CHAPTER I: INTRODUCTION
1.1 Introduction
Morang District is located in Koshi Zone of the Eastern Development Region of Nepal. It
borders with Jhapa and Ilam districts to the East, Sunsari to the West, Dhankuta and
Panchathar to the North and of Bihar State (India) to the South. It is a historical and second
largest densly populated district of the country. The district has one sub metropolitan city
Biratnagar and 65 VDCs. In ancient time the story of Mahabharat describes that it was a
kingdom of Birat Raja, and therefore the city is named as Biratnagar. The next myth tells that
city was ruled by Kirati King named ‘Hang’. At that time the jurisdictional areas was called as
‘Mobrang’ which is now called as ‘Morang’. The district is also a main industrial and trade
centre of the country.
The total area of the district is 1855 Square kilo meters. Geographically the district lies on
87º16’ to 87º41’ east longitude and 26º20’ to 26º53’ north latitude. The tropical temperature
is found in terai areas whereas sub tropical temperature is found in hilly area. The rainfall of
district is measured maximum to 1812 mm in 2062 Ashad and similarly, the maximum
temperature is recorded 42ºC in summer and 3ºC in winter. The temperature is always
influenced with variation in altitude. The lowest elevation point is 100 meter and highest
elevation point is 2410 meter from mean sea level of the district. Morang district is famous for
trade and Industrial sector and it is also the main place of Agriculture production. There are
some hilly VDCs which covers 20% of the area of district is going to develop as potential for
different cash crops, tea, horticulture and livestock.
The long term vision of the Government of Nepal for the road sector formulated National
Strategy emphasizes on "the development basic rural infrastructure (with strong emphasis on
district agricultural roads) country-wide in a planned and sustainable manner”. In line with the
poverty alleviation objectives, labour-based technology and environmental-friendly, local
resource-oriented construction methods have to be incorporated in rural infrastructure
development process. The National Strategy emphasizes the consideration of these aspects
and the decentralised concept while formulating the approach and guidelines for rural
infrastructure development.
Morang district has air transport service as well as the sufrace transport facilities. Surface
transport facilities through national highway feeder road, district road and village roads are
increasing significantly in the district. However, district and rural roads are in poor condition
require upgrading, rehabilitation and proper maintenance. The total length of the strategic
road networks in morang district is 220.54 kilometres. Planning, construction and
maintenance of strategic road networks is the responsibility of Department of Road (DoR).
Transport facilities help in developing access of rural-urban linkages. Road accessibility can
reduce isolation, stimulate crop production and marketing activities, encourage public services
and help to transfer technology. Road building has been seen to bring about notable
enthusiasmand visible changes in rural life. However, in the absence of rational criteria and
professional guidelines, road constructions are carried out in an adhoc manner leading to,
wastage of limited resources.
District transport Master Plan (DTMP) provides the guideline and criteria for transparent
decision making process in rural transport infrastructure sector.
In brief, the overall objective of the District Transport Master Plan (DTMP) is to develop rural road
network in a district in a planned and sustainable manner using labour based, local resources
oriented, and environmental friendly approach within a decentralized participatory environment.
DTMP is prepared to be a valid legal document approved by DDC Council. In order to implement
the Plan. DDC should consistently own the document and use the investment plan even if DDC
Council is changed. The usefulness of DTMP depends on its use by the DDC.
Socio-economic data used in the DTMP preparation are collected from secondary sources .
Prioritization criteria were presented in DTICC and were approved. Perspective Plan and five
year DTMP plans are based on result of prioritization process and reflect information on DDC
financial resources as made available to the study team.
Estimate of the cost of road construction has been prepared based on the experience gained in
district roads in similar terrain. The estimated resource envelope e for the implementation of road
projects is prepared after analysing the past trend of budgets. Therefore, the budgetary figures
projected are only indicative.There may be unforeseen changes in the level of actual allocation of
budgets for the road sector.
2.1 Approach
District Transport Master Plan is prepared using participatory bottom-up approach and differs
from conventional practices of top down approach. Techno-Political interface has been
incorporated in the planning process, where active participation from representatives of political
parties, line agencies, DDC officials is crucial.
The District Transport Infrastructure Coordination Committee (DTICC) has been constituted at the
district level as authorized legislative body of DDC. This body, comprising political
representatives from all political parties, provides necessary policy decisions during the DTMP
preparation process.
2.2 Methodology
The preparation of DTMP goes through several stages in its planning stage. Secondary sources
of information are collected from various line agencies. District level workshop is conducted to
create awareness among district leadership and representatives as well as local people on how
the planning activities re carried out and what their roles are in the process. Cluster of llaka level
workshops are then carried outto verify and validate proposed network planning.
During the course of preparing DTMP for Morang, key steps in that the team went through during
preparation process are described below:
2.2.1 Task/Activities
The consultant team undertook related tasks and activities according to a work schedule as
agreed in their Inception Report. These include:
Task- 1: Data/ Information collection
Secondary data were collected from annual report published by District Level offices and through
consultation with stakeholders (such as DADO, DVO, DDC, DEO, Small Cottage and Industries,
local traders etc). The main objective of the secondary data is to verify the data collected from
VDC level. Essential socio-economic data on on area, location and significance of development
potential area such as extensive agriculture, extensive horticulture, livestock farming, high value
cash crops, tourism, cottage and agro-based industries, center for business/commerce/markets,
tourism area, hydropower and water mills, mines, service centers e.g. hospital, health post, agro-
sub-center etc) have been collected from annual report, district profile and study report published
by DDC, DADO, District Education office etc.
Demographic data of district, maps, service flow pattern, various maps showing service centers
or the location of service of road (SoR) facilities, transport infrastructure inventory, past plans and
sectoral study reports, sectoral standards and policy targets were sourced from DoLIDAR, DDC,
line agencies of DDC, Bureau of Statistics, Kathmandu, Topographical Survey Branch, local
NGOs etc. The details on the documents collected are summarised below:

