SMS-Manual

Table of Contents, Revision 05 – 30.09.2019

What is new, what has been updated?


The latest update to Asiatic Lloyd / Atlantic
Lloyd’s SMS is Revision 05, 30.09.2018. The
new revision can easily be identified by
means of an updated picture on the cover
page. The revision, including all forms,
checklists and enclosures is available in the
Cloud Ship Manager® on board as well and
comes with following changes:

Chapter Title What is new / has been updated?


05 Master’s Updated: the regular Master’s Review shall now take place upon
Responsibility & each change of command and not only once a year in September
Authority anymore. This should improve timely response to the Master’s
comments, remarks and proposals by the shore-based organization.

Added: Requirement to post DPA / CSO contact information by using


new Forms ENCL-06 or ENCL-07.

06 Resources & Para. 6.4.5 Navigational Watch Officer / Engine Officer under
Personnel Training: updated and added Fifth Officer / Fifth Engineer.

Added Para. 6.5. “Familiarization of crew and other persons on


board”: this defines the various familiarizations and trainings which
must be done with new joiners on board prior vessel’s departure
from port, such as Safety Familiarization, ECDIS Training or (new)
HAZMAT Training for US trading vessels.

07.02 Documents, Updated procedure, now including a definition of all the publications
Rules, to be carried on board (vessel’s professional library) and how these
Regulations and shall be kept up to date.

07.19 Passage Planning The updated passage plan form now also includes the UKC
assessment. The related part of this procedure therefore had to be
adjusted accordingly.

07.28 Handling of Completely new procedure added in order to define a unified


Complaints and handling of disciplinary matters (e.g. verbal, written warnings,
Disciplinary hearings etc.) and (MLC 2006 related) complaints.

08 Emergency Updated to reflect the revised number and content of the amended
Preparedness emergency checklists / procedures.

10 Maintenance Added: Reporting of deficiencies caused by stevedores (stevedore


damages).

Added: Maintenance of Safety Equipment and Personal Protective


Equipment (PPE).

New Forms:

added in order to document their instruction on proper safety, hygiene and
equipment related issues.

CREW-10 Written Warning: Added as part of the new procedure for handling of
complaints and disciplinary matters (Ch. 07.28).

CREW-11 Disciplinary Hearing: Added as part of the new procedure for handling of
complaints and disciplinary matters (Ch. 07.28).

CREW-11B Notice on Disciplinary Hearing: Added as part of the new procedure for
handling of complaints and disciplinary matters (Ch. 07.28).

ADM-16 Cargo Utilization Report: Added In order to collect commercial data


about the vessels’ cargo utilization.

ADM-17 Trade Analysis Report: Added in order to collect operational information


about the tug utilization and applicable restrictions in specific ports.

ADM-18 Inventory of Rules, Regulations and Publications: Added in order to
properly structure the inventory keeping and the replacement of professional
publications kept on board. This form belongs to amended procedure 07.02.

ENCL-03A to C Completely new company specific SOLAS Training Manual, Parts A to C:

Part A: Lifesaving Appliances & Survival Techniques


Part B: Fire Training Manual
Part C: Fire Safety Operational Booklet

Part A and B must be made ship specific. All three parts together will form the
SOLAS Training Manual. Copies must be placed in each messroom and
recreation room.

ENCL-06 Poster DPA/CSO Contact Information and Shipboard Responsibilities (AL


Singapore): This poster (for vessels managed by Asiatic Lloyd, Singapore) did
not yet carry a formal SMS form number. To ensure proper document control,
the poster has now been added to the SMS Enclosure Forms.

ENCL-07 Poster DPA/CSO Contact Information and Shipboard Responsibilities (AL


Hamburg): This poster (for vessels managed by Atlantic Lloyd, Hamburg) did
not yet carry a formal SMS form number. To ensure proper document control,
the poster has now been added to the SMS Enclosure Forms.

ENCL-10 HAZMAT Training Guideline: Added for vessels trading in US waters to


comply with 49 CFR 172.700 ff. This form comes together with the new Para.
6.5 of SMS Chapter 06.

ENCL-10A to E HAZMAT Test Questionnaires and Training Record: Added for vessels
trading in US waters to comply with 49 CFR 172.700 ff. This form comes
together with new Para. 6.5 of SMS Chapter 06.

EMCY-01 to Emergency Checklists / Procedures: New structure and content of the
EMCY-13 emergency checklists in order to supply better guidance to the crew in case of an
emergency. Instead of the 23 checklists before, only thirteen were kept but with
improved content.

NAV-10 Passage Plan: Complete overhaul carried out to rectify a mistake with the
squat calculation formula on Page 1 (displacement instead of deadweight to be
used) and to automate the UKC calculation on Page 1 as well as the calculation
of ECDIS safety settings based on the safety depth formula stated in SMS
Chapter 07.19. The UKC Assessment (previously Form NAV-13) has also been
incorporated to the passage plan form.

NAV-16 Watch Handover Checklist: Check item for the pre-night bridge watch
briefing with C/O and 3/O at 20:00 h added.

SAF-12 PPE Matrix: General requirement to wear a helmet when working in the
engine room removed.

SEQ-06 Safety Checks – Engine, monthly (FFA): “N/A “-column added to fixed fire-
fighting systems, as the company vessels are usually not equipped with a CO 2
Low Pressure System. “N/A”-column added to deep fat cooking fire
extinguishing system in galley. Not all vessels are fitted with this.

SEQ-07 Safety Equipment Status: Structure and content adjusted and aligned
with weekly and monthly checklists.

SEQ-08 Quarterly Checks – Fire Detectors: Structure and content adjusted.

SEQ-09 Quarterly Checks – Fire Hoses: Structure and content adjusted.

SEQ-10 Safety Checks – Annual (FFA): Structure and content adjusted.

ADM-15 Regular Ship/Shore Reporting: Reporting intervals for Publications, Cargo


Utilization and Trade Analysis Reports added.

MLC-01 On-board Complaint Procedure: External MLC contact details in the


seafarer’s home countries removed as they are now being published via the
Cloud Ship Manager (Circulars section).

MLC-02 On-board Complaint Form: Structure and content adjusted.

MLC-02A On-board Complaint Log: Structure and content adjusted.
