A. WORK-FROM-HOME (WFH) DUE TO ENHANCED COMMUNITY QUARANTINE
DECLARATION

With the entire country now under a State of Public Health Emergency under Proclamation No. 922 (s.2020) and
State of Calamity under Proclamation No. 929 (s.2020), and with the entire Luzon and other localities in the Visayas and
Mindanao otherwise declared as under Enhanced Community Quarantine, some offices of the Professional Regulation
Commission (PRC) in the Visayas and Mindanao, including Service Centers, are temporarily closed and adopted a work-
from-home (WFH) scheme, as provided for by applicable provisions of PRC Memorandum No. 20 (s.2020), from March
23, 2020 until the end of the quarantine period or as directed by the Commission, whichever comes earlier.

The public is advised to send their queries and concerns on related transactions to the concerned PRC Regional

PRC Operations

1. Are PRC offices and PRC Service Centers operating under a work-from-home arrangement?

✔ Yes, PRC offices and Service Center located in Luzon are operating under a work-from-home arrangement
including those in Visayas and Mindanao, where Enhanced Community Quarantine (ECQ) is being imposed
by the concerned LGUs.

2. If PRC Offices are closed, but are operating under a work-from-home arrangement, how can I send my queries
and concerns?

✔ You may send your queries and concerns on related transactions to the email addresses of the concerned
PRC offices posted at the PRC website or you may click any of these links:

✔ For PRC Regional Office XI and Tagum Offsite Service Center, you may direct your queries to
prc.davao@gmail.com or prc.tagum@gmail.com. Your query will be attended to as soon as possible.

3. I have a confirmed online appointment with PRC XI. When will PRC XI resume its operation?

✔ PRC RO XI, like all other PRC Offices nationwide, will resume its operations upon lifting of the ECQ, please

B. ONLINE APPOINTMENT SCHEDULES

Due to the extension of the Enhanced Community Quarantine until May 15,2020, please be advised that:

For PRC Offices in Visayas and Mindanao, all confirmed Online Appointments will be accommodated the next working
days following the lifting of Enhance Community Quarantine, and until further notice.

Online Appointments

1. I have a confirmed (paid) online appointment during the Enhanced Community Quarantine period, will I be
accommodated? If not, when will I be accommodated?

✔ For renewal and requests for duplicate Professional Identification Cards (PICs) and License Validation for
Nursing and Midwifery Council - United Kingdom (NMC-UK), PRC XI will process these transactions starting
April 30, 2020. For the complete guidelines, please access

types of transactions upon resumption of office operations after lifting the ECQ.

2. After the Enhanced Community Quarantine period, do I need to reschedule my confirmed (paid) online
appointment so that I will be accommodated or do I just go directly to my confirmed place of appointment?

✔ No, you do not need to reschedule your appointment. You may proceed to your appointment place on the
new schedule which will be posted in PRC’s FB page after the lifting of the Enhanced Community
Quarantine. Please take note that PRC Offices may set their respective scheduling system to accommodate
all online appointments affected by the ECQ declarations.

3. Do I need to reschedule or cancel my confirmed (paid) online appointment due to Enhanced Community
Quarantine?

✔ No, all confirmed appointments affected by the Enhanced Community Quarantine will be processed upon
resumption of office. Please take note that PRC Offices may set their respective scheduling system to
accommodate all online appointments affected by the ECQ declarations. You can also get updates through
visiting our website at www.prc.gov.ph.

4. The scheduled date of my confirmed (paid) online appointment lapsed during the ECQ period. Do I have to
get another appointment schedule?

✔ No, you do not need to get another appointment schedule. You may proceed to your appointment place on
the new schedule which will be posted in PRC’s FB page after the lifting of the Enhanced Community
Quarantine. Please take note that PRC Offices may set their respective scheduling system to accommodate

all online appointments affected by the ECQ declarations. You can also get updates through visiting our
website at www.prc.gov.ph.

