1- Project sanction
EBR IF funded Work sanctioned in 2015-16 at the anticipated cost of Rs. 1272.65
crores. Single Estimate controlled by CE CON NGP, Accounting Unit at NAGPUR.
Last Revised Estimate Sanctioned for Rs. 2686.63 Crores in Feb 2019. Another
Revision under process at NGP Unit

2. Section Land - All in RJN district, SDM DGG area, DFO Khairagarh. Land for
the detour alignment (only required in detour & ROB) between PJB-BTL is to be
acquired. The details are as under:

 Private Land – 23.864 hectare- 20A notification has been published on


18.04.2020. ( reqd only PJB BTL) . Tahsildar has written to RI for joint survey
in connection with 20 E.

 Govt Land – 9.475 hectare- Revised Proposal submitted to State Govt in


Feb 2020. Reminder given in June 2020, for straightaway allottment on date.
( reqd only for PJB BTL). Survey is in progress from State govt side.

 Forest Land diversion- 16.372 hectare- Proposal in hard copy submitted to


DFO/Khairagarh for scrutiny in Dec 2019. Registration and processing fee
for online application of Rs. 35000/- has been deposited on date 4 Feb 2020
DGPS survey of forest land portion has completed on 19 July 2020. Report
shall be submitted in 7 days and thereafter DGPS of compensatory
afforestation portion (already identified by RI & Ranger) will be taken up.
Approx 3 Km stretch is Forest Land. Expected Online Application in Sep
2020

 Tree Cutting – 1200 in Rly Land, and in other portions, counting in progress.
Approx 10000-12000 expected (census is combined with process of
Acquisition/diversion). For Rly portion, 1200 trees, Collector permission
expected in one month.

3. Detailed Estimate Estimate Controlling Authority is CE Con NGP. 1 st Revised


estimate at a cost of Rs 2686.63 Cr. has been sanctioned by Rly Board
Timeline of Sanctions and Approvals: DPR approved in Sep 2016 / 1 st Rev Est
Feb 2019 / 2nd Rev Est under prep by CE Con NGP

4. Drawings / Plan other -


o L- section approved

o ESP- PJB- Approved, BTL in NGP

o Major Bridge- Was Approved as Box Culvert ( shall undergo revision in view
of Rly Board Letter)

o Minor Bridge- 10 Nos out of 20 completed (upto Paniajob), GAD approved,


and work in progress. For balance 10 Nos in PJB-BTL section. GAD reply to
observations submitted in July 2020 under HQ/Con Design for approval

o ROB - On LC 479 – Collector permission for closing LC received. GAD


prepared and signed by State PWD and processed on E-DAS for approval
(initially sent on date 9 June ). Drg under consideration of Dy CEE Con NGP

5. Tenders
 Tenders for Earth Work, Bridges, Track & Ballast Supply and Building work
from DGG-PJB (7.9 Km) has been awarded along with RJN-DGG section and
work in progress (see table below)

 Tender between PJB-BTL (Ch: 40000 M to 47000-7.00 Km) is being planned


in two parts – Govt+Pvt+Rly stretch immediately (July 2020), Forest stretch
soon after Online Application (Sep 2020)

7. Pertinent Issues:

 Acquisition of Pvt and Govt Land 33 Approx hectare in between PJB-BTL in 4.5 Km
length out of 7 Km will depend on State Govt. Rajnandgaon District has been difficult,
as seen in RJN-DGG portion, where in Nagtarai and Accholi Village portion is still
litigated since physical possession has not been facilitated by District. Matter has to be
escalated at higher levels for timely intervention
 Tunnel of 200 m length – all in Forest portion (PJB – BTL). Planned as Cut – Cover

 Online Application of Forest Diversion approx. 16 Hectares also involves


Compensatory Afforestation portion, which has now been identified and DGPS survey
of same shall be done before online Application (Online Application Target Sep 2020)

 Early Approval of GAD of ROB at LC No. 479 is being chased up

 Planning of invitation of tenders – For the Govt and Pvt Land Portion between PJB –
BTL, Land is expected by Feb 2021, and therefore Tenders can be planned now, so that
work can commence in Railway and Acquired portion in next working season. Forest
Portion tenders can be taken up after Online Application is completed, i.e. Sep 2020
(includes the tunnel portion)

 Tree cutting permission for 13000 trees approx both in Railway area and to be
acquired– it is linked to forest land diversion – shall have to be chased up aggressively
