NEW SUBJECTS IN THE SEMESTER SCHEME
For the third year:
Public Administration
Law and Rural Administration
Law and Urban Administration
Clinical Couse 1- should specify

For the fourth year:

Law of taxation (earlier this subject was taught in the 5th year, still it is not a problem obviously
if it is taught in the fourth year)
Hons. Course 1- should specify
Optional Course 2 (where is optional course 1)
Clinical Course 2
Optional Course 3
Clinical Course 3

For the fifth year:

Optional Course 5
Optional Course 6
Hons. Course 2
Hons. Course 3
Hons. Course 4
Hons. Course 5
Hons. Course 6
Hons. Course 7

This is not some foolproof compilation. I have prepared it with the help of time tables received
in the past two years just to know/check which all subjects will be taught and which all won’t.
Since very important subjects like IoS, jurisprudence, capital market and securities are not
mentioned as compulsory subjects, we need to make sure that they are taught to us in one way
or the other. We must ask them to specify what all subjects will be taught as a part of Clinical
Courses, Hons. Courses and what all subjects are available for optional courses. Further, it
seems that they have substituted some of the important law subjects like Law of Partnership,
Human Rights Law, Property Law 2 (especially), etc. with subjects that were not even part of
trimester scheme like Law & Rural Development and Law & Urban Development. One of the
possible reasons for this could be the unavailability or absence of faculty to teach the
particular subject. However, it is not justified to put our curriculum in jeopardy because of the
transition to the semester scheme or unavailability of faculty. I have basically focused on the
subjects of third and fourth years as they have specified nothing for our IX and X semesters.

In the mail dated 04.05.2020, it was told that the five subjects to be taught in the V semester
are Public Administration, Law & Rural Development, Law of Evidence, Civil Procedure Code
and Public International Law (PIL). They changed this allotment or division in the mail dated
12.07.2020 by replacing two subjects i.e., Public Administration and PIL with International
Trade Law (ITL) and CPC without even explicitly mentioning it. In my opinion, PIL being the
basic and general law should be taught first anyhow before ITL, otherwise, the concepts can
become confusing to some of us who have never studied PIL or basics of it for co-curricular
activities. Moreover, if they are changing the division they should inform us how and in which
semester other subjects will be included since ITL was not explicitly mentioned in the first list
regarding subject division (mail dated 04.05.2020). Replacement of ITL with PIL could be
another damage control measure due to the unavailability of professors.

In all other colleges/universities where the semester system is followed, 6 subjects are taught.
I understand that most of us do not want more subjects hence more burden because some
subjects don’t seem to add something to us when taught by the faculty we have, but we have to
consider that it is seriously compromising the wide perspective we can have by studying
different subjects as were taught before.

As per the mail dated 12.07.2020, Jurisprudence, International Humanitarian Law and other
subjects have been allotted in the VII semester to the current fourth years. We can’t surely say
that these important subjects will also be taught to us because firstly, they haven’t mentioned
it explicitly and secondly, as per the current ‘5 subjects per semester scheme’, 2 important
subjects would be left out to cover in the next semesters. Hence, it can’t be concluded that those
subjects will be taught to us also since we may have not been taught other subjects in the third
year and they might feel the need to cover those in the upcoming semesters. There is a lot of
uncertainty in this whole subject allotment and too many ifs and buts. We should make sure
that they address these issues before the session begins.

I can write a mail on behalf of the batch if the majority agrees.

Also, it is slightly rebellious and let’s keep it as our last resort, but I would suggest we must
not attend online classes until they clearly tell us about the subjects and courses because
Admin, Dean & VC might not pay heed to our request.
