Traffic balance techniques For UMTS

1-Background:
Balancing is defined as a strategy, which continually attempts to equalise workload across
distributed system

Network planners always tries to have the network balanced, but when come to cell level
optimization they end up with load or traffic sharing.

To conduct traffic balancing on the cell level the techniques below can be used in cases of
traffic balance between 3G layers or inter- rat balance between 3G and 2G.

2-Practical Techniques

Technique 1 - Traffic Balance between 3G Layers


 In this case we optimize the reselection parameters and neighboring relation parameters to
shift traffic high load cell to its co site but different carrier low load cell

 Note (The load in the same sector can be adjusted. M2000 1 min monitoring can be used
to analyse the load balancing has been triggered).
Technique 2 - Reduce Pilot power to 5% of the maximum power
 In this case we change the Downlink (DL) power in order to shrink the cell coverage and shift
the traffic to neighboring cells.
 Trigger when cells have been detected as bad access performance due to resource limitation
 When reducing the CPICH all the cells (layers) in the sector have to be on same level

Technique 3 - Traffic Shifting From 3G-2G
 In this technique we change the cell reselection parameters from 3G side and also change
the parameters of selecting 3G from 2G side in order to put more traffic on 2G part.

Technique 4 – Push More traffic from 3G - 2G


 In this technique we follow same steps of technique 3 and add also change in neighbouring
relation between 3G and 2G to push more and more traffic on 2G part.

3-Conclusion
 Techniques below are very useful for cell level optimization and can be used in such cases
1- resource congestion
2- special events preparation
3- load balance
