REPORT

VECOM'S OPERATION SUMMARY IN 2018


This final report is built according to Operating direction in term of 2016-2020
approved by 3rd National Congress of Vietnam E-Commerce Association (VECOM).
In 2018, it is marked rapid development of e-commerce which is not only
attracted by domestic enterprises but also by foreign enterprises entering into Vietnam.
I. E-commerce policies consultancy and criticism
On June 11th, 2018, 11 Organizations and Association operating in Information
Technology sector sent Dispatch No. 116/2018 to National Assembly Standing
Committee; Chairman of National Assembly; Vice Chairman of the National
Assembly; Prime Minister; National Defense and Security Committee to propose
postponing approval of the Law on Network Security.
Law on Network Security No. 24/2018/QH14 approved by National Assembly
on June, 2018 and is effective on January 1st, 2019. According to the initial of
VECOM, Law on Network Security in general and the draft of this Decree will
significantly impact on the operation of all e-commerce businesses. The issues most
concerned by many members are regulations on data storage in Vietnam; enterprises
must store data and time to store data. In that context, on November 23 rd, 2018,
Vietnam E-Commerce Association in collaboration with Vietnam E-commerce and
Digital Economy Agency, Network Security and Crime Using High Technology
Prevention Agency A05 to organize seminar “Drafting Decree on Network Security”
which was enthusiastically responded by members and business community.

On September 14th, 2018 in Ho Chi Minh City, Vietnam E-commerce and


Digital Economy Agency organized Conference on Preliminarily 05 years of
implementing Decree No. 52/2013 / ND-CP dated May 16th, 2013 of Government on
e-commerce. Chairman of VECOM attended and addressed at the Conference.
II. Communication on e-commerce
Actively propagate on VECOM's media
i) Propagate about e-commerce on website www.vecom.vn
In 2018, VECOM’s website regularly updated the latest information on the
operation of Association, events, seminars and documents on e-commerce. Many
information posted on the website has been exploited by many organizations and

media.
ii) Build website in English version en.vecom.vn
To meet needs of international cooperation as well as extend activities, at the same
time, the Office received active support Sapo to build and launch English website with
full of necessary information. Due to lack of resources as well as foreign language
proficiency, the Office has tried to mobilize resources from its members to complete
and gradually update useful and richer contents in the following years.
iii) Propaganda on social networks
The page of Vietnam e-commerce Association fanpage on social network
Facebook (www.facebook.com/www.vecom.vn) attracted more people, thereby
enhancing the cohesion and interaction with many businesses and people interested in
e-commerce.
Through useful activities that bring positive results, now the number of people
who like and follow up on the Association’s Fanpage has increased to over 14,000
followers and 13,980 people like until December 12th, 2018. It can be said that this is a
very effective channel for quick interaction between VECOM and the business
community.
iv) Propaganda about e-commerce on Trader and Market Magazine
Trader and Market Magazine directed by Vietnam E-Commerce Association is
key agency with timely guidance of state management agencies on propaganda press:
Central propaganda and training commission, Ministry of Information and
Communication, Vietnam Journalist Association. In 2018, Trader and Market
Magazine has implemented practical, specific activities and successfully completed the
tasks and plans set out.

In term of profession, the magazine has operated in accordance with its


objectives and fundamental improvements in quality, fully implemented the quantity
and quality of articles according to the assigned propaganda tasks. The website is
making changes to the interface to make it more attractive and eye-catching for readers.
Promote the spirit of solidarity, innovation and the responsibilities of officials,
reporters and staff in the magazine, focus on building a magazine gradually strong in
professional expertise, working style and responsibility to agencies to truly be a
political-social-professional organization of journalists actively participate in building
a strong and growing Trader and Market Magazine.
The electronic board is waiting the guidelines from the management agencies to
grant the e-Journal of professional activities to carry out news about the economy in
general and e-commerce in particular on the magazine's website and publications.
Communication board of VECOM has not had activities to coordinate with the
Magazine so in 2018, it does not receive the news of members' activities.

