Introduction
This «Ballast water management plan» is written in accordance with the requirements of
Regulation B-1 of the International Convention for the Control and Management of Ships’ Ballast
Water and Sediments, 2004 (the Convention) and the associated Guidelines:
The purpose of the Plan is to meet the requirements for the control and management of
ship’s ballast water and sediments in accordance with the Guidelines for Ballast Water Management
and theDevelopment of Ballast Water Management Plans resolution MEPC 127(53). It provides
standard operational guidance for the planning and management of ships’ ballast water and sedi-
ments and describes safe procedures to be followed.
The «Ballast water management plan» is means to help the crew in carrying out quarantine
measures aimed at minimizing risk of transferring harmful water organisms and pathogens with wa-
ter ballast and residues in ballast tanks while maintaining the ship's safety.
The Plan describes arrangements ensuring the ship's safety when conducting ballast opera-
tions on the high seas, typical schemes of the ship's ballasting are enumerate and typical sequences
of water ballast replacement are works out, described the procedures of removal sediments from
ballast tanks.
The Plan presents a blank form of a Ballast Water Handling Log where all the ballast opera-
tions are to be registered, and a blank form of a Ballast Water Reporting Form required by port au-
thorities is given with recommendations how to fill them up.
One of the functions of the Plan is providing quarantine authorities with information on the
ship's ballast system and effectiveness of planning ballast operations. The Plan presents a blank
form of a Ballast Water Handling Log where all the ballast operations are to be registered, and a
blank form of a Ballast Water Reporting Form required by port authorities is given with recommen-
dations how to fill them up.
The Supplement is representing at this time the summary of existing national and local quar-
antine requirements with the reporting forms to replace the ballast. The document outlines the pro-
cedures for coordinating shipboard Ballast Water Management with the authorities of the State in
which waters will be made to such a discharge and guidance on the choice of the sea region for bal-
last water exchange, in addition in the Supplement contains the reporting requirements and regions
designated by the port State in which ship may ballast exchange.
For all ballast water exchange calculations in the Guidance PC program “STABEDIT PRO-
FESSIONAL 3.2” was used (Certificate № 15.00902.314 dated 16.09.2015).
The requirements of this Plan do not extend to carrying out ballast operations, which are not
relate to minimizing possible transfer of harmful water organisms and pathogens with ballast wa-
ter.
This Plan has been approved by the Administration and no alteration or revision shall be made to
any part of it without the prior approval of the Administration. This Plan may be inspected on request by
an authorized authority.

1.5. Применение
Application
In accordance with the requirements of Regulation B-3 Ballast Water Management for Ships
of the International Convention for the Control and Management of Ships’ Ballast Water and Sedi-
ments, 2004, and the Resolution A.1088(28) from 28.01.2014, a ship constructed before 2009 with a
Ballast Water Capacity of less than 1,500 or greater than 5,000 cubic metres shall conduct Ballast
Water Management that at least meets the standard described in regulation D-1 or regulation D-2 until
2016, after which time it shall at least meet the standard described in regulation D-2.
Ship will not be required to comply with regulation D-2 until its first renewal survey asso-
ciated with the International Oil Pollution Prevention Certificate under MARPOL Annex I after
8 September 2017.

1. Ships performing Ballast Water exchange shall do so with an efficiency of 95 per cent volumetric
exchange of Ballast Water.
2. For ships exchanging ballast water by the pumping-through method, pumping through three times
the volume of each ballast water tank shall be considered to meet the standard described. Pumping
through less than three times the volume may be accepted provided the ship can demonstrate that at
least 95 percent volumetric exchange is met.
1 Ships conducting Ballast Water Management in accordance with this regulation shall discharge
less than 10 viable organisms per cubic metre greater than or equal to 50 micrometres in minimum
dimension and less than 10 viable organisms per millilitre less than 50 micrometres in minimum
dimension and greater than or equal to 10 micrometres in minimum dimension; and discharge of the
indicator microbes shall not exceed the specified concentrations described in paragraph 2.
2 Indicator microbes, as a human health standard, shall include:
.1 Toxicogenic Vibrio cholerae (O1 and O139) with less than 1 colony forming unit (cfu) per
100 millilitres or less than 1 cfu per 1 gram (wet weight) zooplankton samples;
.2 Escherichia coli less than 250 cfu per 100 millilitres;
.3 Intestinal Enterococci less than 100 cfu per 100 milliliters.

