Dear Mayor Manalansan,

We are pleased to invite you and your Local Government Unit to participate in the Cities
and Municipalities Competitiveness Index (CMCI) for 2019.

The Index provides a picture of local government units performance in terms of the four
(4) Pillars: Economic Dynamism, Government Efficiency, Infrastructure, and Resiliency.

The data serves as a tool to evaluate the competitiveness level of your locality and
undertake steps moving forward to further improve performance in investment promotion and
creation of new jobs. From 122 cities and 163 municipalities or a total of 285 LGUs in 2013, the
CMCI expanded its coverage to 1,508 LGUs (145 cities and 1,363 municipalities) last year. The
increasing coverage of the Index signifies a higher level of awareness and commitment to
improve data collection and LGU performance.

As a participant, we request you to support the Regional Competitiveness Committee

(RCC) in data collection by accomplishing the attached 2019 Local Data Capture Sheet and
requiring your department heads and constituents to provide the necessary information. The
rankings are set to be released during the Regional Competitiveness Summit scheduled on 3rd
week of August 2019 which will bring together multi-sector representatives from local and foreign
chambers, business and development organizations, local government units, national
government agencies, and media.
