QUARTERS OPTION CIRCULAR
Subject to availability, the following qrs. are hereby offered for allotment on option as per House Allotment
Rules, 1995 to the employees who are eligible till date for such types of quarters. Employees who have completed 5
years of occupation of a particular qtrs. shall be eligible to apply on option irrespective of Sector /Block/Floor.

01. Following employees are not eligible to apply:

a) Employees in occupation of same type of qrs or higher type of quarters & not completed 1year of
occupation.
b) Employees debarred on account of allotment of same type or higher type of qrs. (If debar has not been
completed).
02. Applicant should clearly and correctly mention the qrs. code number for the qrs. applied.
03. Application will be scrutinized and allotment will be decided based on interse-seniority from amongst eligible
applicants as per computerized seniority list.
04. Employees who opt for allotment of quarters against this circular and are allotted the same will be debarred
from future option of same and lower category as per HAR-1995.
05. Employees are advised to check their eligibility particulars of different types of quarters “from employees
zone” of RSP portal and apply for corrections if any, to JO/Sr. Mgr (TS) Allotment in prescribed proforma.
06. All allotments will be made subject to the above conditions and detailed provisions of HAR, 1995
07. All Heads of Department / Offices are requested to give wide publicity to this Circular.
08. Interested employees are to make online application through RSP Portal on or before.

1. Occupation of the allotted qrs. will be available against this allotment order within a period of 07 days from the
date of issue of the order unless validity of the order is extended. If occupation of qrs. is not taken within 07 days
or any duly extended period the allotment order will stand cancelled.
2. Liability to pay rent and other allied charges shall accrue from the 7 th day the Quarters is declared as habitable by
the Town Engg.Department.
3. The allotment of the existing Qrs. shall be deemed to be cancelled from the 28 th day of habitable of the quarters
now allotted.
4. Occupation of the qrs. allotted will be given by the Estate Supervisor concerned only on production of the
declaration in the form hereby attached, filled and duly countersigned by the HOD/ Office with office seal.
5. On occupation of the quarters,the allottee should report to concerned Maintenance Booth (civil & Elect) within
7(seven)days.
6. The license to occupy the house shall automatically cease on separation or on revocation of license and in that
event, service facilities like elect, water etc. are liable to be disconnected in addition to charging of damage/market
rent.
7. In case the quarter is under temporary allotment the allottee shall have to obtain extension of validity of allotment
from JO/Sr. Mgr (TS) Allotment.
8. Please note that notice/information for vacation of previous qrts (in FORM-F) should be submitted in Field
Section of Town Service Deptt. On or before the date of habitability of the new qrs to avoid recovery of market
rent.

A. Amendment to the House Allotment Rules-1995

2 : Definitions

Clause No. 2.8 is amended as :

Employee: ‘Employee’ means a person in employment of the Company and covered within the
definition of the terms under the certified standing orders of the Company or the Conduct
Discipline and Appeal Rules of the Company and shall also include such persons appointed as
“Trainee” with provision in their appointment offer, for consideration for appointment /
regularization in the rolls of the Company.
Clause No. 2.12.1 is amended as :
Market Rent: ‘Market Rent’ means the sum determined from time to time with approval of the
Competent Authority as the minimum compensation per month payable by an employee,
quarters allotted under EFBS and temporary allotment.
Clause No. 2.12.2 is amended as
Penal Rent: ‘Penal Rent’ means the sum determined from time to time with approval of the
competent authority as the minimum compensation / damages per month payable by an
unauthorized occupant for any class of quarters including ex-employee after normal retention
period.
5. Preparation of seniority list

Clause No. 5.1 (iv) is amended as:

Seniority for allotment of CT, 1R & 1BR (LT) qrs. shall be based on the date of joining as an
employee.
Clause No. 5.1 (v) is amended as:
Cheap Type and 1 Room quarters shall be allotted on request and seniority basis.
Clause No. 5.3 is amended as:
For the purpose of determining the seniority for enlistment in the seniority lists, training period
will be counted in case of Management Trainees, Senior Operative Trainees, Junior Operative
Trainees & such other employees whose period of training is counted for their service seniority.
Eligibility for allotment of 1BR(LT) qrs. for such employees shall be reckoned from their date of
joining in the training irrespective of basic pay/ stipend.
Clause No. 5.4 is amended as:
The eligibility data of employees for different types quarters shall be available in RSP Portal. Any
employee seeking any correction, addition or alteration in the eligibility data shall apply to the
Manager (TS) Allotment with relevant details through his / her Head of Department.
Clause no 5.5 is deleted.
Clause no 5.7 is deleted.
Clause No. 5.8 is amended as:
If an employee whose service was terminated / removed after working in the Company is
reappointed / re-instated, then he/she shall be allotted with same class of quarters as allotted
prior to his termination/removal. This sub-rule shall not apply to such employees who did not
vacate quarters allotted to them within the permissible retention period as provided in Rule 11 of
these Rules on termination / removal of the previous employment. In case the employee was not
in occupation of quarters, his seniority for allotment of quarters shall be counted from the date of
his rejoining the Company.
6. Allotment of quarters
Clause No. 6.0 is amended as:
Save as otherwise provided for in these Rules, all quarters available for allotment to employees
shall be allotted by the Manager (TS) Allotment to the senior most employees amongst the
applicants applied for a particular quarters and as per the final seniority lists published in
accordance with Rule 5.4 of these Rules.