• Existing/ potential areas for development of large industries like hydropower, mining etc.
Market Survey.
Market Survey was carried out to identify market and service centres. Data and information
collected in the field is the main basis for determining the importance or relative importance of
market/service centres and central places. All services existing in a particular centre were listed
by district line agencies and supplemented by field data on economic population structure
collected for the centre and its influence areas using P-RRA approach. For the evaluation
purposes, data from offices, Industry, Business & Commerce, Education, Health,
Communication, Electricity Supply, Drinking Water Supply services are combined for the centre
and its influence areas. Assessment of economic facilities and services existing in the
market/service centres and their catchments areas leads to the identification of the most
important market/service centre. Centrality analysis of the market facilities and government
services are carried out.

The weight of each function was calculated by adopting the Median Threshold Population
Technique. The Median Threshold Population Technique calculates the weight as:

Lowest median population of market centres where a function exists
• The collected information is plotted on the base map indicating their geographical
boundaries as accurately as possible.
• Base map on which all the development potential areas and sites have been plotted is the
draft Indicative Development Potential Map (IDPM) of the district. Brief notes on each
plotted area of development potential are prepared. The description should highlight the
nature and size of the area.
• The inventory survey of the existing rural roads was carried out and necessary
interventions such as new construction, rehabilitation, periodic maintenance, regular
maintenance etc are identified. Earlier, spatial information of existing roads was noted on
photocopy of topographical maps.
• The information/ data on existing rural infrastructures was taken using Global Positioning
System (GPS) instruments including GPS tracking of existing roads and GPS way points
of trail bridges conducted by TBSU. GPS tracking constitutes major activity for DIM
preparation, which takes considerable effort in field level.
• The DIM was presented and discussed in the DTICC meeting and the Interventions on
rehabilitations, maintenance and upgrading of the existing rural roads were agreed. The
required interventions were analysed based on accessibility situation.
• Presentation of DIM and IDPM was made in one day meeting with DTICC. This meeting
then finalised IDPM and DIM.
Task- 4: Preparation of District Network Plan
• Market centre are graded based on centrality index; Market grade A (> 100), grade B (50-
100), grade C (25-50), and potential (< 25).
• Preparation of GIS map of nodal centres (using graded market centres)
• All the market centres based on their hierarchy lies at the core of the central place and
are plotted in GIS map.
• After plotting the market centrals, existing roads are overlaid on the GIS Map.
• Accessibility situation is analysed using GIS model.
• Buffering along the left and right of the existing all weather road is carried out on the basis
of walking distance of 2 hours for terai and 4 hours for the hills. These delineated areas
are considered as accessible area.
• The planning team proposes road network for the inaccessible area identified by the ZoI
analysis.
• Preliminary road network plan for inaccessible area is prepared based on the nodal
points/market centres and government policy of 2 hours and 4 hours.
• Rural roads identified are categorised into two type of roads i.e. district roads and village
roads. District roads are classified as RRA and RRB according to the significance of the
roads.
• Prior to disseminating information in cluster of llaka level workshop, DTICC meeting was
conducted and the proposed preliminary road network plan for inaccessible area was
presented and discussed to verify and obtain preliminary approval of the proposed road
networks.
• All suggestions and feedbacks were collected from DTICC meeting and incorporated in
preliminary proposed road network plan.
• Preliminary road network plan is presented and discussed in series of Ilaka level
workshops to collect their views and proposal for DTPP. Road network plan is finalised in
the workshop.
• In the workshop, the DTMP study team presented and clarified the objective of the DTMP
and process of its preparation.
• Plenary discussions were organised to verify their views on new demands as well as
existing road networks.
Task- 5: Preparation of District Transport Perspective Plan (DTPP)
Prioritization of Proposed New Roads
The following criteria have been used for prioritisation of new transport linkages.

