Grant Aid (JDS).

All high-performing government workers are invited to join the 1gth


batch of JDS scholars and pursue a two-year Master's Program. JDS
aims to support human resource development of the Japanese grant
aid recipient countries such as the Philippines. JDS Fellows are
expected to engage in implementing social and economic development
plans as future leaders as well as contribute to enhanced bilateral
relations between the Philippines and Japan.

What is JDS? Field of Study
The Project for Human Resource Development Scholarship by Japanese The framework of the JDS Project consists. of priority

In the Philippines, the insufficient infrastructure development has long been regarded. as a factor behind the impediments
to economic development. The: current administration, which was established in.2016, are planning'to raise the infrastructure
expenditure to more than. 5%.of GDP, to speed up the decision making process, to secure these resources by reforming the
tax system, combining: infrastructure development through proactive use of ODA and operation and maintenance by Public-
Private Partnership (PPP). In addition, support for improving administrative and financial capacity is an urgent issue,
regardless of central and regional areas, with issues such as future federal system and expansion of the autonomy right in
the Bangsamoro region.

International University of Japan, GS of International Relations (PMPP) (1 slot)


PMPP, a program newly established in 2010, is designed to meet the needs of good governance required to implement,
administer and evaluate policies that effectively solve diverse public issues. The program, unlike that of any graduate school
of public management and administration, emphasizes interdisciplinary concepts of social sciences -— management,
economics, political science, law, and public-administration — with a mix of highly analytical and.descriptive methodologies in
orderto solve various issues in the real world. Like IDP, PMPP is designed not only for students who wish to pursue careers
in public institutions and international organizations, but also for those who wish to work in research institutes. Graduates. of
the PMPP. receive a Master ofArts in Public Management.
The Public Management and Policy Analysis Program (PMPP) offers an. excellent. training. program for governmental
officials who would want to play a leadership role. in the formulation, implementation, administration and evaluation of public
policies, The program provides not only basic courses and seminars on general public administration and management issues,

Component 1-3. Improvement of Transportation infrastructure Development

In the Philippines, the insufficient infrastructure development has long been regarded as a factor behind the impediments to
economic development. The current administration, which was established in 2016, are planning to raise. the infrastructure
expenditure to more than 5% of GDP, to speed up the decision making process, to secure. these resources by reforming the
tax system, combining infrastructure development through proactive use of ODA and operation and maintenance by Public-
Private Partnership (PPP). Among the infrastructure related fields, the development of transportation infrastructure in the
it
metropolitan area is one of the most important issues of the current administration, and is also one of the main axes of JICA’s
cooperation. Meanwhile, there is also a situation where the structure in the government agencies changes sharply due to the
change of administration every six years, and the implementation capacity needs to be enhanced in terms of both planning and
implementation. For this reason,it is highly valuable to support capacity improvement for human resources who are expected
to engage in related work in the long term in the government in the future.

The Graduate: School of Urban innovation was to train those creative, highly-specialized future professionals whose work
will involve a variety of urban innovation projects (M.A.) and those future global leaders who, having trained to possess multiple

What is JDS? Field of Study
The Project for Human Resource Development Scholarship by Japanese The framework of the JDS Project consists of priority
Grant Aid (JDS) was established in the Philippines in 2002 founded on the fields of studies in line with the priority development

Component 2-2. Environmental Management, Infrastructure Development in Regional Cities

Water supply management. and solid waste management is positioned in “Promotion of infrastructure development" the
Philippine Development Plan. In the field of clean water supply, it is promoted'to achieve water supply universal access, water
resource development in the drought area, and water supply improvement by strengthening the capacity of the water
administration authorities. In the field related to waste water, sewage’ and sludge related business Is promoted. Waste
management is in compliance with RA 9003 (Ecological Solid Waste Management Act of 2000), and establishment of 10 year
plan, development of sanitary landfill disposal ‘site, promotion of garbage. disposal facility. improvement, introduction of
technology to reduce volume of disposal, improvement of waste management, etc. are included as measures.
In the "Enhancement of Environmental Purification", measures will be taken to strengthen. climate change countermeasures
for the formation of a low carbon society, improve environmental management capacity, and strengthen organizational
functions to realize the environmental protection law.

laboratory work as follows:

(1) Urban Planning course


The aim of the course is
to train the students for physical planners who have a comprehensive knowledge and an ability in
various engineering fields required for urban planning such as civil engineering, architecture and building science,
environmental engineering, social science, and data analysis. Intensive studio works are provided in which the students learn
how to design building complexes, individual communities and regions. The studio works include collection of urban data,
analysis of the collected data, projections of urban structures and construction of physical models.

