growth of the economy and industry in Oklahoma for years to come.

No BRAC Round – ALL OKLAHOMA BASES


 Military should not be reduced any further while we rebuild the force and repair readiness.

Military Spouse Professional Development – ALL OKLAHOMA BASES


 Military spouses serve and sacrifice alongside their service member.
 Military spouses, especially those with higher education, face higher levels of unemployment than any other
demographic because they deal with frequent moves.
 LAST YEAR: Supported military spouses by extending a DOD program to reimburse spouses for cost of
new professional license or credential.
 THIS YEAR: Further clarified the reimbursement that spouses can receive and helped transferability.

Appointment of Recently Retired Members of the Armed Forces to DOD Positions – TINKER
 Many installations, especially our depots, face hiring struggles based on a variety of circumstances such as
geography, unique job requirements, security clearance restrictions, etc.
 Modified existing rule to allow retired service members to be hired into a position at a pay grade at or below
GS-13 without waiting 180 days.
PIM Program - LAWTON
 PIM is critical for Army modernization. Assembled in Elgin and based at Fort Sill at Fires Center of
Excellence.
 $435.8 million to procure 30 Paladin Integrated Management sets, meeting the administration’s request.
Fires Innovation Science and Technology Accelerator (FISTA) – LAWTON
 A priority for me this year was to set Oklahoma up for success for the decades to come.
 I authored language to complement the work of the FISTA by bringing industry and university partners
together under one roof to work on defense contracts and support Army modernization efforts.
Advanced Pilot Training (T-7A) - VANCE
 Pilots need to train on the most advanced platforms to be prepared for the next-generation of aircraft.
 Support development for the T-7A advanced pilot training aircraft, replacing the legacy T-38 trainers that
have become outdated and led to increased training times.
 $254.7m for Research, Development, Test and Evaluation – Fielding to begin FY23.

Defense Community Infrastructure Program – VANCE


 Last year: I created the Defense Community Infrastructure Program that allows for defense communities to
compete for grants of up to $25M.
 FY21 - authorized $50M to help communities, like Enid, build infrastructure to address key issues.
 Enid Water Project – fix poor water quality that DOD has identified for Vance – draw water from Kaw Lake
and move to Enid via pipeline – decreases demand on local aquifer by 35%.

KC-46 – ALTUS/TINKER
 February 2019: first KC46 was delivered to Altus. I flew it in with Sen. Lankford and Rep. Lucas
 Fully funded 15 KC-46 aircraft.
 Directed the AF to slow their plan for divestment of KC-135 aircraft until KC-46 has had its issues resolved.
 Altus programmed to receive 8 KC-46 aircraft & will provide training for all KC-46 pilots/boom operators.
 Tinker selected to provide all depot maintenance for the KC-46.

B-21 – TINKER
 November 2018: Tinker selected for B-21 sustainment activity.
 Next generation of bomber aircraft – Oklahoma is at the forefront of the next generation of military aircraft.
 Provided $2.85B in Research, Development, Test and Evaluation to support Tinker mission.

UAS Launch and Recovery – Navatek/OSU


 There is a growing need to support military operations where traditional methods are not sufficient for
takeoffs and landings.
 $5 million for this specific research – OSU very strong candidate for the grant.

Directed Energy Prototyping for Counter UAS – OKC/ACORN GROWTH


 The FY21 NDAA provides funding for research, development, testing, and evaluation for the prototyping of
directed energy capabilities to counter UASs and cruise missiles – OKC companies can do this research.
 Adversaries continue to develop their own UASs – this threatens our forces – we need this to counter them.

Counter UAS University Research – OSU/STILLWATER


 DOD/Congress are concerned about the growing use and capabilities of UAS/drones.
 Increase funding to universities to work with DOD and respond to advancements in drone technology.

Radar and Electromagnetic Research for LRPF and AMD – OU/NORMAN


 Need to reduce the time required for development and testing associated with our CFTs at Fort Sill.
 Fully funded electronic warfare impact on radar and expediting our research at universities, like OU, for the
programs that support Sill CFTs – Long Range Precision Fires (LRPF) and Air & Missile Defense (AMD)

Cold Spray/Additive Manufacturing – TINKER


 Some of the aircraft that are maintained at Tinker are 50+ years old.
 To improve processes, reduce costs, and ensure spare parts, additive manufacturing technologies, like cold
spray, are being utilized by the Air Force – NDAA ensures expedited adoption of these new technologies.
 Cold spray – lets AF use latest tech to retrofit parts, improving aircraft repair times.

XQ-58A Valkyrie – Kratos/OKC


 Low Cost Attritable Aircraft Technology (LCAAT) program effort for UAS to accompany manned aircraft.
 LCAAT is maturing into broader SKYBORG program, of which the Valkyrie will fly alongside the F-35.
 Fully funded the SKYBORG program $128M over the PB

Cyber Centers of Academic Excellence – TULSA UNIVERSITY


 Several provisions in the NDAA to ensure DOD works directly with academic institutions that have
National Security Agency cyber centers of academic excellence designations, like TU
 Secured funding to create partnership between an academic institution (like TU) & Army Corps
Engineering, Research & Development Center.
 Because of the TU’s leadership in cybersecurity research/education, well suited positioned for all of these.

Military Construction Projects for Oklahoma – MCAAP/ARDMORE


 Fully fund the construction of the Ammunition Demolition Shop (C-Line) at McAlester to allow for the safe
and proper deconstruction of munitions that are no longer serviceable or have reached their maximum
storage time - $35M
 Full authorization for maintenance facility at the Ardmore Readiness Center - $9.8M

Impact Aid and STARBASE – ALL OKLAHOMA BASES


 Fully funded supplemental Impact Aid to local educational agencies and schools with military dependent
children as well as specific Impact Aid for schools with military dependent children with severe disabilities.
 Supported STARBASE – educate/motivate students to explore Science, Technology, Engineering and Math.
 OKNG runs STARBASE at Tulsa Air National Guard Base, Tinker Air Force Base, Lawton and Burns Flat.