On the basis of prioritization criteria, the transport linkages under the categories of new
construction /rehabilitation/upgrading for each class of roads are prioritized.
• After overlay all proposed transport linkages in the DIM, DTPP are prepared.
• Presentation of draft District Transport Perspective Plan (DTPP) in DTICC and finalization
of DTPP.
Task- 6: Preparation of Five Year District Transport Master Plan (DTMP)
• The DTPP is used as the based documents on which the District Transport Master Plan is
prepared.
• The financial resource of the district available for and spent on transportation sector was
assessed from past trend of financing in this sector and allocation of budget by DDC and
other line agencies for coming years. The tentative budget plan for coming five years was
prepared in consultation with DDC.
• The interventions and road linkages identified in the DTPP were prioritized according to
Approach for the Development of Agricultural and Rural Roads, DoLIDAR (1997).
• Final workshop was organized at the DDC where the prioritization of roads was approved.
Task-7: Endorsement of the Five Year District Transport Master Plan of District
• RTI Network DDC should submit the final District Transport Master Plan to District Council
for approval. DTICC with the support from planning team shall brief the Council on the
entire process used in the preparation of the Plan including elaboration on scoring system
used for prioritization.
In addition to above, meetings and sharing at individual level were carried out with selected
persons, representatives from NGOs, line agencies, district based projects related to
transport infrastructures development for collecting secondary information that were used in
the preparation/updating of DTMP.

