1. PURPOSE
Purpose of this report is to present the coordination of electrical protective devices for
medium voltage equipment to be installed at the Reficar Electrical System, according
to the Cartagena Refinery Expansion Project and the philosophy for criteria and
settings for protective device established by Ecopetrol.
2. INTRODUCTION
At the Protection Coordination Study is performed a selection process of settings or
characteristics curves of protection devices, in such a way that the relay operation is
organized and selectively executed, in a specific order and with the minimum
operating time, minimizing service interruption effects and isolate adequately the
lowest possible portion of the power system as a result of a failure.
3. SCOPE
The scope of this study includes the setting and the coordination of protective
devices, considering the philosophy for the criteria and settings established by
Ecopetrol, guaranteeing an adequate selectivity in the protections.
4. BASIS
To model the system, it was used the Cartagena Refinery database, which was
developed by IEB S.A. This database was fitted for this study, taken into account the
previously received data and the consultant experience in the revision of this kind of
systems. Reficar electrical system was modeled in DIgSILENT PowerFactory
software version 14.0.525 which IEB S.A. is the official representative in Colombia
and it is widely used software to develop such simulations and studies, which uses
modules of short circuit and protective coordination.
5. METHODOLOGY
Through the software DIgSILENT PowerFactory version 14.0.525, with the module
of protections, simulation of faults were executed based on the ANSI C37 Standard,
executing three phase faults, single phase to ground faults, and two phases to
ground faults at all the busbars, with the aim to obtain values of short circuit currents
to determine the minimum operating time of protective devices and guarantee
selectivity between them.
To determine the operating time of protection, in a specific short circuit current value,
it was used inverse time curves of the protections, contained in catalogues of
manufacturer.
The protection settings are performed simulating faults in the system, trying to
establish a level of coordination between protective devices upstream and
downstream of each point analyzed. Additionally, it was verified the appropriate
protection associated with the elements, such as cables, motors, transformers,
through damage curves.

Rated currents of both windings are calculated from the greater magnitude of rated
power (ONAF) and both sides rated voltage. Therefore, rated currents of each
winding will be calculated for transformer tap “zero” position (See equations 1 and 2).

* The calculated value for CT secondary current includes maximum errors according to the CT´s
accuracy. These currents were calculated regarding equations (5) and (6) to obtain the maximum
possible deviation.
The differential current is calculated per-phase as a vector sum of currents from both
windings after magnitude and angle compensation. From Table 4, the maximum
differential current is obtained with a value of 0,2417 x CT, then the threshold setting
for the Pickup must be greater than this value. Therefore, an advisable value for this
setting in order to avoid false triggers due to nominal operating and overload
currents, is 0,25 x CT.

Slope 1 Setting
This setting is applicable for restraint (through) currents of zero to Breakpoint 1, and
defines the ratio of differential/restraint currents, above which the element will
operate. The slope is set to ensure sensitivity of internal faults at normal transformer
loading. Slope 1 is calculated as follows:

An advisable value for “slope 1 setting” to guarantee that differential protection do not
operate at normal load and overload conditions, is 30%.
Slope 2 Setting
The Slope 2 setting ensures stability during fault conditions of the type that produce
CT saturation and spurious high differential current. Slope 2 should be set high to
cater for the worst case scenario where one set of CTs saturates, but the other set
does not. In such cases the differential/restraint ratio can go as high as 95% to 98%.

Break 1 Setting
The setting for Breakpoint 1 defines the limit of linear operation of Winding 1 CT,
accounting for up to 80% of residual flux that effectively reduces the capability of the
CT by a factor of 5. Breakpoint 1 should be set below the current that would cause
CT saturation due to DC components and/or residual magnetism. Very often the
Breakpoint 1 setting is based on the transformer Winding 1 nominal current (100%
transformer loading). In such cases, one should check whether or not this setting
complies with the above recommendation regarding the CT linear performance. This
breakpoint marks the end of slope 1, where no CT saturation is expected to restrain
(through) currents smaller than that breakpoint.

Breakpoint 2 should be set below the fault current that is most likely to saturate any
of the transformer CTs due to an AC component alone. The setting is expressed in
times CT primary of Winding 1. The maximum AC through fault current before
Winding 2 CT (3000:5) starts to saturate, is 44,41 KA, on a 22,4 MVA transformer
with a ratio of 34,5/4,16 kV, and a Winding1 CT (400:5) rating, the Breakpoint 2
setting will be: 44.411A/400Aprim= 111,03

The Instantaneous Differential Pickup lets a rapid internal fault clearance and it is not
blocked by restrain current either magnetization or overflow transitory conditions,
therefore its setting must be higher than the estimated inrush current.

This setting enables or disables the inrush inhibit function. None of the settings for
inrush inhibit are active when the function is set to “Disabled”. This setting specifies
the ratio of 2nd harmonic differential current to the fundamental frequency differential
current for the selected mode of 2nd harmonic inhibit. The percent differential

protection will be blocked from operation if the actual ratio of the differential 2 nd
harmonic current to the fundamental frequency differential current is above this
threshold. By default, the manufacturer recommends a setting value of 10%,
however, an advisable setting value in order to be conservative is 15%.
This setting specifies the level of 5th harmonic during overexcitation (overfluxing)
transformer conditions. When the 5th harmonic level exceeds the specified OVEREX
INHT LEVEL setting (5th harmonic ratio) the differential element is blocked. The

When the BRKR STATE BYPASS setpoint is “Disabled”, the logic only allows a trip
circuit to be monitored when the breaker is closed and a close circuit to be monitored
when the breaker is open.
Circuit breakers equipped with standard control circuits have a 52a auxiliary contact
which only allows tripping of the breaker when it is closed. In this breaker state, the
52a contact is closed and a trickle current will flow through the trip circuitry. When the
breaker is open, the 52a auxiliary contact is also open and no trickle current will flow.
When the breaker position monitoring inputs detect an open breaker, the trip coil
supervision monitoring function will be disabled.
Trip Coil Supervision function should be enabled for the Protection Relays SR750 of
line and Bus Tie.
load jams. After a motor has started and reached the running state, a trip or alarm
occurs should the magnitude of any phase current exceed the setting MECH JAM
PKP for a period of time specified by the setting MECH JAM DELAY. The thermal
protection element will also operate during mechanical jams but after a delay when
the thermal capacity reaches 100%.
The MECH JAM PKP level should be set higher than motor loading during normal
operation, but lower than the motor stall level. Normally the delay is set to the
minimum time delay or set so that no nuisance trips occur due to momentary load
fluctuations. By Default, Mech Jam Pkp: 4.00xFLA and Mech Jam Delay: 0,10sec.
