On the night of 30/31 May 1999, between 12:05 a.m. and 12:40 a.m., N A T O forces
b o m b e d the town of Surdulica. D u r i n g the bombin g several missiles and bombs hit the
facilities of the Special Lung Hospital. S o m e facilities within the grounds of the Special
Lung Hospital serve as the Nursing H o m e for the A g e d and Homeless and others as a
collective shelter for r e f u g e e s and expellees. Several persons in the Special Lung
Hospital, as well as in the Nursing H o m e and R e f u g e e Shelter were killed during the
bombing. Many p e r s o n s w e r e severely or slightly injured in the bombing, while heavy
material d a m a g e was inflicted on the facilities.
W e a t h e r conditions at the time of bombing were good, without precipitation; the
sky was clear and it was r a t h e r warm.
P r o m p t e d by the killing of solely civilian persons - patients of the Special Lung
Hospital, refugees, t h e aged and homeless persons, after the explosions ceased, the
Municipal Civil D e f e n s e H e a d q u a r t e r s in Surdulica, together with s o me citizens and
representatives of the local authorities, u n d e r t o o k to clear the rubble of the facilities hit
by bombin g so as to rescue the injured and pull out the d e a d . Clearing of the rubble took
two-three days to finish. Bodies of many killed p e o p l e have been f o u n d in the rubble.
Their identifity has been established, and their full n a m e s will be listed in this report. T h e
investigative j u d g e identified the victims on the basis of the description and inspection of
the bodies c o n d u c t e d by a t e a m of pathologists f r o m the Pathology D e p a r t m e n t of the

D e s c r i p t i o n of t h e clothes:
T h e r e is only t h e right sleeve, as well as s o m e pieces f r o m t h e back of a beige
sweater. T h e r e a r e also pieces of a beige slip.
T h e r e a r e n o o t h e r c l o t h e s o n t h e body.
E x t e r n a l findings:
1. T h e b o n e s t h a t f o r m t h e t o p a n d sides of t h e scull a r e missing; t h e r e is only a
piece of t h e f r o n t a l b o n e , right side, a n d a very small piece of t h e occipital b o n e , as well
as both eyeballs. T h e brain tissue is c o m p l e t e l y missing a n d it has flown o u t t h r o u g h t h e
torn d u r a m a t e r . Only t h e alveolar e n d of t h e m a n d i b l e b o n e s is preserved and p r e s e n t .
T h e skin on t h e right side of t h e f o r e h e a d a n d on t h e posterio r part of t h e scull is
completely missing. T h e skin on t h e right side of t h e face, in the m o u t h cavity a n d on the
nostrils is p r e s e n t . T h e nasal b o n e s below t h e nostrils a r e completely missing.
2. T h e skin is also missing on t h e left side of the neck, down to t h e right side of t h e
larynx. T h e larynx a n d its cartilage a r e completely missing and t h e muscles and m a j o r
blood vessels in t h e neck f l a n k s a r e t o r n .
3. T h e laceration e x t e n d s to t h e left s h o u l d e r and the thoracic cavity completely
c o m m u n i c a t e s with t h e w o u n d o n t h e neck. T h e cavity internal o r g a n s a r e missing, i.e.
the lungs, h e a r t , a n d m a j o r b l o o d vessels.
4. T h e rib cage a n d s t e r n u m a r e completely a n d irregularly f r a c t u r e d . T h e o m e n t u m
is torn a n d t h e a b d o m i n a l o r g a n s (colon, intestine, a n d torn liver and spleen) a r e
p r o t r u d i n g into t h e t h o r a c i c cavity.
5. T h e s t o m a c h is q u i t e swollen a n d a whizzing noise is p r o d u c e d w h e n pressed.
H o w e v e r , n o o t h e r injuries a r e f o u n d .
6. T h e right f o r e a r m belo w t h e elbow is completely torn a n d d e s t r u c t e d . T h e s e
b o n e s have multiple a n d irregular f r a c t u r e s a n d t h e skin, muscles a n d t e n d o n a r e torn.
All this f o r m s an a m o r p h o u s mass. T h i s s t u m p has parts of t h e fingers on it, with t h e nails
a n d t h e skin. T h e b o n e s in t h e m have multiple a n d c o m p l e t e irregular f r a c t u r e s.
7. T h e left a r m is r i p p e d away f r o m t h e s h o u l d e r joint and it is completely missing.
T h e r e a r e r a g g ed pieces of skin, as well as pieces of t h e joint surfaces, muscles a n d blood
vessels in this region. T h i s s u r f a c e is s m e a r e d with blood, dust, sand a n d pieces of stone.

External findings:
1. T h e b o n e s on t h e t o p and t h e sides of t h e h e a d that f o r m t h e cranial cavity, as well
as the facial bones, a r e completely missing. Only t h e m a n d i b l e is p r e s e n t . T h e brain tissue
a n d a part of t h e occipital b o n e a r e c o m p l e t e l y missing. T h e cranial cavity is filled with
sand, dust a n d blood. Pieces of t o rn skin h a n g like fringes. T h e r e is grey hair not longer
than 40 m m on t h e r e m a i n i n g hairy p a r t of t h e scalp.
2. T h e s t e r n u m , b o t h clavicles a n d ribs in t h e a n t e r i o r , lateral a n d p o s t e r i o r region
of the rib cage have multiple a n d irregular f r a c t u r e s , a n d b e c a u s e of this it looks like an
a m o r p h o u s mass. T h e ribs crack w h e n p r e s s ed a n d fall into t h e t h o r a c i c cavity a n d
fluctuation of t h e released liquid can be h e a r d . T h e spinal c o l u m n b e t w e e n t h e 3rd a n d
4th thoracic v e r t e b r a e is completely b r o k e n a n d t h e skin is t o r n .
3. T h e a b d o m e n is a b o v e t h e chest plane, t h e skin on it is b r u i s e d a n d a b r a d e d , a n d
it looks like an a m o r p h o u s mass. W h e n p r e s s e d o n e can h e a r t h e f l u c t u a t i o n of t h e
released liquid.
4. T h e right h u m e r u s has two f r a c t u r e s , in t h e c a p i t u l u m at t h e s h o u l d e r joint, a n d in
its middle. T h e f r a c t u r e s have tor n t h e skin
5. T h e right h a n d is almost r i p p e d off in t h e medial region a n d t h e t h u m b , index a n d
ring finger a r e dangling on the ligaments. T h e small finger a n d t h e midle a r e missing.
6. T h e left s h o u l d e r joint is d e s t r u c t e d a n d with n o skin. It p r e s e n t s a large gapin g
w o u n d f r o m which t h e f r a c t u r e d process of t h e s h o u l d e r b l a d e a n d t h e m a j o r b l o o d
vessels f r o m u n d e r t h e s h o u l d e r b l a d e a r e p r o t r u d i n g . T h e s u p e r i o r e n d of t h e h u m e r u s is
completely missing a n d pieces of skin a r e hanging f r o m t h e e d g e of this w o u n d . T h e r e
has been massive b l e e d i n g in this gaping w o u n d a n d t h e b l o o d in it is mixed with e a r t h ,
pieces of stone, a n d s a n d .

D e s c r i p t i o n of t h e clothes:
A b l u e s w e a t e r a n d a sky b l u e shirt, a w h i te long-sleeved vest, black trousers, b l u e
u n d e r p a n t s , a n d tor n b l u e socks.
External findings:
1. Black greying hair u p to 60 m m long, with p r o m i n e n t sideburns, and a m o u s t a c h e
u p to 20 m m long. T h e b o n e s in t h e occipital region, i.e. t h e occipital b o n e a n d t h e
posterior p a r t s of t h e parieta l b o n e , a r e completel y f r a c t u r e d and t h e r e is a w o u n d in this
region. T h e skin is tor n a n d t h e r e a r e pieces of t o rn d u r a m a t e r a n d t h e r e m a i n i n g brain
tissue in its m o u t h . M o s t of t h e b r a i n tissue has flown out.
2. T h e b o n e s that f o r m t h e scull b a s e a n d sides a r e completely and irregularly
f r a c t u r e d . C r e p i t a t i n g of t h e b o n e s is h e a r d w h e n they are pressed.
3. Both t e m p o r a l b o n e s , t h e zygomatic b o n e , the maxilla, a n d b o t h mandible
processes a r e c o m p l e t e l y f r a c t u r e d .
4. T h e t h o r a x has m a n y irregular abrasion s a n d o n e can p a l p a t e b r o k e n ribs on its
both sides, f r o m t h e 3rd to t h e 7th rib, a n d a b r o k e n s t e r n u m . W h e n pressed t h e f r a c t u r e s
fall into t h e t h o r a c i c cavity p r o d u c i n g f l u c t u a t i o n of t h e released liquid.
5. T h e a b d o m e n is in t h e level of t h e chest a n d it has n o injuries.
6. T h e s u p e r i o r e n d of t h e right lower leg is completely f r a c t u r e d and t h e skin on its
interior p a r t is d a m a g e d . S o m e b l o o d Hows o u t w h e n t h e w o u n d is pressed. T h e skin in
t h e m e d i a l - i n f e r i o r p a r t of t h e right lower leg, on t h e calf, has a circular d e f e c t 30 m m in
d i a m e t e r , which is full of e a r t h , s a n d a n d b l o o d .
7. T h e ankle a n d lower leg e n d s a r e completely f r a c t u r e d .
8. T h e r e is a w o u n d on t h e f o o t , posterior , a n d t h e skin in t h e size of a 10 x 10 x 8 cm
triangle is missing. T h e f r a c t u r e d e n d of t h e fibula a n d all the metatarsa l b o n e s a r e
p r o t r u d i n g f r o m its m o u t h .

