July 23, 2020, Special Board Meeting

Title
1. APPROVAL OF SCHOOL REOPENING PLAN INSTRUCTIONAL DELIVERY OPTIONS

Recommendation
That the Duval County School Board approve the instructional delivery models
included in the attached 2020-2021 School Reopening Plan.

That the Duval County School Board authorize the Superintendent or her designee to
make technical amendments to the 2020-2021 School Reopening Plan including those
requested by the FDOE and to report such amendments to the School Board.

Description
On July 6, 2020 the Commissioner of Education issued DOE Emergency Order 2020-EO-06
related to school reopening. The plan, in pertinent part, requires each district to submit a
written plan outlining certain key areas related to reopening school for the 2020-2021 school
year. The plan requirements include:

 School Schedules - Requirement for all schools to be open 5 days a week for face to
face instruction
 Student Services - Fully array of services including provisions for low-income,
homeless, foster care, ELLs and other vulnerable populations
 Progress Monitoring - Student progress monitored and reported to the Florida
Department of Education
 Specialized Services - IEPs and ELL plans to determine services to address skills that
regressed
 Charter Flexibility - Requirement for districts to extend flexibility to charter schools in
their reopening plans

Approval of this item by the Board will authorize the following instructional delivery models to
be included in the district's plan:

Face to Face - Elementary students will attend school at their assigned brick and mortar
school 5 days/week. Secondary students will transition to this model following the
expiration of the Face to Face Instruction Bridge model, anticipated on or about
September 14.

Face to Face Instruction (Bridge) - Secondary students will attend school at their
assigned brick and mortar school 3 or 4 days per week for middle school students and 2
days a week for high school students from the start of the school year through mid-
September or as otherwise provided. Some of our low-incidence secondary ESE
students will attend five days a week. All secondary students will transition to a 5
day/week face to face option on September 14, provided the local impact of COVID 19
allows the district to safely offer such option at that time.

Duval HomeRoom Distance Learning – This model provides an option for families not
ready to return to full-time live instruction. Students retain their enrollment in their
assigned school and continue their instruction via synchronous lessons set to the same
bell schedule as their assigned elementary or secondary schedule. Students will utilize
the same curriculum as their peers participating in face-to-face instruction in brick and
mortar classrooms, but take their classes via Microsoft Teams, a secure online
collaboration and conference tool. Elective course options will be limited. Students will
be able to interact with their teachers and other online classmates. Students opting for
this setting will have the option to return to their assigned school throughout the school
year.

Duval Virtual Instruction Academy (DVIA) – This model provides a full-time virtual
option for families who intend to remain on a virtual platform throughout the year.
Sessions are both synchronous and asynchronous, with face-to-face instruction
available through the “Live Campus.” This is primarily a self-paced option, with all the
student’s courses uploaded onto one platform. DVIA uses a different curriculum than our
traditional brick and mortar schools. As such, it is recommended that families selecting
this option make a year-long commitment to the school.

Under the plan submitted, all of the instructional options would begin for students on
Thursday, August 20, with 10-month instructional staff reporting for pre-planning on
Wednesday, August 12. There are two primary benefits for this delayed start:

1. It provides our Operations Department additional time to prepare workspaces with PPE
and added protective measures.
2. It allows instructional staff to have one additional day of planning prior to the start of
school.

Professional development for faculty and staff during preplanning will include instructional
methodology for Duval HomeRoom and COVID-19 safety protocols, in addition to
collaboration in their respective academic areas, particularly those impacted by the new state
BEST standards.

The calendar committee is reconvening to propose an updated school calendar to


compensate for the later start date.

Gap Analysis
FDOE order 2020-EO-06 requires local school districts to submit a written plan to the Florida
Department of Education by July 31, 2020. The district will submit the attached plan to
FLDOE upon review and consideration by the Board.Once approved by FDOE, the district will
implement the approved instructional delivery models for the 2020-2021 school year.

Previous Outcomes
None. This plan is provided in response to DOE order 2020-EO-06

Expected Outcomes
That the School Board will approve the instructional delivery options included in the plan.
Following Board action, the plan will be submitted to the Florida Department of Education for
review and approval.
