions taken by other staff members, they shall consult a doctor and follow the precautions as per his
advice
d. The existing ERP shall be updated with COVID 19 as one of the emergencies
e. ERT team shall be reconstituted if required
f. EHSO shall train all the ERT members on COVID 19 response and their roles & responsibilities as ERT member
g. A site specific COVID 19 emergency response shall be evolved based on this SOP requirements and
i. Recommendations from local authority
ii. Availability of assistance from local authority
iii. Customer specific requirement if any
That response shall specifically cover:
i. Reporting of suspected cases from site
ii. Quarantine of suspected individuals
iii. Isolation & treatment
iv. Reporting to local authorities
v. Disinfecting areas worked by the suspected individual
vi. Contract tracing of people worked with the suspected individual
vii. Reporting to Cluster / HQ for further coordinated response
viii. Using govt. ambulances only as far as possible for transporting suspected cases to health care facility
ix. If a govt. ambulance is not available, an emergency vehicle needs to be on standby to be used for
transporting staff to the nearest hospital

10. Process related Measures Specific to Cross Country Jobs Only

10.1 Travel and Transportation


a. Only one person shall be allowed to travel on a two-wheeler to / from a project site / accommodation
b. Company vehicles shall be restricted for use only by designated staff/workmen and shall be disinfected
as required during working hours (apart from starting and closing time)
c. Mass transportation of workmen should be avoided
d. Transport of workmen from one tower/shutdown location to another shall be done shall within same day,
with adherence to proper social distancing norms within the transport vehicle. If required, the number of
trips can be increased

10.2 Screening for staff/workmen


a. Separate medical equipment such as Contact less IR thermometer etc shall be given for two/ three labour
camps that are in a 5 KM radius
b. In labour camps exceeding 5 KM radius, one dedicated medical equipment shall be provided
c. It is recommended that screening of workmen shall be conducted twice a day i.e. at labour
camp/accommodation before starting of the work and on return to the labour camp/accommodations
from the site location
d. If the screening cannot be completed at the labour camp before the start of work, the same shall be done
at the entry points of the site
e. Workmen hailing from any red zones areas / house quarantine cases should be identified and work should
be assigned only after necessary medical fitness procedures are completed

10.3 Maintaining social distancing


a. It is recommended that one representative can be nominated from each group to manage social
distancing all times
b. Staff and workmen when entering any house for meter connections etc, should wear a face mask and
ensure social distancing norms are followed
c. Mixing of workmen between gangs should be strictly avoided

10.4 Attendance System


a. Attendance shall be captured through facial recognition or manual recording by the Admin with workmen
signing the attendance log. Hand sanitizers should be available at the attendance desk after this activity.
b. As much as possible, all signatures on hard copies should be avoided

10.4 Sanitization
a. Hand sanitizers shall be kept available for all workmen at prominent locations
b. Adequate quantity of hand sanitizers shall be available in the conveyance vehicles and in the First-aid kits
at site
c. Workmen should be made aware about the hand sanitizers effects on fire
d. When working in cities /crowded area like OFC/UG cabling, etc., area cordoning should be done to ensure
social distancing and sanitizers must be available at the site
e. Labour camp shall be frequently inspected by a dedicated personnel / EHSO to ensure adherence to SOPs
f. and this shall be ensured by project Admin/PM

10.5 PPE requirement


a. Face masks shall be provided to all workmen and it shall always be worn

b. In addition to this, any specific PPE requirement may be communicated by Project Team to the concerned
Cluster for further action

10.6 Statutory requirements


a. District/local administration’s support should be taken through client and confirmed so that we can enter
the village for our work. This will address concerns that villagers might not allow entry fearing the spread
of COVID 19

10.7 Related to Execution works


a. Any Excavated pit shall be checked before starting the foundation activity (for water stagnant, water
seepage, etc.) to ensure safe condition of work for starting the activity.
b. Tower/ Pole backstay anchorage supports shall be checked before starting the erection and stringing
activity (for theft of anchorage guy ropes and tools & tackles, etc.) to ensure safe condition of work for
starting the activity.
c. All access & egress to excavated pits and work at high locations (such as ladders, scaffolds, step bolts,
etc.) shall be inspected by site engineer & EHSO before engaging workmen in any activity.
d. All plant & machinery equipment (lifting equipment such as Cranes, winch machines, tools & tackles, etc.)
shall be inspected at projects & factories before starting any activity and shall be sanitized at regular
intervals in high contact areas.
e. All material stacking areas shall be inspected at project & factories for good housekeeping and cleanliness
to avoid any snake or insect bite to staff & workmen. Sprinkling of carbolic acid/ setting up of electronic
snake repellents shall be done prior to start of any activity.

10.8 Others
a. It is recommended to start work in locations nearest to our site offices where the Govt. has declared areas
as green zones i.e., no infection recorded until now.
b. Project work can be started in locations where materials & work fronts are available and where workmen
are readily available in the nearest possible locations.
c. Movement of workmen shall be restricted to the concerned work locations (especially green zones as
declared by state authorities) only.
d. Digital monitoring and digital documentation of work proceeds and SOP implementation shall be put in
place.
e. As far as possible, workmen camp shall be installed near to the location and away from village to maintain
social distancing from the villagers.
f. WISA Card of the workmen should be checked, so that their source projects can be tracked to verify and
take necessary precautions if they have previously worked in projects outside of L&T sites before coming
to the current project.
g. BBS Training on Covid -19 should be imparted to workmen.

Persons prohibited from entering the campus


Below are the guidelines for employees, staff, workmen, associates resuming the work after lockdown
is over.

Category 1:
Employee/ Person with
• No travel (Employee at home) during entire lockdown period, or
• No travel from foreign (Self, family, relative, visitor), or
• No travel in other city, area, cluster where a COVID19 Positive case is reported, or
• Not Stayed in society / building which is declared as containment in last 14 days
AND
does not have any symptom of cough, fever or cold in last 14 days.

Employee is fit to resume the duties. He/ She will fill up self-declaration form (See Annexure C) and
submit to their HRBP before joining. Medical fitness certificate and /or lab test report are not required.

Category 2:

Any employee / person having a symptom of cough, fever or cold in last 14 days, will not be allowed to
resume duties. He/ she is advised for home quarantine & take treatment from his treating doctor.

At the time of resuming, it is mandatory to produce fitness certificate from his/her treating doctor
with / without laboratory test reports
