ABSTRACT
Cooperation Department – Cooperative Credit Societies – Extension of the term of
the existing Persons-In-Charge of PACSs and DCCBs in the State for a further
period under Section 32(7)(a)(i) of the APCS Act, 1964 – Orders – Issued.

Read the following:
In the reference 1st read above, after examined the circumstances prevailing
in Cooperative Credit Societies, the Government in the interest of Cooperative
movement as well as public interest, issued orders u/S 123 of the APCS Act, 1964
by exempting all the Cooperative Credit Societies in the State from the provision of
Section 115-D (16)(a) of APCS Act, 1964. The Government also vide references
2nd,3rd and 8th read above, directed the Commissioner for Cooperation and
Registrar of Cooperative Societies to take necessary action as per the powers
vested with the Registrar of Cooperative Societies for appointment of Persons in-
charge under Section 32 (7)(a)(i) of the APCS Act, 1964 from amongst the eligible
members of respective Primary Agricultural Coop. Credit Societies (PACS) and the
District Coop. Central Banks (DCCB) as directed therein for a period of Six (6)
months immediately after the expiry of their respective term or till the elections
are conducted whichever is earlier. It was reported through the references 4th, 7th
and 9th read above that in accordance with the above orders, and in the
circumstances referred therein, the Person(s)-In-Charge (PIC) were appointed to
the PACS and DCCBs.
2. The Commissioner for Cooperation & Registrar of Cooperative Societies,
Andhra Pradesh, Guntur further reported in the reference 10th read above that the
term of the Persons-in-charge of the majority of PACS expires on 30.01.2020
/03.02.2020 and in few others further on subsequent dates. Similarly, the term of
all DCCBs expires on 04.02.2020 except Chittoor, whereas it is 17.02.2020 for
Chittoor DCCB.
3. The Commissioner for Cooperation & Registrar of Cooperative Societies,
Andhra Pradesh, Guntur also reported that in the process of revival and
revitalization of Coop. Credit Societies, the Government permitted vide reference
6th read above to engage the NABARD Consultancy Services (NABCONS), a
consultancy firm for the purpose, that it was engaged by the Department to study
the Cooperative Sector and make their recommendations to revive and revitalize
the cooperative sector especially the Cooperative Credit Structure with a condition
to study and report in two and half months and implement the same in a further
period of three months for which the study is already undertaken by the NABCONS
and is in midway. Further, steps are being taken to rectify/correct the
discrepancies/deficiencies noticed in the functioning of the Coop. Credit Societies.
