1 Overview
A large number of parameters need to be maintained and modified during network
optimization. On the UME NM, you can add, delete and modify the parameter table
by making the planning data table. However, this mode is inefficient for the network
optimization engineers, and the updating parameters in the whole network are
tedious. Therefore, it is recommended to use the Master template on the UME for
baseline management of network optimization parameters, which can meet most of
the requirements for modifying network optimization parameters. Its application
scenarios and features include:
 Supporting fast alignment of the baseline parameter on the
newly commissioned site
 Different cell frequency points support different parameter
configurations.
 Maintenance of Baseline, and convenient and quick check of
global parameter consistency
Note that the Master template can only modify existing parameter table parameters
on the EMS, and cannot create or delete a table on the EMS.

2 Adding and Deleting a Table


For new site commissioning, it is often necessary to add many tables. To add a
table, you need to use the import and export function provided by the NM. A
template for adding a table can be maintained on site. To use a template, you only
need to replace sites MEID and SubnetID. For the newly added table template, only
the required fields such as subnetId, MEID and moId can be filled in. Other
parameters can be left blank. In this way, when importing the NM, the UME will use
the default value to fill in the parameters automatically. After the EMS is imported,
use the Master template to modify it. As shown in the following figure, only the
subnetId, MEID, war name, ldn and moId fields are filled in during the import, and
the subsequent parameter values will be supplemented by default values
automatically.

The parameter table is imported in UME->RANCM->Planed Area-> Import-Export->


Import Template. Click the folder icon and select the file to be imported.

3 Master template

3.1 Importing and Exporting a Master Template


Manage the Master template in the UME->RANCM->Data Baseline Management.
The Data Baseline Management includes two modules: Parameter Baseline and
Default Value. The two modules can export templates. The parameter contents are
the same but in different formats and application scenarios. The differences between
the two templates are as follows:

Parameter Baseline is applied in the ordinary parameter scenario. The NM supports


the import of multiple templates. Therefore, we can set a template for the baseline
parameter in the whole network or set a baseline independently for a function.
Default Value is applied in the new site commissioning scenario. If the Default Value
in the NM system has a template, the default parameter configuration of the new site
will be configured according to the parameter template value in the NM system. This
document describes the application of the Parameter Baseline template.

3.1.1 Exporting a Master Template


Click Create in UME->RANCM->Data Baseline Management->Parameter Baseline
to fill in the template name and select an existing site. To ensure that the
subsequent templates contain all the tables on the NM, it is recommended to select
all the parameter tables. Of course, if some systems are not included in the project
site, such as 3G cell and 5G cell, you do not need to select NodeBFunction, GNB
and NR-related function tables. Select a parameter list, and click Save. A new
template is created based on the site parameters in the live network.

Select the newly created Master template and click Export to export the Master
template.

3.1.2 Importing a Master Template


Edit and save the template exported above, and import the edited template by
clicking the Import button on the page. Note that the template with the same name
created previously should be deleted before the import, or the edited template
should be renamed.

3.2 Editing the Master Template


The format of the master template to be exported is as follows, in which important
parameters are listed in the red box.

3.2.1 Defining a Master Value


An example of the Master template is shown in Figure 2-1. Column C in the Master
template defines the path of the MO table, for
example,/ManagedElement/ENBCUCPFunction/CULTE/UEMeasurement/CellMeas
GroupLTE, where CellMeasGroupLTE is the name of the MO, and the previous "/" is
the path of the MO table. To ensure the correctness of the path, it is recommended
that the MO is not modified. If the current template does not contain a table, but this
table really needs to be added, it is recommended to use the Default Value function
to export the default template of the corresponding version. The default template
contains all parameters of this version, and then copy the corresponding MO table
header to the current template.
The short name of the parameter is defined in column E in the template. Ensure that
the short name is the same as the displayed name. To set a parameter to the
Master value, just change the corresponding parameter Class field to "Master," and

fill the parameter value to be modified in the Master Value field. If a parameter
needs to be configured with multiple values (for example, different parameter values
for different cells or different event thresholds for different measurement indexes), it
is necessary to create multiple Master Value columns in the template, fill in multiple
parameter values, and add a key value to the MO line of the parameter.

3.2.2 Defining a Key


If multiple values need to be set for the parameters in an MO, the MO needs to set a
key value to define the Master Value to be used in which case. The definition of key
should be in the row of MO. It is recommended to define it in the Field Name
column. Key format example:
Key=CellMeasGroupLTE.meaGroupId
A key consists of two parts separated by multiple points. The first part is the name of
the MO where the key is located, and the second part is the parameter name. To
define two or more keys, separate multiple key with commas.
For example, the key in the following figure indicates that in the UMTS measurement
parameter table, the key values are earfcn and moId of the cell respectively. Three
UMTS frequency points are configured for each LTE frequency point. When LTE
frequency points are 1830 and 2145, the configured UMTS frequency points are
2152.4, 947.4 and 947.8. When the LTE frequency point is 2165, the configured
UMTS frequency points are 2157.6, 2152.4 and 947.8. When defining the key value,
you can also define the parameters in other MOs as keys. For example, the earfcn
in the CUEUtranCellFDDLTE table in this example does not exist in the UTRAN
measurement parameter. However, since the UTRAN measurement parameters are
actually the sub-table of the CUEUtranCellFDDLTE, the earfcn of the
CUEUtranCellFDDLTE can also be used as the key.

3.2.3 Special MO Processing


For the LTE system, if both FDD and TDD networks are available on the project site,
and the deployment mode is the same as MEID and different from eNBId, the intra-
system measurement parameter (UeEUtranMeasurementLTE) table will have the
same measurement configuration index for FDD and TDD cells respectively.

If different measurement configuration indexes need to be set for FDD and TDD, for
example, different A1 (measurement configuration 10) and A2 thresholds
(measurement configuration 20) need to be set for FDD and TDD, the Master
template cannot be used. One feasible method is to separate FDD and TDD
measurement configuration indexes. FDD and TDD cells use two groups of
measurement indexes, and the measurement index IDs are different. In this way,
you can set different measurement thresholds for FDD and TDD by defining the
values of multiple measurement indexes in the master template. For example, in the
following figure, TDD uses index 3710 to define the A1 measurement configuration
for disabling inter-frequency measurement, while FDD uses index 10 to define the
same function.

Theoretically, the MO measurement tables at the site level have the same problem
and can be avoided by using the above method.

3.2.4 Increase readability.


To maintain the master template conveniently and accurately, you need to increase
the readability of the master template. You can start from the following aspects. You
can perform it as needed.
1. Add condition format to the Class column, and highlight the lines where Class is
configured as Master. In this way, you can easily view which parameters have been
defined as Master.

2. For a parameter line that acts as a key, the key value can be viewed quickly by
using the green mark.

3. For the MO table with many Master Value tables, multiple Master value tables can
be grouped according to the features of the MO tables, so that the subsequent
addition of the parameters will not be misarranged.

4 Use Master to modify the parameter value.


Select the site for which the parameters need to be refreshed in the UME->RANCM-
>Planed Area->Baseline Comparison, select the Master template to be used, and
click Compare.

After the comparison, select the sites whose parameters need to be updated, and
click < Set as Base Line Value >. The system will refresh the configurations of the
sites to the values of the parameters set in the Master template.