5. Can I come any time after the lifting of the ECQ, or do you have specific schedules for different appointment
dates?

✔ Due to the volume of affected transactions, PRC RO XI is still devising a Post-Quarantine-Plan on how to
cater all pending transactions in its main office in Davao City and Offsite Service Center in Tagum City. You

6. Even though there was an ECQ declaration, my online appointment status is CANCELLED or PENDING. Can I
still use this online appointment so that I will be catered by PRC?

✔ No, you cannot. As a general rule, PRC will only cater CONFIRMED online appointments which means that
you have already paid the prescribed fees in any authorized online payment channels, with or without any
ECQ declarations.

C. ON CLIENT’S PROBLEMS WITH LERIS ACCOUNT

With the advent of automating systems in the Professional Regulation Commission, all clients are required to
register their email accounts into PRC’s LERIS System. This allows processors a more efficient way in catering to clients’
transactions at reduced process cycle times.

Common Problems Encountered

1. I forgot my password. What should I do?

✔ If you still remember your registered email address, you may click on the “Forgot Password” button at our
website (online.prc.gov.ph) so that you can reset it and create a new one.

2. I forgot my registered email address. What should I do?

✔ Under normal circumstances, you may proceed to the nearest PRC Regional Office and bring with you a
photocopy of your Professional Identification Card (PIC) or any valid government ID for your account to be
retrieved.

3. I forgot both my registered email and password. What should I do?

✔ In case you forgot both your registered email address and password, please proceed to the nearest PRC
Office and bring with you a photocopy of your Professional Identification Card (PIC) or any valid government
ID for your account to be retrieved.

4. What if I have a Mismatched Record or there are errors in any of my registered information (i.e. Name, Date
of Birth, Civil Status) or I just have a hard time accessing my account online, what should I do?

✔ Under normal circumstances, you may proceed to the nearest PRC Regional Office and bring with you a
photocopy of your Professional Identification Card (PIC) or any valid government ID for us to address your
concern. We would be very eager to assist you.

5. Now that we are at ECQ, can I do any of the above-mentioned transactions?

✔ Unfortunately, you can only do the resetting of password at home. All the other transactions need personal
appearance, hence, they can only be done after the Enhanced Community Quarantine declaration is lifted.

D. PAYMENT OPTIONS

PRC has been improving its collection system by allowing clients to pay for their transactions through any of the
authorized online payment channels specified in the website except for requests for certification and authentication not
included in the www.online.prc.gov.ph or www.online1.prc.gov.ph. Through this innovation, clients no longer need to
wait longer in lines to be able to have their payments collected since they can pay through UCPB counters, LandBank
iAccess, PayMaya or using their respective debit/credit cards.

PRC Cashier Option

1. My transaction payment status is PENDING and I selected one of the following as my payment option: Land
Bank / UCPB / Paymaya / Gcash / Debit / Credit. Can I just pay my pending transaction at the PRC cashier?

✔ No. Only transactions with “PRC Cashier” as a payment option can only be catered at the PRC Davao Cashier.

2. I have already selected Land Bank / UCPB / Paymaya / Gcash / Debit / Credit or PRC Cashier as my payment
option. Can I change it?

✔ No. If you already selected a payment option and your appointment is already set, you cannot change the
Payment Option. You will need to cancel your existing online appointment and set a new appointment for
you to be able to pay using the other payment channels. If done properly, you will be given a new reference
number for the new online appointment.

3. I am coming from a place where Tagum Offsite Service Center (OSC) - Robinsons Place is nearer for me to
transact in. Can I set an online appointment there and choose to pay over-the-counter at the Tagum Offsite
Service Center?

✔ No. Unfortunately, there is no Cashier stationed in our Tagum OSC to receive your payments. Please make
sure that you choose the other modes of payment to be catered in our Tagum OSC.

4. I was able to choose “PRC Cashier” as the payment option in my online appointment for OSC-Tagum -
Robinsons Place , will my transaction still be catered?

✔ No, your transaction will not be catered. Since there is no Cashier assigned in the Tagum OSC, you will need
to cancel the existing appointment and secure another one.

LandBank iAccess Transactions

1. My transaction payment status is PENDING and there is already a deduction on my LandBank iAccess
transaction history. What should I do?