Studies carried out in several countries have shown that many species of bacteria, plants, and
animals can survive in a viable form in the ballast water and sediment carried in ships. Subsequent
discharge of ballast water or sediments into the waters of port States, may result in the establish-
ment of harmful aquatic organisms and pathogens, which may pose threats to indigenous human,
animal and plant life, and the marine environment. Although other media have been identifier for
transferring organisms between geographically separated water bodies, ballast water discharge
from ships to have been among the most prominent.
The potential for ballast water discharge to cause harm has been recognize not only by the In-
ternational Maritime Organization but also by the World Health Organization, which is concerned,
about the role of ballast water as a medium for the spreading of epidemic disease bacteria.
Several States have established monitoring of ballast water discharge with the purpose of
minimizing a potential of colonization of their rivers, including mouths, stranger organisms. Pref-
erable method for reaching this purpose is ballast exchange in central regions of oceans. The most
interested countries instruct ships in a ratio of control of ballast operations together with the request
for cooperation on a voluntary basis in a ratio of application of engineering methods.
If not to accept some safety measures, ballast operations can affect safety of a ship owing to
occurrence in his hull of the stresses exceeding design values, or owing to decrease of ship's stabil-
ity.
In accordance with the requirements of the International Convention for the control and man-
agement of ships’ ballast water and sediments 2004 on each ship must be available and imple-
mented ballast water management plan.
The Plan sets out the safety procedures for the ship and crew and the action description in the
management of ballast water, the procedures for the disposal of Sediments at sea and on shore, the
procedures for coordination actions of ballast discharge to the sea with the authorities of the State
into whose waters such discharge will take place and the requirement for ships provided.
It is necessary to maintain fully and carefully Ballast Water Handling Log for submitting in
to the port authorities, which may be interested in ballast water handling history in order to assess po-
tential hazards caused by ballast water discharge.
Port authorities of some countries require providing them prior to arrival of the ship with in-
formation on the amount of ballast water on board, ballast water source, and whether ballast water
exchange has been undertaken. In this connection, a form of Ballast Water Reporting is provided in
the Plan.

Safety precautions
The procedure of water ballast exchange at sea should be assess according to its effective-
ness from the point of view of environment protection, as also its admissibility proceeding from en-
suring the ship's safety.
When deciding to have water ballast replaced at sea, the master, therefore, should take into
account the conditions permitting water ballast operations and precautions to be taken, namely:
Resolution МЕРС.124(53) determines three methods to ship of carrying out ballast water ex-
change at sea:
- refill method by which a ballast tank or other ship’s space intended for the carriage of bal-
last water is first emptied (of at least 95 per cent of its volume) and then refilled with sea water; and
- the flow-through method by which sea water is pumped through a filled ballast tank or
other ship’s space intended for the carriage of ballast water through overflow or other arrangement. At
least three times the ballast tank volume shall be pumped through the tank.
- dilution method by which sea water is filled through the top of the ballast tank or other
ship’s space intended for the carriage of ballast water with simultaneous discharge of the same amount
of ballast water and maintaining constant level in the ballast tank. At least three times the ballast tank
volume shall be pumped through the tank
When any method exchange the full cycle of ballast water exchange is divided into stages.
The ballast exchange requires careful planning and monitoring by the ship’s staff to mitigate the
risks imposed on the ship in respect of longitudinal strength, dynamic loads, excessive heel, bottom
forward slamming, propeller emergence, intact stability and bridge visibility. During stage water
ballast exchange every next step may start only after positive situation estimate when ships position,
weather forecast, used equipment condition and crew fatigue level are taken into consideration.
2 Sea state
Exchange of ballast in the ballast tanks, where significant structural loads may be generating
by sloshing action in the partially filled tanks were carried out in favorable sea and swell conditions
such that the risk of structural damage in minimized.
For safety reasons and taking into account class restrictsions the “sequential” method should
be used with sea state are not exceeded 4 balls.
When ballast water is being discharge, the ship should be in motion. The ship's velocity and
position with relation to the wind and sea direction should exclude any possibility of the discharged
ballast getting into tanks together with clean water through the bottom or side sea connection.

