TEHCNICAL SPECIFICATIONS FOR CONVERSION OF THREE PHASE LT OVERHEAD

LINE FROM BARE CONDUTOR TO ABC Against Tender No. 32/07-08

These specifications cover the work of replacement of Bare Conductor by ABC in


different locations under the jurisdiction of KESCo, including supply of involved
Accessories.
1. Necessity- This work has become necessary due to theft of Electricity in Theft
Prone areas by putting “Katia” on bare overhead LT Line.
2. Scope of works and supply:
2.1 Project Details- Different locations of Kanpur City.
2.2 Project Data-
i) Location At different places in
KESCo.
ii) Altitude Not exceeding 1000 meter
iii) Climatic conditions
a) Maximum ambient air temperature 500C
b) Maximum daily average ambient temperature in shade. 47.50C

c) Maximum temperature attained by an object exposed to


the sun. 65.50C
d) Minimum ambient air temperature in shade. 0.C
e) Relative humidity 100% Max.
f) Basic wind speed 47m/Sec.
g) Seismic level Zone III, (0.3g) according
to IS 1893-1975
h) Average annual rainfall 1200 mm
i) Isokeraunic level 40
j) Climate Hot and humid tropical
climate conducive to rust
and fungus growth

2.3 Scope of Work- The scope of work involves


1. Survey and intermediate support Spotting.
2. Loading, Cartage and safe unloading of ST Pole Supports, ABC Conductor and
accessories at the site.
3. Digging of Pit for erection & grouting of ST Pole.

4. Grouting of ST Pole along with Concreting, Plinthing, Muffing & Coping alongwith
suitable earthing wherever required.
5. Grouting of Stay along with Nuzzling & Tightening.
6. Fixing of accessories on supports.
7. Stringing of ABC of size (3x95)+(1x16)+(1x70)sqmm taking special care while running
out the AB Cable so that the AB Cable does not touch or rub against the ground or objects
which may cause damage to its insulation.
8. Installation of LT Distribution Boxes. Number of such distribution boxes to be mounted
on one pole shall depend on the number of service connections to be given from that pole
and it may be two to three number. The distribution box shall be of such construction that
rain water does not enter into it and there must be proper sealing and locking
arrangement of the pillar box cover.
9. Connection of LT Distribution Boxes with main line of ABC through suitable Piercing
connectors for energisation of LT Bus bar.
10. Installation of L.T. connectors for jumpering wherever required. The connection to
street light shall be through ON/OFF. switch already existing. In case it is not provided or
if it is not suitable for ABC line the appropriate ON/OFF switch shall has to be provided
by the contractor.
11. Safe removal of existing service connections.
12. Reconnection of dismantled service connection at step 3.
13. Inspection of completed line for unattended defects and rectification of the same.
14. Safe dismantling of existing overhead LT line conductor along with proper stacking.
15. Safe dismantling of Hardware fittings e.g. LT shackle Insulators, Shackle Strip, Clamps
etc. along with proper stacking.
16. Testing & Commissioning of the line.
17. Safe custody & maintenance of the completed line till the same is taken over by the
Employer.
18. Safe loading, Cartage and unloading along with proper stacking of the
Dismantled/Surplus material from site to the Store of KESCo and handling over the same
to the Employer.

2.4 Schedule of Activities-


The Bidder shall submit the full program of the work containing start & finish time
of all the major activities including following main areas of the work.