Trader and Market Magazine cannot avoid the difficulties and challenges of
fierce competition and especially in building interesting contents. It also takes the
initiative to manage the operational costs for Board and ensure income for staff the set.
In 2018, due to increasing in working equipment and operational expenses, the
Magazine has not yet gained profit. All are focused on upgrading editorial information
and paying for hiring and obligations to the state.
The last months of 2018 after the meeting with Chairman of VECOM and being
received support from him, the magazine was very focused on bringing the news
stories of VECOM activities more bold and rich (because of being attended and being
exposed to the news sources and being provided with information to perform). In
addition to working as a reporter, it took responsibility for exploiting other sources.
The magazine will actively cooperate with VECOM Office to provide more positive
news and activities of VECOM in the following years.
v) Propaganda on the media
In 2018, the Association is inextricably linked with many media units such as
VTV, VTC, VITV, VOV, TH Hanoi, VnExpress, Vietnamnet, ICT News, Tinhte.vn,
VnMedia, CafeF, Saigon Time, etc to propagate information on e-commerce as well as
major activities in the year chaired, coordinated and sponsored by VECOM.
III. Annual events in 2018
1. Vietnam Online Business Forum 2018 (VOBF 2018)
Vietnam Online Business Forum – VOBF is a national-scale event hosted by
VECOM. This forum is an annual event held annually, bringing together the e-
commerce community at domestic and abroad.
The forum is an opportunity for agencies, organizations, businesses and
individuals to discuss e-commerce development trends of the year, outstanding
technologies and business ideas. This is also the place to announce the latest market
research on e-commerce in the world as well as in Vietnam from leading units and
experts in the field of e-commerce, including the E-Business Index (EBI) made by
VECOM every year.
- In Hanoi:

- In Ho Chi Minh City:
- On March 16th, 2018 | Capella Nguyen Kiem-3 Dang Van Sam, Ward 9, Phu

- Scale: More than 2.200 participants in two cities.
Noticeably, this year's event attracted great attention from foreign businesses, namely

Amazon with the goal of supporting Vietnamese business individuals to bring goods to
the US market.
2. Vietnam Online Tourism Forum 2018 – VITM 2018
The first Online Travel Forum (Vietnam Online Tourism Forum - VOTF)
hosted by Vietnam E-Commerce Association (VECOM) in 2017 attracted the attention
of the community. Following that success, on March 29th, 2018, VECOM cooperated
with Vietnam Tourism Association (VITA) to organize this Forum in Hanoi. This is
one of the outstanding events of Vietnam International Tourism Fair (VITM 2018).
Vietnam Online Tourism Forum 2018 is an opportunity for agencies,
organizations, businesses to trade online travel services, hotels, travel companies,
destinations to share the development trend of this field, advantages and challenges
when competing with cross-border online travel service providers, policies and
solutions to be implemented.
3. Vietnam Online Marketing Forum 2018 (VOMF 2018)
Vietnam Online Marketing Forum – VOMF is the largest online marketing
event with a national scale. This is the third year that the event is held in Vietnam. To
be held on August 15th, 2018 in Ho Chi Minh City and August 17 th, 2018 in 2018, the
forum was attracted by online marketing business community as well as organizations,
enterprises, individuals using this service.
VOMF 2018 was highly appreciated by online businesses and individuals about
the quality of the presentations as well as reflecting the current trends.
- In Ho Chi Minh City:
- On August 15th, 2018| Capella Nguyen Kiem-3Dang Van Sam, Ward 9, Phu
Nhuan District
- In Hanoi:
- On August 17th, 2018| CTM Palace, 131 Nguyen Phong Sac, Cau Giay,
Hanoi.
- Scale: More than 2.300 participants in two cities.
In 2019, Forum is expected to extend scale to other cities such as Da Nang, Hai
Phong, Hue and Can Tho, etc.
3. E-business Index 2019 (EBI 2019)
2018 is the 7th year that VECOM continues to build Vietnam E-Business Index
2019 and has received enthusiastic support and support from many agencies,
organizations and businesses, especially the help, enthusiastically and effectively
support from Vietnam E-commerce and Digital Economy Agency, Industry and Trade
Department of 63 cities and provinces, Vietnam Post, Google Asia Pte., NETCO,
Nielsen, Mat Bao, PA Vietna, Vietguys, Vietnam Commerce University, Posts and

