I'm going to resubmit a memo to the Chairman regarding the time change and more details regarding
the format. The way I understood the format would have the Chairman give the GWOT update, let
the SECDEF speak and then have them both take Q&A/discussion together, is that coirect?
Also, I would anticipate that total evolution would take from 110M230, allowing 30 minutes for the

By James C. Robens
Did you know that Iraqi real-estate prices have gone up several hundred percent since the fall of Saddam
Hussein?
That Iraqi workers' salaries have increased more than 100percent in that time?
That the number of cars in violence-torn Baghdad has grown by 500 percent in the same period?
That the Iraqi construction, retail and wholesale trade sectors are all growing at a healthy pace?
Chances are that you are astonished by these facts. I certainly was when I read them in an article by Silvia
Spring in the end-of-the-year edition of Newsweek International.
The piece is titled "Iraq's Economy is Booming" and it's arevelation. It goes on to mention that the number of

reeistered businesses has increased from 8.000 to 34.000 in three years:.that the number of cell phone
subscribershas increased from 1.4 millionto 7.1 million; that the stores are stocked with goods: and that
consumers are buying them; that taxes have been cut. government revenues are up and that oil revenues and
foreign grants are estimated at $41 billion for the year just ended.
The article does not eloss over the country'smany problems~the rabrbm sectarian violence foremost among
them ~ n e m ~ l o y r nise iestimated at a m i k u m of 30 percent, but even here there is a silver lining as foreign
investment from neighboringcountries is pounng into Iraq because of cheap labor The author notes that 'there
is a vibrancy at the -roots that is invisible inmost inte&ional coverage of Iraq."
It is understandable (if deplorable) that the "mainstream" media (with the honorable exception of Newsweek
International)would be unaware of these facts or uninterested in publicizingthem.
But what about the Bush administration? Why has the Bush team not put on a fall-court press to inform the
public about these signs of progress in Iraq?
The American people are, understandably, demoralized by three and a half years of largely negative media
coverage of Iraq. Most do not want a pullout from Iraq, however; they want victory.
But a daily digest of media coverage focused on American casualtiesand sectarian carnage in Baghdad is
gradually leading the public to conclude that there is no hope of success in Iraq. The economic news coming out
of Iraq does give real cause for hope, however.
-
It is a matter of the greatest urgency that President Bush and his administration- inform the American people
about Iraq's economic strides. The president'supcoming policy address on Iraq is the logical place m begin.
James C. Roberts is President of Radio America and the American Veterans Center.

How? Iraq is a crippled nation growing on the financial equivalent of steroids, with money pouring in from
abroad. National oil revenues and foreign mants look set to total S4 1 billion this year, according to the IMF.
With security improving in one key spo~Ñ(hsouthern oilfieldsÑtha figure could go up.
Not too shabby. all things considered. Yes. Iraa's problems are dauntina. to sav the least. Unemploymentruns

Even so, there's a vibrancy at the grass mots that is invisible in most internationalcoverage of Iraq. Partly it's the
trickle-down effect However it's spent, whether on security or something else, money circulates. Nor are
ordinary. Iraqis
. themselves short on cash. After so many . years
. of living under sanctions, with linle to consume,
many built up considerablenest eggs~whichthey are now spending. That's boosted economic activity,
panicu.arly in retail. Imported goods have grown increasingly affordable, thanks to the elimination oftariffsand
trade barriers. Salaries have coneun more than 100 nercent since the fall of Saddam. and income-tax cuts (from
45 percent to just 15 percent) have put more cash inlraqi pockets. "The US. wantedto create the conditionsin
which small-scale private enterprise could blossom." says Jan Randolph, head ofsovereign risk at Global
Insight. "In a sense, they've succeeded "
Consider some less formal indicators. Perhaps the most pervasive is the horrendous Iraqi trafficjams. Roadside
bombs account for fewer backups than the sheer number of secondhand cars that have crowded onto the nation's