4 Ambient temperature
It is recommended that sea water be replaced at the positive ambient temperature. Ballast
water exchange at sea should be avoided in freezing conditions. However, when it is deemed abso-
lutely necessary, particular attention should be paid to the hazards associated with the freezing of
overboard discharge arrangement, air and measuring pipes, ballast system valves together with their
means of control and the accretion of ice on decks. Sea connection and sea valves should be
watched constantly and if need be, blown off and warmed up.
At low temperatures, ballast tank compression is not admissible owing to threat of forming
ice congestion. It is admissible to fill no more than 95% of a tank volume. FORBIDDEN employ
the flow-through method (is not applicable for this vessel) under conditions with icing.
5 Meteorological pilotage
It should be ensure that fax machines receive weather charts from international meteorologi-
cal stations and satellites. As far as possible, accurate enough information should be receive about
sea intensity and wind force in the navigation region, storm zones and tropical typhoon centers.
Proceeding from the extent of danger for the ship in expected sailing conditions, route, speed en
route, supposed ballast exchange area, points and ports of refuge should be selected.
6 Ship’s trim
The ship's trim should be paid attention to. When the ship is moving at a small forward draft
with sea from ahead, there are hydrodynamic shocks at the bow extremity. Shocks are accompanies
by the hull shakings changing into vibration (wave-excited vibration). To prevent the hull structure
damages caused by hydrodynamic shocks and wave-excited vibration, the ship should have suffi-
cient forward draft not less than 7,15 m..
If such a draft cannot be ensured, when there are heavy shocks, the speed should be re-
duced or the course should be altered. To avoid the main engine failures, shafting and aft ex-
tremity vibration owing to the propeller non- submersion, it is recommended to have an aft
draft not less than 6,55 m.
7 Ship stability
The ship's stability should be checked before leaving for a voyage and kept sufficient during
all the voyage, including any ballast exchange operation as per “Loading Manual and Stability In-
formation" on Stability control diagram. The ship stability is sufficient, if the corrected GM is more
than allowable value: GM’ > GMmin.
The ship's overall longitudinal strength should be checked at all the stages of ballast ex-
change to prevent excessive stresses in the hull. Bending moments and cutting forces calculated for
various fore-and-aft sections should not exceed admissible values stated in «Loading Manual and
Stability Information».

9 Torques information
To avoid additional torsional forces in the ship's hull, ballasting and deballasting of star-
board and port side tanks should be effected simultaneously; there should be the same quantity of
water in each existing pair of ballast tanks.
If the real ballast exchange differs from typical plan, the stability and total strengths calcula- tions
should be carried out using LCS.
The vessel is supplied by with Loading computer “LOAD-MASTER” (Serial No. 277-ABS-
OEC-031, see Appendix 3).
Liquid cargo flowing in the tanks owing to free surfaces in them always reduces the ship's
stability. Neglected or excessive free surfaces of liquid cargo can cause an emergency. Therefore,
when replacing ballast, ballast tanks with free ballast water surfaces should be strictly monitored.
When calculating the ship's stability, the impact of free water surface in ballast tanks is takes
into account as per “Loading Manual" by means of adding total correction Σ∆Мz to the ship's
weight vertical static moment, which is equivalent to artificial elevation of the center of gravity of
water ballast in the tanks. Here ∆Мz is correction to the water ballast weight vertical static moment
in a certain tank. Data on corrections for all the ballast tanks are given in "Loading Manual “.
It is necessary to exclude over-pressing of ballast tanks, for avoidance of which one should
controlling a level of filling of ballast water and free output of air from air pipes. Levels of filling
(drainage) are controlled by electronic divices and tide-gauge.
When ballast is being replaced in partially filled ballast tanks, the final level of filling the
tanks with clean ballast should be controlled thoroughly; the final level should not change as com-
pared to the initial one.
Ballast tanks and bilges should be keeping clean for correct performance of ballast and drain-
age systems. When checking the ballast and drainage systems, remote drives of shut-off valves should
be checked for serviceability.
The devices preventing seawater penetration into the tanks (caps, balls etc.) should always
be serviceable and permanently secured at the outlet ends of air pipes. At the same time, air pipes
should ensure free access of air when the tanks are being filled. The deck plugs of measuring pipes
should be closed tightly. Legible inscriptions about the purpose of the tanks should be made on
deck plates. During maintenance of equipment and mechanisms servicing the ballast and drainage
systems, the personnel should be guided by the manufacturer's maintenance manual and service
forms and records worked out by the ship owner.