Telecommunications Institute of Technology, Hanoi University of Science and
Technology, etc.
Vietnam E-Business Index 2019 is in the stage of integrated survey and is
expected to build on survey data of more than 5200 enterprises nationwide. Report on
Vietnam E-Business Index in both Vietnamese and English is a reliable source for
policy-making activities, research and business strategy of enterprise.
IV. Outstanding activities
1. Blockchain Branch Establishment
At Decision No. 101/QD-VECOM, dated April 23rd, 2018, Vietnam E-
commerce Association established Blockchain Branch.
At Decision No. 102/QD-VECOM dated May 11th, 2018, appoint Mr. Bui
Trung Kien-Leader of Online Business Deploying Project under VNPT-Vinaphone,
Members of Consecutive Committee of Vietnam E-Commerce Association to hold
position of Director of Blockchain Vietnam Branch together with 04 Vice Directors.
The objective of the Branch is to promote the application of blockchain
technology in economic activities, improve the business efficiency of Branch members
as well as organizations and businesses related to online business. However, the field
of financial technology and fundraising from the money is not on the list of activities
of the Branch.
2. Vietnam Blockchain Summit Event 2018
On May 4th, 2017, the Prime Minister issued Directive No. 16 / CT-TTg "On
strengthening capacity to access the Fourth Industrial Revolution." Blockchain
technology is considered to be one of the fundamental technologies, along with other
technologies such as artificial intelligence, universal Internet, automation and robots
that contribute significantly to building a digital economy and creating this revolution.
In order to share information and discuss policies to promote research and application
of blockchain in the digital economy development strategy, VECOM cooperated with
the Vietnam E-commerce and Digital Economy Agency to organize Blockchain
Summit Vietnam (VBS) with the theme "From Technology to Policy" on June 8th,
2018 in Hanoi.
This event received special support from Infinity Blockchain Labs as a
companion unit. It is expected that this will be the largest annual event in Vietnam on
building policies and laws related to blockchain technology application in economic
activity.

3. Seminar Policy Trends for Digital Platform Economy
In the past decade, Digital Platform Economy has grown strongly in the world
and penetrated deeply into Vietnam. In the first phase, this model received positive
support from many stakeholders, the Government also had little interference in the
operation of enterprises providing digital platforms.
Recently, this model, especially in the field of passenger transport and tourism,
has revealed a number of gaps related to workers' rights, healthy competition, social
and environmental order and safety. The grasp of the practice and timely
recommendation of policies and laws to promote the strengths and limit the negative
aspects of the fundamental economy receive the increasing attention of countries
around the world as well as Vietnam.
Through seminars, it is an opportunity for enterprises, organizations and state
agencies to exchange and share difficulties and obstacles as well as management
solutions suitable to this model in the future.
4. Global Sales on Amazon
Vietnam Online Business Forum 2018– VOBF was held on March, 2018. The
annual growth of e-commerce in Vietnam is reported at 35% annually and will
continue to increase and recognize the great potential of Vietnam's e-commerce in the
coming years. Amazon has proposed to strengthen close cooperation with VECOM to
support Vietnamese enterprises to gain access to new technologies and export goods to
the world market to increase the value of Vietnamese goods. VECOM also believed
that Amazon is a reputable business and reliable sales model worldwide, will become a
promising sales channel to expand business globally for businesses in Vietnam.
In that spirit, VECOM cooperated with Amazon Global Selling to organize a
sales event on Amazon, entitled "Global Sales on Amazon"

5. Vietnam Export Support Alliance-VESA
On May 16th, 2017 at event “Online Import Export 2017” (Vietnam eTrade
Conference - VETC), VECOM officially launched the Vietnam Export Support
Alliance-VESA with the aims of helping businesses and related organizations to better
implement e-commerce in online import-export business, improve export

competitiveness for Vietnamese enterprises.
On the first day of VESA launch, there are 04 founding members including:
OSB Investment and Technology Joint Stock Company; VPBank Bank; PTI Insurance
Company and T&M Logistics Company. Over more than 1 year of operation of
Vietnam Export Support Alliance - VESA has admitted a number of new members:
Bross, Vietnam Credit, Vinalink in parallel with the Alliance also has many exciting
activities to bring positive many practical values for the business community,
specifically:
• January, 2018: Coordinated with VCCI, Ho Chi Minh City held a meeting in
early 2018 and Cooperation Ceremony with VCCI, Ho Chi Minh City together
with 6 associations in the southern region including: Coconut Association, An
Giang Business Association, Dong Nai Import Export Association, Can Tho
Enterprises Enterprise, Binh Duong Wood Processing Association, Ho Chi
Minh City Wood Processing Association;
• March, 2018: Coordinated with T&M to organize e-commerce and Logistic
events in Hanoi;
• June, 2018: Coordinated with PTI to organize e-commerce and cargo insurance
events in Ho Chi Minh City;
• July, 2018: Coordinated with PIT to organize e-commerce events and legal
issues in international trade in Ho Chi Minh City;
To support and provide information on the operation of the Vietnam Export Support
Alliance, VESA has launched an official website on the Union at address:
www.vesa.net.vn.
V. E-commerce training
In 2018, VECOM cooperated with units to organize some e-commerce training
courses in localities such as:
• April, 2018: Coordinated with Ho Chi Minh City Tourism Department to
organize Forum "Online travel trends 2018”;
• April, 2018: Coordinated with Yeah1 to organize event “Appworld nursery” in
Ho Chi Minh City;
• May, 2018: Coordinated with Vietnam E-commerce and Digital Economy
Agency, Quang Ninh Industry and Trade Department to organize Conference
"Training to develop business operations in the digital economy".
• May, 2018: Coordinated with Vietnam E-commerce and Digital Economy
Agency to organize Conference “E-commerce training with university students
of information and communication technology in the digital economy” in Hanoi
• May, 2018: Coordinated with Vietnam E-commerce and Digital Economy

