(B). Collection of High Resolution Aerial Imagery of minimum 2 cm GSD using
survey grade UAS/Drone having on board dual GNSS system and calibrated camera
of 20 MP. UAV Aerial Photo Acquisition shall be done to cover the Right Of Way
(transportation). Suitable Overlapping : minimum 70% forward and 50% side overlap shall
be maintain. Ensure image Quality : Clear/ sharp imagery with good light condition.
Images must have XYZ co- ordinates and rotational information, sensor size,
focal length as meta data. This information must also be made available in a text file /
suitable format.
(C). Aero triangulation using the professional photogrammetry Software
which supports stereo Capability to measure control points with highest
precision and rigorous bundle block adjustment for reliable mathematical
calculation and final results. This operation includes measuring and transferring all tie
check and control points appearing on the photographs manually; and performing
a least squares block.
(D). 3D Topo - Plan data Capture - All topographical information including
natural & manmade features to be captured covering all features but not limited to
buildings, tracks, platforms, yard boundary, electrical mast, signals, FOBs, LC,
RUB, ROB etc. The data compilation is to be done in stereo environment for
precise position measurement of the topographical features, as the feature is
better and clear in stereo compilation approach which ensures engineering grade
accuracy. The output shall be delivered in DWG format.
(E). Digital Terrain Model - Each Stereo Model is setup in the photogrammetry software.
The manual inspection and eding of the elevation points in stereo
photogrammetry software to eliminate points captured over trees, buildings etc.
ensuring that the DTM are totally at ground level. Various ground features will be also
captured wherever elevation change present on the ground to prepare the accurate
DTM. The 3D breakline will be capture on the Transportation features,
Hydrography/ Hydrological features, ground level Structures, vertical drops etc for
the creation of accurate DTM. The output shall be delivered in DWG format
(F). Digital Elevation Model(DEM) at 1 meter & 5 meter grid interval to be delivered in
ASCII & DWG format and contours at 50 CM interval for the corridor.
(G). 2 CM resolution Orthophoto in tiff/ECW format (CAD Compatiable) (clear details with
no smear/warp) with Horizontal accuracy of 5CM RMSE). Seam line editing & Photoshop

correction should be used to ensure clear details while keep high geometrical accuracies.

Reality 3D models using Drones:


(A). Collection of High Resolution Nadir and Oblique ( Forward, Backward, Left side
view) Aerial Imaginary of of minimum 2CM GSD using survey grade UAS/ Drone having
on board dual GNSS system and calibrated camera of 20 MP. Suitable Overlapping:
minimum: minimum 70% forward and 70% side overlap shall be maintain. Ensure image
Quality: Clear / sharp imagery with good light condition. Images must have XYZ co-
ordinates and rotational information, sensor size, focal length as meta data.
(B). Development of precise high resolution 3D reality model using
photogrammetry technology of the whole alignment. The 3D model to delivered
in Obj/fbx Format
(C). Creating the Scaled 3D Model of the proposed alignment in 3D modeling/
CAD software based on the final selected allignment & integrated the proposed model
with 3D reality Model to visulize the scenario and simulation

All work related to control point, TBMs, Addl TBMs, collecting other levels, producing
alignment & integrated the proposed model with 3D reality Model to visualize the scenario
and simulation.
2 NS Preparation of land acquisition schedules including verification of land plots on including verification of
land plots on village by village basis, identification of Govt. land and plots within the right of way, DGPS
survey of all khasra plots, boundary, follow up with revenue officials for preparing the information by
signed formats (JMS & 20E), followed by further detailing of properties, list of families affected against
each plot in each village and repetition of work as per requirement (for the same alignment) including all
labour materials pepers, sheets, cloth papers and machinery and all taxes etc. complete. Nothing era will