Description of t h e clothes:
Brown woollen sweater, which is tor n a n d s m e a r e d with b l o o d . A b l u e shirt a n d a
blue synthetic sweater, a grey vest s o a k e d with b l o o d , a n d a white u n d e r s h i r t s o a k e d with
blood. T h e r e a r e no o t h e r clothes on t h e body. F o u r 20 D i n a r b a n k n o t e s h a d b e e n f o u n d
in o n e of t h e p o c k e t s and w e r e h a n d e d to t h e police officer .
External findings:
1. T h e e n t i r e h e a d to t h e level of t h e 2nd cervical v e r t e b r a is missing, as well as t h e
brain tissue. Only a part of t h e skin with t h e right eyelid, a n d a hairy piece of t h e scalp
with grey hair, which isn't longer t h a n 8 cm, a r e p r e s e n t . T h e eyeballs, all facial b o n e s a n d
muscles in t h e neck a r c missing.
2. T h e rib cage a n d s t e r n u m a n d thei r cartilage p a r t s a r e missing. Only t h e lateral
parts of t h e ribs a r e p r e s e n t , which have multiple a n d irregular f r a c t u r e s a n d a r e f o u n d at
the b r o k e n spinal c o l u m n . T h e spine is f r a c t u r e d b e t w e e n t h e 3rd a n d 4th v e r t e b r a e . Both
lung wings, t h e h e a r t and all m a j o r blood vessels in t h e t h o r a c i c cavity a r e missing.
T h e cavity is o p e n and it c o m m u n i c a t e s with t h e laceration on t h e neck f r o m which a
10 cm long colon convolution is p r o t r u d i n g .
Since the thoracic organs are missing t h e thoracic cavity looks like an a m o r p h o u s mass.
T h e a b d o m i n a l cavity c o m m u n i c a t e s with t h e t h o r a c ic cavity b e c a u s e t h e o m e n t u m
is completely t o r n . T h e c o l u m n convolution, p a r t s of t h e intestine, t h e torn s t o m a c h , liver
and spleen, a n d b o t h kidneys a r e p r o t r u d i n g f r o m it.
3. T h e left s h o u l d e r joint is completel y tor n and t h e skin is completel y missing. It is
f o u n d by palpation that t h e e n t i r e h u m e r u s is missing. T h e m a j o r b l o o d vessels below t h e
f r a c t u r e d s h o u l d e r b l a d e a n d t h e muscles in t h e region of t h e s h o u l d e r a r e missing.
4. T h e elbow is completely c r u s h e d . A large p a r t of t h e skin, t h e ulna, radius, a n d
the blood vessels a r e missing. A p a r t of t h e h a n d is h a n g i n g on a strip of skin.
5. T h e skin and b o n e s in t h e right h a n d a r e c o m p l e t e l y tor n a n d d e s t r u c t e d . Its
medial part is missing.

F e m a l e c o r p s e , a b o u t 60-65 year s old, o r even older, 165 cm long.
D e s c r i p t i o n of t h e clothes:
G o l d e n chain with a trefoil p e n d a n t .
It has a ladies' wristwatch, m a k e Z a r i j a .
W h i t e nightgown with b l ue flowers a n d a white blouse with green a n d yellow
horizontal stripes. A w h i te b r a , whit e p a n t i e s with red a n d blue flowers, brown tights.
External findings:
1. T h e r e is a tor n a n d c o n c u s s ed w o u n d 8 m m long on the f r o n t a l tuber, which has
b e e n bleeding.
2. T h e r e is a t r i a n g u l a r s h a p e d , tor n and concussed w o u n d on t h e f o r e h e a d , in t h e
size of 4 x 2 x 3. Pieces of t h e f r o n t a l b o n e a r e in its m o u t h and it has been bleeding.
3. Both nasal b o n e s a r e f r a c t u r e d .
4. T h e skin a n d b o n e s of t h e neck a n d thorax, i.e. t h e ribs, t h e s t e r n u m , and the
spine c o l u m n , have n o signs of injuries.
5. T h e a b d o m e n is a b o v e t h e chest p l a n e with no signs of injuries.
6. T h e r e is a t o rn a n d c o n c u s s e d w o u n d on t h e right h a n d above the ring a n d small
finger base. It is 20 m m long a n d 3 m m wide a n d s o m e b l o o d has b e e n flowing f r o m it.
7. T h e r e a r e m a n y irregular a n d b r u i s e d a b r a s i o ns on t h e left u p p e r a r m and
f o r e a r m , in t h e region of t h e elbow.
8. T h e r e is a h u g e l a c e r a t i o n with missing skin on t h e right lower leg, in its inferior
region, which e x t e n d s o n t o t h e ankle. Its size is 30 cm x 10 cm a n d it consists of torn
blood vessels a n d muscles, a n d of t h e tibia a n d fibula s t u m p s. T h e tibia is exposed a n d
p r o t r u d i n g o u t w a r d in t h e length of 10 cm. It is an irregular f r a c t u r e with many
f r a g m e n t s . T h e nail a n d last p h a l a n g e of t h e big t o e a r e missing.
9. T h e left lower leg is c o m p l e t e l y f r a c t u r e d a n d the muscles a n d blood vessels in it
a r e completely t o r n . Its f o o t is holding to it only by a strip of skin. All t h e soft tissue a n d
b o n e s in this region a r e d e s t r u c t e d .

Description of t h e clothes:
A ladies' wristwatch, m a k e D c l o n . A ladies' silver ring o n t h e ring finger, golden
earrings. It is d r e s s e d in a w h i t e nightgown, a g r e e n slip, a n d grey b r a with a blue p a t t e r n .
External findings:
1. N o r m a l h e a d with grey hair, n o t longer t h a n 40 m m , which is covered with dust
a n d sand. T h e iris is b r o w n . T h e r e is a torn a n d c o n c u s s e d w o u n d o n t h e left side of t h e
vertex extending to t h e exterior c o r n e r of t h e eye. Its size is 160 m m x 60 m m , with blood,
dust and sand in its m o u t h . T h e r e is an i r r e g u l a r - s h a p e d piece of t h e f r a c t u r e d parietal
b o n e and a piece of t h e f r o n t a l b o n e in t h e m i d d l e of this gaping w o u n d .

3. T h e r e is a torn a n d c o n c u s s e d w o u n d on t h e right hip, a n t e r i o r . It goes down into
the a b d o m e n u p to t h e spinal c o l u m n , which has m a n y irregular f r a c t u r e s in this region.
T h e pelvic b o n e s a r e c o m p l e t e l y c r u s h e d a n d they a r e missing. T h e colon, p a r t of t h e
s t o m a c h , intestine, a n d right kidney a r e torn, a n d they a r e p r o t r u d i n g f r o m t h e w o u n d on
the back. T h e r e is a large laceration on t h e left side with c r u s h e d a n d f r a c t u r e d pelvic
b o n e s a n d a p a r t of t h e f e m u r in it. T h e r e a r e p a r t s of t h e intestine a n d colon p r o t r u d i n g
also f r o m this w o u n d . T h e left kidney is c o m p l e t e ly missing. T h e region of t h e left f e m u r
joint is completely missing a n d t h e r e is a w o u n d instead, with no skin, a n d with muscles,
large blood vessels, and t h e f r a c t u r e d s u p e r i o r e n d of t h e left f e m u r , p r o t r u d i n g .
4. T h e r e is a torn a n d c o n c u s s e d w o u n d on t h e right f o o t p o s t e r i o r . Its size is 60 x 40
m m a n d it has b l o o d a n d t o r n muscles, mixed with sand, in its m o u t h .
5. T h e left ankle, inferior, has a bruise in t h e size of an egg.
N o o t h e r injuries w e r e f o u n d . N o identification of t h e b o dy is r e q u i r e d since t h e
n a m e a n d s u r n a m e of t h e c o r p s e in g r o u p 7 is k n o w n . It is t h e body of M I L A N K A
VUCKOVIC.