Замена балластных вод может не производиться, если капитан решит, что такая заме-
на будет угрожать безопасности судна и/или экипажа вследствии неблагоприятных погодных
условий, конструкции или нагрузок судна, отказа оборудования, или любого другого исклю-
чительного условия. В таком случае подробные сведения о причинах того, что замена балла-
стных вод не производилась, должны быть внесены в Журнал операций с балластными во-
дами.
Всегда следует иметь в виду, что при проведении смены балласта в море может слу-
читься отказ энергетической установки, выход из строя балластной системы (насосов или
трубопроводов). Информация о таких авариях должна быть немедленно доложена в службу
безопасности мореплавания компании и как можно скорее предприняты чрезвычайные меры
по приведению судна в мореходное состояние. Такими чрезвычайными мерами могут быть
балластировка самотеком, и даже использование обычного обслуживающего насоса.
В случаях, когда невозможно произвести замену балласта или другие операции по его
обработке, балластная вода может быть оставлена в танках. Если это невозможно, судну сле-
дует сбросить лишь минимальное количество балластной воды в соответствии со стратегией
государств порта в отношении чрезвычайных ситуаций.

Measure to protect the crew is availability the Plan on board and implementation of its guid-
ance’s about ballast water exchange and sediments disposal by all crew members engaged in ballast
water management and safety.
A log book of ballast operations should be filled up fully and exactly for showing it to port
authorities that may be interested in previous ballast operations in order to assess potential danger
when discharging ballast water. A blank form of a log book of ballast operations and a sample of
filling it are given in Section 9.
Port authorities of some countries demand that information on the quantity of ballast aboard
the ship, the place where it was taken, as also whether ballast was replaced is presented before the
ship's arrival in port. For this purpose a blank form of a Report on the Ship's Ballasting is provided
for. A sample of the blank form of the Report and instructions how to fill it are given in Section 9.
17 Actions in emergencies
Ballast water exchange may be not undertaken due the master reasonably decides that such
exchange would threaten the safety of the ship and/or crew because of adverse weather, ship design
or stress, equipment failure, or any other extraordinary condition. In such case details of the reasons
ballast water exchange was not undertaken are to be recorded in the Ballast Water Record Book.
Always bear in mind that ballast water exchange at sea can have rejection power plant, fail-
ure of the ballast system (pumps or pipes). Information about such accidents should be immediately
reported to the Security of Navigation Company and as soon as possible the emergency measures
taken to bring the ship to seaworthiness condition. Such emergency measures can be ballasting by
gravity flow, and even the use of normal operating pump.
Where a port State authority requires that specific ballast water procedures and/or treatment
options be undertaken and due to weather, sea conditions or operational impracticability such action
cannot be taken, the master should report this fact to the port State authority as soon as possible
and, where appropriate, prior to entering seas under its jurisdiction.
In case where ballast exchange or other treatment options are not possible, ballast water may
be retained in tanks. Should this not be possible, the ship should only discharge the minimum essen-
tial amount of ballast water in accordance with port States contingency strategies.

Ballast water exchange is required to comply with the efficiency, of at least 95% by volume.
If the flow-through method move through the tank should be pumped at least three of its capacity.
This Plan provides a consistent flow of sequential method of ballast water exchange. As a
preliminary check-up showed, the ship's strength and stability remain sufficient during a complete
cycle of ballast exchange by means of the sequential method for the typical loading and ballasting
schemes No. 1 – 2 (see item 3.5).

