RESOLUTION NO. 45

WHEREAS, on March 16, 2020, to prevent the sharp rise of COVID-19 cases in the
country, the President placed the entirety of Luzon under Enhanced Community Quarantine until
April 14, 2020;
WHEREAS, on March 30, 2020, to develop a science-based approach in determining
whether the Enhanced Community Quarantine in Luzon should be totally or partially lifted,
extended, or expanded to other areas, the Inter-Agency Task Force (IATF) convened a sub-
Technical Working Group tasked to define parameters in assessing recent developments in the
Philippine COVID-19 situation;
WHEREAS, on April 3, 2020, the IATF finalized the parameters for deciding on the lifting
or extension of the Enhanced Community Quarantine in Luzon, which include trends on the
COVID-19 epidemiological curve, the health capacity of the country, social factors, economic
factors, and security factors;
WHEREAS, on April 30, 2020, the Office of the Executive Secretary issued Executive
Order (E.0.) No. 112 Imposing an Enhanced Community Quarantine in High-Risk Geographic
Areas of the Philippines and a General Community Quarantine in the Rest of The Country from
01 To 15 May 2020, Adopting The Omnibus Guidelines On The Implementation Thereof, And
For Other Purposes;
WHEREAS, on May 27, 2020, the IATF released an updated risk classification in all
Provinces, Highly Urbanized Cities and Independent Component Cities in the country, placing
localities under different classifications of community quarantine with the goal of balancing
economic activity and public health;
WHEREAS, as of June 10, 2020, there isa total of Twenty-three Thousand Seven Hundred
Thirty-two (23,732) confirmed cases in the Philippines;
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the [ATF
approves the following:
A. Recognizing the need to continue the efforts of contact tracing, the IATF reaffirms its
policy on maximizing the use of StaySafe.PH for this purpose. The following agreements
are hereby made by the IATF in terms of the use and management of the StaySafe.PH
application to further strengthen compliance with relevant cybersecurity, data privacy, and
confidentiality laws as recommended by the Department of Information and
Communications Technology (DICT) and the National Privacy Commission (NPC):REPUBLIC OF THE PHILIPPINES.

A Memorandum of Agreement (MOA) or such other deed or agreement as shall be
necessary shall be entered into between Multisys Technology Corporation (Multisys)
and DOH regarding the donation and use of StaySafe.PH application which shall
include the source code, all data, data ownership, and intellectual property involved
of the former to the latter;
DOH shall accept the StaySafe.PH application upon the issuance by the DICT and
the NPC of a cettification that the donation is technically feasible and secure (ex.
vulnerability assessment and penetration testing should have been conducted, among
others), that systems are compatible, and that the arrangement is compliant with data
privacy laws.
Further, the version of StaySafe.PH to be donated by Multisys must be able to
perform the functions of two (2) separate applications, as follows: First, bluetooth
digital contact tracing which shall be connected to tracing technologies (ex. Google,
Apple, etc.) and, Second, serve as the frontend application system for the LGUs;
‘The function of StaySafe.PH application shall be limited to collection of data while,
on the other hand, all data collected shall be stored in DOH’s Covid-Kaya system;
Finally, as part of the donation, all data currently in the database of StaySafe.PH shall
‘be migrated to Covid-Kaya;
Multisys is hereby given thirty (30) days from date of this Resolution to comply with
the above directives. Otherwise, the endorsement by the IATF to the effect that
StaySafe.PH is the official contact-tracing application of the government shall be
withdrawn and Multisys shall migrate the data collected and stored in StaySafe.PH
to the DICT.
The recommendations of the Department of Trade and Industry (DTI) on the proposed
protocols for the reopening of dine-in food establishments are hereby adopted, the specifies
of which are as follows:
The minimum public health standards protocol for dine-in food industry is cleared
for distribution to and compliance of the concemed sector,
The gradual reopening of the industry in areas under GCQ may begin on 15 June
2020 at thirty percent (30%) operational capacity. Provided that venue capacity
allows for social distancing protocols. Provided further, that such businesses are
compliant with the proper protocols prescribed by the DTI;
The resumption and/or continued operations of dine-in food establishments shall be
subject to their proprietors’ compliance with the proper health protocols set by the
DTI, DOLE, and DOT. Further, their compliance shall be assessed through a post-ATTY REPUBLIC OF THE PHILIPPINES

audit mechanism which shall be led by the DTI, DOLE, DOT, DOH, DILG, LGU
Health Office and/or other deputized organizations.
APPROVED during the 45th Inter-Agency Task Force Meeting, as reflected in the
minutes of the meeting, held this 10th of June 2020 via video conference.

which a quorum was present and acted throughout, IATF Resolution No. 46 was
unanimously approved and adopted;
‘The foregoing resolution has been signed by Secretary Francisco T. Duque Ill and
Cabinet Secretary Karlo Alexei B. Nograles upon authority of the [ATF Members;
‘The aforesaid resolution has not been altered, modified nor revoked and the same is
now in full force and effect;