External findings:
1. T h e h e a d is n o r m a l with grey hair a n d d e e p s i d e b u r n s . T h e f a c e is chubby a n d
swollen s m e a r e d with sand, b l o o d , a n d soot.
T h e h e a d is a m p u t a t e d f r o m t h e b o d y in t h e p l a n e b e t w e e n t h e 1st a n d 2nd cervical
v e r t e b r a e a n d brain tissue is e x p o s ed f r o m t h e g a p i n g w o u n d .
T h e eyelids a r e swollen a n d t h e n o s e is s o m e w h a t flattened. N o f r a c t u r e s or o t h e r
injuries a r e p a l p a t e d on t h e scull. T h e m a n d i b l e is dislocated bilaterally.
T h e m a n d i b l e has 3 t e e t h a n d t h e maxilla has 5 t e e t h , which a r e wide a p a r t a n d
s o m e with cavities. This indicates t h a t it is an old p e r s o n . T h e t o n g u e is thick, cut in its
middle a n d it has b e e n bleeding.

F e m a l e c o r p s e , a b o u t 65 years old, 160 cm long, well n o u r i s h e d a n d built.
D e s c r i p t i o n of t h e clothes:
Black sweater, a n d a n o t h e r black s w e a t e r u n d e r it, and a b l ue a n d black checked
sweater u n d e r t h e m . A b l u e u n d e r s h i r t a n d a n o t h e r o n e u n d e r it in c i n n a b a r colour, and
a skirt. Socks, p e a s a n t shoes, a n d p a p e r tied a r o u n d t h e right f o o t .
E x t e r n a l findings:
1. N o r m a l h e a d with grey hair n o t longer t h a n 10 cm. L a r g e r quantitie s of d a rk red
blood have flown f r o m t h e ears, nose, a n d m o u t h .
2. T h e right u p p e r a n d lower eyelids a r e very bruised.
3. T h e r e a r e n o o t h e r injuries f o u n d on t h e h e a d .
4. T h e neck is flexible in all direction s a n d w h e n it is pressed t h e crepitation f r o m
t h e f r a c t u r e d first v e r t e b r a e p r o c e s s is h e a r d .
5. T h e t h o r a x is n o r m a l with a blunt epigastric angle. T h e r e a r e no signs of injuries
on t h e skin, soft tissue, a n d b o n e s , n o r on t h e rib cage a n d spinal c o l u m n .
6. T h e a b d o m e n is a b o v e t h e chest plane , soft w h e n palpated , and with no signs of
injuries.
7. T h e r e a r e n o signs of injuries on t h e limbs. H o w e v e r , t h e lower legs a r e very red,
especially t h e right leg, which is t h e result of p o o r b l o o d circulation prior to t h e accident.

D e s c r i p t i o n of t h e clothes:
R e d a n d pink sweater , w h i te slip, black skirt, b r o w n h a n d knit woollen socks with
weaving in red t h r e a d at t h e top .
E x t e r n a l findings:
1. R e g u l a r s h a p e of h e a d with completely grey hair, not longer than 60 m m . S o m e
liquid with traces of b l o od h a s flown o u t of t h e nose. T h e r e is a b r u i s e d laceration on t h e
occipital b o n e f r o m which larger q u a n t i t i e s of light red b l o o d have flown out.
2. Pieces of t h e occipital b o n e a r e p a l p a t e d u n d e r t h e torn skin, a n d they fall into t h e
cranial cavity w h e n p r e s s e d . B o t h parietal b o n e s in that p o s t e r i o r region have b e e n
broken.
3. T h e left clavicle is f r a c t u r e d at its exterior end, in t h e region of its joint with t h e
shoulder blade.

Description of t h e clothes:
R e d sweater, white pullover, w h i t e bra, w h i te slip, w h i te b a n d , c i n n a b a r petticoat
with a white p a t t e r n .
External findings:
1. R e g u l a r s h a p e of h e a d with grey hair n o t l o n g e r t h a n 60 m m . N o r m a l face. T h e r e
a r e n o signs of injuries on t h e s o f t tissue a n d b o n e s of t h e h e a d a n d face .
2. T h e neck is flexible in all directions. T h e c r e p i t a t i o n a n d friction of t h e cervical
v e r t e b r a e process is h e a r d w h e n t h e h e a d is t u r n e d passively. T h i s passive flexibility is t h e

THE "UŠĆE" BUSINESS CENTER - The building was bombed for the second time in
the early hours of 27 April 1999, at which time the transmitter, roof structure and the interior
of the building were destroyed. Window panes of the surrounding buildings were broken
from the force of the detonations, as was the building of the Museum of Modern Art.
MUSEUM OF MODERN ART - t h e building is located in Novi Beograd, on the left bank
of the river Sava, in the immediate vicinity of the confluence of the Sava and the Danube.
According to the Director of the Museum, strong detonations on 27 April shook the
entire building; about 400 square meters of glass were broken, while free-standing
sculptures, exhibited in the park adjoining the building were partially damaged by shrapnel.

THE BELGRADE FORTRESS - Based on the report of the Institute for the Protection
of Cultural Monuments of the City of Belgrade, the inner facade of the northeastern wall
of the Upper Town of the Belgrade Fortress collapsed in the lower part from the
detonations of 27 April 1999. In all, about 3 square meters of stone covering, collapsed
from the right-hand side of the Despot Gate. Further inspection will establish whether a
large-scale support works will be necessary, because the existing damage to the lower
part of the covering could trigger-off the collapse of the upper parts of the wall.

THE TELEVISION TOWER ON MT. A V A L A - The tower was directly struck and
completely destroyed during the night of 29/30 April.
RAKOVICA - On 3 May 1999, at about 10:00 p.m., the Strazevica hill above the
Rakovica Monastery was bombed again. The detonations also endangered the
Monastery.
The Strazevica hill was bombed yet again during the night of 22/23 May 1999; the
bombing caused a further loosening of the walls of the monastery complex.
The Strazevica hill was bombed with 5 missiles during the night of 29/30 May, and
the detonations certainly affected the monastery.
Fierce bombardment of the Strazevica hill throughout 30 May additionally
endangered the monastery, however reliable data are not available as yet.
THE SEVENTH REGIMENT ARMY BARRACKS are located on the corner of the
new General Staff building, designed by the architect Nikola Dobrovic, onto which one
side of the barracks lean. The inner facades were damaged, windows and doors were
blown out of place, while all the window panes were broken.

HOTEL "JUGOSLAVIJA"- on the left bank of the Danube in New Belgrade. The
building was directly hit by 2 missiles, during the night of 7/8 May, and the west wing of
the hotel was totally destroyed.
THE BUILDING at No.6 Kneza Miloša Street - Since it is located next to the Federal
Ministry of Foreign Affairs, the building was damaged and shaken through, during the
bombing of the surrounding buildings on Nemanjina and Kneza Miloša Streets (on 7
April, during the night of 29/30 April, and during the night of 7/8 May). The building has
been shaken, all the doors and windows have been blown out of place, while all the
glass has been shattered.

EARLY BYZANTINE TOMB IN JAGODNA MALA - located within the large late-
antique necropolis, presently a part of a densely populated part of the city
This extremely important tomb was damaged during the fierce aerial bombardment
on the night of 23/24 April 1999.
THE NORTHWESTERN PART OF TOWN - the industrial zone was bombed again
on the night of 2/3 May 1999.
On 11 May 1999, the city's industrial zone was repeatedly bombed, in particular the
area surrounding the oil refinery. As yet there are no data regarding the condition of the
monuments in that part of the town. On the following day, 12 May, during the 23rd attack
on the town, 1300 bombs fell on the northwestern residential part of the town (Duvaniste
and Lenin Boulevard areas).
The northwestern part of the town was b o m b e d during the night of 17/18 May 1999
and once more during the course of 18 May. The village of Trupale was also hit. No data
are available regarding the condition of the body of monuments.
THE "12 FEBRUARY' MEMORIAL MUSEUM (THE RED CROSS PRISON CAMP) -
As a result of the bombing, the main building which houses the museum exhibition has
sustained extensive damage, particularly to the roof structure. In addition, the door and
window frames have been blown out of place; there are numerous cracks in the walls
and some of the ceilings have collapsed.
CELE TOWER - which in Turkish means Tower of Skulls, was literally built of the
skulls of Serbian fighters in the Battle of Cegar, fought on 31 May 1809, near Nis.
Bearing in mind the fact that the site is presently an Integral part of the Military
Hospital complex in Nis, the tower was shaken by detonations caused by the bombing
and destruction of some of the hospital pavilions located in the immediate vicinity.
In addition, the roof structure of the Chapel and glass-fitted openings have been
shattered.

