A council discussion about the city’s role in the regulation of cosmetic pesti-
cides resulted in the D E F E A T of a motion calling for future decision–making
based on the P RE C A U TIO NA RY P RI NC I P L E , and the will of the majority.
[ So much for this being an unbiased professional report ]

[ Enviro–Maniac ] Councillor A NTO I NE TTE H A L B E RS TA DT presented the motion,

and in the end was T H E O N L Y O N E W H O SU P P O R T E D I T .

The June 22 [ 2010 ] council debate, however, does not substantially change
the city’s course when it comes to plans to expand an existing cosmetic pesti-
cide ban on public parks and fields to include private properties.

The discussion arose in response to letters from the « Industry Task Force II on
2,4–D Research Data » , an organization supported by several pesticide manu-
facturers.

The letter picks out statements contained in city meeting minutes from J U NE of
2009 that link the pesticide 2,4–D to cancer, non–Hodgkin lymphoma, breast
cancer and childhood leukemia and R E F U T E S T H E M , claiming 2–4,D is safe and
MEETS CANADI AN HEALTH AND SAFET Y ST ANDARDS.
BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE ―

THE INDUSTRY TASK FORCE II ON 2,4–D RESEARCH DATA ―

The Industry Task Force II on 2,4–D Research Data was formed to work
closely with the United States Environmental Protection Agency ( EPA ) and
the Health Canada Pest Management Regulatory Agency ( PMRA ).

Its role is to fund new research and provide information to each agency as re-
quired by their respective pesticide re–registration and re–evaluation pro-
grams.

The 2,4–D Task Force is made up of those companies owning the technical
registrations on the active ingredient in 2,4–D herbicides. They are Dow
AgroSciences ( USA ), Nufarm, Ltd. ( Australia ) and Agro–Gor Corporation
( USA & Argentina ).

The Task Force does not conduct the research required by EPA and PMRA, it
simply funds the scientific research needed to meet all agency requirements
and keep 2,4–D registrations in the United States and Canada constantly up
to date. All research funded by the Task Force is conducted under stringent
Good Laboratory ( GLP ) Practice guidelines.

MYTH–BUSTING ―

√ FACT : 2,4–D is SCIENTIFICALLY SAFE !

Overall, when it is used properly, there are NO harmful irreversible effects to

health and the environment !

√ FACT : 2,4–D is probably THE MOST studied and best understood of ANY
chemical ― not just pesticide ― in existence.

√ FACT : Despite the opposite claims from Environmental–Terror–Orga-

nizations, NO regulatory body in the world classifies 2,4–D as a human car-
cinogen.

√ FACT : 2,4–D DOES NOT cause cancer, which was the conclusion of the
Health Canada’s respected Pest Management Regulatory Agency ( PMRA ) in
2005, indicating that ― « the toxicological database does not suggest a
carcinogenic risk » .
The PMRA has stated that ―

« No other international body considers 2,4–D to be a human carcinogen.

Based on all available and relevant data, Health Canada agrees with this posi-
tion. »

The U.S. Environmental Protection Agency ( EPA ) has stated that ―

« The Agency has determined that the existing data do not support a conclu-
sion that links human cancer to 2,4–D exposure. »

√ FACT : 2,4–D, which is used for turf weed control, has been tested with
groups of people consisting of homeowners, professional applicators, and by–
standers.

The study showed that these people had a level of exposure to 2,4–D that
was lower than those standards accepted by the international scientific com-
munity.

√ FACT : Enviro–Maniac–Activists and their Environmental–Terror–Organi-

[ Enviro–Maniac ] Councillor A NTO I NE TTE H A L B E RS TA DT ’s response was a motion
requesting council base their decisions and deliberations regarding cosmetic
pesticides on the P R E C A U T I O N A R Y P R I N C I P L E and the will of the majority of citi-
zens, « rather than on specific arguments for and against the alleged safety or
harmfulness of specific pesticides, including 2,4–D » .

Although all councillors eventually OPPO SED the motion, the reasons they cited
were somewhat different.

Councillor T O NY S C A RC E L L A was the only councillor to overtly state the position

that cosmetic pesticides were « safe » . He restated the position he presented
at the J U NE 10 city health advisory committee meeting ―

<< I t's no t a health issue, pesticide 2,4–D, a nd p eople should

make their own decision. [ It ] should be voluntary, not council
decisions. >>

Councillor C H RI S J O H NS TO N said he felt the [ Precautionary Principle ] motion

would bind future decisions of council and could not support it.

J O H NS TO N felt the [ Precautionary Principle ] motion would limit council’s ability

to make good decisions by prescribing the basis upon which the decisions were
made.

tween them ― more ammuni tion that we don't need p ointed at
us. >>

Councillor P H I L W E L O C K said he was not in a rush to jump into the debate at

this point.

<< I know people in my neighbourhood use [ pesticides ], and I’ve

used them, and when I do I don’t feel very good phy sically after
I’ve finished, so it’s not good stuff. >>

He said the issue was being discussed globally, and counselled moving forward
cautiously on the issue.
Councillor S TE V E B E NDE R said he felt council already works to base decisions
on the will of the majority.

<< I would like to think that we do that already. >>

Mayor D A V I D R A V E N said the pesticides debate was controversial, saying people

were « polarized very, very s ignificantly » on the issue. He had been dealing
with the debate for 30 years .

<< Un fortuna tely, it's not clean science in some cases. >>

In the end, R A V E N said he C O U L D N O T S U P P O R T a motion that would « fetter »

the future decision–making of this and future councils.

motion.

Cosmetic pesticide ban bylaw work continues

The discussion was in response to correspondence, and is separate from ongo-

ing staff work to prepare a bylaw that is exploring extending the existing ban
on public property to private property.

