TECHNICAL BID

1. E- Tender documents can be downloaded from e-tender.up.nic.in. Tenders must pay Non-refundable
tender fee of Rs. 200/- (Rupees two hundred) only through RTGS/NEFT to State Bank of India (SBI),
Account number 33917081623 (IFSC code SBIN0006925) Pithla, Kumarganj, Ayodhya. The tenderer
is required to deposit security money/earnest money of Rs. 50000.00 (Rupees fifty thousand) only
through RTGS/NEFT to State Bank of India (SBI), Account number 33917081623 (IFSC code
SBIN0006925) Pithla, Kumarganj, Ayodhya, in favour of Comptroller, ANDUAT, Kumarganj, Ayodhya.
2. The cost of the tender fee is non-refundable in any condition.
3. Please submit your rates in the tenders form if you are in a position to furnish the requisite services in
accordance with the requirements stated in the attached schedules. The tender rates will be valid for the
financial year 2020-21.
4. Tenders will be opened by the Committee constituted by Hon’ble Vice Chancellor, Acharya Narendra
Deva University of Agriculture & Technology, Kumarganj, Ayodhya and Committee reserve the right to
negotiate the rate of goods mentioned in the tender.
5. The successful Tenderer(s) will be notified of the acceptance of his/their tender(s) in whole or in part.
Successful Tenderer will have to enter into a detailed contract agreement with ANDUAT Kumarganj,
Ayodhya on non-judicial stamp paper of Rs. 100/- (Rupees One hundred only) for each tenderer.
6. The tenderer is being permitted to give tenders in consideration of the stipulations on his part that after
submitting his tenders, he will not withdraw his offer or modify the terms and conditions thereof. If the
tenderer fails to observe and comply with the foregoing stipulation, the aforesaid amount of
security/earnest money will be forfeited by the University.
7. The Schedules of the tender form should be uploaded intact with tenderer’s signature and seal on every
page. In the event of the space provided on the schedule form being insufficient for the required purpose,
additional pages may be added. Each additional page must be numbered consecutively and be signed in
full by the tenderer. In such cases reference to the additional pages must be made in the tenders form.
Overwriting/erasing in rates to be quoted by the tenderer will not be allowed, unless it is initiated by the
tenderer, otherwise the tenders may be rejected.
8. The tenders are liable to be ignored if complete information as required is not given therein or if the
particular asked for in the schedules to the tenders is not fully filled in. Individual signing the tenders or
other documents connected with the tender may specify whether he signs it in the capacity of (i) a Sole
Proprietor of the firm or constituted attorney of such sole proprietor, or (ii) a partner of the firm if it be
partnership in which case he must have authority to refer to arbitration dispute concerning the business of
the partnership whether by virtue of the partnership agreement or power of attorney or (iii) constituted
attorney of the firm if it is a company.
9. The rates quoted by each firm in tenders be given both in words and figures failing which the same is
liable to be rejected.
10. The Committee constituted by Hon’ble Vice Chancellor, ANDUAT, Kumarganj, Ayodhya is not
bound to accept the lowest or any other tenders and also reserve to itself the right of accepting or
rejecting the tenders in whole or in part. Conditional Tenders will not be accepted.
11. The security or Earnest money shall be refunded to the tenderer after satisfactory completion of the
tender period of one year or adjusted against any damages or loss of property etc, if any, caused by the
personnel deputed by the agency. The security money of other tenderers (whose rate will not be finalized
for supply) will be refunded after declaration of the tender.
12. No interest on security deposit shall be paid by the University to the tenderer.
13. Any tax which is as per the rules of the government may be deducted at source from bills of the
successful tenderer, as per rules/instructions made applicable from time to time by government /
university.
14. Acceptance by the University will be communicated by FAX / Speed Post / university website or any
other form of communication. Formal letter of acceptance and work order of the Tenders will be
forwarded as soon as possible, but whichever communication is received earlier by the Contractor, should
be acted upon immediately.
15. The evaluation of tenders will be based on the lowest tender rates among the technically responsive
tenderers. As such, the negotiation, if any, will be held only with the technically responsive tenderers
quoted lowest rates. While awarding the tender, the university may choose to delete certain items, if their
respective tender rates appear to be unreasonable.
16. The tenderer must submit sample in sealed envelope / transparent polythene bags and payment of
supplied items only be made after laboratory testing in Animal Nutrition Lab of CVSc&AH, ANDUAT,
Kumarganj, Ayodhya and edible condition for animals.
17. The last date to Download / upload the tender is 07/05/2020 till 5.00 P.M. and will be opened on
08/05/2020 at 11.30 A.M. or on any other working day as fixed by Chairman of the Committee
constituted by Hon’ble Vice Chancellor, ANDUAT, Kumarganj, Ayodhya.
18. The delivery of items as per tender specifications approved shall only be accepted at C.V.Sc&A.H.,
ANDUAT, Kumarganj, Ayodhya on F.O.R. and bill basis.
19. The firm must be Income Tax / PAN / GST registered for the concerned business, copies of certificate
of registration be enclosed with tender of technical bid. The firm should attach related proof for payment
of various taxes paid to government for last year.
20. Validity of rate of goods mentioned in the tender will be 31-03-2021.
21. The University reserves the right to reject one or all tenders without assigning any reason what so
ever, it also reserves the right to place order for all in full quantity or parts there of or not at all.
22. The tender will be accepted only e-tender mode.
23. In case of any dispute the verdict / decision of the Hon’ble Vice Chancellor, ANDUAT, Kumarganj,
Ayodhya shall be final and binding upon both the parties. All legal disputes shall be under Ayodhya court
jurisdiction only.
24. Security/earnest money will be forfeited when the firm do not supply to items within time or as per
required specification.
25. The poultry feed should be mixed with Vitamin Supplements, Mineral Supplements including trace
minerals, cocidiostat and toxin binders etc as per BIS (Bureau of Indian Standards) 2007.
26. The rates should be quoted in Rupees and in quintal basis and rates must be valid for one year. Price
quoted must be all inclusive, packing, loading, unloading, forwarding, weighing, delivery / transportation
charges, taxes, etc
27. The rates should be quoted as per Format of tender form enclosed with this tender document for
FOR/delivery at feed store / godown of LFC, College of Veterinary Science and Animal Husbandry,
ANDUAT, Kumarganj, Ayodhya, Uttar Pradesh.
28. Deviation from feed specifications may leads to deduction in payment of bills. If any item supplied by
the supplier will found unfit for livestock consumption, the whole / part of the installment will be rejected
and returned to the supplier. In such case the expenditure of loading / unloading and transportation etc.
will be bear by the supplier.
29. The tender should be strictly for items of the specification, best quality and feed/wheat straw should
be as per BIS (Bureau of Indian Standards) or the specifications mentioned in the tender document/feed
standards applicable in India.
30. Payment shall be made only on the completion of the supply in good condition as per verified
weight/measurement mentioned in the supply order. No advance payment will be made in any
circumstances.
31. The supply will have to be made at regular intervals as per the respective supply orders to be issued
during the tender period of one year. The supply must be made within the time mentioned in the supply
order.
32. The university also reserves the right to withdraw any part of the job or the whole of it at any stage,
even after acceptance of the quotation / finalization of the tender and assignment of the job without
assigning any reason therefore. The decision of the Hon’ble Vice Chancellor, ANDUAT, Kumarganj,
Ayodhya in all these matters shall be final and binding.
33. All the testing/ Lab charges for supplied feed/food ingredients & Wheat straw will be borne by
tenderer.