Guidance on the choice of the sea region for ballast water exchange
When loading ballast, every effort should be made to avoid the uptake of potentially harmful
aquatic organisms, pathogens and sediment that may contain such organisms. The uptake of ballast
water should be minimized or, where practicable, avoided in areas and situations such as:
- areas with outbreaks, infestations or known populations of harmful organisms and patho-
gens;
- areas with current phytoplankton blooms (red tides);
- nearby sewage outfalls;
- nearby dredging operations;
- when a tidal stream is known to be the more turbid;
- areas where tidal flushing is known to be poor;
- in darkness when bottom dwelling organisms may rise up in the water column;
- in very shallow water or where propellers may stir up sediment.
Furthermore, the following practice are recommended, where practicable, ship would con-
duct ballast exchange in deep water, in open ocean, where the depths make 200 m and more and as
far as possible from shore, particularly in areas within 200 nautical miles from shore.
If neither form of ballast exchange in open ocean is not practicable, ballast exchange may be
accepted by the port State in designated areas, or other methods of ballast operations, approved by
the port State, are to be applied.
Several States aver taken unilateral action by adopting legally binding provisions for local,
regional or national application with a view to minimizing the risks of introducing harmful aquatic
organisms and pathogens through ships entering their ports. This Plan shows the national and re-
gional requirements for ballast water management, existing at the time of the document. In the regu-
lations of these countries the port's regions is indicates, in waters which could be to exchange the
ballast, the available data are given in Annex. The ship's master is required to request information
about such regions when approaching the port authorities of the port State.
Thus, when choosing the region for ballast water exchange in sea must be primarily guided
by the International Convention for the control and management of ships' ballast water and sedi-
ments in 2004 and complied with the requirements of IMO, prescribed in these documents and this
Plan. In the event that the planned port calls in countries where national requirements operated,
must be guided by the provisions listed there in. Ships must receive an up-date on the introduction
of new laws and local regulations concerning the requirements for the ballast water exchange from
theirs agents in the planning of each voyage. The administration of the port State should provide
ship or its agent information on the location zones of ballast exchange.

Coordinating shipboard ballast water management that involves discharge to the sea with the
authorities of the State, into whose waters such discharge will take place, is to set the relationship
ship and port state authorities. Each party must comply with the prescribed to her requirements in IMO

about procedures for recording and messages transmission.
Procedures of ballast water management on the ship shall be recorded in the Ballast water han-

for maintaining appropriate records. Recordings should be made available to the authorities of the port
State.
To way to the seaport in advance the ship's master is guides to the administration of ship's arri-
val port (to duty inspector of port's superintendence or operator) Ballast water reporting or to other ad-
dresses, set by local regulations. It should be taken into account when sending information by IMO
form, that some countries have their own sample form for information. In such cases, it is necessary to
request a special form and act in accordance with description (see Annex ) - to provide information by
the proposed countries form to its way to these addresses.
When the ballast discharging in State waters under its jurisdiction, the captain must inform
the authorities of the port State of his intention. If the ship does not have the possibility of ballast dis-
charge at sea or in designated of port's regions, the captain must be reported of this fact the au- thori-
ties of the port State and find out the strategy of the port State in regard to emergency situa- tions.
At the port it is necessary to give the inspector of the port authorities or the quarantine in- spec-
tor extracts from the Ballast water handling log, with confirmation from the Log-book. In the event
that will require additional sampling of ballast water or sediments for matching ballast water with per-
formance standard, provide the necessary assistance to the inspector.
In each state, employed the procedures of ballast water and sediments discharging, for the con-
trol and management of ships' ballast water and sediments the port's superintendence is responsible for
coordinating the application the requirements of the convention at the national level meets
the office to protect the marine environment or other supervisory body. Port States should provide
ships with the following information:
- details of their requirements concerning ballast water management;
- location and terms of use of alternative exchange zones;
- any other port contingency arrangements;
- the availability, location, capacities and applicable fees relevant to reception facilities
that are being provided for the environmentally safe disposal of ballast water and associ-
ated sediment;
- areas and situations where the uptake of ballast water should be minimized.

Member States, applying ballast water and sediment discharge, procedures, should notify the
IMO of specific requirements and provide to the IMO, for the information of other member States
and non-governmental organizations, copies of any regulations, standards, exemptions or guidelines
being applied. Verification and detailed information concerning port State requirements should be
obtained by the ship prior to arrival.
The port's authority must to send inspector to the ship in order to verify the quality of ballast
water and the documents recording operations with ballast water.

The acceptance of ballast not more than in two tanks simultaneously is forbidden productiv-
ity of the ship's systems and servicing mechanisms. In this case, all the ballast water discharged un-
til the ballast pump stops suction; if possible, stripping pumps and ejectors should be used. After bal-
last water discharged, the tanks are filled with clean water.
The sequential method of ballast exchange does not need any special re-equipment of ballast
tanks or installing additional water discharge/intake appliances.
At the same time, when this method is used and big masses of ballast water are removed from
the ship alternately and then replaced by clean water, the ship's condition is changing:
The complete cycle of ballast exchange by means of the sequential method is split into stages.
The following data are indicated for every stage:
- numbers of tanks from which ballast is pumped out/ into which ballast is received;