Clause No. 6.1 is amended as:

Manager (TS) Allotment may by circular invite applications from employees eligible for allotment
of the quarters and after drawing up a seniority list of all such eligible applicants, allot the
quarters to the senior most employees in the list specifying options for allotment of the particular
quarters. In case the first allottee does not occupy the qtr., allotment order will be issued in
favour of the second employee in the seniority list and simultaneously consent will be obtained
from the next 07 employees in the seniority list and allotment process will continue as per
consent list and seniority. The seniority list of such eligible applicants for a quarters offered to be
allotted on option shall remain valid till last applicant of the seniority list in order of their seniority.
Clause No. 6.2 is amended as:
An employee allotted with a quarters under the above provision shall be debarred from allotment
of another quarters of the same class for a period of three months. An employee occupying the
quarters allotted under this provision & vacating the same on his own volition, may be allotted a
quarters of the same class on his seniority after the debarred period provided for in Rule 9.4 of
these rules.
Clause No. 6.8 is amended as:
Employees due to retire within a period of 01 year shall be automatically debarred from allotment
of qrs.
Clause No. 6.9 is Deleted
Clause No. 6.9.1 is Deleted
A new clause is incorporated as Clause No. 6.10
An employee under occupation of a newly allotted qtrs., shall not be allotted with any class of
quarters within one year of such allotment.
7. Out of turn allotment:

Clause No. 7.0 (i) is deleted

Clause No. 7.0 (ii) is deleted
Clause No. 7.0 (iii) is deleted
Clause No. 7.0 (v) is deleted
Clause No. 7.0 (vi) is amended as:
Out of turn allotment of quarters may be made with the approval of the Authority to spouse /
son / daughter of a retired employee, if in employment of the company on the date of such
retirement and not allotted with similar category of quarters provided that the retired employee
was in occupation of quarters allotted to him / her was not otherwise debarred from allotment of
quarters and the retired employee applies to the Manager (TS) Allotment in writing within 3
months of superannuation seeking allotment of quarters along with his / her dependant in
employment that he / she would be living with the dependant and shall not claim Terminal
Traveling Allowance. The allotment shall be as per eligibility and maximum up to 3 BR(HT)/SOB.
Clause No. 7.0 (vii) is deleted
Clause No. 7.1 is deleted
Clause No. 7.2 is deleted
Clause No. 7.3 is deleted
Clause No. 7.4.1 is amended as:
An employee whose spouse is already in occupation of a quarters allotted to him / her before
his / her marriage, may be allotted with one step higher type of quarters maximum up to 2BR(HT)
in accordance with HAR-1995 provided that he / she makes a joint request with his / her spouse
to the Manager (TS) Allotment for allotment of such quarters within three months of his / her
marriage. This benefit however, shall not be applicable to employees who have already got OOT
benefit.
On allotment of higher class of quarters his / her spouse shall have to vacate and hand over to
the Manager (TS) Allotment the quarters allotted to him / her earlier within 27 days from the date
of habitability of the higher class of quarters failing which the quarters allotted subsequently shall
be deemed to be cancelled from the date of occupation by the employees and the employees
shall be treated as an unauthorized occupant of such quarters from the date of occupation.
Clause No. 7.6 is deleted.
Clause No 7.6.1 is amended as:
In the case of allotment of a quarters to one of the dependants got employment on
compassionate ground, the dependant may be allotted with the class of quarters maximum up to
1BR (HT) occupied by the ex-employee separated on account of death or MI.
Clause No. 7.6.2 is deleted.
Clause No. 7.6.3 is deleted.

