PROCESS PROCEDURE
1.0.0 INTRODUCTION
1.1.0 In order to cater the Organization’s growing needs for optimum usage of Heavy Machineries in terms of
effective utilisation & cost effectiveness in all respects, Mechanical Division has been established in the
year 1997 under the control of Executive Director.
Today, we have equipment worth more than Rs. 350 Crores deployed in our various Project Sites spread
in more than 20 states of the Country, in the execution of various Contracts.
The list of major equipment includes imported state of the art equipment such as – SVEDALA Crushers
(Sweden), PARKER HOT MIX PLANT (England), LINTEC HOT MIX PLANT (Germany), VOGLE Sensor
pavers (Germany), VOLVO graders (Canada), front end roller cum mechanical broom cum grader
(BOBCAT- US), and a battery of indigenous equipment like dozers, pneumatic tyre rollers, wet mix plants,
hot mix plants, tippers, tractor trailers, water tankers, excavators, Back Hoe loaders, concrete batching
plants, transit mixers, graders, hydraulic paver finisher, cranes, mobile MS Pipe making units,
compressors, generators, etc. besides host of other construction equipment.
The entire lot of equipment is controlled through an independent Mechanical Division, run by highly
experienced personnel with specific technical knowledge about operation and maintenance of this
equipment.
2.2.0 All Site In–charges/Mechanical In–charges at Sites are to ensure that the codification devised by the
Mechanical Division is properly marked and maintained on all the equipment.
3.1.1 Immediately on receipt of new contracts, Division Heads / Site In-charges shall inform Mechanical Division
during the kick-off meeting about the requirement of P&M for the Site.
3.1.2 Mechanical Division shall arrange for deployment after checking the availability of equipment in other
Sites by Transferring P & M from other Sites/ by hiring/by purchasing new as detailed under relevant
clauses.
3.2.1 Each Site, depending upon the nature and volume of works will have a team of mechanics/operators
headed by Mechanical Site In-charge. Incase of smaller Sites, the Site In-charge himself will be the In-
charge for all the Plant & Machinery in that Site. These In-charges are responsible for carrying out day-to-
day maintenance and repairs of P & M at Site.
3.2.2 It is the prime responsibility of the Mechanical In-charge to ensure minimum break down of the P&M so
that the same is made available for use to the optimum level.
3.2.3 It is the prime responsibility of the Site In-charges to ensure that P&M at Site is utilized to the maximum
level with minimum/zero idling either for want of work fronts or for want of funds for repairs.
3.2.4 All minor repairs/preventive maintenance of P&M shall be carried out by Mechanical In-charges with the
help of Site Operators/Mechanics after obtaining approval for the expenditure from Site In-charges. For
major repairs beyond Rs.5000/-, prior approval is necessary from Head mechanical division as per
IVR/POL/MEC/FORMAT 12.
3.2.5 Providing funds for repairs to the P&M at Site will be the prime responsibility of the Site In-charge.
3.2.6 Major Repair/Maintenance of equipment at Central Workshop shall be carried out after obtaining prior
approval from Head Mechanical Division / Executive Director.
3.3.1 In case of non-availability of any OWNED equipment either due to its pre-occupation or on account of
non-existence of the same on the list of owned equipment, the economy for deploying on hire
basis/purchasing new equipment would be reviewed by the Mechanical Division as per provisions of
Accepted Cost Estimate (ACE). If it is observed that hiring of P & M is more economical, (In certain cases
it may be found that purchase of new equipment is more economical but there are other constraints such
as non-availability of finance etc.), then hiring agencies shall be identified and informed to concerned for
further action. Deployment of hired equipment shall be strictly as per Outsource Policy of the organization
IVR/POL/OSP/015.
3.3.2 Copies of Work Orders along with approval copy for hired Plant & Machinery should be sent to
Mechanical Division. In place of hiring the Machinery/Equipment, if contract is to be given on
Job/Quantity basis, prior approval is to be taken from Head Mechanical Division/Executive Director. The
copy of Work Order along with approval copy should be sent to Mechanical Division.
3.4.1 In case, it is found that purchasing a new Equipment/Machinery is more economical as elaborated under
the clause ‘Hiring of Equipment’, Mechanical Division shall recommend for new/second hand purchase to
Executive Director
3.4.2 Based on the recommendations of Mechanical Division, the proposal for purchasing new/second hand
equipment shall be approved by Executive Director in consultation with Executive Director (Finance).and
group CFO Before approving the proposal Executive Director shall ensure the suitability of the proposed
equipment by consulting other Departmental Heads and Site In-charges.