The district experiences three types of climate; tropical climate is mostly found below 1200 meter
of elevation. The annual rainfall is about 2000 mm. Such type of climate can be found in about 56
VDC of Morang district. Sub tropical climate is mostly found around 2000 amsl and this type of
climate found in hilly VDCs and the Northern part of the district. Warm Temperate Climate is
found mostly up to 2100 meter of elevation. The area under such climate is located in slopes
between ridge and Valleys. The highest point of district is Miklajung dada which elevation is 2410
meter from mean sea level. The rainfall of district is measured maximum to 1812 mm and
maximum temperature is recorded 42ºC in summer and 3ºC in winter season.
There are various rivers and streams which follow from Mahabharat and hilly areas. There are
two types of major stream/river, one starts from mahabharat which are kadmakhola,
Chisangkhola, Mawakhola, Ratuwakhola, Bakrahkhola and other starts from Siwalik range but
these types of stream could not flow on summer season like as Budhi, Singiya, Lohandra, Das,
Keshliya, Mariyabakra, Betauna, Judi, Sakhare. There are many natural ponds in the district like
Betauna Lake, Kechna, Sunbarsi of Govindapur, Rajarani, Dhimal Pokhari of Bhogateni VDC are
important ponds of historical and cultural point of view in the district.
Morang district has 131875.2 hectares of cultivated land with alluvial soil. The paddy farming is
done in almost all areas of the district. The 52116 hectares area of the district is irrigated
land.Morang district has approximately 55500 hectare (30 %) land is covered with forest and
mainly Sal, Chap, Chilaune, Utish, Katus, Salla, Gobre Salla, Teak, Kadam. Sal is a popular for
wood verities and it is found in terai areas. The forest is also called as Charkose Jhadi.
Morang District constitutes its own socio-economic, historical, human and natural resources as
well as geographical characteristics. The information regarding the physical and natural
resources including the religious, historical, archeological, and tourism centre are obtained by the
study of various maps, literatures, reports and consultation with many elder persons.
The district headquarter Biratnagar is connected by Koshi Highway with East-West Highway at
Ithari of the Sunsari district. Morang district is the gateway for India to the Eastern development
Region of Nepal.
Major market areas of the morang district are Birat Nagar, Urlabari, Letang, Belbari, Jante,
Pathari, Rangeli, Karsiya, Ramailo, Gachhiya, Mangalbare, Kerabari, Madhumalla, Bahuni,
Tetariya, Haraicha, Dainiya, Gothgaun, Netachowk, Sijuwa, Lalvitti, Sanischare, Itahara,
Amardaha, Dangihat, Khursane, Salakpur, Jhorahat, Birta Bazar, Damra Vitta, Naya Bazar, Tanki
Sinuwari, Kane Pokhari, fadani, Kaseni, Sauda, Durgapuri, Bayarban, Katahari Tinpaini,
Bhaunne, Jhurkiya, Kirtipur, Hasandaha etc.
3.2.1 Population
Morang district has second highest population in Nepal due to rapid increase of immigrating
people from hilly districts. The population growth rate is projected as 2.27 % in according to
census 2001.The current population of the district is 842,507 with composition of 422,496 male
and 420013 female clustered in 169,520 households. Average population is 5.0 people per
households.
The population of Brahaman (13.04%) , Chhetri (11.2%), Tharu (7.5%), Rai (5.2%), Limbu
(4.3%), Muslim (4.3%), Newar (4%), Kebat 2.6%, Gangai 2.6%, Magar 2.6%, Tamang 2.2%
Mushahar 2.1% and others 37.8 %. In terms of religion, the Hindu is 80.12%, Buddhist is 11.48
%, Muslim is 4.40 %, and other is 4 %. Major festivals are Dasain, Tihar, Phagupurnima,
Shivaratri, Chhat, Udhauli Parba, Idd, Christmas etc.
There are altogether 645 educational institutions; 380 pre-primary and primary schools, 96 Lower
secondary schools, 132 secondary, 21 higher secondary, 14 campuses, 10 Technical Schools
and 1 university enhancing the education to the girls and boys. Comparatively boy students are
more in primary to higher secondary level. The literacy rate of the district is 56.7 % among them
the literate male is 66.8 % and female is 46.6 %.
Economically active population has great importance in economic enlistment of the district. The
population of 15 to 60 years age group is considered as an economically active which participates
directly or indirectly in the economic activities. Below 15 and above 60 yrs aged group are
considered as dependent group.About 63.27% population are economically active and 36.73%
are inactive for economic activities in Morang district. The economically active as shown in table
below
Major occupation in the district is agriculture and now people are shifting their occupation as the
product is limited and trend of young people migration is high due to social conflict. Due to conflict
and economic crisis, occupation is shifting to business and oversees employment. About 46.09%
of people have been adopting agriculture as subsistence livelihood, whereas 8.51% in
commercial business, 6.24% in government services, 10.10% in overseas employment, 28.95%
on domestic daily wage labour and 0.11% in multidimensional activities a as shown in table 3.2.
The District has 185500 hectare, area of which 105270 hectare is feasible for cultivation. The
52116 hectares area in the district is irrigated land. The land use pattern as shon in table 3.3
Only 56.7 % of total land is cultivated in Morang. Highest cultivated land is in Birat Nagar SMC,
Tanki Sinuwari, Aamgachhi, Babiya birta, Bahuni, Bayarban, Belbari, Darvesha, Hasandaha,
Kaseni etc.
3.2.7.2 Production
Major cereal crops are paddy, Wheat and maize. As a substitute for the subsistence agriculture,
they are shifting the production from cereal crop to high value crops as vegetable and jute
farming as seasonal and non seasonal as well as horticulture. The annual production and areas
are as mentioned bellow:
Major crops of this district are paddy, wheat, Maize, Vegetables and Oilseeds. Dalhan crops are
bodi, bhattamas, keraun, channa, and maas, simi, beans and gahat. Vegetables are raddish,
rayo, kauli flower, cabbage, giraula, lauka, pharsi and potato etc. Fruits are banana, mango and
papayay. Vegetable seeds are soyabean, raddish, gajare, cucumber, tomato, cauliflower. Cash
crops are ginger, lasun, onion. The year round cropping pattern of the district is as shown below;
The People of district are farming number of domestic animals and sell their product. The number
of livestock population and their product are as follows.
This district has one Purbanchal Regional Post Office Directoriate and one District Post office at
Birat Nagar sub metropolitan city in Morang, 17 Illaka level post offices at Bardanga, Rangeli,
Sanischare , Urlabari, Madhumalla, Bayarban, Karsiya, Dadarbairiya, Letang, Kerabari, Haraicha
, Bhaudaha, Biratnagar, Jhorahat, Banigama and Tanki Sinuwari VDC and 51 additional post
offices in other remaining VDCs.

