Lincoln County School District has several policies posted on their website. I will list
each one and evaluate the extent to which the district is in compliance with these policies, which
is my sole opinion from working in the county for the past three years, and while observing Ms.
McComas during my principal rotation for my internship.

Acceptable Use Policy for Students: Every student signs this policy at the beginning of each
school year. If an issue arises, the consequences are based on the violation of the contract. Each
student has a login for the computer, and any website they visit can be flagged to the Technology
Specialist at the Central Office, and many websites are blocked from viewing. I would say that
the district is in great compliance with this policy.

County Acceptable Use Policy for Faculty: This policy is greatly complied in the county. As
an educator, there would be many educational videos that I would want to show my students
blocked and I would have to find an alternative. I could not download any app on a student or
faculty iPad and would have to put in a work order for the Technology Specialist to come and
download it, if it was acceptable. This process would take months and by the time it was
downloaded, I would not even need the app any longer… sometimes the work order never was
completed. The district is very strict on what resources are available to faculty and students.

Policy 4220 Lincoln County School Service Personnel Evaluation Policy: I do know that each
administrator is supposed to evaluate school service personnel multiple times throughout the
school year. I have never personally seen an administrator complete this evaluation, but I am
sure they probably do.

Policy 4373 Student Code of Conduct: By now, I believe that I could quote Policy 4373 if
needed, so I would say that the district is in very, very, greatly compliance with this policy.

Policy 2460 Special Education: While being employed by Lincoln County Schools, I know that
Dr. Rikki McCormick has turned the Special Education Department around and has built a
program based policy on the policy. Lincoln County has made Standards Based IEPs a priority
and focuses on the idea of inclusion. Each school in the Lincoln County School District has
calming areas, being one of the first in the nation to implement that.

Policy 3131-05 Qualifications for professional personnel: Being qualified professional

personnel is a policy set at the State level, which is compiled by Lincoln County Schools.
However, Lincoln County has a difficult time attracting teachers to the area, so we see a lot of
long-term substitute teachers and teachers who qualified with an alternative certification.