NOTES:
1. SCOPE:
1.1.It is proposed to acquire private/Governmentt/Forest land for construction of ROB and
RUB in lieu of elimination of LC No:398. This work is involved for preparation of list of
Khasras, area of each khasrs, the owners of land/plot holders, verification land plots on village
basis DGPS survey of all forest plot boundaries if any, follow up with revenue officials for
preparing the information in signed formats (Form-10), followed by further detailing of
properties list of PAPs against each plot in each village and reputation of work as per
requirement for the same. Alignment.
1.2. It involves joint measurement survey of Khasra’s with revenue officials and signing of
revenue authorities on joint measurement sheet.
1.3. Preparation of Khasra’s maps on cloth papers village village wise as per required format.
1.4. Preparation of proposal for 20A notification including materials.
1.5. Preparation of proposal for 20E notification including all materials
1.6. Arrangements of valuation of properties (any type of building/structures) laying under

1.7. Collection of rates/documents of similar land for calculation of cost for the purpose of

2. OUTPUT:
2.1. The proposal should be as per desired format of competent authority of land acquisition.
2.2. The number of copies of proposal may be three or as per requirement of competent
authority.
2.3. The proposal should be village wise in proper file.
2.4. The proposal should be village wise in proper file.
2.5. The soft copy of all the proposal should be submitted. The CD’s should be properly labelled
with name of section, date, etc, in proper CD cover.

3. FACILITIES:
3.1. The transportation for filed shall be made by the tenderer only. Railway will not provide any
transportation facility for the agency.
3.2. Any boarding/lodging expenditure shall be made by the agency himself. No extra will be
paid for this account

to certify that “ This design is in accordance with the approved Railway GAD, all railway’s codes, IRC
codes as well as other relevant codes in practice. Also this design is safe for the intended use and all
design details have been incorporated in the detailed execution drawings.” (iv) The proof checker is to
certify that “It is proof checked that in design and drawings all latest guidelines of MOST/IRS/IRC/BIS
have been followed and this design of ROB is safe for carrying loads as specified in IRC-6 with latest
amendments/corrections.”

NOTES:

(i) All components of ROB are to be designed to load combination of one lane of IRC class 70R
or two lanes of IRC Class ‘A’ whichever give worst affect, confirming to IRC -6;2000.
(ii) All the members shall be designed to sustain safely most critical combination of various
loads, forces and stresses that can co-exist and all calculations shall tabulate distinctly the
various loads, forced and stresses that can co-exist and all calculations shall tabulate

(iii) Loads and forces and permissible increase in stress etc., are to be followed as per IRC Code-
6-2000 with upto date correction slip.
(iv) Crash barriers of “P3” category (IRC-6-2000) i.e., “Over busy railway lines” along with the
minimum design resistance shown in Table-3 of IRC-6-2000 shall be followed for this bridge.
Reinforcement details are to be designed for the above. In addition to foot way loading of
500 Kg/Sqm, an additional concentrated load at the cantilever end of footpath equivalent to
680 per meter shall be catered in the design for taking care of any additional load that may
come in future at this portion for carrying services, like pipe lines etc.
(v) Desirable diameter of Pile is 1000mm. Piles shall be designed as bored cast in situ as per IS:
2911-1979, Part-I/Section-2 or IRC-78, 2000. Provisions of IRC codes shall have precedence
over provisions of IS codes.
(vi) Moving dimension as mentioned in GAD shall not be altered.
(vii) Heights and clearances shall be adhered to, as mentioned in GAD.
(viii) Suggested Grade of Concrete shall be as follows:-
(ix) Pile foundation or open foundation in RCC M35 or richer.
(x) Pile cap, RCC column, pier, pier cap, bed block, footpath, footpathslab, parapet & other
substructure etc., in RCC M35 or richer.
(xi) PSC Girders & Deck slabs etc., in RCC M40 or richer.
(xii) Wearing course in M30 or richer
(xiii) The rates include sll additions, alterations & revisions in the drawing submitted by the
Contractor till finally approved by the Railways, No extra rate is payable on this account.
(xiv) Design must take of site conditions, ease in casting and launching w.r.t. locally available
means.
(xv) Design & drawings shall be submitted within 60 days of issue of acceptance letter, duly proof
checked for further approval of Railway.
(xvi) In case, computer programs are used for analysis and design of the bridge structure, the
same shall be used so as to give a format of output as would be for manual calculations.
Copy of the computer program shall be supplied. Design calculations shall, in such a case
shall be validated by simple valuable calculations to the satisfaction of the DY. Chief
Engineer/Con/Bilaspur. Otherwise, the entire calculations shall have to be carried out by