1. Design & Engineering of the Accessories & LT distribution boxes.


2. Supply of accessories & distribution boxes.

3. Check Survey.
4. Support Erection.
5. Stay Grouting
6. Stringing.
7. Testing & Commissioning.
8. Dismantling of bare O/H Line & hardware fittings.
9. Expected schedule of receipt of the material arranged by the Employer to
complete the work in time.
The program of work shall be discussed alongwith specifications
and standards of the accessories used for ABC and finalized with the
successful Bidder before award of the contract.
3. Design Drawing and Engineering:-

3.1 Spans- The design shall be taken as 30 meter.


3.2 Temperature- The following temperature range shall be adopted for the
design.
1. Minimum Temperature 00 C

2. Maximum Temperature 750 C

3. Everyday Temperature 320 C

4. Maximum Temp. for Messenger 630 C

3.3 Maximum Working Tension- Maximum working tension for ABC shall be the values
based on either.
a) At 00C with 0.36 maximum wind pressure, or
b) At 320C with maximum wind pressure, whichever is more stringent.
The maximum Sag for various spans shall be as below:-

3.4 Ground Clearance- Shall be governed by Indian Electricity Rules 1956 with its
latest amendment.
3.5 Broken Wire Condition- Supports shall be provided adequate strength/Stay-
support to bear broken wire conditions.

3.6 Earthing- Every fourth support of the line shall have to be earthed according to
standard practices/norms of KESCo. However in case of Section and road crossing every
Support shall have to be earthed ensuring earth resistance less than 1Ω.
For execution of the work the department shall provide ABC and Steel
Tubular Pole according to the actual site requirement. All other material
required to complete the work shall have to be arranged by the contractor for
which specific design, drawings shall be made available by the department. The
accessories used shall be of best quality for which, if required, documents in
respect of their purchase shall have to be produced which shall be verified by
the Engineer of the work.
4.0 Scope of Supply- For completion of the work the department shall provide ABC and
ST Poles according to actual site requirement. Other items to complete the work shall
have to be supplied as listed below-
ABC Accessories- There are various type of clamps which shall be used for laying of LT
ABC . Following are the type of Clamps.
1. Suspension Clamps:- Designed for supporting ABC in Straight & Angular supports
having angle of deviation upto 300 in normal conditions & maximum upto 600. In case of
acute deviations. The suspension clamps should be made up of weather and UV resistant
elastomer and hot dip galvanized steel conforming to ESI-43-14 and VDE 0211.
2. Dead End Clamps:- Designed for supporting ABC in Dead End supports. The Dead
End Clamps should be made up of weather and UV resistant elastomer and hot dip
galvanized steel conforming to ESI-43-14 and VDE 0211.
3. Piercing Connector:- Should have following properties
1. Suitable for aluminum and copper conductors
2. Grove in contact area for bare conductor and for small wires.
3. Potential free tightening bolts to allow safe installations on live lines.
4. Exceeding requirement according to NFC 33020.
5. Components not losable, end cap attached to body.
6. Insulation material made of weather and UV resistant glass fibre reinforced polymer.
7. Contract plates made of tinned copper, bolt made of dachromatized.
8. Breaking Shear Head torque-11Nm.
9. Voltage withstand under water emersion-6KV.
4. Distribution Box: Should fulfill the following rated values.
Voltage 600Volts
Current 140Amperers
Busbars temperature 1000C

Plastic Box Temperature. 800C

Materials used for distributions box should be of following specifications.


1. Plastic Box (base and cap): ASA+PC Blend (Acrylonitrile Styrene plus
Acrylate+Polycarbonate) with UV protection and flame retardant characteristics (Vo.
As per UL 94):
2. Cable Grommets: Ethylene- Propylene Rubber.
3. Safety Key: PA 6.6 (Nylon)
4. Safety Screw: Stainless Steel.
5. Busbars or Terminal blocks. PA 6.6 (Nylon) stainless steel and copper.
Apart from above other sundry items e.g. Nylon ties, End Caps, P.G.
Clamps, Compression branch connectors and sealing kits, waterproof pre-
insulated hexagonal compression connectors, compression Lugs etc. alongwith
hardware items like Stay set, Stay Clamp and Stay wire etc. shall have to be
arranged by the contractor for which specific design, drawings and if deemed fit,
samples shall be made available by the department. The accessories used shall
be of best quality for which, if required, documents in respect of their purchase
shall have to be produced which shall be verified by the Engineer of the work.

