(REVISION 1)
POLICY STATEMENT
BASELINE CONSTRUCTION CORPORATION SETS THESE POST-ECQ
GUIDELINES FOR RETURNING TO WORK, TO SUPPLEMENT COMPLIANCE TO:
◦ REPUBLIC ACT NO. 11058 (OSH LAW), ISSUED BY THE OFFICE OF THE
PRESIDENT ON AUGUST 17, 2018;
◦ REPUBLIC ACT NO. 11469 (BAYANIHAN TO HEAL AS ONE ACT), ENACTED
ON MARCH 24, 2020;
◦ DTI and DOLE INTERIM GUIDELINES ON WORKPLACE PREVENTION AND
CONTROL OF COVID-19 ISSUED BY DTI AND DOLE ON APRIL 30, 2020;
◦ SPECIFIC PROVISIONS HAD BEEN MADE TO PROTECT THE SAFETY AND
HEALTH OF THE EMPLOYEES AND CLIENTS OF BCC AND STEM THE TIDE OF
COVID-19 INFECTION.
A. PREPARATION OF

1.0 PRIOR TO THE LIFTING OF THE
EXTENDED ECQ,
DECONTAMINATION SHALL BE
CONDUCTED FOR ALL
WORKPLACES AT THE HEAD
OFFICE, PROJECT SITES AND THE
MAIN WAREHOUSE. ASSIGNED
CREW MUST BE IN APPROPRIATE
PPE AND MUST OBSERVE SAFE
PROCEDURES.
A. PREPARATION OF
WORKPLACES
2.0 AFTER THE INITIAL
DECONTAMINATION, ROUTINE
DECONTAMINATION SHALL BE
DONE FOR ALL WORKPLACES
ONCE A WEEK.

3.0 THE SAFETY OFFICER (SO) OR


DESIGNATED PERSONNEL MUST
KEEP A LOG OF THE FREQUENCY
OF DECONTAMINATION.

6.0 A THERMAL SCANNER IS


PROVIDED FOR EACH WORKPLACE
TO AID IN PROPER MONITORING
OF WORKPLACE OCCUPANTS.

7.0 SIGNAGES/POSTERS SHALL BE
PLACED CONSPICUOUSLY IN THE
WORKPLACE TO REMIND
OCCUPANTS ON THE RIGHT

WRITTEN IN VERNACULAR FORM
(FILIPINO AND BISAYA) FOR EASIER

CLINIC) MUST BE PROVIDED IN THE
JOBSITE PREMISES, SOLELY TO
SERVE AS A TEMPORARY SHELTER

FOUND TO EXHIBIT FLU-LIKE
SYMPTOMS.

1.0 WEARING OF FACE MASK

ALL BCC WORKPLACE

2.0 ENTRY OF JOBSITE WORKERS


SHALL BE SCHEDULED PER BATCH
IN ORDER TO MAINTAIN A
CONTROLLED NUMBER OF PEOPLE
AT THE GATE.

3.0 STRICTLY MAINTAIN PHYSICAL


DISTANCING AT 2 METERS
STARTING AT THE GATE AND ALL
THROUGHOUT THE WORKPLACE
PREMISES.

4.0 UPON ENTRY, THERMAL


SCANNING SHALL BE CONDUCTED
BY THE GUARD ON DUTY. THOSE
WITH TEMPERATURE ABOVE 37.5°C
SHALL NOT BE ALLOWED ENTRY. A
SEPARATE LIST OF NAMES OF
THOSE EXHIBITING A TEMPERATURE
BETWEEN 37°C TO 37.5°C MUST BE
MADE BY THE SO OR DESIGNATED
PERSONNEL.
B. CONTROL AT THE GATE

5.0 STRICTLY NO VISITORS SHALL BE


ALLOWED ENTRY, EXCEPT FOR THE
PARTICIPANTS TO THE SCHEDULED
SITE MEETINGS AND AUTHORIZED
PERSONS. THE NAMES OF THE
PARTICIPANTS TO THE MEETING
MUST BE INCLUDED IN THE
OFFICIAL LIST TO BE GIVEN BY THE
PIC.