THE HRANT MUMD2IJAN BUILDING (presently the Greek Consulate) - Due to its
architectural and historical-artistic features, this house is of great cultural-historical
interest. The building currently houses the Greek Consulate, which moved in after
extensive conservation work had been performed.
As a result of the bombing on 7 May, during which cluster bombs were used, as well
as of the destruction of the Concrete Bridge in the immediate vicinity (8 May), the
building has been extensively damaged. All doors and windows have been blown out of
place, while the roof structure and facades were also damaged.
ORLJANE - ST. JOHN'S CHURCH, located on the Komiga Hill. On 11 May 1999,
during an attack on Nis, a missile landed in the area of the village, killing one person. It
is presumed that the detonations could also have endangered the remains of the
church in the vicinity of the village.
MEDIANA - The Mediana archeological site was a suburb of the Roman town of
Naissus in ancient times.
According to a report furnished by the Institute of the City of Nis for the Protection
of Cultural Monuments of 8 June, "during the repeated bombing of the eastern part of
the city with cluster bombs, the bombs fell in the eastern zone of the city, more
specifically partly in the protected zone of the Mediana archeological park. It is
impossible to give a more accurate account, because the process of eliminating the
extremely dangerous cluster bombs from the indicated area has not yet been
completed."

THE OLD TURKISH BATHS - As a cultural monument, the Turkish Baths enjoy
protection.
The broader area of the town of Novi Pazar was bombed during 1 May 1999. Two
destructive detonations could be felt In the area of Novopazarska Banja Spa. However,
due to the constant air-raid alert It is impossible to verify the condition of the monument.
Novi Pazar
The center of the town was bombed during the night of 23/24 April 1999. During the
attack buildings within the protected complex of the Stari Ras and Sopocani
monumental whole were damaged. The monumental whole is included in the UNESCO
list of world cultural heritage.
ST. PETER'S CHURCH - On the night of 23/24 April 1999, when the center of Novi
Pazar and Novopazarska Banja Spa were bombed, the missiles also fell In the vicinity of
St. Peter's Church, causing the loosening of the church walls. It is worth noting that the
church is the oldest building within the protected whole of Stari Ras and Sopocani,
Included in the UNESCO list of world cultural heritage.
The Church of St. Peter was endangered again on 21 May 1999, during the
bombing of the northern part of the town.
DURDEVI STUPOVI - In the bombing of the center of the towns of Novi Pazar and
Novopazarska Banja Spa on the night of 23/24 April 1999, bombs also fell in the vicinity
of the Durdevi Stupovi Monastery, causing the walls of the building to shake. It should be
noted that the monastery Is a part of the protected monumental whole of Stari Ras and
Sopocani, which is Included in UNESCO's list of world cultural heritage.
Gucevo
The Charnel House Memorial on Mt. Gucevo was thoroughly shaken on the night of
23/24 April 1999, during the repeated bombing of the Transmitter on Mt. Maljen. The
attack was repeated the following night, 24/25 April, during another bombing raid on the
Transmitter on Mt. Maljen.
Novi Sad
THE ZEZELJ BRIDGE - The last remaining bridge connecting Novi Sad with the
Srem side of the city was finally sunken in the bombing raid during the night of 25/26
April 1999.

THE COA L MINE POWER STATION - According to data furnished by the
associates in the Institute in Sremska Mitrovica, this power station was destroyed on
the night of 1/2 May 1999, during an overall attack on the power system in the Republic
of Serbia.
Vrsac
FORTIFICATION - The remains of a small medieval fortification are located on the
eastern side of the town of Vrsac, on a hill known as Kula, approximately 400 meters
above sea level. It is a rectangular-shaped fortification with its walls adjusted to the
shape of the 18 meter-wide and 46 meter-long plateau.

A church dedicated to the Archangels Michael and Gabriel is located in the village
of Zablace, along the old Cacak-Kraljevo road.
This environmental whole enjoys preliminary legal protection.
The village was bombed on 10 May, and the walls of the church and the head
stones were severely loosened and thus endangered.
Cvetke
A wooden church dedicated to archistratigue Michael was built in the first half of the
18th century in the village of Cvetke in the Rudnik District. The church was destroyed
during the struggle for liberation from the Turkish rule. However, a new church was erected
in 1824, the church of the Holy Mother, which was given a completely new exterior during
the reconstruction carried out in 1880. Apart from the icons, the church's treasury contains

The transmitter in this village was bombed again on 30 April, endangering the

Trstenik

The Monastery of St. Roman is located at the foot of Mt. Poslonska, near the village
of Praskovče, on the road to Dunis. The monastery is one of the oldest Serbian shrines
and was first mentioned in a Charter which the Byzantine emperor Vasslliy II granted to
the Ohrid Archbishopric.
The bridge near Dunis was bombed on the night of 1/2 May 1999, and the
detonations endangered the church.
Krčmar
The village of Krčmar is located in the Valjevo area, about 14 kilometers from the
village of Mionica. The parish church dedicated to St. Nicolas is located in the village. It
was first mentioned as a monastery church in sources dating back to 1736.
The area of the village was bombed on the night of 29/30 April, and the church was
endangered by the detonations produced by the raid.
Pančevo
THE SQUARE NEAR THE HOSPITAL AND THE OLD ADMINISTRATIVE BUILDING
THE OLD HOSPITAL BUILDING - was erected in 1838, at the time when the first
master plan of the town of Pančevo was prepared. The building is located on a small,
grass-covered square in the strict center of the town. This is a multl-storeyed classicist-

Gracanica
The village of Gracanica has been the target of countless attacks since the
beginning of the war. It was once again targeted on 1 May. The missiles landed about
500m from the monastery, causing the loosening of the walls.
Draganac
The monastery and church of St. Gabriel are located in the village of Draganac,
near the town of Gnjilane. The church was designed in the spirit of romanticism and built
between 1868-1870 on an old cult location. As one of the finest examples of romanticism
in sacral architecture at the close of the 19th century in Kosovo and Metohlja, this whole
is in the process of being granted the status of a cultural monument - immovable
cultural property.
The village of Draganac was bombed during the night of 2/3 May 1999.
Kragujevac
THE OLD BUILDING OF THE FOUNDRY WITH THE SMITHY was erected on the
right bank of the Lepenica river between 1851-1853. In time, it grew to become the
Military Technical Institution - Cannon Factory. At the time it was built, it was the most
important industrial facility in Serbia.

The Monastery of Decani was endangered during the fierce bombing on the night
of 2/3 May 1999.
The bordering area in the vicinity of the Monastery was bombed again on 21 May 1999.
The vicinity of the village of Decani was fiercely bombed on 29 May, at which time
the village of Streoce was particularly affected.
Goraždevac
The wooden church of St. Jeremiah located In this village, in the vicinity of the town
of Peć, is the oldest of its kind in the country.
Čačak
THE OLD COURT BUILDING (presently the Museum Building) - construction began
in 1835 according to designs made by the Ministry of Construction with the purpose of
housing the District Administration and the District Court. The building has been
categorized as a cultural monument due to its historical and architectural values and the
fact that it is located in the very heart of the town. GM
Due to the fact that the southwestern Industrial zone of the town of Čačak was
intensively bombed on a number of occasions, detonations induced by the bombing
endangered some of the old buildings in the center of town. According to the Director of
the town Museum, Nevenka Bojovlć, the Museum building has sustained damage
particularly to the facade; numerous cracks have appeared over the entire height of the
walls. Ceilings within the building have also cracked.
CHURCH OF THE ASCENSION OF CHRIST - the present church was built on the
remains of the late 12th century Church of the Holy Mother of Gradac, a memorial
church of Župan (head of a tribal state) Stracimir, the brother of Stefan Nemanja. The
early 13th century Studenica Typlc bears witness to the prestige enjoyed by the
Monastery and church, dedicated to the Assumption of the Holy Mother. According to
the Typic, the Gradac Prior took part in the election of the Studenica Father Superior.

