I'm going to resubmit a memo to the Chairman regarding the time change and more details regarding
the format. The way I understood the format would have the Chairman give the GWOT update, let
the SECDEF speak and then have them both take Q&A/discussion together, is that coirect?

Also, I would anticipate that total evolution would take from 110M230, allowing 30 minutes for the
discussion. Do you feel 30 minutes would be enough to set aside for the discussion period, or is the
90 minutes total too much?

Hussein?

That Iraqi workers' salaries have increased more than 100percent in that time?

Chances are that you are astonished by these facts. I certainly was when I read them in an article by Silvia
Spring in the end-of-the-year edition of Newsweek International.

The piece is titled "Iraq's Economy is Booming" and it's arevelation. It goes on to mention that the number of

You can say that again.

It is understandable (if deplorable) that the "mainstream" media (with the honorable exception of Newsweek
International)would be unaware of these facts or uninterested in publicizingthem.

But what about the Bush administration?Why has the Bush team not put on a fall-court press to inform the
public about these signs of progress in Iraq?

The American people are, understandably, demoralized by three and a half years of largely negative media
coverage of Iraq. Most do not want a pullout from Iraq, however; they want victory.

But a daily digest of media coverage focused on American casualtiesand sectarian carnage in Baghdad is
gradually leading the public to conclude that there is no hope of success in Iraq. The economic news coming out
of Iraq does give real cause for hope, however.

It is a matter of the greatest urgency that President Bush and his administration- inform the American people
about Iraq's economic strides. The president'supcoming policy address on Iraq is the logical place m begin.

booming. Construction, retail and wholesale trade sectors are healthy, too. according to a report by Global
Insight in London The U S Chamber of Commerce repons 34,000 registered companies in Iraq, up from 8.000

How? Iraq is a crippled nation growing on the financial equivalent of steroids, with money pouring in from
abroad. National oil revenues and foreign mants look set to total S4 1 billion this year, according to the IMF.

Not too shabby. all things considered. Yes. Iraa's problems are dauntina. to sav the least. Unemploymentruns

trickle-down effect However it's spent, whether on security or something else, money circulates. Nor are
ordinary. Iraqis

. of living under sanctions, with linle to consume,

panicu.arly in retail. Imported goods have grown increasingly affordable, thanks to the elimination oftariffsand

on it.. sometimes that works best with him.

I do a little mono that explains what I want to do and then ask if he approves at the bottom. He will initial it

ten hours. So intense our camera crews, of course, kept at a safe distance. US. military sources
say dozens o f insurgentshave been killed or wounded. The presidentexpectedto call famore
troops in Iraq. Where would they be sent,and what will they do when they get there7Theseare
all questions for CNN military analyst and retired US.Army Brigadier General David Grange.
General Grange, nice to see you today. Talk about this plan for us a little bit. As we know, there
aremany meetingstaking place. President Bush talking with some House Democrats, and White
House briefing Congress on this new plan. There's a lot to understand, a lot to absorb. Is 20,000

the troops at task. In other words, what are the requirements? What are the tasks for themilimp

it's 20,000, then it's 20,000. The guys on the ground made that assessment. those commanders,
and I'm sure they know what they're talking about.
COLLINS: Well, 1think that's a great point. And talk to us a little for people who don't
understandthe process of how you go about determining how many troops would be needed i n a
case like this?
GRANGE: Well, for an example, right now there's several major operationsgoing on in Iraq.

being trained. Which is theother task- training the Iraqi military to a level o f proficiencywhere

offensive operations must take place to gain superiority on the adversaries where they have the
upper hand. Anbar province is an example, and the other is the city ofBaghdad. That's going to
require more troops, used in offensive operations, in orderto handle mat threat.
COLLINS. Right. And Baghdad being *her nc just saw video from this morning. Very fierce
gun ~attlethere Lei's talk about this "Washmwn Post' repon. Cm talking about the mission thu
includes the understandingthat joint US. andlraqi forces will confront the Mehdi Army that you
just spoke about. What kind of army are we talking about here?And how do you flush themout?
GRANGE: Well. we're talking about an enemy that's mwnconsiderably in size. Several years
ago, there was only a few hundredmilitiamen.Now there are 40,000 or whatever the case may
be. h's hard to count, o f course, because one could join tomorrow, one can leave today. Who
knows. But the point is, something must be done at the militia, or you're going to have a situation

many ofthe Americans, of course, don't know. cannot tell.