1. A ship conducting Ballast Water exchange to meet the standard in regulation D-1 shall:
.1 whenever possible, conduct such Ballast Water exchange at least 200 nautical miles
from the nearest land and in water at least 200 metres in depth;
.2 in cases where the ship is unable to conduct Ballast Water exchange in accordance with para-
graph 1.1, such Ballast Water exchange shall be made as far from the nearest land as
possible, and in all cases at least 50 nautical miles from the nearest land and in water at least
200 metres in depth.
In present Plan, when checking the ship stability, the correction of free surface effects for
fixed items cargo tanks, ballast tanks and stores tanks are accepted on the fact of their filling. These
corrections for each tank take into account the most unfavorable combination of free surfaces, which
one can arise during a voyage.
Pours of the ballast exchange by a sequential method is executed under typical plans of bal-
lasting No. 1 - 2. In tables 8.1 – 9.2 calculations of stage-by-stage ballast water exchange are pre-
sented. The ship meets requirements trim, stability and strength for all stages of ballast water ex-
change.
Initial condition in the pours of the ballast exchange is corresponds to 60% stores and the
corresponding ballast amount. Filling of the ballast tanks indicated as percentage of theirs capacity.

5.5. Метод прокачки для замены балласта (не применим для данного суд-

При методе прокачки откачка воды из балластных танков осуществляется через воз-
душные трубки. Установленная в фальшборте система шпигатов исключает скопление воды
на палубе. Учитывая большой объем перекачиваемой воды, требуется дооборудовать воз-
душные трубки специальными съемными шлангами для сброса балластной воды за борт для
предотвращения вытекания воды на верхнюю палубу. С целью предотвращения попадания
воды внутрь судна все опасные отверстия на главной палубе: сход в МКО, аварийный выход
из МКО и сход в румпельное отделение должны быть закрыты.
При смене балласта методом прокачки уровень заполнения балластных танков не из-
меняется, следовательно, без изменения остаются все характеристики посадки, остойчи-
во сти и прочности судна.

The flow-through method of ballast water exchange exchange (is not applica-
ble for this vessel)
Use the step-by-step procedure for ballast exchange in any order of the processing tanks, but
at the same time filling or drainage symmetrical tank on portside and starboard. At the ballast dis-
charged in central tanks use all the ventilation tube located on both sides.
At a flow-through method the pumping water from the ballast tanks is executes through the
air tubes. Established in bulwark scupper system eliminates water accumulation on deck. Given the
large volume of pumped water, air tubes is necessary equip special removable hoses to discharge
ballast water into the sea to prevent the outflow of water on the upper deck. In order to prevent in-
gress of water into the ship all hazardous openings on the main deck: ER entrance, ER emergency
exit and tiller compartment entrance should be closed.
As usage of the flow-through method of the ballast exchange the supplementary measures of
safety of the crew members should be undertaken. When pumping the ballast should be continuous
monitoring for the air tubes in through which the water is pour off. The crew in charge of ballast
operation should be in constant readiness for emergency situations, wearing the clothing. Not to be
find a person on the deck at the time of the operation. Application of this method in icing conditions
is not permitted.
At exchange of ballast by a flow-through method the level of filling of ballast tanks does not
change, therefore, all characteristics of the ship’s trim, stability and strength remain unaltered.

