1-Background:
Balancing is defined as a strategy, which continually attempts to equalise workload across
distributed system
Network planners always tries to have the network balanced, but when come to cell level
optimization they end up with load or traffic sharing.
To conduct traffic balancing on the cell level the techniques below can be used in cases of
traffic balance between 3G layers or inter- rat balance between 3G and 2G.

Technique 3 - Traffic Shifting From 3G-2G
In this technique we change the cell reselection parameters from 3G side and also change
the parameters of selecting 3G from 2G side in order to put more traffic on 2G part.

3-Conclusion
Techniques below are very useful for cell level optimization and can be used in such cases
1- resource congestion
2- special events preparation
3- load balance
