In the Philippines, the insufficient infrastructure development has long been regarded. as a factor behind the impediments
to economic development. The: current administration, which was established in.2016, are planning'to raise the infrastructure
expenditure to more than. 5%.of GDP, to speed up the decision making process, to secure these resources by reforming the
tax system, combining: infrastructure development through proactive use of ODA and operation and maintenance by Public-
Private Partnership (PPP). In addition, support for improving administrative and financial capacity is an urgent issue,
regardless of central and regional areas, with issues such as future federal system and expansion of the autonomy right in
the Bangsamoro region.

International University of Japan, GS of International Relations (PMPP) (1 slot)

PMPP, a program newly established in 2010, is designed to meet the needs of good governance required to implement,
administer and evaluate policies that effectively solve diverse public issues. The program, unlike that of any graduate school
of public management and administration, emphasizes interdisciplinary concepts of social sciences -— management,
economics, political science, law, and public-administration — with a mix of highly analytical and.descriptive methodologies in
orderto solve various issues in the real world. Like IDP, PMPP is designed not only for students who wish to pursue careers
in public institutions and international organizations, but also for those who wish to work in research institutes. Graduates. of
the PMPP. receive a Master ofArts in Public Management.
The Public Management and Policy Analysis Program (PMPP) offers an. excellent. training. program for governmental
officials who would want to play a leadership role. in the formulation, implementation, administration and evaluation of public
policies, The program provides not only basic courses and seminars on general public administration and management issues,
but also many practical and advanced courses as. well as field training that will enhance students’ capacities for the formation
and implementation of more specific social and socioeconomic policies.

Meiji University, GS of Governance Studies (2 slots)

The goal of the Graduate School of Governance Studies, “Governance Research’, is to develop students into skilled
professionals with a high degree of specialist knowledge and abroad, international perspective, to leverage the benefits
generated by public policy education and research programs to support policy creation by local communities and
governments, and to develop students into professionals with a high degree of specialist knowledge and an international
outlook. The course is aimed at people involved in local politics and administration as well as international cooperation-heads
of local government, elected. assembly members, public officials, NPO and NGO staff and even corporate employees-as well
as universities graduates:seeking to enter the civil service and who have an interest in these areas of public policy.
The English track offers courses totally in English for international students, including those on.government scholarships or
whose studies are otherwise funded by the government, as well.as long-term government development aid trainees. Under
the English track, three programs, namely "Public Policy Program”. “International Development Policy Program” and
“Community Planning and Management Program” are provided, so that students can selectively study most relevant subjects
to.their own research interests.

International Christian University, GS of Arts and Sciences (2 slots)

{CU's graduate school and faculty are devoted to cultivating professionals: superlative minds in
their fields with deep insight
into real policy issues. The graduate program provides a highly competitive, theoretical, empirical, policy-oriented international
education, which contributes to solving real policy issues in developing countries and the world at large.
The Public Policy & Social Research Program enables students to learn not only from one area of Public Policy and Public
Administration , but also from development studies, international relations public economics, sociolagy and anthropology,
media and communication studies, and peace studies. This aims to develop a broad view and wide knowledge
and it leads to cultivate experts with capacity of problem-solving and plenty of knowledge which are essential to the
of
students,

professional officers in developing countries. The Program offers theoretical as well as methodological courses on qualitative
and quantitative analysis, and field research methods, which are necessary for students‘ research. The Faculty is highly
experienced in various international organizations and serves as a body of skilled educators. Primary advisors and other
faculty members eagerly share the common agenda of JDS Fellows and support and guide JDS Fellows inorder to aid in
their education.

Hitotsubashi University, School of International and Public Study (1 slot)

The Master’s program at the APPP targets young professionals in Asian governments, central banks and: other policy-
related organizations. The APPP has been and continues to be an important stepping-stone forsuch individuals to become
fully-fledged fiscal or financial economists, economic planners, policy analysts, and policymakers in their governments as
well as in international organizations.
The course distinguishes itself from other graduate programs offered in the public policy area with its strong focus on
economic policy, with almost all of the required and elective courses structured around economics and its
applications to

Component 1-2. Enhancement of Industrial Promotion

Although the Philippines has continued its

steady economic growth in recent years, looking at the industrial structure
based on the working population, agriculture and development of the manufacturing industry are behind the service industry,
which is a big concern in economic development. In the promotion of the manufacturing industry, there are many issues
such as reviewing foreign investment restrictions to promote FDI, developing related human resources, promoting small and
medium enterprises aiming at expansion of supporting industries, developing and implementing appropriate investment
promotion policies including subsidy policy. It is one of the impartant fields to formulate policies and improve the
implementation capacity.

