HB 2003+ Revitalization Districts
Authorizes the creation of revitalization districts for the purpose of infrastructure development in one or more cities or towns, including tribal communities.
HB 2064+ Biofuels Conversion Program
Clarifies the process for awarding grants from the Arizona Biofuel Conversion Program Fund to newly specified sites and increases the grant award threshold.
HB 2156+ Internal Revenue Code Conformity
Conforms Arizona’s tax statutes with the Internal Revenue Code with the exception of items related to the Federal Stimulus package.
HB 2243+ Tourism; TPT Distribution; Reinstatement
Reinstates the statutory Transaction Privilege Tax formula for tourism but suspends funding until action is taken by the Legislature.
HB 2250+ Arizona’s Job Recovery Act
Makes numerous changes to business tax statutes, job training programs, enterprise zone statutes and creates the Arizona Opportunitry Fund in an effort to
encourage job growth.

HB 2260/SB 1348+ Regulatory Rule Making


Adds summary rule making, revises the role of the Governor’s Office of Strategic Planning and Budgeting and revises the use of general permits in
the rule making process.
HB 2302+ Publication of Notices; Committee
Establishes a committee to review Arizona’s publications statutes related to newspaper publication of legal or public notices.
HB 2442+ Greenhouse Gas Emissions; Regulations
Prohibits state agencies from adopting or enforcing state or regional programs to regulate greenhouse gas emissions without expressed legislative authorization.

HB 2625+ STAN Subaccount; City Reimbursement


Clarifies that a municipality receiving money from the Roads of Regional Significance Congestion Mitigation account before July 1, 2012 is not required
to reimburse the account.
HB 2647+ Initiatives; Review; Title; Signature Collection
Alters statutes related to initiatives by permitting Legislative Council to review initiative language and providing an affirmative defense for petition signature fraud.
HB 2736+ Sports Authority; Surcharges
Establishies a spring baseball ticket surcharge to develop new and renovate existing Major League Baseball spring training facilities.

HCM 2002+ Heath Care Reform


Urges the United States Congress, when considering federal health care reform legislation, to ensure equitable distribution of Medicaid funding.
HCR 2018+ Initiatives; Filing Deadline
Requires initiative petitions to be filed with the Secretary of State no less than six months preceding the date of the election.
HCR 2039+ Temporary Suspension; Voter-Protected Funding
Upon voter approval, allows the Legislature to temporarily suspend 50% of voter-protected funding.
HCR 2056+ Personal Property; Tax Exemption
Upon voter approval, increases the amounts of personal property exempt from taxes and provides a full exemption by 2014.
SB 1104- State Revenue Expenditures; Limit
Limits state spending to a cost of living increase plus population growth.
SB 1189/HB 2492+ Admissibility of Expert Opinion Testimony
Increases the standard used in civil and criminal trials relating to the admissibility of expert testimony.
SB 1254+ Research; Development; Production; Tax Credit
Modifies the individual and corporate income tax credit for research and development to allow for smaller companies to utilize the credit.
SCM 1002+ Heath Care Reform
Urges the United States Congress, when considering federal health care reform legislation, to ensure equitable distribution of Medicaid funding.

SCM 1003+ Arizona’s Share; Federal Fuel Tax


Urges the United States Congress to restructure the federal fuel tax system to ensure donor states receive an amount of federal monies equal to what is paid
in fuel taxes.
SCM 1004+ Federal Funding; Health Care Costs
Urges the United States Congress to ensure federal funding to cover the costs of health care services that would be required under federal health care reform
legislation.
SCR 1009+ Publicly Financed Elections; Prohibition
Upon voter approval, prohibits taxpayer money from being used to fund any political candidate or campaign for statewide office or a legislative office.
SCR 1021+ Greenhouse Emissions; Congressional Regulations
Urges the United States Congress to limit EPA efforts to regulate greenhouse gases until Congress adopts climate and energy supply legislation.

2010 Budget Commentary


Included in this year’s budget bills were many conflicting policy issues that impact East Valley businesses. Support for one policy and opposition
to another issue in the same budget bill made grading difficult. While the EVCCA communicated its positions on policy issues to lawmakers,
because of the aforementioned conflict, legislators were not graded on the budget bills.