Some of those answers are already known. The military objective for the expected 20,000
additional troops? To secure Baghdad. How does the Iraqi government fit in? The President is
expected tocall for benchmarks,goals for reconciliation that the Iraqi government will be
expected to meet. The international community. Countries will be encouraged to help with
reconstmuion and jobs programs, although the President will likely ask for more than $1 billion
addinonal US tax dollars. Part of the plan for adding troops could mean sending some troops in
early and holding others longer. Former Assistant Secretary of Defense Bing West says the troops
deserve an explanation,

period of time,I think a small number oftroops, 20,000 to 30,000 or so is probably all that's
going to be coughed up.

favor of articulating an end gamethat is going to be satisfactorily that can be satisfactorily
completed.
The military has not done that, the White House hasn't done that, nobody has done that yet. I

think they are they are - would be satisfied with a surge as long as the purpose of the surge is
to give the military enough time to train somemore Iraqis so that we can make a graceful exit.
Bin anybody who things that a surge of up to 10,000to 20,000,30,000,50,000troops, even ifall
of them were in Baghdad, anybody who thinks that that's going to have a positiveeffect
ultimately on the outcome of the conflict in Iraq doesn't have any military experience. All it -
this is a fight basically now between Shiaand Sunni, and among the Shia, between Muqtadaal-
Sadr, who has the best army in Iraq, and everybody else. And I don't think that the Americans
can have any effect on that.

very small force. You have to hold and you have to hold and then build with a pretty sizeable
force.
What are you going to achieve i f that is in fact your operational objectiveto clear, hold and build?

How are you going to do that with a surge 90 days, 120 days? 1don? know how that's defined.
So my point is that you'regoing go big, go big and stay and make it work. Idon? know that
20,000 is enough and 1don't know that bringingthem in and kind of diswpting the readiness and
the deployment schedulesthat exist. This is a very thin force, back in the states waitingto support
the operations in southwest Asia.

home. I would embed the others. Iwould try 10 rapidly train the Iraqi forces, turn over areas as

So where to go?

Till now the war whether known as the Global War on Tenor or the more
appropriatedesignation by Frank Gaffmy as the "War for the FAWorld" -
has been fought by conventional,geographically oriented commands. Despite
the 2003 memo Gedrich and Vallely cite. Central Command (USCENTCOM) has
i n t a i n e d the lead in combating Islamofascist terrorists. Other
geographical commands such as Pacific Command and SouthernCommand have had
a piece of the action, all supported by SOCOM and the special operations
community. .This is considered by many to be exactly the reverse of what is
needed. "President Bush and the new US.defense secretary, Robert Gates,"
accordingto Gedrich and Vallely, "could deliver an effectivechange in
current Iraq war strategy and the wider global war.by placing experienced
unconventional warfare leaders in charge of the war effort." In other words,

perhaps it is past time to do what seemed to most of us to have been decided
more than three years ago.

Why docs this seem like such a big deal? For smers. the CENTCOM leaders
work primarily in a restricted,albeit large geographical area While
CEh'TCOMs area ofresponsibility covers 27 different countries across the
Middle East and Central Asia even down to the Horn of Africa, it is by
dcfininon limned. Conversely the SOCOM community has a global perspective,
When al-Oaeda terrorists like the Bali bombers. for examvie. transit from

& Malaysia to indonesiaand rerum, they cross two major
command areas SOCOM on the other hand, has responsibility for them the
entire time because it is focused on the functionalityofthe war, not
merely artificially imposed geographical delineations.

SOCOM's basic mission statementsays it plainly enough:

SOCOM leads, plans, synchronizes, and, as directed, executes global

operationsagainst tenwin networksJSOCOM] deploys combat-ready special
operations foices.,[that] are organized with a regional focus to take
advantage of language and political skills. [Emphasis added]

In other words, the special operators have a global strategicview

reinforced with highly specializedregional capabilities.Doesn't that
mission statementso&d like exactlywhat is needed to win this war?

Use Operation Enduring Freedom, the liberation of Afghanistanfrom Taliban

and al-Qaeda terror as an example. Once given the mission, SOCOM was able to
w e its varied internal resources supported by external conventional
military units to bring down an enemy that had been described by former
military officers, analysis, and the media as virtually invincible And they
accomplishedit all m the midst of the "fierce Af&n winter" awnst which
our f o k were deemed unsmted to orwail. ~urther.the mission was
accomplishedrelying on a tactic that special operators alone bring to the
table, a principle known as "economy of force." This means American spec ops
troops use indigenous soldiers to do what conventionally-minded strategists
-
would rely on American units to accomplish better, cheaper, faster, and
with fewer casualties.

To Peter's point, special operations units understand the need for "the

defiant us of force." They realize that with some opponentsthe only
solution is the amlication of controlled, deliberate. and irresistible
&&. For ex'kple, when a special t&k force confronted Udav and Qusay
Husseinbarricaded inside a house, they took it down with such force that
the example affected other terrorists. It has been repeated as necessary
with ~ b u ~ u s al-Zarqawi,
ab and other terrorists who know they can& but
cannot hide. Special operations forces are able to think more creatively,
onerate more freelv. &d use more flexibilitvthan conventional forces that
are tied to legalistic, unrealistic, and often self-defeating rules of
eneaeement drawn UD by Pentagon JAG lawyers or imposed timid unit commanders
who wish, as Peters &nk~ents"0 pretend we're not at war."