SPECIAL CONDITIONS

Note- These terms and conditions as indicated below shall be read and construed
with annexed general conditions of contract in form ‘A’ as modified. In case of any

conflict or inconsistency between these special condition and general condition in
form ‘A’, the special conditions given hereunder shall prevail.
1.0 Engineer of Contract- S.E-I, S.E-II & S.E-III of KESCO shall be the Engineer of
Contract.
2.0 Engineer of Work- The work shall be carried out under, the strict, supervision of
the authorized representative of the concern Division.
3.0 Responsibilities of the Contractor
3.1 The contractor shall insure proper S/D while their men are on job. In case
of any accident the contractor shall be fully responsible for any
compensation as per Labour laws for the injury/death of the any workman
of the contractor/third party, during the execution of the work. They shall
arrange necessary insurance of the workman/third party against
accidential injury/death during the work.
3.2 The contractor shall be fully responsible for any damage or loss to the departments
property handed over to them. Any damage, loss or mishap during the work shall
be the liability of the contractor and shall be creditable to their account.
3.3 The contractor shall be governed by the Law of Govt. of India for the time being
enforce in Kanpur and shall be subject to jurisdiction of court of judicature at
Kanpur.
4.0 PERFORMANCE GUARANTEE- The contractor shall be liable to remove any
defect free of any cost developing due to bad/poor workmanship of the work for
the period of six months from the date of execution of work by the contractor.

5.0 INCOME TAX DEDUCTION-Deduction of income tax will be made from


contractor’s bill as per rule enforced at the time of payment.

6.0 SPECIFICATION- The specification shall also cover construction manual for lines
and substation issued from RESPO, KESCo, Kanpur and Electricity Act.

7.0 PAYMENT
7.1 100% payment shall be made within 30 days against the bill submitted by the
contractor. The contractor will submit the bill for the work completed in
accordance with the specification and check at the site and after verification by
purchaser or officer/official duly authorized by the purchaser.

7.2 SUBMISSION OF BILLS- The contractor will submit all the bill on printed form
for all items to Supervising Engineer. Such bill shall be charged at the rate
specified in price schedule of this contract.
7.3 PRICE REDUCTION FOR COMPLETION OF WORK IN DELAY-If the contractor
fails to complete the work within the time specified in WORK MEMO issued by
Supervising Engineer for each job separately, the penalty @ ½% per week subject
to maximum of 10% will be imposed upon contractor and shall be deducted from
the relative/pending bill of the contractor.
8 Rates shall be firm and shall remain firm throughout the period of contract and not
subject to any varitation on any account.
9 The rates shall be completely inclusive of work, handling labour, T&P, etc. required for
execution and completion of work unless and otherwise specified in the contract.
10 The total quantity of work may vary + 25% .
11 No extra payment will be made for the minor work, which has also not been taken in
the price schedule for completion of work.
12 The contractor shall return all damaged/ replaced, surplus and unused materials
immediately to the department after completion of work.
13 Necessary testing if required, will be done by the deptt. in presence of contractor.
14 The contractor shall be fully responsible for satisfactory performance of work for the
period of six months from the date of wok execution.
15 The work shall be executed by the contractor in presence of representative of
Supervising Engineer.
16 Necessary shutdown shall be arranged by the concerned Distribution
Division/Subdivision.
17 SECURITY MONEY-The contractor shall have to deposit security money of 10% of
value of contract in favour of KESCo. Kanpur.
18 TERMINATION OF AGREEMENT/CONTRACT-The purchaser reserves the right to
cancel the agreement at any time during contract period without assigning any reason
there of other terms and condition shall further be governed by form ‘A’ of U.P.P.C.L.
19 LEFT OVER WORK-If the contractor fails to execute the work within the stipulated
time, the purchaser reserves the right to get the work executed by any other agency.
The excess expenditure if any incurred in this connection plus penalty shall be debited
to the contractor and recoverable from security amount/pending payment of the
contractor.