3.3.3. Telecommunication
There are 22756 PSTN telephone line, 3219 CDMA (Post paid1067, Pre paid 2152), 250
internet users, 4 FM station and 5 daily news papers as other means of communication.
Government of Nepal is focusing in agriculture sector since long time. Government has
lunched various Programmes in this sector on upleftment of people economic growth. Morang
is also a backbone for Agriculture production and ADO has been expanding various
agriculture pocket centre in district. The existing situation of the agriculture service and Sub
service centers (ASSC) in district shown below;

The district has one District Veterinary Office at Biratnagar, 5 service centres and 10 sub-
service centres. The existing situation of the veterinary service and Sub service centers in
district shown below;
3.3.6 Irrigation
Morang district has 80% areas in terai and most of agriculture fields have good accesses to
irrigation facilities. The irrigation system managed by Sunsari Morang Irrigation Project has its
large command area in Morang district. In some areas irrigation system is managed by farmers
themselves. The source of irrigation and irrigated land in the district is shown below;
3.3.7 Health
In Morang district, people have average access in health services. There are one Zonal Hospital,
two private hospitals, six primary health care centres, eleven health centres, 49 sub health
centers and five private nursing homes. In health sector Morang district has modern and well
equipped health service facilities with experts.

The team had studied and collected the relevant literature/reports available in the district,
especially of the DFO, DAO, Livestock Office and consultation with various line agencies,
NGOs, local people to identify potential pocket areas which are verified from area workshops
are enlisted below.
Morang is highly fertile area for paddy and wheat as well as other product because of the
irrigation facilities. The area around the east west High way sector of the district is highly
potential for rice, wheat and in northern side of MRM is covered with dense forest area so it is
potential for livestock farming. The team has mentioned the significantly exported
commodities and highly productive area on the table as follows.
Morang district has 80% areas in terai and there are most of place have good accesses to
irrigation facilities. The irrigation system managed by Sunsari Morang Irrigation Project has its
large command area in Morang district. In some areas irrigation system is managed by farmers
themselves. Out of 65 VDCs following area are mainly extensive agriculture production areas
which is shown on table below:

Morang district is very famous for religious, tourism and historical place. In ancient time the story
of Mahabharat describes that it was a kingdom of Birat Raja, and city is named as Biratnagar.
The next myth was that Biratnagar was ruled by Kirati King named ‘Hang’. At that time the
jurisdictional areas was called as ‘Mobrang’ which is now called as ‘Morang’. Mostly
existing/potential area for tourism, religious and historical areas are as following Table.
Women Development Office is operating women empowerment programme, child and old
aged support programme in support to other line agencies to promote gender sensitive and
inclusive programme in the district. They are operating programmes in all VDcs out of 65
districts.
Market Survey was carried out to identify market and service centre. Data and information

existing in the market/service centres and their catchments areas leads to the identification of

