Executive summary
The 3M Personal Safety Division Technical Site Visit is a program designed to help employers
identify potential solutions, or improve existing solutions, through use of 3M personal fall protection
equipment (PFPE) in their occupational health and safety (OHS) program. This program leverages
the site-specific knowledge of a company’s OHS professionals with the specialized product
knowledge of 3M’s technical representatives to identify potential 3M PFPE solutions for the
employer’s / company’s consideration. The program is free and participants are under no obligation
to purchase 3M products.

The suggestions in this report are based on current ANSI/EN/ HSE requirements or local
requirements. Always consult PPE User Instructions and follow local laws and regulations. The
product suggestions and general information contained in this report should not be relied upon in
isolation, as additional and/or clarifying information may be needed for final selection. Information
is current as of the date listed for this report and is based on the areas and activities observed on
February 12, 2019 and requirements can change in the future. 3M owns all rights to the report, it

Introduction
ADES invited 3M to conduct a qualitative site survey of the area where PFPE are currently being
used. The 3M team carries a vast experience in providing effective PFPE solutions to the similar
industries and this report will be based on that experience as well. We did not currently have access
to any IH or sampling data. 3M shall not cover other than PPE solutions in this report like electrical
safety, Machine guarding, environmental pollution, illumination etc.

Outline of Proposal

3M Fall Protection were invited to conduct a survey Identify the areas where work is conducted at
heights / in confined spaces, highlight the risks related and suggest solutions to provide optimal
safety on these areas.

The survey recommendations are based upon the application of a risk assessment process to
highlight possible injuries that may result because of work at height issues. In addition, (ADES HSE
team) was interviewed as a part of the survey to understand work practices, risks, hazards and
work environment for worker-at-height at the listed locations.

In summary, the survey identifies potential hazards, with risk ratings and solution recommendations.
Details are included in the report.

3M Fall Protection recommends a continuous re-evaluation of site hazards in order to ensure the
effective management of fall protection and rescue needs, change process and the overall
worksite safety and health.

Observations
A reasonable understanding of PFPE and its requirements were observed, there could be some
areas where better PFPE could be suggested for enhanced comfort and safety of the individuals.

The 3M team could offer this as a value add or at least train and provide the materials to the ADES’s
HSE team to use the materials in their induction and regular training, please let us know and we
shall be glad to assist.

A general perspective of the short site visit at the ADES’s site was that the industry had a fair
understanding that PFPE should be used, unfortunately at some locations the incorrect PFPE was
being used, we would like to take this as an opportunity for improvement in the area.

A feedback was that the employer should take steps to assure the PFPE selection and its adequacy,
including proper maintenance and use, and sanitation of such equipment. It was found that some
users were unaware of the right PFPE to be used on the job or were unaware on how to use the
PFPE, training on proper usage is a very important aspect of a good health and safety program for
the organization.
Training on how to properly don, doff, adjust, and wear PFPE, the limitations of the PFPE, the proper
care, maintenance, useful life and disposal of the PPE and beyond is necessary.
Please contact our local representative for any training needs for the 3M PFPE being used and
he/she shall be glad to help.
Training should be provided prior to the use of PFPE and routinely (e.g. annually thereafter).
Additionally, training should occur whenever there are changes in the workplace effecting the type
or use of PFPE and whenever there is reason to believe that a trained person does not fully
understand the proper use and limitations of the PFPE.

Use of engineering, work practice, and administrative controls to reduce risk of employee
exposures should be investigated. Only when these controls are in the process of being
implemented, are not feasible or do not provide sufficient protection should personal protective
equipment be provided for protection of employees.

All final equipment selection and implementation decisions must be made solely by the employer.
The employer is ultimately responsible for all health and safety decisions and programs. Based on
these suggestions, the employer may elect to participate in a Company Acceptance Evaluation
Trial.

Note:
1. The ideal location for the installation of the bottom end of the guide cable was observed to be
either near the shale shaker area or the edge of the rig as was pointed out by the HSE team.
2. The angle considered is between 15 to 45 degrees with the vertical or 45 to 75 degrees with the
horizontal.
3. Please use a guide cable that lies in the range of diameters 3/8 inch to 5/8 inch.

Company Acceptance Evaluation Trial Results
Once the samples are agreed for trials a trial format shall be shared for a “no obligation” trial at
the workplace.

Conclusions
Overall this was a short summary of the hazards observed during the February 12, 2020 walk
through process, the hazards and intensity of the hazard could possibly be different based on the
work load at the site and the season of the year. It is suggested to provide PFPE which covers both
these aspects.

Adopting proper engineering controls and administrative could be a step forward to have certain
of the hazards reduced or eliminated at the source. It is advisable to use demarcation tools and
signage while working at height to the protect the people passing by or involved in other activities
in the facility.

The PFPE suggested in this report or similar could be evaluated for usage at ADES, Egypt.