Sediments disposal
The volume of sediments in a ballast tanks should be monitored on a regular basis. Sediment
in ballast tanks should be removed opportunely.
Where practicable, routine cleaning of the ballast tank to remove sediments should be car-
ried out in mid-ocean or under controlled arrangements in port or dry dock. It is necessary to flush
carefully ballast tanks, chain lockers and other places, where the ooze can collect, to gather and re-
move such lodgments.
The sediments cannot be dropped into the inshore or port waters. They can be discharged in
places allocated by the port State under dumps, or decontaminated. If reception facilities and facili-
ties for the ballast treatment by a port State safe for environmentally disposal of sediment from the
ballast tanks in sufficient quantities.
It’s recommended to remove sediment from ballast tanks under controlled conditions in port,
at a repair facility or in dry dock. In the sea is forbidden to use methods of stripping tanks, applica-
ble at the port or the dock. In the sea is allowed to use certified products and detergents, based on
procedures developed by the IMO. Each ballast tank would fill with the preparation receiving
through air tubes at all ballasting. It would introduce the preparation through the ballast piping in
order to achieve the quality of mixing with water. When mixed with ballast water during ballasting
the preparation reacts with oozy masses, forming with in adhesive particles. These large particles
settle to the tank's bottom, while still able to disperse, so that they can easily remove at the time of
discharge of ballast in designated areas of the operation. Do not use this procedure for the stripping
of tanks at sea in planning the replacement of ballast flow-through method, while avoiding prepara-
tion spills on the deck.
To clear the dense accumulations of sediment in the port, you can also use the procedure of
stripping using chemicals. Before stripping the tank should be empty. In the tank, add water in suf-
ficient quantities to sustain the necessary level in the tank. Enter a preparation in the recommended
manufacturer's dosage. To produce infiltrated deeper, using fire hoses and through the holes (see
section 6.2) to deliver the water in the tank. Leave the blend for a certain time, then drain and wipe
dry using established by the board at the pumps, and ejectors. Sediments would discharge in port
reception facilities.
If the ship is in the dock, to apply mechanical and manual procedures for the removal of
sediments. Effective use of industrial high-pressure machines for ballast tanks stripping. Sediments
washed out a jet of water under high pressure of 200-1500 bar, and shall be disposed of in port's
regions and special reception facilities for further recycling quarantines authorities. Manual remov-

sufficient ventilation and lighting. Before entering tank and during work process in it oxygen and
carbon dioxide factors in the tank’s gas atmosphere have to be checked. Required to work tools and
devices should be omitted to the tank in the tarpauline bag. Watch has to be placed near tank’s en-
trance when people are in the tank. All work must be received by the clearance of a senior assistant
captain.

General
Port State authorities have the right to check how the requirements regarding control of wa-
ter ballast and sediments are carried out. This check-up of conformity with the requirements is con-
ducted by taking samples of ballast water and/or sediments to determine the survival period of
harmful water organisms and pathogens.
Port State authorities should indicate to the Master the purposes for which a sample is taken
(i.e., monitoring, research or enforcement). Results of analyses of samples should be made available
to ship's operators on request.
To conduct the above control, the ship's captain is to present all the necessary information re-
lated to ballasting and places where samples are taken and to allot crew members to take samples.
The location and suitable access points for sampling ballast or sediment should be described
in the « Sounding & vent piping diagram » and « Manholes Arrangement» (Cl.6.2). Ballast water and
sediments samples are taken through the measuring and ventilation pipes that are in every ballast
tanks and sampling tap that is situated on the pipe of discharged cleaning water overboard.
Data on the type, quantity and location of openings giving access to every ballast tank (table 13).
Ballast-water samples can also be taken through air relief cocks located on the discharging pipeline
between ballast pumps and discharge flood valves.
Through the manholes should be remove ballast tanks sediments in mid-ocean or port or dry dock.
When carrying out the procedure of taking samples of ballast water and sediments, its ex-
ecutors should follow safety precautions for marine ships as per RD 31.81.10-91 including the fol-
lowing:
- descent into closed and enclosed spaces, difficult of access and poorly ventilated and
work there are permitted under the direct command of a chief engineer or chief officer
each in his respective department,
- in urgent situations and when there is no certainty that air is harmless for the people sent
into enclosed spaces, they should use protective means for respiratory organs,
- under no circumstances should a person alone enter an enclosed space unless the second
person is watching him outside of that space. Incoming indoors should wear a helmet,
- a person entering an enclosed space should wear a helmet, safety belt with straps and a
safeguard rope whose second end should be held by the person watching outside of the
space. The person in an enclosed space and the person watching him should use the es-
tablished system of signals,
- when thawing out frozen measuring and air pipes with steam, steam hoses with securely
fastened metal tips designed for reduced steam pressure of not more than 3 kg/sq.cm
should be used,
- the hose lowered into the pipe to be thawed out should be securely fastened,
- a zone where the equipment is being thawed out should be guarded and have a "DAN-
GEROUS ZONE" sign.

