zOth February, 2019 vide which the recommendations of the Oversight
Committee atong instructions and the new

Recruitment Rutes (2019) for Non-Teaching Staff of the National lnstitute of
Technotogy (NlTs) have been communicated for implementation after
adoption by the Board of Governors of att the NlTs.

2. Subsequent to issue of new Non-Teaching RRs (2019), signed set of


Annexure referred in letter of even number dated 20th February, 2019 is
attached with this communication for ready reference. ln addition to above,
it has been decided to reiterate point (i) in para 3 of letter No.F.33-212012-
TS.lll dated 20th December, 2017, which reads as under:-

"For the promotion of Non-Teaching emptoyees who were recruited before


the implementation of above mentioned RRs issued on 5th February,2014
and 20th December , 2017, respectivety, witt continue to be governed by the
same educationa[ quatifications, which were prevatent before the
respective RRs. However, such emptoyees witl have to undergo requisite
skitt test / trade test for future promotion(s) and upgradation.

Those who have been recruited as per the RRs issued on 5th February,2014
and 20th December , 2017, respectivety, witt continue to be governed by the
same. "

4. Att the lnstitutes are advised to adopt the new Recruitment Rutes
(2019) of Non-Teaching Staff as referred in attached Annexure and strictty
adhere to RRs (2019) and guidetines / instructions in tandem with the
communication dated 20th Febru ary, 2019.

Regruitment Rules for the Non - Teachins posts in


National lnstitutes of Technolosy (NlTs)

1 Short title and commencement: These rutes may be catted the NlTs Non-
Teaching Recruitment Rutes, 2019. These shatl come into force from the date
of their acceptance / adoption by the Board of Governors of the concerned
lnstitute.

2. Definitions : ln these rutes, untess the context otherwise requires;

1) "Act" means National lnstitutes of Technotogy, Science Education and


Research (NITSER) Act, 2007.
2) "Statutes" means the First Statutes of the NlTs and the Statutes
subsequentty framed by the respective NIT or framed by the Ministry of
Human Resource Devetopment.
3) "Seryice Rutes" means Service Rutes of the respective NlT.

3. Method of Recruitment and other matters: The method of recruitment and


other matters retating to the post of non-teaching shatt be specified in the
Annexure attached to these rules.

4. Disqualification: No person,

(i) Who had entered into or contracted a marriage with a person having a

spouse [iving; or
(ii) Who having a spouse living, has entered into or contracted a marriage
with any person.

provided that the Board of Governors may, if satisfied that such marriage is
permissibte under the persona[ [aw appticabte to such a person and the other
party to the marriage and that there were other grounds for so doing, exempt
any person from the operation of this rute.

5 Savinq: Nothing in these rutes shatl affect reservations, retaxations of the age
timit and other concessions required to be provided for the candidates
belonging to the Scheduted Castes, Scheduted Tribes, Other Backward Ctasses,
Ex-servicemen and other special categories of persons in accordance with the
orders issued by the Centra[ Government from time to time in this regard.
These rutes shatt atso not affect the recruitments already made; but any
appointment or promotion proposed to be made or made subsequent to the
notification of these Recruitment Rutes witt be governed by these Recruitment
Rules.

6 Other conditions of service: The other conditions of service of the non-


teaching officiat for which no specific provisions have been made in these rutes
shatl be regulated in accordance with such rutes as are, from time to time,
appticabte as per the First Statutes of the NlTs and the subsequent
amendments. For matters not covered by the Statutes, the corresponding
Central Government Rutes shatt be appticabte.

7. Oualifi and other reoui rements of Selection : Quatifications and other


requirements of recruitment various non-teaching posts are given in detait in
the Annexure.

8 These rutes are bare minimum and the Board of Governors can however fix
higher benchmarks, higher than the prescribed, in consuttation with the
CounciI of NITSER.