Meanwhile, Iraq's official economic institutionsare making progress, improbable as that might sound in the
context of savage sectarian violence and a seemingly complete breakdown of leadershipand law. Yet it's a fact.
A government often accused of being no eovemm&t at ail has somehow maaaced to take its first stem to
liberalize the highly centralized economyof the Saddam era. Iraq has a debt-relief dea: with the IMF that
requires Baghdad to end subsidies and open up its gas-import market. Earlier this year the government made the
first hesitant steps, axing fuel subsidies-and sendingprices from a few cents a liter to around 14. "This has

of Birmingham. "If you lose that engagement, then that means a lot more people have given up on Iraq."
It goes without saying: real progress wont be seen until the security situation clears up. Iraq still lacks a
functioningbanking system. Though there's an increasing awareness of Iraq as a potential emerging market,
foreign investorswon't make serious commitmentsuntil they are assured a measure of stability.~ocal

But again, that's the remarkablething. In a businessclimatethat is inhospitable,to say the least, companies like

Dallas had the idea. Just between you and me.. you might need to put a memo in front of dorrance to get a read
on it.. sometimes that works best with him.
I do a little mono that explains what I want to do and then ask if he approves at the bottom. He will initial it
and then you can move forward. Doesn't always work that way, but he seems to respond to written documents .
For all I know, he has already responded to the email.. but if not, you might try the memo.

say, 'Look,we need to clear and hold. We cant clear and turn it over to the Iraqi anny yet. We
need to have Americans do that,' and it seenisto me, as a potential prescriptionfor some kind of
victory there, which Ipersonally favor, ifs a good idea. Why are you so intransigent, JccP
Mr.BABBIN: Well, 1don't think I'm intransigent,Lany, at all. I'm just realistic.Ithink ifyou
want to clear and hold, and i f you want to do that as a predicateto pursuingsecurity in Iraq,
which we all would like to see, you cant do rt with 30 or 40,000 troops. You're going to have put
100 or 120.000 more troons in there. Clear and hold. The Ira& we can clear. The Iraois can't
hold Thats the prob.em we hive rightnow And ifyou%ant towait and have clear and hold
work, you may have to wan forever because the Iraqis are not coming around to the capabilityto
actuallybe able to hold what we have cleared. You're not going to be able to clear out the
Muqtada al-Sadr forces from Sadr City 'cause Maliki wont let you. What are we going to do with
these troops? Either they're way too many to do noihhg or they're many, many too few to

stabilize Baehdad. But General Peter Pace. the head o f the Joint Chiefs, and General Ablzaid and
General &y over at CENTCOM do not w u t a troopsurge. What i s your view on this, sir?
Gem. DOWNING Well. my view i s that puning more United States troops over n Iraq right
no*, more comoal fornuon. i s going to raise falseexpectationsback here in the United States,
Larry. It's also going to put more Americanson the street, which arc going to further infuiiate the
Iraqis. 1do not believe we should put more US combat units in there. Ido believe that some point,
six months from now, we need to start a drawdown, but the emphasis, Larry, has to be on the-
building the Iraqi army. And, Lany, unfortunately, we've got to scan over with the Iraqi police.
The Iraqi police have traditionally been corrupt. They're not n-usicdby the people. The new police
that we've put in have fallen back into those same old ways. And we cannot have a pacification
campaign. We cannot actually clear these neighborhoods and make them peaceful until we get
decent police in there. So Isay no more US troops. That'smy recommendation.

m g g l c we're in with a! Qacda, radical Islam, through the prism of Iraq. Wejust cant lookat Iraq

the perceptionof the American people. They've got 10 be told what's going on.They've got to be
able to understand it. They dont right now. And a subset ofthat, Brian, is the American fighting