Because they can opcraie across service lines (Amy, Navy,Air Force. Manne
Corns. Coast Guard) and agency lines (CIA, FBL DEA. wlice. and others). as
well as across intcr&tionallin&, the special operationsforces are better
able to accomplish a mission by sharing intelligenceinformation,
coordinationappropriateinter-agency missions, and understanding the "big
picture" threat that faces America and its allies. For example, special
operations forces in South America see the links between Colombia
narco-temnsts in the FARC. al-Oaeda infiltrators,roeue state su~port
from Venezuela, and Cuban influence and work hand-in-glove with DEA and CIA
along with local forces to counter these mutual enemies.

The most imwrtant point is that this "War for the Free World" is not a
conventionalwar. This war, other than for r e f interludesin which
set-piece battles were fought and won as during the early weeks of Operation

h u i Freedom. is a dark. shadowy war. It muslbe fouehl aeainst an e n m v
adept at using amixed-strategy of ideology, propaganda, tkurism,
money-laundering, non-state combatants,rogue state sponsors,and irregular,
conscience-lessbrutality to conduct operations against America.

By restricting ourselves to artificial, bureaucraticgeographical division

of responsibility, by thinking only in tenns of conventional battlefields,
and by relying on gentle, media-friendly tactics we are trying to fight o w

sworn enemies with unacceptable indeed potentially fatal -menial and
physical constraints. If victory is our objectivethen we must fight the war
to win, using forces specially configured and trained to employ an effective
strategy to defeat this terrible an enemy. Those forces are found in the
special operationscommunity and the sooner we call on them to take charge
the better chance we have of winning this war

Several junior officers and senior enlisted in Iraq went above and beyond to make this trip happen - a high

Mr. Gandy assumed duties as Director, Human Intelligence (HUMINT).

Counterintelligence,Foreign Disclosure and Security on May 3", 2004.
Mr. Gandy graduated from the United States Military Academy at West Point with a
Bachelor of Science degree in 1974, and earned a Masters of Science degree in
Operations Researchfrom the Naval PostgraduateSchool in 1984. His military training
includes the Army Command and General Staff College and the National War College
(School of InformallonWarfare and Strategy)
Mr. Gandy served 23 years in the U.S. Army. He served three years in Armor before
transferring to Military Intelligence. As a Military Intelligence officer. Mr. Gandy has
served in a variety of tactical and operational assignments in CONUS, Germany, and
Central America. Mr. Gandy also served as a Program Manager at the Defense
Advanced Research Projects Agency (DARPA) and at the Defense IntelligenceAgency.
Mr. Gandy's prior civilian assignments include Chief Technology Officer of the
CounterintelligenceField Activity (CIFA).
Mr Gandy's positions in industry have focused upon advanced technology
management and development to include development of collaboration and blomelric
technologiesand systems.

Mr. S h n was named Deputy Assistant Secretaryof Defense for Detainee Affairs on
January 23,2006. Mr. Stimson is the primary policy advisor to the Secretary of Defense
ondetention policy and strategyand is the focal point for detainee matters within the
Department

An experienced prosecutor, Mr. Stimson was an Assistant United States Attorney in the
United States Attorney's Office for the District of Columbia from 2002 until his
appointment. He served in the Appellate, Domestic Violence, Felony Trial, and the
Major Crimes sections. In 2004, he received a Department of Justice Special
Achievement Award for Meritorious work in the Felony Trial Section. He has also
served as aprosecutor in Maryland and California, andis an adjunct law professor at the
George Mason University School of Law.

Mr. Stimson served three tours on active duty in the United Stales Navy as an officer in
the Judge Advocate General's (JAG) Corps, includingSan Dicgo, London, England, and
~ackso&le. On active dutv. he was a o&secutor and defense counsel. He is a reservist.
and has been selected for ~&mander. A S a reservisi, he has served in Washington D c.;
San Diego, and Hawaii, and he continues to serve as an instructor at the Naval Justice

Previously a vice president of Marsh McLennan, Mr. Stimson headed the Washington,

years, he has been actively invoived inthe C.D. ~timsoncompany located in Seattle,
Washington. Mr. Stimson currently serves on the Executive Committee of the properly
management, real estate investment firm. He is the former Director of ~drnissionsof
Saint James School in Maryland.

Mr. Stimson earned his Bachelor of Arts in Endish from Kenvon College in 1986. He
has studied at Harvard and at Exeter ~niversityinEngland. In 1992, he-earned his Juris
