Review the document to provide guidance and recommendations for improving the
effectiveness of resource mobilization

RESOURCE MOBILIZATION
7.1 The Management Committee (hereafter Committee) recalled that the document
“Priority Needs for the Operationalization of the GFCS (2016-2018)” identifies the activities and
the respective cost that require immediate attention and support to provide the needed
technical advisory, planning and coordination services that could result in better alignment and
leverage of current and future investments and opportunities for climate services. Without the
implementation of the activities contained in the document, activities would continue to be of
an ad hoc nature not maximizing the benefits of efforts and investments to meet the needs of
society.

7.2 The Committee noted that despite efforts to leverage and link various initiatives of
partners and resource mobilization efforts, complemented by contributions of some Members,
the level of resources made available to the GFCS will not allow the full realization of the
objectives contained in the Priority Needs for the Operationalization of the GFCS (2016-2018).

7.3 The Committee noted with appreciation the contributions made to the GFCS Trust
fund as follows: China (CHF 50,000), Norway (CHF 20,000); Republic of Korea (CHF 260,000),
United States of America (CHF 26,000) and United Kingdom (CHF 12,000). The contributions
from Norway, United States of America and United Kingdom were earmarked for the GFCS
Mid-Term Review. The current resources available in the GFCS Trust Fund amount to
CHF 285, 000. These resources are inadequate to maintain basic operations of the GFCS into
2018, including a P4 Programme Officer position which ensures technical support and
coordination services in the GFCS Office and the servicing of the IBCS and its substructures.

7.4 The Committee reviewed the resources requirements for the GFCS as contained in
the Priority Needs for the Operationalization of the GFCS (2016-2018) taking into consideration
the recommendations of the Mid-Term Review of the GFCS, discussed earlier, and made the
following comments/recommendations.
