Dear Delegate,

Thank you and congratulations on being elected to be a delegate to the 2020 North Dakota Republican Convention.
Your commitment and dedication to the party is essential to the continued success of the Republican Party.

Unfortunately, the convention was interrupted by an unforeseen emergency. Fortunately, that crisis has now
subsided sufficiently to allow our deliberative assembly to continue.

We must have a convention this year! Without a convention, there is no party!

The North Dakota Republican Party is a constituent unit of the Republican Party of the United States and is subject
to the rules of the national party.

The Republican Party is deliberately organized as an unincorporated association of individuals, created and
governed by Robert’s Rules of Order and the special rules of order adopted by the most recent quadrennial
Convention. As opposed to a permanent organization, the Republican Party is created anew by each successive
Convention.

The National Convention is the highest authority in the Party.

The Rules of the Republican Party are divided into three sections.

1. When each Convention votes to adopt the rules of the Republican Party, the section on Convention Rules
becomes effective. At this point, the Republican National Committee ceases to exist, the assembly delegates
become the highest authority of the party, and those special convention rules govern the proceedings of the
convention, and ONLY for the duration of that one convention.

2. Upon adjournment of the National Convention, the second section of the rules becomes effective. This section
creates the Republican National Committee which is charged with the duty to carry out the directives of the
convention between conventions and only until the next convention.

3. The third section of the rules contains the requirements to be followed by the constituent state parties relating to
convening of the next convention, including the method used to determine the number of delegates each state is
entitled to send to the national convention, and the process by which such delegates are elected.

To provide order and consistency to party governance, the Republican Party and the state party constituents have
adopted Robert’s Rules of Order as their parliamentary authority.

Under Robert’s Rules of Order, organizations like the National Republican Party and each state party constituent unit
have agreed to be governed by Robert’s Rules of Order and are bound to follow Robert’s Rules of Order unless the
special rules of order adopted at the convention conflict with Robert’s Rules of Order, in which case the special rules
prevail.

Under Robert’s Rules of Order, pages 640, 641 and 642 deal with conventions, not of a permanent society, such as
the unincorporated association of individuals known as the Republican Party.

When a convention of such an organization is convened, the convention is the highest authority of the society and
the convention will be governed ONLY by Robert’s Rules of Order and any special rules of order which the
convention adopts. The second order of convention business, immediately following the adoption of the Credentials
Committee report, is the adoption of such special rules of order.

If you received this email, you are a credentialed delegate to the 2020 North Dakota Republican
Convention which, by virtue of that fact, is still in session.

There is certainly no dispute that the convention was interrupted by a national pandemic.

There is likewise no dispute that this interruption has left us with much unfinished business.
As a convention, we delegates assumed the duty to attend the convention and to deliberate as an assembly to the
end that we accomplish the following:

1. Adopt the special rules of order to govern this convention, and to re-create the Republican Party of North Dakota
to implement the policies adopted by the convention and to govern the party until the next convention.
2. Adopt a party platform stating the fundamental principles and beliefs intended to inform and guide Republican
elected officials.
3. Elect a Republican National Committeeman and Republican National Committeewoman to represent North
Dakota on the Republican National Committee.
4. Elect the official delegates to the 2020 Republican National Convention.
5. Nominate the Republican Presidential Electors for North Dakota.
6. Designate the site of the 2022 convention.
7. Decide any additional questions that may come before the convention.

Each of these duties cannot become official without the completion of the convention.

Without a convention there is no Republican Party of North Dakota.

Therefore, this is to request your assistance and cooperation which is essential to the completion of
the convention which is scheduled for July 25th in Bismarck.
