Project: Airport Security Fencing and Associated Works

The Independent State of Papua New Guinea (PNG) has applied for a
loan from the Asian Development Bank (ADB) for the Civil Aviation
Development Investment Program (CADIP). The PNG Civil Aviation
Authority (CAA) will be the executing agency (EA).

The PNG Government intends to use some of the loan proceeds to


finance the cost of the Airport Security Fencing Project. The purpose
of the Project is to improve the safety and security of five selected
airports which are imperative for airport certification in compliance
with the Civil Aviation Rules (CAR Part 139). The five selected airports
in which the works will be carried out are: Kavieng, Goroka, Wewak,
Hoskins and Gurney.

The proceeds of the loan are intended to be used for the procurement
of the following, through international competitive bidding (ICB):

Survey and design of fence profile (vertical profile) including drainage


structures;
Provision of design details including drawings for the Engineers
approval;
Setting out for new fencing;
Clearing and grubbing along proposed fence lines;
Earthworks along proposed fence lines and for drainage structures;
Removal of existing chain wire security fencing and gates including
removal of concrete at the base of posts and storage of removed
materials at CAA maintenance depot;
Construction of 4.0m wide access road along the fence alignment,
3.0m in airside and 1.0m on landside;
Supply, Delivery and Installation of new galvanised Steel Palisade
Fencing, Gates, Gate posts, Rails, Barbed wire, Razor wire, Concrete
plinth and Accessories as required;
Construction of fence embankments;
Construction of drainage culvert structures including backfill at
isolated locations along the proposed fence line;
Installation of Concrete anti-dig plinth at the base of the fence as per
specifications;
Provision of chains, locks and keys, drop bolts, gate signs and
accessories for the gates;
24 hour apron security during removal of existing old security fencing
and gates along the Building Line, and installation of the new Steel
Palisade fencing and gates;
Environmental monitoring and control measures;
Implementation of a Project Quality Plan;
Provision of As-Constructed Drawings in hard copy and in digital
format;
Security protection of the new fence and gates until the date of the
Taking Over Certificate for the whole of the completed works;
Handover to CAA of remaining fence and construction materials.
The first batch of bidding documents for the above items is expected
to be available on or about Wednesday 12 August 2009, subject to a
nominal charge.