City administrator R O S S M C P H E E said staff was working on the bylaw and

should have it ready for council by L A TE A U GU S T or E A RL Y S E P TE M B E R .

The city recently hired new contract–based environmental sustainability coor-

dinator, [ and Enviro–Maniac ] P E NNY P A GE –B RI TTI N , and mayor R A V E N said she
would also be working on the plan. « It’s one of her highest priorities » he
said.

BACKGROUND INFORMATION FROM AN INDEPENDENT PERSPECTIVE ―

Penny Page–Brittin is an Enviro–Maniac–Activist who was previously employed

by « Bear Aware Society », which is a branch of « Wildsight », an Environ-
mental–Terror–Organization that has conspired to prohibit pest control prod-
ucts that are federally legal, scientifically safe, and totally irreplaceable.
The city’s [ Enviro–Maniac ] E NV I RO NM E NTA L A DV I S O RY C O M M I TTE E has also reit-
erated unanimous support for the existing ban on cosmetic pesticides on city
parks and playing fields and the proposed extension of the ban to cover private
properties. [ Quelle surprise ! ]

At their J U NE 17 meeting, the committee passed a motion supporting city

moves on both fronts, saying decisions on the matter should take into account
the precautionary principle when it comes to health. [ ?!?! ]

Committee member [ and Enviro–Maniac ] S A RA H N E W TO N said

the committee has pushed for the ban on public fields first
because parents like herself could voluntarily restrict pesti-
cide use at home, but not when her kids were involved with
activities in public spaces. « That i s w here our kids
are » she said. [ ?!?! ]

She also said that in her discussion with C A NA DI A N C A NC E R S O C I E TY [ Enviro–

Maniac ] representatives, she was told to expect significant opposition to city
moves by pesticide industry lobbyists. « As soon as it hits the w ire, these peo-
ple w ill be on you. That's w hat they do » said N E W TO N . [ Poor little persecuted
Enviro–Terrorist ! ]

Committee members also discussed a perceived generation gap on the issue.

A NSstill adhered to the « better living through chemicals » motto of yesteryear.

« The hardest sell w ill be to older people » she said.

In light of what he is calling new evidence of the safety of cosmetic pesticides,

Councillor T O NY S C A RC E L L A is pushing the city to R E S C I N D their cosmetic pesti-
cide ban.

It has been a year since the city banned cosmetic pesticide use on city parks
and playing fields.

In M A RC H of this year, council gave city staff six months to prepare a report ex-
ploring options for a city–wide cosmetic pesticide ban that would extend to pri-
vate properties.

Councillor S C A RC E L LA chose the J U NE 10 city H E A L TH A DV I SO RY C O M M I TTE E

meeting as the venue to table plans for an about–face on the issue.

He cited a letter that was recently sent to council as proof that H E A L TH C A NA DA

had found cosmetic pesticides were safe.

<< Everyone should know that this 2,4–D is not a h ealth risk. >>

The letter in question was recently discussed at an in–camera city meeting, but
is not yet publicly available.

S C A RC E L L A also said the ban was C O S T I N G T H E C I T Y M O N E Y , though he didn’t

present any figures.
Speaking at the health committee meeting, [ Enviro–Maniac ] Councillor A NTO I N-
E TTE H A L B E RS TA DT dismissed the letter as chemical industry propaganda, say-
ing the authors were « basically pest ic id e industry » . [ ?!?! ]

Committee member [ and Enviro–Maniac ] J I L L Z ACH A RI A S said the letter

amounted to « w ordsmithing and w ordplay » , and that a well–financed cam-
paign by the pesticide industry against progressive city moves was to be ex-
pected. [ ?!?! ]

« The city should stay strong and say ‘no’ » said health committee chairperson
[ and Enviro–Maniac ] N E L L I R I C H A RDSO N . « Why would you take the ris k ? »

The committee also called for a presentation from the [ Contemptible and Radi-
cal ] C A NA DI A N C A NC E R S O C I E TY ( CCS ) to council on the subject of pesticide
safety. CCS representatives did make a presentation to the city last year, but
that was at a special meeting, not a council meeting.

Force Of Nature, and its various incarnations, is the brainchild of William H. Gathercole and his entourage. Mr. Gather-
cole is a principal FOUNDER of the Modern Professional Lawn Care Industry in BOTH Ontario and Quebec. He holds a
degree in Horticulture from the UNIVERSITY OF GUELPH, and another pure and applied science degree from McGILL
UNIVERSITY. He has worked in virtually all aspects of the Green Space Industry, including GOLF, PROFESSIONAL
LAWN CARE, and CHEMICAL INDUSTRY, and has served in public affairs, workplace safety, and environmental compli-
ance. Mr. Gathercole has supervised, consulted, programmed, and/or overseen the successful and safe execution of
HUNDREDS OF THOUSANDS of pest control applications in the urban landscape. He has trained, instructed, and con-
sulted with THOUSANDS of turf managers and technicians. Mr. Gathercole has also been an agricultural agronomist.
For many years, Mr. Gathercole was a contributing columnist for TURF & Recreation Magazine, Canada’s Turf and
Grounds Maintenance Authority. Mr. Gathercole is now retired from Force Of Nature, although his name continues to
appear as the FOUNDER. Mr. Gathercole is personally credited for crafting the Golf Industry Exception Status that en-
dures to this day. He is also the creator of the signs that are now used for posting after application. His vast knowl-
edge of our long journey with Environmental Issues is UNDENIABLE ― hopefully ! For FIFTEEN YEARS, the strategies
designed and implemented by Mr. Gathercole and his colleagues guaranteed the control of Environmental Terror for the
