NOTICE INVITING EXPRESSION OF INTEREST

Expression of Interest is invited from Sanitary Appliances A) Ceramic Item

(580mm x 440mm Orissa Pan with P- Trap) , and B) PVC Items (PVC Pipes / SWR
Pipes & PVC Pipe fittings) Manufacturing Companies for empanelment with A.P.
State Housing Corporation Limited (APSHCL) for supply of Materials to any Mandal
Head Quarters in the state of Andhra Pradesh. Detailed application can be downloaded
from our web site www.apgovhousing.apcfss.in from Dt. 28.04.2020. The applications
shall reach this office before: 15.05.2020.

EOI DETAILS:

Government of Andhra Pradesh have decided to construct 25.00 lakh houses in the
State to Economically weaker sections and decided to construct 15.00 lakh houses
during this Financial Year 2020-2021. It is also decided to procure and supply
Building Materials including Sanitary Appliances A) Ceramic Item (580mm x
440mm Orissa Pan with P- Trap) , and B) PVC Items (PVC Pipes/ SWR Pipes & PVC
Pipe fittings) by the Government at affordable cost uniformly to all beneficiaries. As
part of that, it is now proposed to empanel the Manufacturing Companies for supply
of Sanitary Appliances A) Ceramic Item (580mm x 440mm Orissa Pan with P- Trap)
, and B) PVC Items (PVC Pipes/ SWR Pipes & PVC Pipe fittings) to A.P. State
Housing Corporation Ltd., to any Mandal Head Quarters in the state of Andhra
Pradesh.

1) Interested Sanitary Appliances (Ceramic) & PVC/SWR items/products

Manufacturing Companies shall submit their applications for empanelment

 with APSHCL in the enclosed proforma for supply of the following material
(as per the relevant IS Standard specification) to any Mandal Head Quarters in
the state of Andhra Pradesh as per enclosed District wise requirement.
Sanitary Appliances A) Ceramic Item (580mm x 440mm Orissa Pan with P-
Trap), and B) PVC Items (PVC Pipes/ SWR Pipes & PVC Pipe fittings)
2) After submitting the applications by interested Sanitary Appliances
(Ceramic) & PVC/SWR items/products Manufacturing Companies, the
APSHCL will examine the applications, information and documents furnished
by the Companies and once the COVID-19 situation comes under control,
APSHCL will ensure the eligibility criteria of the said manufacturing
companies and Empanelment will be made.

3) A separate Material Procurement Module/Portal will be developed by the AP

State Housing Corporation Ltd., with the help of its service provider APCFSS
and integrated with APSHCL website “apgovhousing.apcfss.in” for
procurement of all materials including Sanitary Appliances (Ceramic) &
PVC/SWR items/products Manufacturing Companies on the lines of portal
developed by Industries Department for Supply of Cement to all Government
works at reduced rates.
4) All Sanitary Appliances (Ceramic) & PVC/SWR items/products
Manufacturing Companies interested and agree to supply Sanitary
Appliances A) Ceramic Item (580mm x 440mm Orissa Pan with P- Trap) ,
and B) PVC Items (PVC Pipes/ SWR Pipes & PVC Pipe fittings) will be
registered in the APSHCL portal.

5) After empanelment of the Sanitary Appliances & PVC/SWR

items/products Manufacturing Companies by the Head Office of APSHCL,
rates will be finalized by the Government based on Quotes received from the
Empaneled Sanitary fittings / Components Manufacturing Companies. The
rate shall be quoted inclusive of cost of Sanitary Appliances A) Ceramic Item
(580mm x 440mm Orissa Pan with P- Trap) , and B) PVC Items (PVC Pipes/
SWR Pipes & PVC Pipe fittings), Transportation, Loading, Unloading and all
Taxes etc.
6) Purchase orders will be placed through District units of APSHCL by the
District Collectors/Executive Directors of APSHCL.

7) District units of APSHCL will place purchase orders on the respective

Manufacturing Companies giving quantity & destination wise details and
other terms and conditions.

8) The Sanitary Appliances A) Ceramic Item (580mm x 440mm Orissa Pan
with P- Trap), and B) PVC Items (PVC Pipes/ SWR Pipes & PVC Pipe

 fittings) has to be supplied by the Company as per the purchase orders to the
godown points of APSHCL the cost of above material/products including all
taxes and statutory levies, transportation, loading, unloading and stacking at
the godown points. The godown point may be at Mandal Head Quarter/
Project site as the case may be.

9) The quality of above material/products supplied shall confirm to IS standards

specifications with latest amendments.
a. Ceramic item Orissa Pan White glazed W.C should confirm to the
specifications, performance requirements and standards as per IS
2556:1981 Part-1.
b. SWR/PVC pipes and PVC pipe fittings shall satisfy the requirements as
per IS 13592:1992 and confirm Dimensions, Physical test requirements
and Mechanical properties as per IS 13592:1992.
10) The Sanitary Appliances (Ceramic) & PVC/SWR items/products
Manufacturing Company shall emboss Company emblem with ISI mark on all
items namely viz., PVC pipes, WC, Taps etc,. The test certificate shall also
bear the standard mark.
11) The Sanitary Appliances (Ceramic) & PVC/SWR items/products
Manufacturing Company shall furnish the test certificates for every
consignment/purchase order, for tests on Sanitary Appliances A) Ceramic
Item (580mm x 440mm Orissa Pan with P- Trap) , and B) PVC Items (PVC
Pipes/ SWR Pipes & PVC Pipe fittings) in accordance with Indian standards
specifications.
12) The quantity of material/product supplied shall be verified by the APSHCL
staff. The item of quantity recorded at mandal godown is final for the purpose
of payment.
13) Payment to the materials/products supplied by the manufacturers will be made
by the District units of APSHCL after confirmation of the quality by EE
(Housing) concerned of APSHCL. The Sanitary Appliances (Ceramic) &
PVC/SWR items/products manufacturing companies shall bear at its own
cost to get necessary tests carried out, on material/work from approved
laboratories as per the directions of EE(V&QC) ( If required).

14) No advance payment will be made to the Sanitary Appliances (Ceramic) &
PVC/SWR items/products Manufacturing Companies.

15) Applications shall be addressed to the Managing Director, A.P. STATE

HOUSING CORPORATION LTD., S.P River View Apartments, Tadepalli,
Amaravathi-522501, along with details shall reach this office in sealed cover
separately in the above address on or before 3.00 pm of 15.05.2020. On the
top of the cover it shall be mentioned clearly as “Expression of Interest for
empanelment with A.P. State Housing Corporation Limited (APSHCL) for
supply of Sanitary Appliances A) Ceramic Item (580mm x 440mm Orissa
Pan with P- Trap) , and B) PVC Items (PVC Pipes/ SWR Pipes & PVC Pipe
fittings) separately.

16) The APSHCL Reserves right to delete/add any Sanitary Appliances

(Ceramic) & PVC/SWR items/products Manufacturing Company from/to
Empanelment if found ineligible/ eligible at later date.
