proceed from the general consent and are founded in the natural and
divine law.3+
The fueros, exemptions, privileges of each of the municipalities, and
of the ancient kingdoms, were to be observed, for these were based
on the needs, customs, and conditions of each region, and drawn from
the experience and wisdom of the centuries.**
The destruction of the ancient privileges and fueros by the Liberal
State made of the people “. . . dispersed atoms, powerless and
defenseless, who cannot move or breathe without permission and help
of the central power. . . .”8° This was not to give liberty, but to
destroy it, for, he declared to the Liberals, “. . . you confuse the
liberty of the people with the liberty of your opinions, and in opening
a path for the liberty of your whims, you tear up the roots, and
destroy the branches and fruits of liberty.”37