9. Occupation of Quarters

Clause No.9.1 is amended as:

In the event of an employee not receiving the allotment order allotting a quarters in his/ her
favour within the period of its validity for reasons of his /her being on leave / tour / training,
the employee shall be re-allotted a quarters on his /her written request showing the cause
of non-receipt of the allotment order duly certified by the Department concerned. Such
application for re-allotment should reach the Manager (TS) Allotment within the debar period.
Clause No. 9.4 is amended as:
In the event an employee fails to occupy the quarters allotted to him/ her within the validity
period of the allotment order, the employee shall be debarred from getting another allotment or
quarters of the same class or lower class for a period of three months from the date of last
allotment unless the employee satisfies the Manager(Estate) in an application on that behalf that
he/ she could not occupy the quarters for reasons beyond his / her control as per Rule 9.1. An
allottee voluntarily surrendering the quarters allotted to him/ her shall be similarly debarred for
three months from getting an allotment of quarters of the same class or lower class from the
date of voluntary surrender of the quarters. An employee so debarred shall be considered for
allotment of quarters of the same or lower class after expiry of the debarred period along with
the employees listed in the final seniority list for the class of quarters.
10. Maintenance of Quarters

A new Clause is incorporated as Clause No. 10.4 :

In case the newly allotted quarters is already made habitable before taking occupation, the
allottee shall occupy the quarters and the date of occupation shall be treated as date of
habitability of the qtr. In such case the allottee need not report to Town Engineering for further
habitability of the qtr.
13. Change of Quarters

Clause No.13.0 is amended as:

On the application of an allottee, change of quarters in the same class of quarters may
be permitted by the Authority in one or more of the following circumstances.
i) On the death of any member of the family of the allottee in the quarters allotted to
and occupied by him / her provided the change of quarters is requested for within 3
months from the date of demise of his / her family members.

ii) A quarters being declared uninhabitable by the Town Engineer for reasons to be
recorded in writing.
Clause No 13.1 is amended as:
An allottee staying in an upper floor of a flat type quarters on application may be permitted a
change by the Authority to a ground floor quarters of the same class in the same sector on
medical grounds if the allottee or any of his / her family members is suffering from any of the
following diseases which make them difficult to stay in upper floors.
a) Leukemia and Cancer.
b) Chronic Kidney disease requiring dialysis.
c) CVA resulting in paralysis.
d) Advanced cirrhosis of liver.
e) Brain or spinal injury requiring prolonged treatment.
f) Chronic osteomyelitis of the lower limbs resulting in prolonged
incapacitation and spinal tuberculosis with gross neurological deficit.
g) Cases of possible Congestive Heart failure requiring immediate hospitalisation.
h) ‘ Sickle Cell disease’ with attacks of crises and “Thallassemia major cases”
requiring repeated hospitalisation.
i) Myasthenea gravis.
j) Status Epilepticus requiring repeated hospitalisation.
k) IOW resulting in minimum of 50% disablement.
l) An injury prohibitate the person from climbing upstairs etc.

The above change of quarters shall be allowed to the ground floor on the ground of
physical / mental disablement of self or family members based on recommendation of Medical
Board of IGH.
16. Action for unauthorized use of Quarters:

Clause No.16.1 is amended as:

An employee in unauthorised occupation of quarters shall be liable to pay penal rent as
compensation for such use for the period of unauthorised use of quarters and shall also be liable
to compensate the Company for any loss, damage as shall be assessed by the Manager (TS)
Allotment which shall be final and the amount shall be recovered from the employee from his /
her salary or otherwise.
17. Rent :

Clause No. 17.2 is amended as:

For unauthorised use of quarters, penal rent and service charges shall be charged for the period
of such use as compensation for use of the quarters unauthorisedly.

B. Henceforth, all available qrs. shall be allotted on Option circular basis.

C. These amendments shall come into force with immediate effect.

CIRCULAR
It has been decided that the applications for allotment of quarters against option
circulars issued by town services will be received through online mode. Accordingly,
employees are requested to apply online against option circulars issued from
07/06/2018 onwards through employee zone of RSP Portal on the link
http://portal.sailrsp.co.in

Steps – Login to Employee Zone Go to E-Unnati HR Functions Go to Option

Quarter Apply . And apply there.

However, in order to allow the employees to be conversant with the online system,
physical applications will also be received (for those employees who could not apply
online) by Town Services deptt. for 15days i.e. upto 20/06/2018. Thereafter, no
physical applications against option circulars shall be received by town services deptt.
with effect from 21/06/2018.
The existing system of online application for allotment of 3BR/SOB qtrs shall
continue.
HODs/Head of Offices are requested to give wide publicity to this circular.
This issues with the approval of competent authority.
