SUBJECT: 6th Longevity Pay

I. STATEMENT OF PROBLEM:

The need of 6th Longevity Pay as additional number of Longevity Pay for the
Officers and Enlisted Personnel of the Armed Forces of the Philippines.

II. ASSUMPTIONS:

a. The amendment of Section 1 of the Republic Act No. 3725 that


provides for a longevity pay to the officers and enlisted men of the AFP shall benefit
and boost the morale of its military personnel.

b. The Officers and Enlisted Personnel of the AFP shall benefit 6 th


Longevity Pay after serving thirty (30) faithful years of dedicated military service.

c. The potential senior officers and enlisted personnel whose knowledge


and skills is necessary and useful tool for the AFP shall be motivated to serve longer
after their twenty five (25) years of faithful military service in the AFP.

d. The officers and enlisted men, who have been proven effective,
equipped with internally honed knowledge and vast experiences in their respective
field of expertise that will bring the organization into advantage shall continue
discharging the best of their abilities in the service of the AFP.

III. FACTS BEARING ON THE PROBLEM:

a. Section 1 of Republic Act No. 3725 provides that the total amount of
longevity pay shall not exceed fifty per centum of the soldier's monthly base pay as
prescribed by law. (Annex A)

b. Para 3 of Circular Nr 32, GHQ, AFP dated 10 May 1972 provides that
each officer or enlisted personnel of the AFP shall receive, in addition to his monthly
base pay longevity pay equivalent to ten per centum of the monthly base pay
authorized for his grade for each five years of active commissioned or enlisted
service compounded every five years but the total amount of longevity pay shall not
exceed fifty per centum of the officers’ or enlisted personnel’s base pay. (Annex B)

IV. DISCUSSION:

2. Brief Background.

a. The Armed forces of the Philippines necessitates well-defined,


skillful and experienced officers as well as enlisted personnel, whose vast knowledge
in soldiery services are useful tools towards empowering Non-Commissioned
Officers (NCO) Corps in consonance with modernization program of the AFP which
includes human resource development. Most of the potential senior servicemen
particularly senior NCOs however, programmed themselves to optionally retire upon
reaching twenty five (25) years in the military service taking into account that there
will be no more additional remuneration to be accrued in terms of Longevity Pay
which is a good deal in the part of a serviceman to offset the trend of ceaseless
demand on covering the basic necessities when there is an increasing cost of living
as years go by.

b. More so, the services of the AFP personnel particularly the EP


are volatile. It is in this context that those personnel with developed skills and
knowledge that are useful or capable of serving a purpose and bringing advantage
for the organization be given with equitable motivational equity to serve at least
another five (5) more years or even persuade them to shift their mind setting from
optional to compulsory retirement. Early retirement of these military personnel deny
the AFP of the full utilization of the services of a well-experienced, highly trained, and
mature military personnel. It is for the good of the organization to retain them for
optimum utilization of services of military personnel with proven leadership and
professional competence.

c. Further, the need to constitutionalize 6th Longevity Pay as an


additional number of Longevity Pay with corresponding remuneration pay equivalent
to another ten per centum after the fifty percent of the base pay as in 5 th Longevity
Pay to make it sixty per centum of the base pay to be received after serving five (5)
more years to be reckoned after accumulating twenty five (25) years of active service
or upon reaching thirty (30) years of faithful military service in the AFP. The amount
necessary for the effective implementation of this appeal shall be charged to the
appropriations of the Department of National Defense under the current General
Appropriations Act. Thereafter, such sum as may be necessary for its continued
implementation shall be included in the annual General Appropriations Act.

d. The actual and authorized strength of ranks of enlisted

3. Course of Action (COA):

COA Nr 1 – DND to represent to the senate for the amendment of RA


3725 – an act providing for longevity pay to officers and enlisted men of the armed
forces of the Philippines, which limit only to 5th LP and a maximum of fifty per centum
of the basic pay, instead make it sixth LP and a maximum of sixty per centum of the
base pay, and appropriating funds there for.

COA Nr 2 – GHQ to set-aside budget from the AFP thrust fund/savings


for the purpose while representation is yet to be made to amend and redefine the
Section 1 of RA 3725.

COA Nr 3 – GHQ to rescind Circular Nr 32, GHQ AFP dated 10 May


1972 that prescribed the rule regarding payment of longevity pay of officers and
enlisted personnel in the AFP.

V. CONCLUSION:

The amendment of Section 1 of the Republic Act No. 3725 that delimits the
provision of longevity pay from up to fifty per centum of the personnel’s base pay
which is equivalent to 5th longevity pay only to sixty per centum by extending the
number of longevity pay to 6th longevity pay, be beneficial not only to the AFP itself
for optimizing utilization of the services of well-experienced, highly trained, and
mature military personnel with proven leadership and professional competence, but
to the personnel himself as well for maximizing his military career of service to the
Armed Forces of the Philippines. Moreover, the AFP is pursuing Human Resource
Development in consonance with its modernization program towards a competitive
world class Armed Forces.

VI. RECOMMENDATION:
a. Adoption of Course of Action (COA) # 1.

b. That the necessary amount for the effective implementation of this


appeal shall be charged to the appropriations of the Department of National Defense
under the current General Appropriations Act. Thereafter, such sum as may be
necessary for its continued implementation shall be included in the annual General
Appropriations Act.