3.4.3 The Mechanical Division shall then place the necessary indent for procurement to Purchase Department.
3.4.4 Purchase Department shall ensure procurement of the P&M in time involving Mechanical Division for
suggesting the best manufacturer, etc., including for checking the manufacturer’s technical specifications,
inspection before taking delivery, etc.
3.4.5 Immediately on taking delivery of newly purchased P&M, it would be the responsibility of Mechanical
Division to update their records and arrange for deployment to Site.
3.4.6 Safe custody of P&M deployed at Site will be sole responsibility of the Site/Mechanical In-charges at Site.
3.5.1 List of equipment owned by Company indicating availability at various locations, as per format
IVR/POL/MEC/FORMAT 02 shall be maintained at Mechanical Division Office and be provided to all
Division/Regional Offices. The same shall be up-dated quarterly or whenever any addition/deletion of
machinery takes place.
3.5.2 Daily Progress Report of heavy earth moving machinery as per format IVR/POL/MEC/FORMAT 03 shall
be maintained at Site.
3.5.3 Daily Report on breakdown and idling of vehicle/machinery/plants as per IVR/POL/MEC/FORMAT 04
shall be maintained at Site.
3.5.4 Daily hour meter/kilometer reading of vehicles and Machinery/Plants as per IVR/POL/MEC/FORMAT 05
shall be maintained at Site.
3.5.5 Monthly Performance Report of machinery as per IVR/POL/MEC//FORMAT 06 shall be prepared at Site
and sent to Mechanical Division Office at corporate office
3.5.6 Monthly Report on operation, repairs and maintenance cost for each machine/vehicle as per
IVR/POL/MEC/FORMAT 07 shall be prepared at Site and sent to Mechanical Division Office at corporate
office
3.5.7 Preventive maintenance schedule of heavy earth moving equipment, Site wise, as per
IVR/POL/MEC/FORMAT 08 shall be prepared & maintained at Site.
3.5.8 Cost of spares for each machine/vehicle, month-wise, as per IVR/POL/MEC/FORMAT 09 shall be
prepared at Site and sent to Mechanical Division Office at corporate office
3.5.9 Monthly Report on utility of equipment as per IVR/POL/MEC/FORMAT 10 shall be prepared at Site and
sent to Mechanical Division Office at corporate office
3.5.10 Daily Crusher Plant report as per format IVR/POL/MEC/FORMAT 13 shall be maintained at Site.
3.5.11 Log book as per format IVR/POL/MEC/FORMAT 14 for each and every vehicle/machine shall be
maintained at Site and shall be under the custody of Mechanical In-charge/Site In-charge.
3.5.12 History book as per format IVR/POL/MEC/FORMAT 15 for each machine shall be maintained at Site and
sent along with the vehicle on Transfer. History book shall include entries for spares replacement, repairs
(major and minor), etc., duly signed by Mechanical In-charge/Site In-charge.
3.5.13 Daily report of Plant & Machinery as per format IVR/POL/MEC/FORMAT 16 shall be maintained at Site
3.5.14 Abstract Machinery Report for the month as per format IVR/POL/MEC/FORMAT 17 from Site shall be
sent to Mechanical Division Office at corporate office
3.5.15 Monthly Crushing Plant report as per format IVR/POL/MEC/FORMAT 18 Site shall be sent to Mechanical
Division Office at corporate office
3.6.1 As and when a particular P & M is free from any Site on account of closure of Site/sufficient work front not
available or urgency at other Site, the Site In-charge/Mechanical In-charge of Site/Division Head shall
inform Mechanical Division about the same, immediately.
3.6.2 On receipt of transfer advice for P&M, the Site In-charge/Mechanical In-charge at Site shall arrange for
transfer immediately. The equipment has to be dispatched along with following documents:
a) Stock Transfer Note (as per IVR/POL/MEC/FORMAT 11)
b) In case of machinery/equipment, the equipment code must be mentioned on the STN.
3.6.3 The Site In-charge/Mechanical In-charge at the receiving Site shall acknowledge receipt of P&M by
intimating Mechanical Division enclosing copies of document received along with the equipment with
special comments if any, on the condition of the equipment received, etc.
3.7.1 As and when there is a requirement of additional mechanical staff on account of induction of new
equipment or increase in no. of working shifts, Mechanical Division shall inform HRD for recruitment.
Recruitment of temporary staff at Site shall be done by Site In-charge in consultation with Mechanical In-
charge, with prior approval from Head Mechanical Division /Executive Director. Salaries of such
temporary staff shall be finalized by Head (Mech.).
3.7.2 HRD shall arrange for the transfer of personnel from one Site to other Site as per the instructions of Head
(Mech.)
3.7.3 All mechanical staff at Site shall be under the control of Mechanical In-charge/Site In-charges.