detailed manual calculations. The relevant design software used for this work should also be
submitted to the railways along with the drawings and designs.
(xvii) The tenderer shall specially note that while every effort shall be made to approve the design
and drawings expeditiously, no claim shall be entertained on account of delay in approval of
design and drawings for whatsoever reasons.
(xviii) After the designs and drawings have been approved , the Contractor is required to submit 3
copies of approved design. The original being computer typed on bond paper, the report
being bound suitably and super scribed “Detail design calculations for construction of ROB at
Tilda Station near LC No:398. The format being as decided and approved by Engineer-in-
charge. The final design report shall be comprehensive text giving all the detailed design
calculations, brief theory for the basis of design etc, as directed by Engineer-in-charge. The
tenderer shall also submit 6(six) copies of approved detail drawings including one on
reproducible (tracing) media to the full drawing sheet size as well as 4 sets of drawings
reduced to A4 size using the standard reduction procedures. Tenderer/contractor should
also submit the approved design calculations and drawings in compact disc. (CD).
(xix) The cost of the above items are deemed to have been included in the rates quoted for
schedule by the contractors/tenderers and nothing extra is payable , including revision of
design and drawings , if so required by the railway before giving approval.
(xx) The successful tenderer is also required to elaborate the details of scheme of execution. He
shall be required to give along with detail designs at each stage , the calculations for stresses
and displacements at various construction stages. These shall be got approved from proof
consultant and shall form part of the reports as above. Nothing extra is payable for the
above and cost of the same shall be deemed to have been included in the rates quoted by
the tenderer.
(xxi) Detailed designs calculations shall cover for pile/open foundations, pile cap, pedestals, piers,
collars, bed blocks, bearing pedestals, elastomeric bearings, composite steel girders, cross
girders, Deck slabs, footpaths, crash barrier, dirt wall, fly wing, Gap slabs, pile load tests,
load test on superstructure, temporary staging for track spans and other spans, approach
slab, etc.,
(xxii) The launching scheme and the temporary arrangement/staging shall be designed, keeping in
view the site conditions particularly the road & train traffic, yard layout, its feasibility etc.,
and shall be as agreed and permitted/approved by the Railway.
List of Drawings shall cover tentatively:
1.General Arrangement Drawing for the entire bridge as oer site conditions.
2.General Arrangement and detail of foundations.
3.General Arrangement of piers, abutments, bed blocks, pedestals, collars, bearing
pedestals, dirt wall, fly wing, approach slab.
4. General arrangement of superstructure showing the details of composite steel girders,
PSC Girders, Deck slabs, Cross Girders, Walls, Diaphragms, Gap slab, footpaths, Kerbs, Crash
Barrier, Lamp posts, etc.,
5. General arrangement and detailed drawing for elastomeric bearings and strip seal
expansion joints, Drainage spouts, PO/PTEF bearings etc.,
6.Detailed drawings covering the above including reinforcement details etc.,
7.Detailed Camber diagram of steel girder.
8.Detailed drawings showing the position of gauges etc for non destructive load test on
superstructure
9. Detailed drawing of RE Wall with proposed Facia as approved by the Railway’s Engineer in
approaches and all the other drawings required for4 the execution of RE Wall.

10. Detailed drawing of RUB including structural drawings , retaining wall, jacking
arrangement, etc., required for completion of RUB.
11. Temporary staging and launching scheme drawing for track spans and other spans.
12. Above list of drawings is only indicative and not exhaustive. Contractor has to submit all
the drawings for completion of the ROB and RUB.

