From May 26, 2020 to May 30, 2020, NDVF worked with a signature gathering contractor, Advanced Micro Targeting, Inc. (AMT) to run a signature gathering pilot program in Fargo using extensive precautions responsive to the COVID-19 pandemic. a. b. NDVF specifically contracted with AMT so that circulators: ‘Must be provided with health insurance; ‘Must wear masks and gloves in the field; Must carry boxes of pens and provide a new pen to each voter signing the petition; d. Must have their temperatures checked on a daily basis; ‘Must engage in a strict hygiene program including regular use of hand sanitizer and regularly scheduled wipe down of all premises; May not gather in groups greater than four; g. Must be tested for COVID-19 on a weekly basis so long as testing is readily 4. Each petition is covered by a plastic sheet which is disinfected every time after a voter signs the petition; Circulators are social distancing from persons they encounter and voters signing the petition to the fullest possible extent; Circulators are not just using hand sanitizer, but are washing their hands as frequently as possible; Circulators are offering hand sanitizer to voters signing the petitions prior to their igning; Circulators and Notaries Public are meeting in an open area and adhering to social fancing to the greatest possible extent when meeting to notarize petitions; Circulators are not interacting with one another to the greatest extent possible; While the vendor typically assigns three to four circulators to a vehicle, circulators are currently limited to one person per vehicle for health and productivity purposes. 5. Over the five days of the pilot project, NDVF collected 2,387 signatures with the following breakdown: Case 3:20-cv-00076-PDW-ARS Document 28 Filed 06/03/20 Page 2 of 2 On May 26, 2020, three circulators collected 388 signatures; On May 27, 2020, four circulators collected 411 signatures; On May 28, 2020, five circulators collected 499 signatures; On May 29, 2020, six circulators collected 587 signatures; On May 30, 2020, four circulators collected 502 signatures. 6. On June 1, NDVF’s Leadership Committee formally decided to move forward with gathering signatures using the same format as the pilot project. NDVF's signature gathering will commence immediately in Fargo and expand to Bismarck, Grand Forks, and Minot later this week. NDVF will continue to gather signatures in this way so long as circumstances do not change. 1 declare under penalty of perjury that the foregoing statements are true and correct.
