SYSTEM FEATURES
Content Management System. It is a feature that allows user to create, edit and delete contents of
the system (e.g. Indicators).
Integration of SubayBayan Projects. Completed projects in SubayBayan are automatically subjected
for assessment in RSSA.
Assessment Module. It is a feature that allows users to create, view, update, delete and submit
projects assessment.
Approval Process. It is a feature that allows user to review and validate the assessment submitted by
the other user.
Dashboard. A feature that provides at-a-glance views of indicators relevant to a particular objective
or business process. It displays summaries & statistics through graphs and charts.
Report Generation. A feature that allows user to generate standard or customized reports related to
project assessments.
Assessment
It is the evaluation of the project one (1) year upon its completion.
Super Administrator
Approved user accounts and assign user roles of the users in Central Office.
Administrator (OPDS)
Evaluate, provide analysis and recommendations, and prepare overall narrative reports based on the
overall consolidated results of the assessment from the PMOs. Submit report to higher management for
guidance and further instruction
PMO
Review and vet assessment. Consolidate the data and submit to OPDS
Regional Administrator
Approve user accounts and assign user roles in their respective regions.
For DILG Users, to start using the application, you should log-in first. Open your web browser, and type
https://intranet.dilg.gov.ph to the address bar and the DILG Intranet log-in page will be displayed (Figure 2).
To log-in, enter a valid username and password and click on the Sign in button.
After a successful log-in in the DILG Intranet, the homepage of the application will be displayed (Figure 3), on
the upper left side corner are the applications that you have access with, click RSSA (Figure 3) and you will
be redirected to the RSSA application.

To sign up and create an account, click Don’t have an account? Sign up! (Figure 1 and 2 no. 1) and the sign up
page will be displayed (Figure 4 for DILG users, Figure 5 for Public/non-DILG users).
In order to create a valid account, fill-in all the required information and click Sign up (Figure 4-1 for DILG
users, Figure 5-1 for Public/non-DILG users) when done. When already registered click Already registered?
Sign in (Figure 4-2, Figure 5-2) and sign in.
After signing-up check your registered email address for a confirmation message and follow the
instruction/link to activate your DILG Intranet account or your RSSA account. Then inform and coordinate with
your respective Regional Information Technology Officer for proper user assignment.
LGU Users are those engineers of each local government unit. They have six (6)
menus namely (1) Dashboard, (2) SubayBayan Projects, (3) Filled Out, (4)
Submitted, (5) Returned, (6) Consolidated Reports.
3.1.1 DASHBOARD
The Dashboard menu has two (2) sub-menus, click the arrow down icon (Figure
9-1) and it will appear.

Figure 10-1 shows a quick statistics of assessment sorted by Project Category, to view the details of each
statistic, click Assessment per Program button (Figure 10-2) and you will see assessment per program.
Figure 10-3 shows the statistics late & on-time submission of assessments. Figure 10-4 shows statistics of total
number of assessment vs number of vetted assessments. Figure 10-5 shows the total number of assessment
per status. Figure 10-6 shows the number of assessed vs completed projects.
Figure 11-1 shows a quick statistics of how many projects you have already been assessed. Figure 11-2 shows
the breakdown of assessment per program.
Barangay Assessment menu (Figure 6-2) allows the user to assess the barangay in the six key areas. To
create a barangay assessment, click the Barangay Assessment at the navigation pane as shown in Figure 6.
Index of Barangay Assessment page will be displayed (Figure 8).
Figure 12 shows the list of projects in SubayBayan that were qualified for assessment. To search project input
or select the keyword in the fields of Advanced Search Panel, and click the Search button (Figure 12-1). To
reset keywords in the fields, click the Reset button (Figure 12-1).
To assess, choose the project and click the Assess button (Figure 12-2) that corresponds to that project. Upon
clicking the Assess button, another modal will appear (Figure 13).
Figure 13 shows the basic details of the project, to assess select the project category (Figure 13-1) and click
the Start button (Figure 13-2), and you will be redirected to the assessment form (Figure 14).
Figure 16 shows the list of filled-out assessment, users can still update or delete the assessment. To search
assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search button
(Figure 16-1). To reset keywords in the fields, click the Reset button (Figure 16-1).
To update the assessment, click the pencil icon (Figure 16-2) and you will redirected to the Update
Assessment Page (Figure 18). To view the assessment, click the eye icon (Figure 16-2), and you will be
redirected to the View Assessment Page (Figure 19). To delete the assessment, click the trash icon (Figure
16-2). To view the submission history of the assessment, click the hourglass icon (Figure 16-2), and a modal
will be displayed (Figure 17).
To update the assessment change the answers in indicator, and click the Update button (Figure 18-1)
To update the assessment, click the Update button (Figure 19-1) and you will redirected to the Update
Assessment Page (Figure 18). To delete the assessment, click the Delete button (Figure 19-1).
To submit the assessment to the next level user (c/mlgoo), click the Process button (Figure 19-1), and a new
modal will appear (Figure 20).