✔ Please wait for the system to update the status of your payment within 24 hours. If the status is still
PENDING after 24 hours, please proceed to the nearest PRC Regional Office on your selected appointment
date or on the next working day so that we can assess and update your payment status. Please bring a
photocopy of your Land Bank Transaction History.

2. I was able to choose a payment option other than LandBank and my transaction payment status is PENDING.
Since, I have a LandBank iAccess account, can I use the same reference number and pay through iAccess?

✔ No. You will only be redirected to the LandBank payment portal once you selected LandBank as your
payment option. Should you fail to pay after the alloted time, you should cancel the existing appointment
and get a new one.

3. There was an error in my payment, and it was already deducted from my Land Bank account. Where can I
request for a refund?

✔ Please proceed to the nearest PRC Regional Office or Offsite service center and bring with you the following
documents:

1) Photocopy of your Online Appointment Schedule;


2) Photocopy of your Professional Identification Card (PIC) or any government issued ID;
3) Letter request for refund.

UCPB Transactions

1. My transaction payment status is PENDING and I already paid at UCPB over the counter. What should I do?

✔ Please wait for the system to update the status of your payment within 2 to 3 banking days. If the status is
still pending after the said period, please proceed to the nearest PRC Regional Office on your appointment
date or on the next working day for us to assess and update your payment status.

2. Where can I request a refund of my UCPB payment?

✔ Unfortunately, only the PRC Central Office Cashier can issue a refund for UCPB transactions. Hence, please
proceed to PRC Central Office Manila Cashier for your refund. No cashier at any PRC Regional Offices or
Service Centers can refund UCPB transactions.

3. My appointment schedule is tomorrow and I selected UCPB as my payment option. Can I still pay today?

✔ No. UCPB payments should have been made at least 3 banking days before your appointment schedule. You
should cancel your existing appointment and get a new one instead.

Paymaya Transactions

1. My transaction payment status is PENDING and upon checking my transaction history, there is a
deduction/charge already in my PayMaya account. What should I do?

✔ Please wait for the system to update the status of your payment within 24 hours. If the status is still pending
after 24 hours, please proceed to the PRC Regional Office on your appointment date or on the next working
day for us to assess and update your payment status. Please bring a photocopy of your Paymaya Transaction
History.

2. Where can I request a refund of my Paymaya payment?

✔ Unfortunately, only the PRC Central Office Cashier can issue a refund for PayMaya transactions. Hence,
please proceed to PRC Central Office Manila Cashier for your refund. No cashier at any PRC Regional Offices
or Service Centers can refund PayMaya transactions.

E. ON LICENSURE EXAMINATIONS

Deadlines for the Filing of Applications for Licensure Examinations are extended

Following the earlier postponements of the scheduled licensure examinations by the Professional Regulation
Commission (PRC), please be advised that all deadlines initially set from March 16, 2020 until the lifting of ECQ, for the
filing of applications for licensure examination, are extended until further notice.

All concerned individuals are advised to wait for further announcements on the new schedule of deadlines, to

Postponement of the May and June 2020 Scheduled Licensure Examinations

Pursuant to Republic Act No. 11469 (s.2020) or the Bayanihan to Heal As One Act declaring a State of National
Emergency over the entire country, the declared extension of the imposed Enhanced Community Quarantine (ECQ), and
to further ensure the safety of the examinees and employees of the Professional Regulation Commission (PRC), the
conduct of the following licensure examinations is hereby POSTPONED:

Civil Engineer Licensure Examination (May 3-4, 2020)


Licensure Examination for Chemical Engineers (May 6-8, 2020)
Licensure Examination for Certified Public Accountants (May 10,17-18, 2020)
Dentists Licensure Examination (Written and Practical) (May 12-14, 26-29, 2020)
Dental Hygienists Licensure Examination (Written & Practical)(May 21-22, 2020)
Nurses Licensure Examination (May 31-June 1, 2020)
Criminologists Licensure Examination (June 7-9, 2020)
Environmental Planners Licensure Examination (June 11-12, 2020)
Licensure Examination for Interior Designers (June 23-25, 2020)

Application for Examination

1. I am currently here abroad, and I would like to apply for a licensure examination. Can I do so through an
authorized representative?