Items of information on the official who is responsible for management of ship’s ballast wa-
ter and sediments should be brought in to the table 2 of item 1.5 of the Plan, and mark about his fa-
miliarization with the Plan.
Ships' officers and ratings engaged in ballast water exchange at sea should be trained and
familiarized as follow:
− with the purpose of carrying out exchange of ballast at sea (sea i. 2);
− ballast changing methods with the methods in use for ballast water exchange at sea and
sediments disposal if applicable with particular reference to required safety precautions
(see items 4, 5);
− with ballast management means on board: the ship's pumping plan which should show
ballast pumping arrangement, with positions of associated air and sounding pipes, posi-
tions of all compartment and tank suctions and pipelines connecting them to ship's bal-
last pumps, sampling points locations and, in the case of use of the flow through
method of ballast water exchange, the openings used for release of water from the top
of the tank together with overboard discharge arrangements (see items 3, 6);
− with the method of ensuring that sounding pipes are clear, air pipes and their non-
return devices are in good order;
− with the different times required to undertake the various ballast water exchange opera
tions;
− with the method of on-board ballast water record keeping, reporting and recording of
routine soundings (sea i. 9).

To facilitate the administration of ballast management procedures, the master appoints the
chief officer to be in charge of making appropriate records and controlling ballast operations.
The crew members conducting ballast operations under the chief officer's command are:
− a watch officer,
− a duty engineer,
− an able seaman (carpenter) and
− a boatswain.
The chief officer as the person in charge of ballast operations should ensure:
1. Conformity of operations conducted with water ballast with the procedures stated in this
Plan.
3. Informing the ship owner or operator about the time water ballast exchange started and
finished.
4. Preparing a Ballast Water Reporting Form before the ship's arrival in port.
5. Help to a surveyor of port authorities or quarantine officer with getting samples if re-
quired.

General
BALLAST WATER REPORTING FORM is IMO developed sample as a manual for advice
of arrival port administration, which asks the preliminary information to present. Explanations for
fill form are resulted below.
Before to use the specified form, it is necessary to find out, whether the vessel's arrival
country has an own sample of the form of the information. In this case at call on territory of the ves-
sel's arrival country it is necessary to represent the report on a status of vessel's ballast waters on the
form of the vessel's arrival country (sea Annex).
In advance is advisable to fill in the form of all graphs, including continuous dates (ex. ship's
name, IMO number, total number of tanks, theirs total capacity, etc.). This will help avoid unex-
pected errors. The form must be filled out clearly, that the quarantine inspectors no doubts, with its
reading. Following also indicate that the question No. 3 «The total number of tanks on board» refers
to the total number of isolated ballast tanks.
BALLAST WATER HANDLING LOG should contain pages for recording date on re-
ceipted and discharged ballast water and pages for recording date on atypical events. These two
forms are manual to recording data in which frequently are interested quarantine officers, wishing
to have data on a ballast water sources.
It is recommended to bring in Ballast Water Handling Log of data on ballast operations even
if a vessel any time is maintained in area where the information on water ballast (as acknowledge-
ment of history of available water ballast subsequently can be demanded) is not required on a regu-
lar basis.
Ballast Water record book entries shall be maintained on board the ship for a minimum period
of two years after the last entry has been made and thereafter in the Company‘s control for a minimum
period of three years.

1 Введение
«Балластные воды» означает воду со взвешенным в ней веществом, принятую на борт суд-
на для контроля дифферента, крена, осадки, остойчивости или напряжений судна. Управление
балластными водами должно осуществляться в соответствии с одобренным планом управления
балластными водами и с учетом MEPC.127(53).

1. Introduction
In accordance with regulation B-2 of the Annex to the International Convention for the Control
and Management of Ships' Ballast Water and Sediments, a record is to be kept of each Ballast Water
operation. This includes discharges at sea and to reception facilities.
«Ballast Water» means water with its suspended matter taken on board a ship to control trim,
list, draught, stability, or stresses of a ship. Management of Ballast Water shall be in accordance with
an approved Ballast Water Management plan and taking into account MEPC.127(53).
Entries in the BalJast Water record book shall be made on each of the following occasions:

3.2. Когда балластные воды циркулируются или обрабатываются для целей управления
балластными водами:
.1 дата, время и местоположение порта или сооружения, где происходит сброс (порт или
шир./долг.);
.2 предполагаемый объем сброшенного балласта в кубических метрах плюс остающийся
объем в кубических метрах;
.3 выполнялся ли до сброса одобренный план управления балластными водами;
.4 подпись лица командного состава, ответственного за операцию.

3.2 Whenever Ballast Water is circulated or treated for Ballast Water Management purposes:
The volume of Ballast Water on board should be estimated in cubic metres. The Ballast Wa-
ter record book contains many references to estimated volume of Ballast Water. It is recognized that
the accuracy of estimating volumes of ballast is left to interpretation.