Valjevo
THE OLD HOSPITAL BUILDING (currently the Inter-Municipal Historical Archive) on
Pop Luklna Street. The building was erected in 1905 and served as a Surgical Pavilion
of the District Hospital, founded in 1867.
The building has sustained extensive damage as a result of two bombings. After
the first bombing the building was thoroughly shaken and all the windows had been
broken, while the second attack on 10 May damaged the roof structure and roof
covering (tiles). All the doors and windows have been blown out of place. The latter
attack also damaged the facade.
Kadinjaca
The vicinity of Kadinjaca was bombed during the night of 4/5 May. The monument
on Kadinjaca was once more thoroughly shaken and jeopardized.
Velika H o c a
The village of Velika Hoca is located in a pleasant vine-growing region, south of the
town of Orahovac in Metohija. Its 12 churches are mentioned in written sources: St.
Nicolas', St. John's, St. Stephen's, the Church of the Holy Sunday, St. Petka's,
reconstructed in the 20th century, St. Anne's, reconstructed in 1912; St Luke's, the ruins
of the latter were reconstructed in 1985, the Church of the Holy Archangels, St. Peter's;
the Church of the Holy Mother the Pure and St. Elias', while according to local tradition
there is another church in the village of Dugi Rid.
Information that this extremely important complex of monuments had been bombed
was received during the night of 11/12 May 1999.
Sreckovac
The village of Sreckovac is located near the town of Pirot. The village was founded
during the period of Turkish rule in the Balkans. Namely, the Turks populated the area
with Circassians who called their new settlement Corin Dol. It was only after the
liberation from Turkish rule that the settlement became known under the name of
Sreckovac. The Church of St. Ellas is located at the edge of the village. Judging by the
numerous stone engravings dated from 1871, the church was most certainly built in the
middle of the 19th century. The Church has not been researched and It enjoys
preliminary protection.
The fourth bombing of the vicinity of the town of Pirot occured on 12 May 1999. The
attack again targeted the villages of Izvor (damage to the local church had already been
recorded) and Sreckovac. The prime target in the latter village was a Repeater Station,
which was targeted, but not hit. Since the Installation Is located near the church, the
shrine was damaged to a great extent.

The Church of St. Dimitri is located In the village of Bustranje, 18 kilometers south
of the town of Vranje.
As a cultural monument, this church enjoys preliminary protection under the law.
The area south of Vranje, up to the Macedonian border was bombed on 12 May 1999,
in the afternoon. The village of Bustranje was mentioned In the news as one of the targets.
V i n c a , Belo B r d o
Gornje Nerodimlje
A number of sacral buildings are located in the village of Gornje Nerodimlje: the
Monastery of the Holy Archangels; the Church of the Assumption of the Holy Mother
also known as the Monastery of St. Uros - w h e r e , according to tradition, king Uros died;
a Byzantine palace, the Mall and Veliki Petric Fortresses; the Monastery of the Holy
Archangels;
On the night of 13/14 May the village of Gornje Nerodimlje was bombed.
The surrounding area, all of it except the Army Barracks in the center of town, was
bombed on 23 May and the attack was repeated during the night of 23/24 May. The
complex of monuments in Nerodimlje was endangered by both bombings.
Zitorada
The church in the village of Zitorada was damaged in the NATO attack on
13 May 1999.
Smederevo
On 17 May 1999 the "Jugopetrol" oil storage depot near Smederevo was bombed
again. Even though the facility is not located In the protected town zone, the force of the
detonations and the burning of highly inflammable substances once again endangered
the body of monuments. The Refinery Installations were bombed for the seventh time on
21 May. The strong detonations induced by the bombing caused the further shaking of
the walls of the old town core and Fortress.
Palic
Palic is a spatial cultural-historical whole, which has been under protection since 1993.
The Palic Resort, beside Lake Palic, stretches along the northern Yugoslav-
Hungarian border, 10 kilometers from the town of Subotica. A spa located on the north
shore of the Lake, was founded in the first half of the 20th century due to the exceptional
curative characteristics of the water and mud. The first buildings were erected in 1845.

Sabac
THE FORTRESS - T h e old name of the town, Zaslon, was first mentioned In various
written sources in the middle of the 15th century.
The old part of the town was fiercely bombed on the night of 21/22 May, as well as
on the night of 22/23 May. During those two attacks, a number of buildings were
damaged, including the old Railway Station, another old building which housed the
Municipal Assembly, as well as the suburbs of Balra and Kamicak.
Visible damage on the walls of the Fortress and cracks in the arches, were caused
by detonations induced by explosions of destructive missiles in the vicinity of the
Fortress and the effect of the bomb carpet on 25 May 1999.
THE OLD URBAN CORE - a settlement on the Sava river dates back to 1454. After
the liberation from the Turks, a new town was built, which flourished under Governor
Jevrem Obrenovic, Prince Milos's brother. A number of new houses designed in the
traditional Balkan style were built along the newly-formed streets. The Church of St.
Peter and Paul was also built at the time (1827-1831). At the close of the 19th century,
the town became the cultural, commercial and economic center, thus a number of
representative buildings, designed in accord with the academic concept of eclectic
architecture, were erected in the urbanized center of town (the Bishop's Palace in 1854,
the Junior High School In 1857, District Hospital in 1865, house of the Arambaslc f a m i l y -
presently the seat of the Sabac-Valjevo Eparchy, the house of the Krsmanovlc family In
1892, etc.). Construction continued at the same pace throughout the first half of the 20th
century (District Administration Building in 1906, the Courthouse in 1907, The Sabac
Bank in 1930, Sokolana 1931, the "Zeleni Venae" Hotel in 1931, etc.).

Gazimestan
During the night of 22/23 May two missiles fell near the monument dedicated to the
heroes of the Battle of Kosovo. However, the area of Gazimestan was once again
targeted by NATO bombers on the night of 29/30 May.
The Battle of Cer was fought on 15-19 August 1914, on the south-eastern slopes of
Mt. Cer between the Serbian and Austro-Hungarlan Armies. The subsequent Serb
victory over the enemy represents one of the most glorious ones. The famous site of the
Battle of Cer, with a memorial dedicated to the first victory of the Entente forces in World
War One, is located In the village of Tekeriš. The memorial was designed by the
architect Bojić and unveiled on 28 June 1928. A pyramid-shaped monument, topped by
an eagle with spread wings, holding a laurel wreath in its beak, rises above the charnel
house in which the remains of 3500 Serb warriors and soldiers of the 28th Prague
Regiment were laid to rest.
Due to a number of previous bombings in the nearby area, the Monument was
shaken on 25 May, and cracks appeared on the Chapel walls, while the permanent
museum exhibition was damaged by plaster which fell off from the ceiling. The busts of
various Serb Commanders-in-Chief In front of the Charnel House were damaged by
pieces of rock and earth which flew around as a result of the bombing.

O N - SITE INVESTIGATION R E P O R T
PRESENT
The scene of the investigation is the right bank of the D a n u b e in Novi Sad, beside
the Zezelj Bridge on the Petrovaradin side.
The Zezelj Bridge was completely destroyed as a result of N A T O bombing on the
night of 26 April 1999. Two teams are conducting the investigation; the second team is
conducting the investigation on the left bank of the D a n u b e , on the Novi Sad side.
Viewed from the Petrovaradin side, the bridge has been severed at the point where
the structure and the access asphalt strip along the embarkment connect. O n e section of
the bridge, located about 10 meters from the bank protrudes 12-15 meters from the
water. The entire remaining bridge structure, in the direction of the Novi Sad side, that is
the left bank, from the central support pillar in the middle of the D a n u b e, which has also
been destroyed, is entirely submerged in the water. The water pipe and gas pipe, both of
which extended along the bridge structure, have been completely destroyed and sunken -
only a portion of the pipes, along the very edge of the river bank is visible, while the
remainder has sunk.
There are no buildings in the vicinity of the bridge on the Petrovaradin side, within a
radius of about 500m. There is no material damage on the houses, some distance away,
nor are there any injured persons or casualties.
Small bits of concrete and missile fragments are scattered on the grass, within a
radius of about 100m from the bridge.

