DPWH’s road to 2022: Quality infrastructure for every Filipino through

good governance

“A better life for the Filipino family” – this is the government’s long-term vision for the country, as
reflected in ​Ambisyon Natin 2040​. Committed to realizing this vision, the Department of Public
Works and Highways (DPWH) decided to adopt the Performance Governance System (PGS), a
holistic and collaborative framework for designing and executing roadmaps to long-term reform.

The DPWH Strategy Map and Enterprise Scorecard

In line with their adoption of the PGS, DPWH created a new Strategy Map and Enterprise
Scorecard for 2017-2022. These were revealed during the organization’s 119​th​ Founding
Anniversary last June 23, 2017.

DPWH’s Strategy Map illustrates its five-year strategic plan in attaining its vision of being “an
effective and efficient government agency, improving the life of every Filipino through quality
infrastructure”. It also includes the mission and vision, core values, and strategic themes that
DPWH tries to uphold as an organization.

On the other hand, the Enterprise Scorecard itemizes DPWH’s objectives by identifying specific
measures and targets for each objective.

Fast travels, safe roads, and disaster-resilient public works

For the year 2022, DPWH envisions three major outcomes resulting from its projects, programs,
and policies. These are: (1) reduced travel time, (2) improved road quality and safety, and (3)
lives and properties protected from natural disasters.

Nowadays, travel time has been greatly affected by the existing traffic problems in the country.
Because of traffic congestion, what used to be a 30-minute trip has become an hour and a half.
For this reason, DPWH sought to find solutions that would significantly contribute to reducing
travel time.

To provide all vehicle users a seamless transport system that reduces travel time, DPWH saw
the need to increase road capacity. However, this will only be achieved if DPWH undergoes
construction of new roads, bridges, and highway projects. These efforts will not only save
valuable time, but also a lot of energy and patience for vehicle users.
Aside from reducing travel time, DPWH also wants to focus on enhancing road quality and
promoting road safety. Doing so would help prevent the occurrence of road accidents and
lessen the number of road crash fatalities in the country.

Achieving this outcome would mean meeting international standards for road surface quality,
which can be done by providing engineering solutions and interventions to road safety concerns
such as accident black spots.

Furthermore, DPWH takes on efforts to protect lives and properties from natural disasters by
making public works resilient to floods and earthquakes, among others. As a country that
experiences numerous natural calamities every year, pursuing flood control projects and
building disaster-resilient structures in calamity-prone areas should be of utmost importance in
order to reduce damage to lives and properties.

To successfully achieve these desired outcomes and outputs, DPWH must first focus on
connecting convergence road projects to the national road network, nurturing a culture of ethical
innovation and continuous learning, augmenting personnel and enhancing competencies,
enabling core processes with the latest appropriate technology, and optimizing equipment
utilization and increasing absorptive capacity.

Once all of these are in place, DPWH can start institutionalizing multi-year planning, conforming
to design standards, expediting the procurement process, and complying with maintenance
standards.