✔ Yes, an applicant working abroad may apply for Examination through a representative. The representative
should bring the following requirements during his/her appointment schedule:

I. Duly accomplished Online Appointment


II. Documentary Requirements (based on the profession of the applicant)
III. Special Power of Attorney (SPA) notarized in the Philippine embassy/consular office of the country
where the client is currently located. (Original document should be presented)
IV. Photocopy of either stamped Passport or Valid employment contract or any proof of employment
abroad.

✔ However, the Notice of Admission (NOA) will only be issued to the applicant upon personal appearance.
Please make sure that the applicant will get it from the Application Section at least one (1) week before the
first day of examination.

F. ON SPECIAL ACCREDITATIONS AND APPLICATION FOR REGISTRATION WITHOUT


EXAMINATION

Application for Accreditations by the Board of Accountancy for Accounting Teachers, Public Practice and those
employed in Accounting Firms; and Application for Registration without Examination do not require online
appointments. All applicants may visit the nearest PRC Office so that their applications will be processed accordingly.

Given the current ECQ situation, you may come to the office anytime after the lifting of the Community
Quarantine. You may also visit our website at www.prc.gov.ph and PRC RO XI’s official facebook page

For the Board of Accountancy

1. I am applying for accreditation as Accounting Teacher / Accountant in Public Practice / Accountant employed
in an Accounting Firm. Do I need an online appointment to have my application catered?

✔ No, you do not need an online appointment. Under normal circumstances, you can visit the PRC Office
nearest you.

2. How long will it take for my application for accreditation as Accounting Teacher / Accountant in Public
Practice / Accountant employed in an Accounting Firm to be approved?

✔ Unfortunately, applications for accreditation as Accounting Teacher / Accountant in Public Practice /


Accountant employed in an Accounting Firm are sent to the Board of Accountancy (BOA) for approval. It
usually takes weeks or months depending on the response of the BOA.

3. Since we are now in ECQ, will I be able to apply for accreditation as Accounting Teacher / Accountant in Public
Practice / Accountant employed in an Accounting Firm?

✔ No. All PRC Offices, including the office of the Board of Accountancy, are closed. You can only apply after
the ECQ declaration is lifted.

Application for Registration Without Examination

1. I am applying for conversion of my CSC PBET License to the PRC Professional Teacher License. Do I need an
online appointment to have my application catered?

✔ No, you do not need an online appointment. Under normal circumstances, you can visit the PRC Office
nearest you to process the conversion of your PBET License to PRC Professional Teacher License.

2. I am applying for registration without Examination as a Professional Salesperson / Agriculturist / Medical-


Laboratory Technician / Electrical Engineer / Mechanical Engineer / Electronics and Communications Engineer
. Do I need an online appointment to have my application catered?

✔ No, you do not need an online appointment. Under normal circumstances, you can visit the PRC Office
nearest you to process your application for registration without examination as any of the aforementioned
professions.

3. How long will it take for my application for conversion of PBET to LET / registration without examination to
be approved?

✔ Unfortunately, applications for conversion of PBET license to PRC Professional Teacher license and
applications for registration without examinations for other professions are sent to their respective
Professional Regulatory Boards for approval. It usually takes weeks or months depending on the response of
their PRBs.

4. Since we are now in ECQ, will I be able to apply for conversion of PBET License to PRC Professional Teacher
License / apply for Registration without Examination?

✔ No. All PRC Offices, including the offices of the Professional Regulatory Boards, are closed. You can only
apply after the ECQ declaration is lifted.

G. RENEWAL AND REQUESTS FOR DUPLICATE PROFESSIONAL IDENTIFICATION


CARDS (PICs)

Pursuant to Presidential Proclamation No. 922 dated 8 March 2020 declaring a State of Public Health Emergency
throughout the Philippines, the extension of the imposed Enhanced Community Quarantine, the Professional
Regulation Commission (PRC) informs the public that the validity of the Professional Identification Card (PICs) of all
professionals expiring during the period of community quarantine is extended until the lifting of the community
quarantine.