aerial bombardment by N A T O forces
P R E S E N T A T T H E I N V E S T I G A T I O N :
O n 25 April 1999, at about 9:00 a.m., I received a telephone call from the Belgrade
Police Department in which I was informed that the new bridge on the Sava in
Ostruznica had been b o m b e d by N A T O forces.
I visited the scene at about 10:00 a.m. that same day, together with members of the
Police Department, for the purpose of conducting an investigation.
W e did not find members of the Investigation and Operations Division on the scene
at the time o f our arrival, because they had already completed their work. Thus the
investigation team of the Ministry of Internal Affairs of the Republic of Serbia had
already compiled its onscene investigation report, photographed and videotaped the
scene. W i t h this onsite investigation report I enclose the report of the Ministry of
Internal Affairs o f t h e Republic o f Serbia, drawn up by Sergeant Major First Class Mileta
Scekic, together with report N o . 1313/99 of 29 April 1999.
A t the scene we only found Deputy Chief of the 8th Division of the Criminal Police
Department, Dragan Cosic, and Chief of the Onduty Service, Dragan Milovanovic, who
informed me that the bridge in question was located on the 13th kilometer from the
confluence, on the left bank of the Sava and was still under construction. The bridge was
1870m long and 14.40m wide. According to the oral report I received from the mentioned
police officers, a yellow V W "Jetta" passenger car, driven by the owner accompanied by one
passenger, was traveling along the bridge from the direction of Surcin towards Ostruznica. At
the time of impact which caused the bridge to collapse into the water, the passenger car had
proceeded on the bridge as far as the first support pillar attached to the river bed. The driver
sustained severe injuries and is presently being treated in the Belgrade Emergency Center,
while the passenger died on the spot. With this investigation report I enclose the investigation
report of the Investigation and Operations Division, drawn up by Sergeant Major First Class
Mileta Scekic on 29 April 1999, which reveals the identity of the passengers in question.
Based on visual observation the investigative judge has ascertained that the bridge
in question is new, that it has a steel structure and that the roadway and the entire bridge

A bridge across the river Lab on the main Pristina-Nis road, near the village of
Luzani, municipality of Podujevo, was bombed on 1 May 1999, at 1:40 p.m. At the '.¡me

The regional road Pec-Kula-Rozaje was targeted on 3 May 1999, between 11:45

On 6 May 1999, at 11:20 p.m., the railway bridge across the Moravica River In the
vicinity of Vatin and the border crossing towards Romania was struck with two missiles.
The bridge was struck directly and collapsed Into the river. The railway track on that

In the course of the attack by N A T O Alliance forces on May 8, 1999, at 2:30 a.m., a
railway bridge on the Belgrade-Kraljevo-Kosovo Polje railway line was hit by three
missiles. The bridge is located in the village of Bogutovac, Kraljevo municipality, by the
kilometre marker post 101 + 498, over the river Lopatnica, immediately before its
confluence with the river Ibar. The bridge is 60 metres long and made of metal structure.
The impact broke the bridge in two places - on the northern and southern parts - and the
tracks are severed from the bridge. Most part of the structure is in the water, whereas its
southern section collapsed on the right river bank of the Lopatnica. The railway tracks
are totally wrecked and unusable. The buttresses on both northern and southern parts of
the bridge were torn down.
A road bridge runs parallel with the railway bridge over the same river as part of the
Kraljevo-Raska highway. The bridge has a concrete fence the largest part of which is
demolished on the left-hand side facing Raska, while visible circular and rectangular traces
of damage are visible on the right-hand side. Rock fragments and other materials are
scattered all over the driving lanes of the highway, as a result of the bombing of the bridge.

O n May 8, 1999, at 2:25 p.m., N A T O forces attacked the village of Bogutovac,
Kraljevo municipality, again. Two missiles hit the Bogutovac railway station. The railway
station is built of solid material and its southern wing is completely destroyed. In the
southern wing were the flats of the Railway Company workers employed at the
Bogutovac railway station: Stojan Antovic, the station master, and Milovan Nikolic, the
train dispatcher. The remaining part of business premises is damaged to such an extent
that the railway station has been rendered unserviceable. A crater made by the missile
can be seen to the south of the demolished residential part of the railway station, which is
partly covered with rocks, bricks and other construction material. There is a fragment of
the exploded missile in the close proximity of the crater.

Made on May 22, 1999 by an authorized officer of Velika Plana Police Department,
regarding the N A T O bombing of the bridge over the river Jasenica in Velika Plana, the
area of Veliko Orasje village, which took place on May 21, 1999, at 11:15 a.m.
On May 21, 1999, at 11:15 a.m., N A T O planes targeted the bridge over the Jasenica
with 4 missiles. The 129 metres long bridge is situated on the Belgrade-Nis motorway,
next to the kilometre marker post 670 + 600 m. Due to the said incident, Zivan Djurisic,
an investigative judge of the Velika Plana Municipal Court, accompanied by authorized
officers of the Velika Plana police department, carried out an on-site investigation.
These are the findings of the investigation:
The total of 4 aircraft missiles were fired, two of which hit the bridge: one hit the
right driving lane of the Nis-Belgrade motorway causing the collapse of 19 metres of the
bridge structure; the other one hit the left driving lane of the Belgrade-Nis motorway
bridge. A third missile fell onto an open space in the nearby field, 30 metres from the
right edge of the bridge Nis-Belgrade, forming a crater 8 m deep and 20 m in diameter. A
fourth missile fell into the black locust grove in the area of Veliko Orasje village, 300 m
to the north-west from the mentioned bridge, viewed from the direction Velika Plana-
Smederevo. The missile made a crater 6 m deep and 15 m in diameter. A missile
fragment was found close to it, bearing the following mark: "TRW-CINCH 2302509132".
Criminal investigation police technicians, Zoran Gasic and Srboljub ¿ivkovic, performed
measurements in the surrounding space and the crater itself and detected no
radioactivity in the area.
The bombing injured one person. His name is Slobodan Nikolic, father's name
Jovan, born on April 3, 1935 in Veliko Orasje, residing in Veliko Orasje, No. 130
Sumadijska St.. ID No. 0304935761513, a pensioner. At the time of the bombing he was
in the field near the bridge. H e was taken to the general hospital "Stefan Visoki" in Sm.
Palanka and admitted to the orthopaedic ward under the protocol No. 870-0. Medical
examinations proved that he had sustained severe injuries consisting of a fracture of the
left upper arm from the fall caused by the detonation blast.
The criminal police investigation technicians from V. Plana also made photos and
sketches of the spot and filmed it for the record.

regarding the N A T O bombing of the area of Velika Plana on May 26, 1999, around 1:15
a.m.
On May 26, 1999, around 1:15 a.m., the bridge over the river Jasenica in Velika
Plana was hit by one N A T O missile. The bridge is situated in the area of the village of
Veliko Orasje, next to the kilometre marker post 670 + 600 m on the Belgrade-Nis
motorway. The bridge had already been a target on three separate occasions.
On the said day, another N A T O missile was fired and hit the left driving lane of the
Belgrade-Nis motorway, causing an 18 m long damage, measured from the bridge edge,
in the direction of Nis.
The on-site investigation was carried out by Zivan Djurisic, investigative judge of
the Velika Plana Municipal Court, together with authorized officers of the Velika Plana
police and in the presence of Milorad Rajic, the municipal public prosecutor.
On the same night (May 26, 1999), around 1:15 a.m., NATO planes dumped two
aircraft fuel tanks. One of them fell at the distance of 1,050 m from the Jasenica bridge in the
direction of Belgrade, and 30 m from the edge of the Belgrade-Nis motorway. The said tank
bore the following inscription: "TRESTLING A R E A TANK EMPTY NOM. 2250 LITRE
E X T E R N A L F U E L TANK PART. 5041000 SERIAL NO. FRTR 1532 STOCHO. N.S.N

Another N A T O aircraft fuel tank was found on the driving lane of the Belgrade-Nis
motorway, 450 m from the above mentioned one, including two parts of the same tank

A missile and fragments of the missile engine were found in the area of the village of
Krnjevo, "Bare" farmland, 150 m from the edge of the Belgrade-Nis motorway, in the
field of Miodrag Petrovic from Krnjevo. The impact made a crater 1 m deep and 2 m in
diameter. The missile had the mark "EB 02019" and its flap bore the following
inscription: W I N G BSU - 59 3000 M F R S/N." The missile was deactivated and destroyed
on the spot by the Yugoslav military, Lieutenant-Colonel Risto Jevdjenijevic and his
demolition squad.
By measuring the radiation level performed by the Velika Plana criminal
investigation police technicians, Zoran Gasic and Srboljub Zivkovic, no radioactivity was
detected in the area. The site was filmed for the record.