(xxiii). Design shall be carried out in terms of specifications , codes of latest editions of IRC
(Indian Roads Congress) and ISI (Indian Standard Organisation) now BIS. The specifications
mentioned herein in the special condition shall be prime governing. Where there is no
provision of specification in IRC and IS specifications, IRS ( Indian railway Standards)
specifications shall be followed. Apart from the basic data, specifications, etc., all designs shall
be governed by the following codes as revised/corrected/amended up to date. Decision of
Chief Engineer/Con/SEC Railway/Bilaspur shall be final in this regard.

before starting dismantling operations to decide the material to be taken out and return to railway
store at contractor’s own cost . Contractors shall be responsible for careful taking out the same
and returning in good condition. Any damage, loss shall be charged as per rate fixed by
railway’s . In case of any dispute about the useful materials, Engineer’s decision shall be final
and binding.

weigh batching plant. Rate is inclusive of mechanical compaction of concrete, curing of concrete,

straightening, hooking bending, binding and placing reinforcement in position as per approved plan
including the cost of GI binding wire, and including the cost of dewatering/bailing out of water, lowering
underground water table whenever required at site (for which no extra payment will be made). The rate

also includes provision of pin pockets in thrust bed including provision of 5mm thick steel lining in
jacking pin pockets as per approved plan. The rate includes shoring for railway bank protection
arrangement, temporary arrangement with sheet piling including cost of dewatering/bailing out of water
lowering underground water table whenever required at site due to rains or sub soil water or any other
reasons for safety of embankment/track during execution, boulder filling/pitching and sand filling etc., if
required as per approved plan as a complete job. This will also include the cost of fixing of Rail/channel
and provision of 50mm thick screed as and when required before casting of box segment and providing
two layer of polythene sheet as per approved plan including pushing/insertion of RCC boxes below
railways track under running traffic conditions by mechanical jack pushingtechnique making use of drag
sheets/ alternate arrangement, cutting edge, etc., as per approved drawing including all types of enabling
works, disposal of surplus earth outside railway land, alignment of boxes, plugging of gaps between
boxes, as per scheme approved by Railway and as directed by the site Engineer. This includes the cost of
all types of jacks and labour, material and supervision, etc.,. including all lead lift, ascends, descends,
loading, handling, rehandling, crossing of stream, nallah, railway track level crossing etc, or any other
obstruction, cost of all safety works and safety precautions all labour and materials as a complete job.

5.) The no. of segments of boxes to be pushed shall be as per design submitted by contractor and approved

shall be allowed if sufficient numbers of segments are ready to cross tha existing track.
6.) All the existing under ground and over head services such as pipe lines, cable lines, telephone lines etc.
which may interfere shall be relocated or removed at suitable place during the progress of work as
directed by engineer incharge. And necessary payment shall be made to the contractor for this.
7.) Size of the box for making the payment will be measured as clear vertical and horizontal internal
dimension of the box. Haunch dimension will not be taken into consideration.
8.) Size of the box (internal and external dimensions) may vary as per site requirements.

i) Contractor should procure cement from IS approved Firms or from their authorized distributors
only. Proof of procurement i.e. vouchers etc. will be submitted by the contractor. Details to be
mentioned in cement consumption register.

ii) Empty cement bag to be taken back by the contractor(s) and railway shall deduct an amount of Rs.
1.65 (Rupees one and paise sixty five) per bag from contractor’s bill towards cost of empty
cement bag.

iii) Payment towards cement will be made on the basis of actual consumption in the field or
theoretical consumption according to design mix and for nominal mix it should be the actual
consumption or according to S.E.C. Railway GCC-2001 (Volume – 2)/USSOR 2010 whichever is
less and no wastage on any of the materials supplied and used in the work by the contractor
including cement is payable by the Railway. The contractor shall make his own arrangements for
storing cement as per norms.

iv) The way bills and manufacture’s test certificate containing the batch, date of manufacturing etc.

v) Test Certificate for Cement used should be produced which should conform to IS:8112 for OPC
and or as the case may be within one month from the week of manufacture.