Further, please be advised that after the lapse of the extension period, all concerned professionals shall file their
applications online for PIC renewal within thirty (30) days therefrom without accruing any surcharges/penalties.

Meanwhile, professionals with confirmed online appointments within the Community Quarantine period will be
accommodated upon resumption of operations or upon the lifting of the quarantine period. Kindly check the PRC

On the other hand, for clients transacting with PRC Davao and its Tagum Offsite Service Center, effective April
30, 2020, renewal and requests for duplicate Professional Identification Cards (PICs) and License Validation Nursing and

License Renewal

1. Can I process my Renewal or Request for a Duplicate copy of Professional Identification Card (PIC) in PRC
Regional Office XI during the Enhanced Community Quarantine?

✔ Yes, you can. Although PRC XI is temporarily closed, but effective April 30, 2020, you may process renewal
and requests for duplicate PICs online. PRC RO XI will only cater transactions with confirmed online
appointment scheduled on March 23 to May 15, 2020, with PRC Davao or OSC-Tagum as an appointment

2. I am an OFW and because of the travel ban, I am not able to return to the Philippines to personally renew my
Professional Identification Card (PIC). Can I still renew my PIC using my confirmed online appointment at a
later date?

✔ Yes. OFWs are given special considerations in transacting with PRC Offices. You just need to bring your
confirmed online appointment and a valid proof of employment abroad.

3. My license will expire during the quarantine period. Will I still be able to practice my profession?

✔ Yes. The validity of the Professional Identification Card (PIC) of all professionals expiring during the
Enhanced Community Quarantine period is extended until the lifting of the ECQ.

4. A friend of mine secured an online appointment schedule, for the renewal of my PRC ID, on my behalf. She
gave me my reference number for the appointment. Is this all I need to process my renewal or are there other
requirements that I need to bring?

✔ In order to process the renewal of your Professional Identification Card (PIC), you are required to bring the
following requirements:
a. Print out of duly accomplished online renewal form with appropriate photo in plain white
background.
i. Note: The Photo must bear a complete name tag of the professional, most recent (taken
not more than 6 months prior to uploading) and must not be pixelated.
ii. The registered professional must wear decent attire (with collar and sleeves)

b. Certificates of Attendance to PRC accredited Seminars/Trainings with CPD units taken within the last 3
years. For the required number of CPD Units, please access
https://www.prc.gov.ph/sites/default/files/CPD-FAQs-2020.pdf. Otherwise, if you cannot comply with

the required CPD units, you need to sign the Undertaking located at the lower portion of the printed
online accomplished renewal form.

c. Other documents as may be prescribed by the Professional Regulatory Board Law of the concerned
profession i.e. Certificate of Good Standing, Certificate of Membership, Surety Bond for Real Estate
Brokers and Appraisers

H. CONTINUING PROFESSIONAL DEVELOPMENT (CPD)

Rescheduling of the Approved CPD Programs

In view of the imposition of the Enhanced Community Quarantine and Stringent Physical Distancing Measures over
the entire Luzon and other Local Government Units in the country, thereby bringing to halt all CPD offerings, CPD programs
will be rescheduled accordingly.

CPD providers are required to manifest their request for rescheduling, in writing, to the concerned CPD Council prior
to the offering of the program.

1. Is CPD a mandatory requirement in the Renewal of Professional License?

✔ Yes. The CPD is a mandatory requirement in the renewal of the Professional Identification Cards (PICs) of all
registered and licensed professionals under the regulation of the Commission.

2. Am I allowed to renew my Professional Identification Card (PIC) even if I cannot comply with the required CPD
Units?

✔ Yes. Registered professionals who are unable to comply with the required CPD credit units are ALLOWED to

3. Are Senior Citizens exempted from CPD Requirement?

✔ No. The Law does not provide any exemption from CPD compliance for the renewal of Professional
Identification Card (PIC). Please refer to https://www.prc.gov.ph/sites/default/files/CPD-FAQs-2020.pdf
for the required number of CPD units for Senior Citizens.

