D is a rapper known by the name “Chicago Blaxican.” In 2008,
D was convicted of multiple counts of felony theft and
securities fraud (07CF1618, 6 years), and
threatening/communicating with a witness (07CF129, 2 years)
from DuPage County and perjury and obstruction of evidence
(07CF2174, 2 years) in Will County. (D and his business
partner at the time were investigated and prosecuted by the IL
Attorney General for securities fraud and theft stemming from
a scheme to steal $1.6 million from more than a dozen
investors from Dupage County by claiming to be producing an
Adam Sandler movie. D was also prosecuted for perjury and
obstruction of evidence in relation to the D’s Homer Glen
home, which was later seized by the state of IL.) D filed post-
conviction motions and they were denied in 2019.
Over the last few years, D has been attempting to get the IL
Attorney General’s office to look into what he believes was
unethical prosecution by then IL AG Lisa Madigan and her
office. He believes that his home was broken into by AG
investigators and items were taken and that his assets were
unlawfully seized. D left voicemails on the home phone of V1,
the Chief Deputy Attorney General, from his cell phone and was
advised to call the office phone.
D sent several emails to V1 between July 2019 and July 2020.
Over the course of several months, the emails went from
appearing desperate and disgruntled, to now angry and
threatening. D asked V1 to review what he believes is evidence
that proves his claims that he was wrongfully prosecuted. D
believed he is owed millions of dollars back, and claims that he
will use it for his plan, "Operation Chicago," to combat violence
in the city of Chicago. Additionally, D asked for a meeting with
V1 to discuss “Operation Chicago.”
On July 7, 2020, D sent V1 a link to a Youtube video containing
a video recorded message from D to V1 with the same content
as his emails. V1 responded to D that he was not convinced by
the evidence D sent to him and that the position of the AG’s
office has not changed regarding D’s convictions. V1 declined a
meeting with D. D continued to send emails to V1, calling him
names and accusing him of covering up civil rights violations.
In an email dated July 14, 2020, D advised V1 to not get
involved with D. D also continued to send links to Youtube
videos containing expletives and accusations against the AG’s
office. In a Youtube video dated July 11, 2020, D can be seen
holding what appears to be a sword. In the background is a
robot voice reading a message to V1 from D, about going to
V1’s home and D mentions the neighborhood V1 lives in, and in
another video there appears to be a picture of V1’s residence
being zoomed into.

On Friday, July 17, 2020, D sent an email to V1 containing a

warning that if his issue is not fixed by Wednesday at noon, D
will go with his people directly to the homes of Lisa Madigan,
Kawame Raoul and V1. That email reads . . .
“This link above where police are getting shit thrown at them is it, and
all I can take. This is a very clear threat, warning, promise, and
future. Lisa Madigan has lied to judge's and grand juries and Kwame
Raoul and (V1) are covering it up. I need this this to be fixed by
Wednesday at 12:00 pm central time.

If it is not fixed, I am going directly to Lisa Madigan's house with my

people, (V1's) house and Kwame as well. If I die, it is OK, I died for a
good cause. Your options are to fix what Lisa Madigan has done to me
and have Kwame work with me on Operation Chicago to fix Chicago,
stop tha kidnappings, stop tha bullets going into tha heads of little
babies and protect our Chicago Police, THEN WE ARE DONE

If you do not respond to me by Wednesday at 12:00, we are moving in

FULL FORCE TO YOU ALL YOUR HOMES and it ends on that date. If I do
live, which I do not expect to, but if I do, I already have 12 plans that are
fully paid for for you 3. Choice is yours. Never ever lie to a judge, grand
jury and disobey what a judge ordered. Just for tha record, I work for
someone, someone very dangerous and were not sitting by
anymore. Wednesday by 12:00 central time”
In a previous email on July 14, 2020, D mentions the dangerous
people he works for, and states that those people have money
and would go to great lengths to harm Lisa Madigan’s family.
On July 18 and 19, 2020, D sends more emails with reminders
of the Wednesday deadline.

All the emails were sent from email address:

chicagoblaxican@operationchicago.com. D goes by the nick
name "Chicago Blaxican." D is the listed agent of a registered
LLC called "Operation Chicago." D uses "Chicago Blaxican" in
his email address, Youtube username and Facebook username.
In some emails, D signs off with his actual name, Eric Jaglicic. D
signs off most emails with a link to the website for “Operation
Chicago.” Operationchicago.com contains D’s photographs. D’s
Youtube account contains numerous videos depicting D.
Several videos contain complaints directed at Lisa Madigan,
Kwame Raoul, and V1 with regard to D’s case and conviction,
and his general disdain for politicians, as well as a trailer for a
movie D wrote, directed and starred in, that depicts D in a
straight jacket talking about killing politicians, including Lisa
Madigan.

returned to an IP address owned by W1. W1 is the registered
owner of a 2011 Ford Edge that was involved in a traffic
accident on January 18, 2017, and the driver of the vehicle at
the time of the accident was the D. In more than one video that
depicts D, the exterior of W1’s residence appears to be D’s
residence as well, and is where his studio is located. Notably, in
a rap video posted on July 1, 2020 entitled “Chicago Police
Department featuring Superintendent David Brown.” In the
video, Superintendent David Brown and a group of individuals
along with D, appear to be entering through the front of the
door at what appears to be that same residence and going
inside into D’s music studio.

On 7/21/2020, an Arrest Warrant for Intimidation and

Threatening a Public Official was approved for D’s arrest.
On 7/22/2020, D turned himself in to the 19th district. D was
AOR and made video recorded statements identifying himself
in screenshots on YouTube and Facebook, and verified his
username and admitting to sending emails to V1. D claimed he
sent the July 17 email but that it may have been hacked into
and modified after he sent it to add the threats.

On 7/23/2020, a search warrant was executed on W1’s

address. Investigators located D’s studio depicted in his videos
in the basement. D’s driver’s license and state ID were located
in the kitchen, D’s photos were displayed around the house,
and W1 identified one of the devices as belonging to D.