Agency to organize Conference “Training e-commerce for students in the
digital economy” in Thai Nguyen.
• May, 2018: Coordinated with Amazon to organize Event “Amazon FBA
Freedom” in Ho Chi Minh City and Hanoi City.
• August, 2018: Coordinated with Dong Nai Industry and Trade Department to
organize Training “ E-commerce with business skills, floor management and
brand building in online business”
• October, 2018: Conference on “ E-commerce in the industrial revolution 4.0”
organized in Hai Phong;
• October, 2018: Coordinated with People’s Committee of Can Tho City and
VECOM’s members to organize “Can Tho E-commerce Forum”.
VI. Organizations, agencies cooperation
1. Domestic cooperation activities
In 2018, VECOM continued to promote cooperative relations with units and
organizations and thereby coordinate and conduct many events and activities with the
aim of promoting the development of e-commerce.
i)With state agencies
VECOM maintained close cooperation with many state management agencies,
departments under the Ministry of Industry and Trade, Ministry of Information and
Communication, Vietnam National Administration of Tourism, Vietnam Trade
Promotion Agency, Import Export Agency, Vietnam E-commerce and Digital
Economy Agency. Ministry of Trade and Industry is both a leading unit and a number
of activities in coordination with the Association.
ii) With the localities
VECOM maintained close cooperation with many Industry and Trade
Departments, especially the pioneering departments at localities on e-commerce such
as Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Nghe An, Dong Nai, etc.
iii) With communication units
In 2018, VECOM actively cooperated with a number of communication units to
serve the dissemination and propaganda activities of its activities. On the contrary,
many media units have actively contacted VECOM to propose cooperation and
received enthusiastic cooperation.
iv) With occupational social organizations
VECOM actively cooperated with many associations related to information and
communication technology:
- Vietnam Internet Association: The two associations have many close cooperation

over the years. In 2018 VECOM supported VIA to organize Internet Day 2018, 4G
Conference, Workshop “Online Business-Step by Step”. Two parties together joined in
other activities.
- Vietnam Chamber of Commerce and Industry (VCCI): Currently this unit pioneers in
advising, criticizing legal documents and creating a favorable business environment
for businesses, namely: Seminar "Policy Trends for Digital Platform Economy ".
- Chief Sales & Marketing Officer Vietnam (CSMO Vietnam): CSMO Vietnam
coordinated to support VECOM in a number of activities such as VOBF 2018, VOMF
2018, VBS 2018.
v) With enterprises, individuals
As a professional association, VECOM always tries to support with the highest
level for enterprises, individuals and members of the Association in activities related
to e-commerce. VECOM supported, consulted, provided information on policies, laws,
investment opportunities, difficulties in participating in the market for many domestic
and foreign organizations and individuals.

- Supported DKT to organize event “Mobile Ecommerce Day”(MEDay);
- Supported Applancer to organize Mobile Day 2018 and Vietnam Web Summit Day
2018
- Sapo Technology Day;
- Supported Hong Kong Commerce Development Community to organize event,
Instyle Hong Kong 2018;
- Supported IMGroup to organize some big events in Ho Chi Minh City;
- Supported Vinalik and Sage to organize: Sage Business Talk Forum “Good Market,
Money Earn”;
- Supported to implement “Online Friday” hosted by Ministry of Industry and Trade;
- Supported member to organize event: Marketing- Story of profession 4/ “Stop
talking-Keep fighting”
- Supported Vinalink to organize event: Vietnam Martech 2018;
- Supported member to organize event: Vietnam Digital 4.0;
- Supported Payoneer to organize: Payoneer Forum- Out of Vietnam, towards the
world;
- Continue to implement some cooperation agreements with some members such as
Nielsen, Zalo Business, NETCO, Vietguys, Grab, Lazada, etc.

