End of Year 2019

Between January 1st, 2019 and December 31st, 2019, there were 78 use of force incidents. Below
is a breakdown demonstrating the highest level of force used during each incident in 2019. The data
shows that approximately 64.10% use of force incidents were physical encounters only. Taser warnings
accounted for approximately 16.67% of the use of force incidents. A firearm pointed at a subject
accounted for approximately 14.10% of the use of force incidents. Firearm pointed and bean bag
deployed, OC spray, Taser (drive stun), and Taser (deployed) each accounted for approximately 1.28% of
the use of force incidents. Below demonstrates a quarterly breakdown of the use of force incidents.

Of the 78 incidents where force was used, approximatley 82.05% resulted in an individual being
arrested. Approximatley 15.38% were incidents where a Section 12 was established either by the
Framingham Police Department or a third party agency. Lastly, approximatley 2.56% of the incidents
were incidents where force was used at some point during a summons or a motor vehicle pursuit. Below
demonstrates a quarterly breakdown of incident dispositions.

The majority (approximately 80.77%) of incidents where force was used, the subjects were male
and approximately 19.23% of the subjects were female. Furthermore, more than half (approximately
65.38%) of the incidents where force was used, the suspects were White, followed by Black
(approximately 21.79%), followed by Hispanic (12.82%). For a more thorough examination of the type of

Of the 78 incidents where force was used, there were 12 occasions where officers were injured.
This accounts for approximately 15.38% of the data. During the other 66 incidents, the officers were not
injured. Similarly, the vast majority of suspects were not injured when force was used. Of the 78
incidents, there were 12 suspects that were injured. Again, this accounts for approximately 15.38% of
the data. During the other 66 incidents, the suspects were not injured.