NOTE
i These steel shall be procured only from those firms, which are Established, reliable, Indigenous & Primary
Producers of Steel, having Integrated Steel Plants (ISP), using iron ore as the basic raw material and giving in-
house iron rolling facilities, followed by production of liquid steel and crude steel, as per Ministry of steel’s
guidelines. The list of ISP’s approved by Railway’s is enclosed in conditions of NIT document.
ii. The contractor shall disclose the source from where supplies of Steel is received by him and maintain a detailed
record of receipt of steel from different sources and shall submit to railway representative at site. The bill shall
contain registered number of lorry/truck /trailer , quantity of steel it carried, etc. and maintain a store balance in a
register as directed by the Engineer-in-charge and produce the same to the Engineer as and when demanded. A
copy of purchase document shall have to be submitted along the bill for claiming payment against these items.
Railway reserves the right to inspect the contractor’s store as when desired.
iii. Payment towards Steel will be made on the basis of actual consumption and no wastage on any of the materials
supplied and used in the work by the contractor including steel is payable by the Railway. The contractor shall
make his own arrangement for storing Steel.
iv. In case of any doubts regarding quality of Steel, the Railway may order it to be tested and acceptance of the
supplied steel shall be subject to such test results and cost of testing will have to be borne by the contractor.
v. The quantity will be calculated using standard weight per running metre and minimum required over laps will be
provided as per IS 456 (Latest revision). The quantity of chairs and overlaps shall be payable as per drawing
showing layout of chair locations duly approved in advance by the Engineer-in-charge.
vi. Manufacturer’s Test certificate for steel used should be produced and the same should conform to IS-1786/2008.
Railway may order testing of supplied steel periodically and cost of testing will have to be borne by the
Contractor.
vii. All reinforcement used should be free from loose Mill scale, loose rust, paints and oil coating etc.

(ADDITIONAL SPECIAL CONDITIONS OF CONTRACT PART – II)


1 All the works are required to be completed within 24 (Twenty four) months including monsoon period
from the date of issue of acceptance letter.
2 Wherever the terms S.E.C. Railway Unified Standard Schedule of Rates (Works & Material) corrected up
to date appear, it shall be deemed and taken to mean S.E.C.Railway Schedule of labour and materials rates
(USSOR 2010 and SOR 2006) and General Conditions of Contract and Standard specification (2000)
Volume – 2 of S.E.C.Rly. corrected up to date.
3 Any items under above mentioned (USSOR 2010 and SOR 2006-Z section) required for above work will
be operated at the discretion of concerned Dy.Chief Engineer-I (Con). In case of any typographical mistake
in Unit/Basis rates in the Schedule, the rates and units mentioned in the USSOR 2010 and SOR 2006-Z
section of S.E.C. Railway will be considered as correct.
4 Any item of any section of USSOR-2010 can be executed as per site condition and the contractor has to
execute it at the same rate as applicable for that particular section in which that exists. The contractor will
not have any claim over it.
5 Conservancy cess is recoverable for this work as per rules extent.
6 The quoted rates should also be inclusive of the GST and other taxes levied by State/Central Govt. payable
from time to time.
7 Price variation is applicable under this contract.
8 The contractor should make his own arrangement at his cost to employ qualified Engineers who will be
always present at site during the progress of work with Total station, leveling instruments, steel tapes,
leveling staff and other survey equipment and labour etc. as required to control day to day work and also to
make measurements of work done to assess the quantity for payment. The contractor is required to set out
all works.
9 The rates include all loading, unloading, lift, carrying, spreading, dressing and crossing of Railway lines,
nullahs roads or any other such contingencies and nothing extra is payable on any account.
10 Contractors should get approval to the materials from the Engineer-in-Charge before use.
11 Any defective work (not conforming to standard IRS/ISI specification) should be replaced by the
Contractor at his own cost.