4. Who are not covered by the CPD Requirement during the transition period?

✔ During the transition period, the following are not covered by the CPD requirement:
- Professionals working overseas. However, they need to provide proof such as a valid Certificate
of Employment or Overseas Employment Certificate duly approved by POEA.
- Newly licensed professionals for the first renewal cycle (3 years) after obtaining their license.

5. How many CPD credit units are required in order for me to renew my PIC?

I. OATH-TAKING CEREMONIES

Schedules of Oath-takings

1. Are the mass oath-takings scheduled from March to May 2020 postponed? If so, when will I know the new
schedule?

✔ Yes. Mass oath taking ceremonies scheduled from March to May 2020 are postponed. Inductees are
advised to monitor the PRC website, PRC social media accounts and contact the private organizers of the
activity for announcements/advisories on the rescheduling of the new oath taking.

2. Can we still send requests for special oath taking? When will it be processed?

✔ Yes. You may still send your request through this link: https://www.prc.gov.ph/article/prc-advisory-
special-oathtaking/4393. Requests for special oath-taking will be processed after the lifting of the Enhance
Community Quarantine.

3. My special oath taking was scheduled on a date affected by the Enhanced Community Quarantine period. Will
it be rescheduled?

✔ Yes. All special oath takings that were supposed to be conducted on a date within the Enhanced Community
Quarantine are deferred. These shall be scheduled after the lifting of the ECQ.

J. REQUESTS FOR CERTIFICATION AND AUTHENTICATION OF PRC-ISSUED DOCUMENTS

Certification and Authentication

1. I really need a certificate from PRC for my employment. Will you issue any certificate (i.e Certificate of Good
Standing, Certificate as Registered Professional and etc.) or authentication during the enhanced community
quarantine period? If yes, what do I need to do?

✔ As of this time, we cannot issue any Certificate or Authenticate PRC-issued documents and send them to you
online. However, once the Enhanced Community Quarantine is lifted, PRC Offices may set their respective
scheduling system to accommodate all affected confirmed online appointments for certification and
authentication.

2. What link do I need to access to be able to secure an online appointment schedule for Certification/
Authentication of PRC-issued Documents?

✔ For Certificate of Rating and Certificate of Passing, please access www.online.prc.gov.ph,


www.online1.prc.gov.ph, and www.online2.prc.gov.ph and get your appointment place and date.

✔ No. PRC XI shall only process and release the number of documents as requested and reflected in your
printed online appointment. For adjustments in the number of copies, you need to secure another online
appointment schedule since this will be treated as a new transaction.

5. Can I request from PRC XI an authentication of the Certificates issued by the PRC Central Office or by another
PRC Regional Office (i.e authentication of Certificate of Registration (COR), Professional Identification Card
(PIC), Certificate of Board Rating, Certificate of Passing, Certificate as Registered Professional, PRC-issued
documents for DFA Apostille, and PIC) as a requirement for my application for employment in a government
agency (CSC’s ORA-OHRA requirement)?

✔ Except for Certificate of Registration (COR) and Professional Identification Card (PIC) which can be
authenticated by any PRC Regional Offices, PRC XI shall only process requests for authentication of
Certificates that are issued by PRC XI.

K. PRC TRANSACTIONS PROCESSED BY REPRESENTATIVES OF REGISTERED PROFESSIONALS

Processing Through Authorized Representatives

1. If a representative of a registered professional processes his/her transaction at your office, does he/she need to
present an authorization letter or a Special Power of Attorney (SPA) from the registered professional?

✔ An Authorization letter is presented by a representative who is also a PRC-licensed professional. Together


with the authorization letter, the representative has to present a valid Professional Identification Card (PIC),
a photocopy of the principal’s and representative’s PIC.

✔ On the other hand, if the representative is not a PRC-license holder, he/she needs to present a duly
notarized Special Power of Attorney (SPA) and executed in the place where the principal/registered
professional is currently residing, together with the principal’s PIC and any valid gov’t. ID of the
representative. It must also be noted that authorization letters that are notarized by a lawyer will not be
honored in lieu of the SPA.
