AIR TRAFFIC FLOW MANAGEMENT (ATFM) — FASID

INTRODUCTION

1. The material in this part complements that

contained in Part I — BORPC and Part V.III — ATFM of

the Basic ANP and should be taken into consideration in

the overall planning processes for the EUR region.

2. This part contains the details of the facilities and/or

services to be provided to fulfill the basic requirements of

the plan and/or as agreed between the provider and user

States concerned. Such agreement indicates a commitment

on the part of the State(s) concerned to implement the

requirement(s) specified. This element of the FASID, in

conjunction with the EUR Basic ANP, is kept under

constant review by the EANPG in accordance with its

schedule of management, in consultation with user and

provider States and with the assistance of the ICAO

EUR/NAT Regional Office.

AIR TRAFFIC FLOW MANAGEMENT

3. Air traffic flow management and some aspects of

capacity management cannot be restricted to the area of one

State because of their far-reaching effects on the flow of air

traffic elsewhere. The aim of the ATFM system of the EUR

region (ASTER) is, in close cooperation with ATC units, to

balance ATC capacity with demand in the context of

Chapter 3 of the Procedures for Air Navigation Services —

Air Traffic Management (PANS-ATM, Doc 4444).


4. The ASTER service in the EUR region should be

provided in accordance with the principles outlined in

Attachment A.

5. The ASTER will provide ATFM services within

the EUR region. The ASTER comprises two central

management units (CMUs), specifically the

EUROCONTROL Central Flow Management Unit (CFMU)

and the International Air Navigation Service “East”, which

are supported by flow management positions (FMPs) in

local ATC units. Additional information pertaining to the

ASTER is contained in Attachment A.

6. States and adjacent FIRs receiving services from

the ASTER are listed in Attachments B and C respectively.

7. In the implementation and operation of theASTER,

the two CMUs shall ensure that each offers an adequate

level of service to each of its participating States. AFTM

Terms and meanings, and abbreviations for use in the

ASTER are contained in Attachments D and E respectively.

8. The ICAO EUR/NAT Regional Office will

organize meetings, as required, with regards to the

provision of ATFM and capacity management services in

support of the ATC system. Additionally, the CFMU and

the International Air Navigation Service “East” will

organize meetings, as required, with regards to the

provision of services for their respective areas of

responsibility, and will coordinate their activities.

Attachment A

THE AIR TRAFFIC FLOW MANAGEMENT

SYSTEM OF THE EUR REGION (ASTER)

DEVELOPMENT

1. The development of the ASTER service should be

adapted to the level shown to be necessary to ensure its aim.

Particular care should be taken to ensure maximum cost

effectiveness.

PRINCIPLES

2. The ASTER service should be based on the

following principles:

PRINCIPLE 1. The service provided by the ASTER should

be made available to all States in the EUR region. Provision

of the service must also adequately cater for the

requirements of flight operations to and from States

adjacent to the region.

PRINCIPLE 2. States should choose either of the two

central management units (CMUs) best suited to meet their

operational requirements. This should not preclude a State

from cooperating with both CMUs when required.

PRINCIPLE 3. The ASTER shall use continuously updated

data reflecting expected and current traffic demand and

capacity within the EUR region.

PRINCIPLE 4. The ASTER should optimize available

capacity and assist with preventing overloads of the ATC

system, in order to minimize adverse effects upon aircraft

operators.
PRINCIPLE 5. Close coordination should be maintained at

all times between the CMUs, flow management positions

(FMPs), the ATC units served and aircraft operators.

PRINCIPLE 6. Close coordination should be maintained

with military authorities, as appropriate.

PRINCIPLE 7. The ASTER should be sufficiently staffed

with appropriately trained and qualified personnel.

PRINCIPLE 8. The ASTER service should be available on

a 24-hour basis.

PRINCIPLE 9. Efficient and reliable communications

should be available between CMUs, FMPs, the ATC units

served and aircraft operators.

CONCLUSION: The ASTER should operate in partnership

with the ATS providers and aircraft operators. It cannot be

a directive organization as the other partners have

regulatory (safety and economic) regimes to live within,

and different stakeholder/shareholder expectations.

RESPONSIBILITIES

AND RELATIONSHIPS

3. The two CMUs will act to support ATS providers

and aircraft operators by being responsible for the planning,

coordination and execution of all ATFM measures within

their respective areas of responsibility, in accordance with

the procedures defined in the appropriate handbooks. The

FMPs will be responsible for the local management of these

measures.

responsibilities and relationships associated with the

provision of ATFM within the CFMU area of responsibility

is contained in the EUROCONTROL Basic CFMU

Handbook.

PROVISION OF SERVICE

V.III-A2 EUR FASID

4. The provision of the ASTER service requires the

following:

a) timely collection and collation of data on the air

navigation infrastructure and on the capacities of the

ATC system and of selected aerodromes within the

EUR region;

b) determination of a coherent picture of expected traffic

demand, comparison with available capacity and

identification of areas and time periods of expected

critical traffic loadings;

c) coordination with the appropriate authorities in order to

make every possible attempt to increase the available

ATC capacity where this is required; and

d) in agreement with ATS providers concerned, where

ATC capacity shortfalls cannot be eliminated,

determination, coordination (including FMPs and

aircraft operators) and timely implementation of

appropriate measures shall be applied throughout

relevant portions of the EUR region where ATFM is

provided.

5. Authorities concerned with the provision of


services should periodically assess the achieved results in

order to allow the ASTER service to be improved as

necessary and to draw conclusions leading to proposals for

improvements in the ATC system, the airspace organization

and other related matters.

responsibility is contained in the EUROCONTROL Basic

CFMU Handbook.

EQUIPMENT REQUIREMENTS

6. Appropriate equipment shall be provided in

support of the ASTER

7. The equipment for each function should make use

of the latest technological enhancements and be

implemented so as to:

a) achieve the objectives in the most cost-effective way;

and

b) ensure compatibility with the systems with which it

must interface.

8. Communication channels should be established to

meet anticipated communications demands.

Pre-Tactical ATFM – An ATFM phase which

Repetitive Flight Plan (RPL) – A flight plan

related to a series of frequently recurring,

which the pilot of an aircraft on the centre line of

a runway can see the runway surface markings

EXPLANATION OF THE TABLE

VHF VOLMET broadcasts

The name of the transmitting station is given at the top of

each column.

The following Notes have been used:

(1) when operational.

(2) during Leipziger Messe.

(3) Oslo/Gardermoen during night curfew of Oslo/Fornebu.

(4) Transmitting stations reporting the height of cloud base

in metres are identified by an asterisk (*).

HF VOLMET broadcasts

The name of the transmitting station is given at the top of

each column.

Names in capital letters indicate aerodromes for which

forecasts are required; names in small letters indicate

aerodromes for which routine meteorological reports are

required.

The routine meteorological reports include temperature,

dew point, QNH and trend-type landing forecasts as


available.