concerning the discovery made on May 26, 1999 of the NATO-fired missiles and parts of
missile engines in the area of Velika Plana municipality.
On May 26, 1999, around 1:15 p.m., two aircraft bombs - parts of the N A T O missile
engines were dropped in the area of the villages of Milosevac and Lozovik. Due to this
incident, an on-site investigation was conducted by Zivan Djurisic, investigative judge of
the V. Plana Municipal Court, accompanied by authorized officers of the V. Plana police
department.
The investigation confirmed that one of the said missiles fell in the area of
Milosevac village, "Strbnik" farmland, in the field owned by Zivoslav Nikolic from
Milosevac, No. 2 Partizanska St. A crater 1 m deep and 2 m in diameter was made by the
missile bearing the following inscription: "AVIO BOMBS WING BSU-59/B 30003-
404AS4827 M F R 96214 (K) S/N R U N 712893 EC090-19." It was destroyed on the spot
by the Yugoslav military, i.e. Lieutenant-Colonel Risto Jevdjenijevic and a Yugoslav
Army demolition squad.
On the same day (May 26, 1999), around 1:15 p.m.. another N A TO missile - part of
the missile engine fell in the area of the village of Lozovik, "GAJ" farmland, in the field
owned by Stanimir Tufegdzic from Lozovik. It fell at the distance of 800 m from the right
edge of the Belgrade-Nis motorway and formed a crater 1 m deep and 2 m in diameter.
The said missile - part of the missile engine bore the following marks: "FIN BSU-60/B
30003 SY704AS4890 M F R 96214 (D) S/N PVN 208198".
The criminal investigation police technician, Srboljub Zivkovic, measured the level
of radioactivity and detected none. The missile was destroyed on the spot by the
Yugoslav military, i.e. Lieutenant Colonel Risto Jevdjenijevic and a Yugoslav Army
demolition squad.

On May 30, 1999, at 4:30 p.m., NATO warplanes attacked the road from Prizren to
Brezovica at the time when a group of reporters, led by philosopher and writer Daniel
Shifter, was travelling on the road. The crew consisted of two women journalists from
Great Britain and five journalists from Portugal, including two drivers. One of the drivers,
Nebojša Radojević (born 1961), was killed in the attack, while Daniel Shifter and Eve

On May 30, 1999, at 1:05 p.m. and 1:15 p.m., the bridge over the river Velika
Morava in Varvarin was hit and destroyed by three missiles. The attack took place on a
market day when around 2,000 people were in the vicinity of the bridge. Nine persons
were killed: Stojan Ristić (1943), Zoran Marinković (1966), Tola Apostolović (1925), Milan
Savić (1975), Vojkan Stanković (1968), Milivoje Ćirić (1933), all from Varvarin. Also killed
were: Ružica Simonović (1939) from D. Katun, Dragoslav Terzić (1931) from Paraćin and
Sanja Milenković (1983) from D. Katun. Twelve persons were severely injured and two
suffered minor injuries. In addition, two persons are still missing and the search is in

Zoran Milenkovic from Donji Katun, father of tragically deceased Sanja Milenkovic
from Donji Katun, who lost her life during the bombing of the bridge on the Velika
Morava by N A T O warplanes on 30 May 1999, appeared before the Court and stated:
Sanja Milenkovic from Donji Katun, born on 30 November 1983 in Krusevac to
father Zoran and mother Vesna Milenkovic nee Randclovic.
She completed her elementary education in Varvarin with straight A's. She earned
the Vuk Diploma, since the 4th grade she participated in competitions in mathematics. In
the 4th and 5th grades she won the first places in the District Competition with 100
(maximum) points. In the 6th grade she scored 3rd in the Republican and 3rd in the
Federal Mathematics Competition. In the 7th grade she was the 3rd in the Republican
and in the 8th grade 2nd in the Republican and 4th in the Federal Competition.
She participated in the competitions in chemistry and physics and won awards.
She was a participant in the Chemistry Olympiad in the 7th grade and won 87 out of
maximum 100 points.
In 1998/99 school year she enrolled in the Mathematics High School in Belgrade. As
a particularly talented candidate, she did not have to take entrance examination. She
participated in the republican competition, while the federal competition was canceled
because of war which broke out. Although freshman, she was a candidate for the Olympic
team in mathematics.
She was also preparing for the competition in chemistry, scheduled to be held in
April.
Her ill-fated death put an end to her ambition, dreams and successes. Wc, her
parents, received the certificate on the completion of the 1st grade, with straight A's.
She left us at the age of 15 and a half years to grieve and suffer: father Zoran,
teacher of mathematics at the High School and Technical School in Varvarin, mother
Vesna, bachelor of law, brother Sasa, High School freshmen who started school two years
earlier to be with his sister, both grandfathers and grandmothers.
Her wish and ambition was to engage in scientific work, so that N A T O bombers
interrupted all her aspirations and hopes, they killed a girl who emanated kindness,
energy and knowledge.

INVESTIGATION REPORT
On April 27, 1999, I was summoned by the Belgrade Secretariat police department
on duty to conduct an investigation of the damage inflicted on the building of "Ušće"
Business Centre. The investigation commenced at 11:45 a.m.
I found a police investigation team on the spot, photographing and video-taping the
scene.
Several objects were found in the park around the building, originating from the
previous missile attack. As explained by Mr. Živković, the police inspector on duty, the
previously inflicted damage is visible on the second floor above the south entrance, on
the second floor above the west entrance, and on the second and tenth floors above the
north entrance. The roof damage was also visible, but inaccessible due to the damage
inside the building. The lifts were unserviceable and the staircase impossible to use.
New damage inflicted on the night between April 26 and 27, 1999, was detected on
the roof and the twenty-fourth floor. A roof-top antenna was directly hit and bent
eastwards.
According to the oral information provided by the police investigation team, four
security workers were on duty in the close proximity of the building on the night of the
attack, none of whom sustained any injuries, nor have any other casualties been reported
as a result of the bombing.
Based upon visual observation, it was stated that two large windows were broken on
the top floor of "Jugopetrol" administration building. The tenants from nearby apartment
buildings reported damage on their flats to the police investigation team, consisting of
broken glass on windows and doors.
No other damage was directly reported to the investigation judge on call in the
course of investigation procedure.
Based upon visual observation of the judiciary building - "Palace of Justice",
17-a Slobodana Penezića Street, two large glass walls were damaged by the
detonation: one to the left from the main entrance, and the other in the post-office
section.

REPORT
On April 27, 1999, around 1:05 a.m., during the second attack of N A T O air forces
on the building of "Usee" Business Centre in New Belgrade, No. 2 Bulevar Mihajla
Pupina, the top of the building was damaged most probably by one missile. Since the
building was heavily damaged during the first bombing, two top floors are now
completely destroyed, including all the aerials on the roof.
The detonation has damaged 15 large glasses on the Federal Government building,
situated on No. 2 Bulevar Nikole Tesle. This was reported by D J U R A JEFTIĆ, internal
security officer, who stated that the east wing and the ceremonial entrance were
particularly damaged.
As reported by P E T A R PAVIĆ, the tenants' association chairman, around 60
window panes were completely broken on the apartment building on No. 11 Bulevar
Lenjina Street.
According to the statement of IVICA R O K V I Ć , the tenants' association chairman,
around 30 window panes were broken on the flats, as well as 11 shop windows of
"Pekabeta" store located on the ground floor of the apartment building on No. 7 Bulevar
Lenjina Street.
Around 70% of window panes were broken in 45 flats of the apartment building on
No. 3 Bulevar Lenjina Street, including the windows of "Apotekarsko Beograd"
pharmacy and "Dućan" store situated on the ground floor of the building.
Two large shop windows were broken on the store of D D " A G R O P R O M E T " from
Kruševac, Belgrade, No. 4 Karadjordjeva Street, reported B R A N K O J O Z , the store
manager.
Six large shop windows were broken on the evacuated premises of
"Jugolaboratorija", No. 41 Karadjordjeva Street, including one large shop window of PP
"KONTINENT" located in the same building.
Two shop windows were broken on " P E T R O H E M I J A " store, No. 23 Karadjordjeva
Street. The windows are protected by locked grills and nobody in charge of the store was
found on the spot.
Three window panes were broken on the private bakery on No. 15, Karadjordjeva
Street, owned by M I L O M I R R A D O V I Ć .
Several panes were broken on the windows and the entrance to the "EOL" boat-
restaurant parked on Ušće, owned by VESNA OBRADOVIĆ, including a demolished toilet
in which tiles were found on the floor. The detonation probably caused a powerful jerk of the
boat that resulted in an electricity cut. The actual damage will be assessed at a later stage.

