CITIZEN’S CHARTER
IREDA, in its continued and committed endeavour to provide prompt and quality services
to its valued c lients/ b orrowers, ha s introduced this C itizen’s C harter. T he C itizen’s C harter is
intended to provide information in respect of IREDA’s various activities to clients/borrowers (along
with the re dressal me thods), for the ir b enefit. This Citizen’s Cha rter no t on ly expla ins IREDA’s
commitment and responsi bilities but al so specifies the obligati ons on the par t of c lients/
borrowers for healthy and mutually satisfactory business relationship. It is not a legal document
creating rights and obligation.

1.0 MISSION:

Be a pioneering participant friendly and competitive institution for financing and promoting
self-sustaining investmen t in energy generation f rom re newable s ources, energy efficiency and
environment technologies for sustainable development.

2.0 SERVICES OFFERED:

IREDA’s “Renewable Energy - Energy Efficiency Financing Guidelines” is easily


available and accessib le to the g eneral p ublic and potential clie nts of IR EDA. The guidelines
covers de tails of sc hemes, typ e of projects fin anced unde r differ ent s ectors and terms and
conditions for financing the projects of New and Renewable Sources of Energy.

IREDA r eviews th e fina ncing gu idelines fro m tim e to time to respo nd to th e ch anging
business en vironment an d emerging ne eds of the re newable en ergy sector . The financing
guidelines a re also available at IRED A’s website at h ttp://ireda.in. Th e s ectors elig ible fo r
assistance are as under :

(a) Small scale co-generation (except sugar industry) upto 7.5 MW installed capacity

3.0 GENERAL ELIGIBILITY CONDITIONS :

4.0 ACCESS TO INFORMATION:

“Financing Guidelines & Norms” of IREDA are available at IREDA Head Office, IREDA
Camp Offices and Business Development Associates located in the various parts of the country.

IREDA’s W ebsite at http://ireda.in contains “Renewable En ergy En ergy Efficiency


Financing Guidelines” a nd informa tion regard ing op erations of the organisation, finan cial
highlights and other important activities.

A “TOUCH SCREEN KIOSK” is plac ed in the visito r’s lou nge of IR EDA H ead Office
which contains detailed information about the business activities of IREDA etc.

5.0 COMMITMENT TOWARDS CLIENTS/ BORROWERS:

IREDA publishes financing g uidelines reviewed fro m time to time to resp ond to th e
changing requirement and emerging needs of the renewable energy sector.

IREDA m akes con tinuous efforts to mo tivate its staff an d inculcate in the m the spir it of
prompt and diligent servicing, aimed at secur ing clients/borrowers satisfact ion. IRED A will act
fairly and reasonably in all dealings with c lients/borrowers and shal l compl y w ith all r elevant
legislation, judicial d ecisions a nd other regulations which ar e a pplicable to IR EDA fro m time to
time.

This c harter not o nly expla ins IRE DA’s commitme nt an d r esponsibilities a long with the
redressal mechanism but als o spec ifies the obligations on the pa rt of clients /borrowers for
maintaining healthy and mutually satisfactory business relationship.

6.0 EXPECTATION FROM THE CLIENTS/ BORROWERS:

i. To furn ish c omplete an d c orrect inf ormation/ do cuments re quired for tak ing de cision b y th e
organization.

ii. To complete the project within time, cost schedule and adhere to conditions as sanctioned by
the organization and timely payment of dues including principal and interest.

iii. Loan Ap plication t o I REDA is to b e sub mitted in prescribed form. T he application for m i s
available free o f co st. Borrower ma y con tact I REDA in case of an y d ifficulty dur ing
submission of Loan Application.

iv. The entrepreneurs may also get in touch with State Level Nodal Agencies of Ministry of New
and Ren ewable Energ y, G overnment of Ind ia. IR EDA’s Busine ss Develo pment Ass ociates
(BDAs) may also be approached for assistance with regard to New and Renewable Source of
Energy (NRSE) Sectors and IREDAs financing details.

v. In order to achieve the mission, as aforesaid, IREDA expects highest standard of ethics from
the clie nts/ borrowers wh ile s ubmitting the p roject fo r the registration, sanction and
disbursement/s in the project. They are further expected to observe the highest standards of
ethics during execution of legal documents.
vi. Clients/borrowers shall not adopt any “corrupt practice” as well as “fraudulent practice”. The
terms set forth are as follows:

a “corrupt pr actice” means the o ffering, giving , receiving or soliciting o f a nything of


value to influence the decision of a public servant during the course of discharge of
lawful functions/ duties; and

b “fraudulent practice” m eans a misrepresentation of fa cts in or der to in fluence a


decision ta ken/to be ta ken by an o fficial in discharge of o fficial d uties and while
dealing with official transactions, so as to grant/derive, an unlawful gain to the party/s
and/or unlawful loss to the company.

7.0 GRIEVANCE REDRESSAL MECHANISM:

In case of any diffic ulty i n transacting bu siness, the c lients/ b orrowers may ap proach
Chairman (Grievance), IREDA. The grie vance shall, as far a s po ssible, b e r esolved to the
satisfaction o f the clie nts/ b orrowers e xpeditiously. Th e add ress o f Cha irman (Grievance) is as

8.0 COMPLAINTS:

The clients/ borrowers can approach the Chief Executive of IREDA and/or Chief Vigilance
Officer and/or Cen tral Vig ilance Commission to register a co mplaint. The addresses ar e as

A Complaint Box has also be en placed at the Main Entry of IREDA office to enable the
clients/borrowers to make a written complaint, if any. In the Website of IREDA a separate column
has been created to make a complaint through e-mail, if any.

9.0 BUSINESS INTEGRITY:

IREDA shall not give o r r eceive, whether d irectly o r indir ectly, b ribes or other im proper
advantages for bu siness or fina ncial gain. No e mployee sh all o ffer, give or re ceive a ny gift or
payment, which is, o r may b e con strued a s be ing, a b ribe. An y demand for, or offer o f, a br ibe
must be rejected immediately and reported to management.
10.0 RIGHT TO INFORMATION ACT, 2005

IREDA has implemented Right to Information Act, 2005 by appointing Central Public Information