To submit the assessment to the next user, put remarks (if any) and select the necessary action and click the
Submit button (Figure 20-1)
To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search
button (Figure 21-1). To reset keywords in the fields, click the Reset button (Figure 21-1).
Listed in this page are the assessment that the LGU Users have already processed. To check the status of the
assessment, it is displayed under the Status column. To view the assessment, click the eye icon under column
Action. To track the submission history of the assessment, click the hourglass icon under column Action.
To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search
button (Figure 22-1). To reset keywords in the fields, click the Reset button (Figure 22-1).
To view the assessment, click the eye icon (Figure 22-2) under column Action. To track the submission history
of the assessment and to view the remarks made by the other user who returned the assessment, click the
hourglass icon (Figure 22-2) under column Action. To update the assessment, click the pencil icon (Figure 22-
2) and you will redirected to the Update Assessment Page (Figure 18).
To generate report, click the Consolidated Reports sub-menu (Figure 8-6), and you will be redirected to the
Consolidated Reports page (Figure 23).

Supply the necessary information and click the Download Report button (Figure 23-1) to download the
desired report.

To view the dashboard of programs and project, click the Project & Program sub-menu (Figure 25-2), and you
will be directed to the Project & Programs Dashboard (Figure 26).

To view the assessment, click the eye icon under Action column and you will be redirected to the View
Assessment Page (Figure 32). To view the submission history of the assessment, click the hourglass icon and
a modal will be displayed (Figure 35).

Put remarks (if any) and select the needed action (select Submit to Cluster Head if the assessment is correct
and you will submit it to the next level user, select Return to LGU City/Municipality if the assessment needs
revision). To proceed with the process, click the Submit button (Figure 34-1).
To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search
button (Figure 36-1). To reset keywords in the fields, click the Reset button (Figure 36-1).
To view the assessment, click the eye icon under Action column and you will be redirected to the View
Assessment Page (Figure 37). To view the submission history of the assessment, click the hourglass icon and
a modal will be displayed (Figure 38).
To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search
button (Figure 39-1). To reset keywords in the fields, click the Reset button (Figure 39-1).
To view the assessment, click the eye icon under Action column and you will be redirected to the View
Assessment Page (Figure 40). To view the submission history of the assessment, click the hourglass icon and
a modal will be displayed (Figure 42).

To process the assessment, click the Process button (Figure 40-1), and a new modal will appear (Figure 41).
Put remarks (if any) and select the needed action, to proceed with the process, click the Submit button
(Figure 41-1).

To search assessment, input or select the keyword in the fields of Advanced Search Panel, and click the Search
button (Figure 51-1). To reset keywords in the fields, click the Reset button (Figure 51-1).
To view the assessment, click the eye icon under Action column and you will be redirected to the View
Assessment Page (Figure 52). To view the submission history of the assessment, click the hourglass icon and
a modal will be displayed (Figure 54).

Put remarks (if any) and select the needed action. To proceed with the process, click the Submit button
(Figure 53-1).

To process the assessment, click the Process button (Figure 59-1), and a new modal will appear (Figure 60).
Put remarks (if any) and select the needed action, to proceed with the process, click the Submit button
(Figure 60-1).

3.6.2 SIGN-OUT
To Logout or exit the system, click the Sign out button (Figure 101-2).