6.0 HAND-WASHING AND FOOT


BATHING AT THE MAIN ENTRANCE
ARE REQUIRED FOR THOSE
ALLOWED ENTRY.

REQUIRED TO FILL UP THE HEALTH
CHECKLIST FOR RECORD AND
MONITORING PURPOSES.

9.0 AS MUCH AS POSSIBLE, JOBSITE
WORKERS ARE REQUIRED AS STAY-
IN. THOSE WORKERS LIVING IN THE
STAGING AREA MUST BE
TRANSFERRED IN CHARTERED
VEHICLE TO AND FROM THE
JOBSITE. HEAD OFFICE STAFF SHALL
BE ENCOURAGED TO BOARD NEAR
THE OFFICE. SHUTTLE SERVICE
SHALL BE PROVIDED FROM
DESIGNATED PICK-UP/DROP-OFF
POINTS TO AND FROM THE HEAD
OFFICE.
B. CONTROL AT THE GATE
10.0 WORKPLACE OCCUPANTS
SHALL BE ISSUED A WORK PASS
THAT WILL SERVE AS AN I.D. TO BE
USED ONLY WHEN GOING OUT OF
THE WORKPLACE FOR ANY
PURPOSE AUTHORIZED BY THE
SUPERVISOR. AFTER RE-ENTRY, THE
WORK PASS SHALL BE GIVEN BACK
TO THE SO OR DESIGNATED
PERSONNEL AND SHALL NOT BE
WORN WHILE INSIDE THE
WORKPLACE.
B. CONTROL AT THE GATE
11.0 CURFEW HOURS MUST BE
STRICTLY OBSERVED BETWEEN 8:00
P.M. AND 5:00 A.M. OR IN
ACCORDANCE WITH THE
PROVISIONS OF THE LGU THAT HAS
JURISDICTION OVER THE
WORKPLACE .

ALL PARTICIPANTS THAT IF THEY

4.0 THE PIC SHALL PROVIDE THE


GUARD AT THE GATE WITH A
COMPLETE LIST OF EXPECTED
PARTICIPANTS.

5.0 THE PIC SHALL PROVIDE COPIES
OF THESE GUIDELINES TO THE
PARTICIPANTS FOR THEIR
COMPLIANCE.

6.0 PREFERABLY THE MEETING


ROOM SHALL BE KEPT ADEQUATELY
VENTILATED NATURALLY WITH
OPEN WINDOWS AND DOORS.

7.0 THE MEETING SHALL BE
CONDUCTED AS BRIEFLY AS
POSSIBLE, WHILE STRICTLY
OBSERVING PHYSICAL DISTANCING.

8.0 THE TOOL BOX MEETING (TBM)


SHALL BE DONE WITH STRICT
PHYSICAL DISTANCING. DURING THE
TBM, THE SO OR DESIGNATED
PERSONNEL MUST BE ABLE TO
EXPLAIN THESE GUIDELINES TO ALL
SITE PERSONNEL.

9.0 DURING THE TBM, EDUCATION
OF SITE PERSONNEL, ON THE RIGHT
CONDUCT TO PREVENT COVID-19
INFECTION AND ITS SPREAD, MUST
BE REITERATED. A SEPARATE VISUAL
AID WITH TEXT IN FILIPINO HAD
BEEN MADE FOR THE DISCUSSION
DURING THE TBM.

4.0 USE A MIXED SOLUTION OF 5
TABLESPOONS OF SODIUM
HYPOCHLORITE AND 1 GALLON OF
WATER TO WIPE SURFACES AND
OBJECTS. THE SAME SOLUTION
SHALL BE USED FOR FOOT BATHS.
STRICTLY OBSERVE SAFE
PROCEDURES DURING
PREPARATION OF THE CLEANING
AGENT, CLEANING PROCESS AND
DISPOSAL OF THE SOLUTION.

HIMSELF OR BY OTHERS.