2. International cooperation
i) Cooperation with CITES, Traffic
Vietnam ranks first in the list of countries that trades in wildlife, including rhino
horn.
E-commerce has been exploited as an important channel for these activities. VECOM
always supports measures to prevent and reduce adverse impacts on the environment
and social security in the online environment.
In 2018 VECOM continued to work closely with CITES, Traffic on protecting rhino
species. The agreement has been seriously implemented by both parties and is one of
the good examples from signing to deploy the agreement.
In 2018, VECOM actively participated in international conferences and seminars
organized by Traffic in London, England and Bangkok, Thailand in the middle of
August 2018 and November 2018.
With the role of bridging and supporting enterprises operating in the field of e-
commerce in Vietnam, VECOM proactively stated its opinions and committed to
participate in communication activities to change awareness towards e-commerce,
especially enterprises involve in transporting, promoting and buying wildlife products
in the online environment.
One of the activities that clearly shows the responsibility and commitment of VECOM
is the cooperation program with CITES Vietnam and USAID organization to invite
experts to share experiences and knowledge about the protection of wild species
through two workshops organized by VECOM in January 2019. In addition, VECOM
also plans to implement the next cooperative activities at the general events chain of
the Association in 2019.
ii) Joint propaganda for international event “Last Mile Fulfilment”:
VECOM continues to support the 5th largest event in Asia in retail, e-commerce
and parcel, logistics", to support many businesses in the above fields to have lawsuits
to attend and expand markets, cross-border business scale such as Korea, Indonesia
and Asian countries. Through this cooperation, enterprises will be supported to
participate in the event with advantages.
iii) Cooperation with Hong Kong
Vietnam E-Commerce Association supported Hong Kong Commerce
Development Community to organize event Instyle Hong Kong 2018 in Ho Chi Minh
City.
At the program, enterprises have been disseminating a number of joint
cooperation programs in 2018 with Hong Kong through cooperation of the two
governments. The event was attracted by more than 800 large retailers in Hong Kong

and neighbouring countries to attend.
iv) Cooperation with Korea
VECOM supported the Korean Trade and Investment Promotion Agency in
Hanoi (KOTRA Hanoi) under the Korean Embassy in Vietnam to organize the Korea
Business-Trade Exhibition in Singapore 2018-KOREA BRAND &
ENTERTAINMENT EXPO 2018 SINGAPORE (KBEE Singapore) in order to
support Vietnamese enterprises in particular and countries in Southeast Asia in general,
catch up with the development trend in the 4.0 era.
v) Cooperation with American Chamber of Commerce in Vietnam
VECOM coordinated with American Chamber of Commerce in Vietnam to
organize Conference” Fully exploit the potential of digital economy in Vietnam” to
discuss available policy options to enhance the impact of the digital economy on
economic growth, job creation and innovation.
vi) Cooperation with Thailand
VECOM supported Mushroom TV under Post Group of Thailand to sign a
cooperation agreement for Asean Millionaire Television Program with Lifetv Joint
Stock Company and Vietnam Young Enterprise Development Center on September 6th
2018 in Hanoi.
vii) Many foreign organizations and enterprises have asked to work with VECOM to
understand the market as well as the policies and laws of Vietnam on e-commerce and
are welcomed by VECOM.
VII. Internal activities
1. Membership
In 2018, VECOM continues to promote its membership, including members
development and members support.
i) In term of members development
In 2018, VECOM received many proposals to coordinate the organization of
prestigious events on e-commerce both domestically and abroad, through which many
businesses know about the Association's activities as well as their wishes to join as a
member.
By the end of December, 2018, the Association has approximately 400
members over the country. In which, there are 37 members as enteprises and new
members as individual members. However, it has been admitted a total of 31 collective
and individual members. Many new members are admitted through a number of
networking events. However, most members have come and actively registered to join
the Association.
ii) In term of members support

The Association has maintained a quarterly exchange of members in Hanoi.
Representative office in Ho Chi Minh City has also successfully organized a number
of member exchange activities.
In addition, leaders and staff of the Association actively visited and exchanged
the status of many members' activities. By visiting members directly, the Association
has a better understanding of business practices and recommends more effective
activities.
The Association also supported many organizations, enterprises members to
extend cooperation relationship and together with members to organize intensive
events of units. Consult, guide many enterprises to register e-commerce website as
regulated by Ministry of Industry and Trade. Many members were supported to
promote and information and media events, support PR to promote products with
annual events and VECOM newsletter.
Furthermore, the Association also consulted and closely cooperated with
provincial members to train and cooperated with the aims of developing e-commerce
in some provinces over the country.
It is expected that there is many activities to enhance relationship between
members which are enterprises and universities nationwide and contribute to develop
Vietnam e-commerce in the coming time.

Office has actively built and updated new content regularly as well as improved
technology to bring the most convenient experience to the official website, with efforts
in increasing high rankings on Google search engines, attracting massive traffic from
keywords and articles. At the same time, Office also enhances communication on e-
commerce via Association’s Official Fanpage and maintains sending e-newsletters to
members as well as those interested in e-commerce.