International University of Japan, GS of International Relations (IDP) (1 slot)
The objective of the IDP is to educate future leaders in formulating and implementing economic as well as public policies
geared towards economic development by providing them with rigorous academic training through an economics-centered
curriculum. The program encompasses a wide range of economic and public policy issues in various contexis, such as
monetary and fiscal policy, public finance, international trade and finance, health care management, environmental
management, and sustainable development. IDP is designed not only for students who wish to. pursue careers in public
sectors.and international agencies, but also for those who wish to work in research institutes, financial institutions, and other
public enterprises. Graduates of the IDP receive a Master of Arts in Economics ‘or a Master of Arts in International
Development. Given the above arguments, IDP, in-carporation with PMPP, trains public officials so that they can implement,
administer, and evaluate polices that effectively solve economic and development issues.
Our master's program provides students with not only tools, concepts and theories in economics and related fields but also
an opportunity to conduct some projects on a specific issue of fiscal reform and investment promotion in
the Philippines. By
working on the project work, students should be able to cultivate their abilities for planning and making policies, and are also
expected to contribute to the socioeconomic advancement of
their countries after they return home.

Kobe University, GS of International Cooperation Studies (GSICS) (2 slots)

Kobe GSICS offer a flexible curriculum in which students.can acquire a wide range of skills and knowledge. In addition to
our own courses, we also offer joint courses with other graduate schools specializing in economics, law, business
administration, education, engineering, and urban studies. Accordingly, our academic programs.are.truly muitidisciplinary.
One
of our aims is to train graduate students who. are interested in pursuing international careers. Academic activities at
GSICS, therefore, encourage our students to acquire expertise and multidisciplinary knowledge. As one of these activities,
GSICS often convenes international. conferences and symposia and invites leading specialists from all over the world. to
deliver special lectures and seminars. We also encourage our students to participate in internships and placements in
domestic and international organizations, and recognize the importance of these activities by awarding credits for them, as
well as partially subsidizing students’ travel costs. We welcome international students who wish to join our vibrant academic
community.
In an effort to make our unique multidisciplinary academic environment available to international students, particularly JDS
Fellows, GSICS has developed a Master's program in English, namely the Special Course for Development Policy, in which
all courses are taught in English. While its curriculum is multidisciplinary in nature, this program also emphasizes an
interdisciplinary approach and thus provides a series of interdisciplinary seminars encompassing economic development,
political development, international law and international relations. GSICS expects the graduates of this program to become
experts: and professionals in their fields, and contribute to the developmentoftheir countries.

Rikkyo University, GS. of Business (1 slot)

The Graduate School of Business (GSB) was established upon the foundations of the former Graduate Program in Business
Administration of the Graduate School of Economics and the Graduate Degree Program in Applied Sociology of the Graduate
School of Sociology. It conducts specialized interdisciplinary studies in the field of business administration based on the
traditions of these two programs. The Graduate Program in Business Administration conducted business management-related
education and research based on business administration and accounting, while the Graduate Program in Applied Sociology
places its theoretical basis in industrial relations. Industrial relations was originally a field that focused on labor issues, but in
recent years it has come to cover other aspects of corporate activities, including marketing and consumer behavior, the
relationship between industry and the local community in terms of corporate social responsibility, and business strategies for
responding to the rapidly changing values of industrial society. The GSB has incorporated these studies in industrial relations
into business management studies to nurture a wide range of professionals, from researchers to highly-trained experts, who
can approach the.dynamically changing modern business environment from:an international perspective.
There. are two English-medium courses: in the. Master of International Business Pragram. of the Graduate School of
Business: Master of Public Management and Administration (MPMA) Course and Master ofInternational Business (MIB)
Course. JDS fellows will enroll in the MPMA Course.
The. MPMA Course Is designed particularly for mid-career public officers to nurture and develop their capacities to review,
formulate, manage, and evaluate policies and programs effectively. Tha Course is strategically kept small to ensure intensive
but congenial interactions amongst its students and faculty members. In addition, both MPMA and MIB students study together
in-the same classrooms through the cross-registration.
As a JDS student from the Philippines, you will have the opportunity to study with other young government officials from Asian
countries too.

Component 1-3. Improvement of Transportation infrastructure Development
_
In the Philippines, the insufficient infrastructure development has long been regarded as a factor behind the impediments to
economic development. The current administration, which was established in 2016, are planning to raise. the infrastructure
expenditure to more than 5% of GDP, to speed up the decision making process, to secure. these resources by reforming the
tax system, combining infrastructure development through proactive use of ODA and operation and maintenance by Public-
Private Partnership (PPP). Among the infrastructure related fields, the development of transportation infrastructure in the
it
metropolitan area is one of the most important issues of the current administration, and is also one of the main axes of JICA’s
cooperation. Meanwhile, there is also a situation where the structure in the government agencies changes sharply due to the
change of administration every six years, and the implementation capacity needs to be enhanced in terms of both planning and
implementation. For this reason,it is highly valuable to support capacity improvement for human resources who are expected
to engage in related work in the long term in the government in the future.