A dozen passenger cars near the RTS buildings were damaged - broken glasses and
punctured tyres.
A few civilian houses and private business premises in close proximity of the RTS
building have been damaged.
Restaurant "Bolero" and "Kafe sport" bar, owned by Borislav Vučurević, are located
about 40 m from the R T S building, in Petrovaradin, No. 43 Kamenički put Street. The
restaurant and the flat above it (totalling 204 square metres) sustained extensive damage.
The roof structure is damaged, ceilings have fallen off, most of the furniture is damaged,
windows are broken, doors are disjoint, walls cracked. The restaurant was luxuriously
decorated (demolished baroque-style wooden ornaments). Also destroyed are auxiliary
facilities, such as laundry, garage, summer kitchen as well as the swimming pool and the
tennis court. Rough estimate of the damage amounts to approximately Y U Dinars
7,000,000.
Beside restaurant "Bolero" is the house and the office (combined area of around 130
square metres), as well as an auxiliary building, owned by Aleksandar Markićević, a
lawyer, which is completely ruined. The roof structure is demolished, bearing walls
cracked in three places, ceilings are cracked and falling off, windows, doors and shutters
are broken and disjoint, furniture destroyed. One iron beam flew over from the RTS
building, burst through the study wall near the window and partly landed inside the
house. The extent of the damage is such that it is beyond repair and amounts to
approximately Y U Dinars 2,000,000.
The house of approximately 100 square metres, owned by Samuel Čeman, is at No.
41 Kamenički put Street. Its roof tiles are demolished, doors and three windows disjoint,
6 window panes are broken, the ceiling has fallen off in 4 rooms, the kitchen walls have
cracked. The shed is completely ruined, especially its roof structure. The same applies to
the roof structure of a prefabricated garage whose walls are deformed. The damage is
estimated at Y U Dinars 100,000.
T h e old house and the new house, owned by Ivan Vukoja, are located on the
address: No. 25 Kamenički put Street. T h e old house, refurbished as a comfortable
dwelling place, has two disjoint front doors - one made of iron and the other made of oak
tree. Four window panes are broken. The shutters are broken and ruined. The ceiling has
fallen off in one of the rooms, while the wall in another room is cracked and crooked. On
the new house, roof tiles are dislocated and 50 of them broken. The garage door and the
hall door are disjoint and broken, including the glass on the front door. An electric meter
has melted. T h e damage amounts to approximately Y U Dinars 50,000.

On May 29, at 12:10 a.m., the building of RTS-TV Novi Sad, 45 Kamenicki put St.,
Petrovaradin, was attacked for the fourth time. One missile directly hit and completely
ruined the building of Novi Sad television studio. Another missile hit the generator power
supply section of the building. The remaining two missiles hit the new building inflicting
huge damage. In addition, one missile hit and completely destroyed the house of Vidak
Bulajic who sustained grave injuries. The same explosion demolished the house of Milo
Borovica, who also suffered grave injuries, and the houses of Dejan Sremcevic and
Dragan Stajic. Quite a few other family houses were considerably damaged, too.

On June 3, 1999, at 1:40 p.m., NATO aircraft, in a repeated attack, targeted the
already demolished RTS repeater in Gosen on Kozarica hill, Dimitrovgrad municipality.
Two missiles hit the already damaged antenna structure and destroyed it completely,
whereas the other two missiles hit the already damaged building with the installations
and equipment belonging to RTS and the local "Caribrod" radio station. Two missiles
completely ruined the Kozarica transformer station and cut off electrical cable ducts.

The "Badovac" water-pumping station, providing water for a large part of the town
of Pristina, was targeted on the night of May 1/2, 1999. The building housing the pump

On May 10, 1999, at 3:10 p.m., a missile attack was launched against "Cer"
overhaul workshop, DP "Hidrogradnja", Machinery unit, in the vicinity of the motorway
bypass around Cacak. Missile fragments hit a truck with Belgrade registration plates,
property of GRO "Standard" from Belgrade, with 8 people inside it. Four persons were
killed as a result of the missile attack: Velija Dzemailovic from Cacak, Kulinovicko polje
St., Dragan Obrenovic (27) from Cacak, Nasko Ristic from Barajevo, who was driving
the truck, and a male from the truck who has not been identified yet. Twelve persons
suffered grave injuries: Milenko Cirovic (born 1960), Tripko Djokic (born 1958), Ivan
Kostic (born 1969), Milan Stankovic (born 1955) and Miodrag Maksimovic, all of them
from Belgrade, they were in the truck at the time of the attack, Darinka Vujicic (born
1936), Mileva Grujicic (born 1934), Ratomir Nerandzic (born 1949), Anka Ceriman (born
1932), Danica Obrenic (born 1933), Zoran Vuckovic (born 1962) and Dusan Vasic (born
1946), all of them from Cacak. They received medical assistance in Cacak Town

On May 10, 1999, at 11:20 p.m., at least four highly destructive missiles were fired
at "Prva Iskra" Holding Company in Baric. The following facilities were destroyed on the
occasion: a coal feed conveyor belt support in the power supply division, a loader
garage and a fuel oil tank. The plant laboratory, processing equipment workshop with
machines and Installations were damaged. The company administration building,
together with its equipment, installations and computer centre is completely destroyed.
The detonation damaged the building of Engineering Department and the gatekeeper's

On May 22, 1999, at 2:30 a.m., "Veliki Crljeni" thermal electric power plant in Veliki
Crljeni was hit by three missiles which completely destroyed the distributor plant, turbo
generator and electric control of 110 kV block in the machine room. The main electric
control, cooling pump and industrial gas station were partially damaged. The detonation
caused damage on the power plant industrial building, boiler room and a new block
refrigerating chamber.
In the course of the missile attack launched on the production facilities of
"Kolubara" thermal electric power plant in Veliki Crljeni on May 22, 1999, at 2:30 a.m.,
worker Milosav Simic (born 1973) sustained severe injuries, while Miroslav Petrovic
(born 1967), Ivan Mirosavic (born 1951), Predrag Spasojevic (born 1968) and Ljubisa
Mijatovic (born 1951) were slightly injured. The above mentioned, including another 50

On May 5, 1999, at 10:08 p.m., seven missiles were fired at the residential and
industrial zone in the north-east part of the town of Niš. Three missiles hit and
completely demolished the following NIS "Jugopetrol" facilities: fuel tanks, a pump
station and vehicle unloading plant and installation, whereas the administration building,
auxiliary warehouse, oil warehouse, 6 oil tanks, tank protection belt, railway tracks
inside the compound, railway unloading point, administration building annex, gatehouse
and fire-fighting material storage, dispatching centre and warehouse with installations
for oil and lubricants were considerably damaged. Four missiles hit the facilities of
"Energogas" and completely destroyed the gas tanks, compressor pump station, air
tank and water tank, whereas other facilities sustained considerable damage. Missile
fragments damaged the following industrial facilities: "Angropromet", RJ "Hemikallja",
DD "Jugotehnika", DD "Gradjevinar" and DP "Pomoravlje". Numerous industrial facilities
on Vazduhoplovna Street in Niš were also damaged. Among them are: "Mak-promet"
administration building, PP "Nini", PP "Ekolinea", PP "Agrohim", the transformer station
providing power supply for the entire part of the town, HK "Bambi", PP "Prorad", DOO
"Nikom", DO "Sigma", the building in the civilian part of the Niš airport, VDV "Južna
Morava", DO "Izolacija". Also considerably damage d were a large number of houses and

On May 7, 1999, at 11:50 p.m. and on May 8, 1999, at 1:50 a.m., "Jugoslavia" Hotel
In New Belgrade, No. 3 Bulevar Nlkole Tesle, was hit by several missiles which
demolished the central part of the building and caused fire which destroyed the section
close to the main entrance of the hotel. The following business premises were located in
the section: "Pikola" company, exhibition lounge, "JU Hertz" Rent-a-Car, PP "Sunce",
"Alhema" agency, "Lafran" boutique, handicrafts shops, a banquet hall and other
premises. Windows and doors in the remaining part of the building are disjoint and all
glasses are broken. Andjelko Nincic was killed in the attack. He was a refugee residing
in the hotel. Grave bodily injuries were sustained by Slavko Dimitrovski (born 1948),
while Dragoslav Zdravkovic (born 1934), Srdjan Majer (born 1981) and child Filip Rosic
(born 1989) suffered minor injuries. They were all in the vicinity of the hotel at the time
of explosion. Due to the fire and demolition of a part of the building, 23 cars of "Hertz"
Rent-a-Car were damaged, as well as 25 Nissan vehicles parked in front of the main