12 All works shall be executed according to the standard specification for Civil Engineering works and as per
standard practice on the South East Central Railway.
13 All mass concrete and reinforced concrete works shall conform to IRS Code of practice/ISI specifications
and shall be machine mixed and mechanically vibrated.
14 Expansion joints/clean joints shall be made as directed to the required specification with contractors
materials including cement.
15 The contractor is entirely responsible to arrange for all necessary machinery, tools and plant and their
spare parts required for the efficient and methodical execution of the work. Delay in procurement of such
items due to their non-availability on account of import difficulties or any other cause whatsoever will not
be taken as an excuse for slow or non-performance of the work.
16 Four skilled labour for assisting in various works related with instant tender such as taking levels,
measurements and supervision of works etc. as the requirement may be and decided by engineer. These
Four labourers shall be provided by contractor but shall be deployed and controlled by the Assistant
Executive engineer/ Executive engineer as per requirement. These skilled labourers shall report to the
representative of Railway’s Engineer and shall not be changed as they are to be trained and made
familiar with Railway’s requirement. In case the contractor fails to provide above said labourers, a
recovery @ notified by Government (labour rate) shall be done. In this regard decision of Assistant
Executive engineer/ Executive engineer shall be final and binding.
17 One vehicle such as Tata Sumo/Mahindra Bolero/TUV or similar make (Diesel driven) to be provided
during the complete contract period from nearest station or office of Dy.CE-I(Con)/Raipur for supervision
of work for Rly’s Engineer/Supervisors for which no separate payment will be made to the contractors. For
ensuring the supply of vehicles log book to be maintained by contractor and to be verified by Rly’s
representative on daily basis .In case the contractor fails to provide vehicles a recovery @ ` 2000/- per day
shall be made. In this regard decision of Engineer-in-charge shall be final and binding.

18 In terms of provision of new Clause 26 A.1 to the general conditions of contract (GCC) for the instant
work contractor shall also employ following Qualified Engineer during execution of the allotted work.
(a) One Qualified Graduate Engineer (having minimum 5 years experience) and
(b Two Qualified Diploma Holder Engineers (Minimum 3 years experience)
)
Further in case the contractor fails to employ the qualified engineers, as aforesaid in above para the in
terms of provision of clause 26 A.2 to the general conditions of contract . shall be liable to pay an amount
of ₹40,000/- (Rupees forty thousand only) per graduate Engineer and ₹ 25,000/- (Rupees twenty five
thousand only) per diploma holder engineer for each month or part thereof for the default period for the
provision, as contained in para (a) and (b) above respectively. An attendance register for these Engineers
along with the field registers will be maintained for this purpose.
19 Contractor has to provide communication facilities i.e Telephone, Data Card/Internet connection with PC’s
at site office. One computer set reputed company (PC, UPS , Printer) and one total station theodolite
instrument for site work and after execution of work computer set handed over to Railway.
20 The contractor shall provide all appliance, efficient and sufficient staff and labour for setting out and shall
set out the works and every part thereof and shall be responsible for the accuracy of the lines, levels and
dimensions of the works in accordance with drawings, directions or instructions supplied at any time to
him and every facility shall be given to the Engineer-in-Charge and all persons duly deputed or authorized
by him in writing for checking the same.
21 Contractor should make arrangement for lighting at the worksite during night hours. For ensuring safety at
worksite, also arrange to provide safety belt, helmets & all industrial safety measure at no extra cost.
Contractor should ensure the safety of the road user and their workers. He should make proper safety
arrangement as directed by Engineer-in Charge for that no extra payment will be given to contractor.
22 Contractor will set up a site office with fans and lights for Railway Personnel of size 12’ x 10’, in which he
will arrange a table of size 4’ x 2’-6’, a revolving chair, 3 visitors chairs and One 6’Almirah, one laptop
with I-7 processor,8 GB RAM, 2GB graphic Card, 1 TB hard disc, software related to earth work
calculation and preparation of cross section & L section with colour laser printer suitable for printing on
A-3 & A-4 paper & One complete set of Total station Theodolite. Same will be hand over to Railway after
completion of the work.
23 Maintenance period for all works in this agreement will be 6 (Six) months from the date of completion of
work
24 On completion of the work, a completion drawing is to be prepared for the works done in red and
existing in green, signed by the contractor and railway supervisors involved in the work duly
signed by the AXEN/XEN looking after the work, as per the direction of engineer in charge.

25. Execution scheme in phased manner to be submitted and approved by Railway before
commencement of work.