(2) Environmental and Sanitary Engineering course


Environmental and sanitary engineers are: responsible for controlling and managing water, air, solid waste and land resources
and for preserving the quality of urban environments, The students in the course take studio works such as design of water
or waste water treatment plants and environmental protection, and laboratory research such.as water quality analysis, field
survey for anvironmental pollution control, and experiments of hydrodynamics and water treatment.

(Selection Process during FY2019
1. Purpose (Basic Principle)
This project aims at fostering future leaders with a good-understanding of Japan and are capable of;
1) Making policy formulation and decision from a broader perspective by drawing on their advanced
knowledge and expertise,
2) Leading international discourses on various policy issues on behalf of their countries, and
3) Exercising their positive influence within their countries and beyond from the global viewpoints by fully
utilizing personal networks developed through this doctoral program.
Prospective Applicants. must have the potential to become future leaders rather than academic
researchers who can substantially influence policy affairs,

2. Eligibility Requirements and Conditions

The applicant must;

2. Have a completed Master's degree
3. Be under the age of 40 (as of April 1°, 2020)

7. Not have obtained any Doctor's degree overseas under other foreign government scholarship programs.
8. Not be currently awarded or to be awarded a scholarship from other foreign donors
9. For returned JDS fellows or recipients of foreign scholarship grants, they must have already served their
service obligations. before they apply for this scholarship grant. (there must be no pending service
obligation at the time of application in principle) *** Pending service obligation may be deferred until

1. Study Period: Maximum three (3) years (Enroliment: September 2020, Graduation: September 2023)
2. Recommended Modality of Study:
It is recommended that the Fellows stay in Japan up to two (2) years for research and obtain a Doctoral
degree within three (3) years, since it is deemed difficult for competent civil servants to leave their country
for a long period of time. Following is a recommended modality.

An applicant makes sufficient preparation for the collaborative research under the guidance of the
expected academic advisor(s). Once admitted, the Fellow stays in Japan to study for two (2) years.
During this period, the Fellow experiences presentations at international academic conferences and
seminars. In the third year, the Fellow returns to the home country and resumes working at the
belonging organization. During this
time, the Fellow receives remote assistance:and guidance by the
academic advisor(s). In addition, both the Fellow.and the academic advisor(s) make-alternate visits
to each other's countries. (Travel expenses will be covered within the JDS budget framework.)

4. Application and Selection Process


Call for application and selection will be conducted as below. The procedures may be revised for the next

year and thereafter.


1. Application Period: Pan

2. Selection by JDS Operating Committee (O/C): Planned at the End of January 2020
After the Basic Chack of applications, the interviewers appointed by the O/C will conduct the interview.
In case where the total number of applications is more than six (three times the number of slots),
document screening by the O/C will be conducted before the interview.
3. Approval of the Candidates by JDS Operating Committee: Planned at the End of March 2020
The number of the final candidates must not exceed the maximum number of slots.
4. Application to the University : from March 2020 to June 2020
5. Screening by the University: from April 2020 to July 2020
Each university will conduct its entrance examination for the candidate(s) based on their own
evaluation criteria. Some universities require an interview or a written test in Japan. (In such case,
JDS will support the candidates for the travel cost to Japan)
6. Notification of Screening Result by the University: July, 2020

1. The scholarship grant is equivalent to that of MEXT Scholarship for Doctoral course

7. Expenses Paid to the Accepting University


Application fee, admission fee, tuition fee, and travel costs for the academic advisor/s visiting Fellow's
country to assist his or her research will be borne by the JDS Project.

8. Support for the Fellows while in Japan


Support services for the Fellows in Doctoral courses will be equivalent to those for Master's courses. JICE will
provide post-arrival support services including settlement assistance, monitoring, payment of allowances, and
emergency assistance.