Till now the war whether known as the Global War on Tenor or the more
appropriatedesignation by Frank Gaffmy as the "War for the FAWorld" -
has been fought by conventional, geographically oriented commands. Despite
the 2003 memo Gedrich and Vallely cite. Central Command (USCENTCOM) has
i n t a i n e d the lead in combating Islamofascist terrorists. Other
geographical commands such as Pacific Command and SouthernCommand have had
a piece of the action, all supported by SOCOM and the special operations
community. .This is considered by many to be exactly the reverse of what is
needed. "President Bush and the new US.defense secretary, Robert Gates,"
accordingto Gedrich and Vallely, "could deliver an effectivechange in
current Iraq war strategy and the wider global war.by placing experienced
unconventional warfare leaders in charge of the war effort." In other words,
HY TIMES
perhaps it is past time to do what seemed to most of us to have been decided
more than three years ago.
Why docs this seem like such a big deal? For smers. the CENTCOM leaders
work primarily in a restricted, albeit large geographical area While
CEh'TCOMs area ofresponsibility covers 27 different countries across the
Middle East and Central Asia even down to the Horn of Africa, it is by
dcfininon limned. Conversely the SOCOM community has a global perspective,
When al-Oaeda terrorists like the Bali bombers. for examvie. transit from

command areas SOCOM on the other hand, has responsibility for them the
entire time because it is focused on the functionalityofthe war, not
merely artificially imposed geographical delineations.
To Peter's point, special operations units understand the need for "the

solution is the amlication of controlled, deliberate. and irresistible
&&. For ex'kple, when a special t&k force confronted Udav and Qusay
Husseinbarricaded inside a house, they took it down with such force that
the example affected other terrorists. It has been repeated as necessary
with ~ b u ~ u s al-Zarqawi,
ab and other terrorists who know they can& but
cannot hide. Special operations forces are able to think more creatively,
onerate more freelv. &d use more flexibilitvthan conventional forces that
are tied to legalistic, unrealistic, and often self-defeating rules of
eneaeement drawn UD by Pentagon JAG lawyers or imposed timid unit commanders
who wish, as Peters &nk~ents"0 pretend we're not at war."
Because they can opcraie across service lines (Amy, Navy,Air Force. Manne
Corns. Coast Guard) and agency lines (CIA, FBL DEA. wlice. and others). as
well as across intcr&tionallin&, the special operationsforces are better
able to accomplish a mission by sharing intelligenceinformation,
coordinationappropriateinter-agency missions, and understanding the "big
picture" threat that faces America and its allies. For example, special
operations forces in South America see the links between Colombia
narco-temnsts in the FARC. al-Oaeda infiltrators,roeue state su~port
from Venezuela, and Cuban influence and work hand-in-glove with DEA and CIA
along with local forces to counter these mutual enemies.
The most imwrtant point is that this "War for the Free World" is not a
conventionalwar. This war, other than for r e f interludesin which
set-piece battles were fought and won as during the early weeks of Operation
.
h u i Freedom. is a dark. shadowy war. It muslbe fouehl aeainst an e n m v

engine- they claim that they are "currently tracking 55 million blogs").
Accordingto Technorati, blogs with over one hundred links are considered to have "a lot of authority."
Additionally, the Free Republic's numbers have probably increased over time since the ranking information was
last updated 116 days.

Gen. Wayne Downing: Tremendousprogresson the military front. The Iraqi army has
stood up. The units I &are doing v& very well. But. the provision of services to the
people just has not occurred. Primarily because of security type things. But the other

These political parties, these Sunni and Shia parties, they have got to come together and

Bttcher. I'm told by senior military officials here that since Zarqawi was killed, they've

but the sectarian violence. And we've had 200 people killed in the last five days.
Gen. Downing: It is sectarian violence. It is the death souad. The Sumi death sounds.

The governor today made an official statement calling on all Iraqis not to attack

take care of ow own. I would like them to get the tour and possibly meet with some of the wounded. This will
be a very good chance for our heroic medics to tell their story. Sir, this is doable, but may conflict with their

Here our analysts cans& first hand the capability ofthe G q i special police. For many this will be their s&nd
trip, having been out a year ago and seen the very beginnings of this capability. To see the fruition would be a
very powerful story. Attending the fire range, etc that evening after Chiarelli's social would perhaps be the most
talked about part of the trip. These analysts love to show how they are "still in the game", and taking them to
this range, watching the prep for the nights events, would get significanttv play time. Sir, this is the proposal
