Pre-writing Preparations
2 1. Preliminary data gathering – get a clear concept and determine specific objective
3 2. Constitutionality check – ensure consistency with Constitution (substantive and
4 procedural)
5 3. Existing law check – determine if an existing law covers the proposed bill
6 4. Identical bill check – determine if there are other similar bill/s files
7 5. Foreign law check – determine similar laws in other countries
8 6. Data gathering proper – obtain all available materials in relation to the bill
9Writing of the Bill
10 1. Form – all necessary parts are present; logical arrangement
11 2. Style
12 a. Language: clear and concise; correct syntax and grammar
13 b. Proper sequencing of provisions
14 3. Substance – all provisions to achieve their objective/s are present
15 4. Accepted Senators will be given one week to write their proposed bills. Senators may
16 consult help from resource persons to work together in coming up with bills as long as
17 they are part of the same committee.
18Bill Pre-Screening Basis
19 1. Originality – Existing provisions from current legislation will not be allowed. Modified
20 versions, however, will be allowed as long as the changes are substantial.
21 2. Debatable – Bills cannot propose panacea solutions such as increasing funding to one
22 sector. Simply put, there has to be room for discussion.
23 3. Relevance – Bills must address current problems that are relevant to the Filipino people.
24 4. Substance – Bills must be well written, well researched, and well thought of.

27Submission of bills is not mandatory. Committee chairs may accept as many bills as the
28committee can discuss thoroughly. However, during plenary, the Senate President can only allow
29up to two bills per committee to be discussed. Writing bills for your respective committees will
30be a way for you to go the extra mile, as this will be the center of debate. There are many other
31ways to get involved too; you can sponsor/support bills of other people who have lobbied with
32you, or contribute parts to a comprehensive bill.

Be it enacted by the e-KAMARA assembled:

43 SECTION 1. Short Title. – This Act shall be known as the “(insert short title of act here)”.

65one to evaluate and decide the exact budget to be allotted for the bill once it is enacted. Take
66note of the current General Appropriations Act to in line it with your budget proposal)

68 SEC. 7. Implementing Rules and Regulations. – Within 90 days from the effectivity of this
69Act, the ________________________ (main implementing government agency/ies i.e. DEPED,
70CHED, NYC, OPAPP) shall promulgate the necessary rules and regulations for the
71implementation of this Act.

73 SEC. 6. Separability Clause. – If, for any reason or reasons, any part or provision of this Act
74shall be declared unconstitutional or invalid, other parts of provisions not affected thereby shall
75continue to be in full force and effect.

77 SEC 7. Repealing Clause. – All laws, decrees, orders, rules and regulations or other
78issuances or parts thereof inconsistent with the provisions of this Act are hereby repealed or
79modified accordingly.

81 SEC 8. Effectivity Clause. This Act shall take effect 15 days after its publication in the
82Official Gazette or in any two (2) newspapers of general circulation.