Urlabari
Urlabari is the VDC and major market centre of the VDC as well as Morang district which is
growing city of the District and also boarder of Morang and Jhapa district. It is connected with
Mahendra Rajmarga (MRM).There is so many service centre and many cottage industries
available which is developing rapidly. This place is service centre of Madhumala, Rajghat, Ithara
and Sijuwa VDC. It is also linked with Belbari- Bardanga, urlabari, Madhumala and other VDC
road from different place. Urlabari is first ranked A grade market centre in the district.
Belbari
Belbari market centre located in Belbari VDC along the MRM and there is access to various
service centres along with collage, Land Registration Office which is trade and service centre
junction point of Kaseni, Dangihat, Bhogateni, Warangi VDC. Some small/cottage industries are
established here. This centre is linked with Belbari - Phadani, Kasauni - Belbari and other Village
road from different part. Belbari is second ranked A grade market centre in the district.
Pathari
Pathari is fast growing market of Pathari VDC and linked with MRM. This place has access to
various services like as Government service centre, small/cottage industries, school are
available. It is main market and other service centre of Jante, Ramitekhola and Hasandhah VDC.
It is also linked with Pathari- Dainiya, Pathari-Jante, Pathari- Pulchock and other graveled road.
Pathari is third ranked A grade market centre with centrality index 190.
Rangeli
Rangeli is connected with black topped road Biratnagar- Rangeli - Ratuwa which is VDC centre of
Rangeli. It has many governmental offices including ilaka administration office, bank, police post,
army barrack, business and industrial centre of Morang District. This is the service centre of many
VDC of eastern part of district and transit point of Biratnagar. It is a growing city of southern
Morang District.
This is an oldest market and previous headquarters of Morang district along Biratnagar –Rangeli
black topped road. It is trade and service centre of Takuwa, Dainiya, Aamgachhi, Govingpur,
Bardanga, Jhurkiya and even many VDCs including Mahadeva Kaeraun Dervesha VDC. It also
linked with Gandi Manmohan road, Kanepokhari-Rangeli road, Rangeli- Aamgachhi, and other
graveled road from different place. Rangeli is fourth rank of A grade market centre with centrality
index 180.
Biratchock Bazar
The market centre is VDC centre of Indrapur VDC which is growing city of Morang District and
located at confluence of MRM and Biratchock -Ghinaghat black topped road. This place is
important for service centre of Haraicha, Mirgauliya, Indrapur and Kerabari VDC. There are
accesses to many service centres to people. It is growing fast and will be make a better place in
future. Biratchowk is fifth rank and A grade market centre with centrality index is 168.
Devkotachowk (Biratnagar)
Letang
Letang market centre located on foothill of hilly areas of northen part of the Morang district which
consist of siwalik range. It is linked with to MRM at Kanepokhari. In that centre there are facilities
of Electricity, Telephone, high school, Agriculture service sub- centre, health post, police post and
army barrack. There are also some small and cottage industries. This place is famous for trading
of Lemon, Naspati, other seasonal fruits and vegetable. Letang is trade and service centre of

Karsiya
Karsiya lies on Sorabhag VDC and it lies on Biratnagar – Rangeli black topped feeder road
.There are various types of facilities like as Electricity, Telephone, high school, Agriculture service
sub- centre, sub- health post. There are some small cottage industries in karsiya which are
running well. This centre is main trade and service centre of Sorabhag, Aamahi Bariyati, and
Babiyabirta VDCs. It has linked with Laxmi marg at MRM.
Kerabari
Kerabari is located on foot of siwalik range and Kerabari VDC has all facilities to make a main
centre of that areas. It is trade and service centre of Bhogateni, pati, Singhadevi, Yangsila VDC. It
has been linked with Kerabari- Singhadevi and other village road .It has health post, School and
college.
Gachhiya
Connected with MRM and is also Market centre of Mrigauliya and Dulari and Sudarpur VDC. This
place is being developing as an important supply centre of construction materials where access
of Electricity, Telephone, High School and few shops. This place lies at Dulari VDC and facilities
have been increasing due to establishment of Purbanchal Universitynear to this place.
Mangalbare
It lies in Urlabari VDC along MRM and it has facilities of electricity, Telephone, high school,
collage, Agriculture service sub- centre, health Centre which is trade and service centre of
Ramitekhola, Tadi VDC. It has already been linked with various district and village roads. It has
Madan smriti polytechnic institute.
Ramailo
Sijuwa Bazar
Sijuwa Bazar is the VDC and market centre of Sijuwa VDC and confluence point of Biratnagar –
Rangeli- Jhapadtal - Mahadewa and Urlabari –Bardanga road. It has also same facilities like
school, helth post, electricity, telephone access and it is trade centre of Itahara, Jhurkiya,
Mahadeva, Govindapur, Kohobara (Jhapa), Maharanijhoda, Rajghat, Bardanga VDCs and some
settlements and ward of Urlabari VDC.
Tankisinuwari
This growth centre lies at Tankisinuwari VDC along Biratnagar Dharan road (Koshi Rajmarg). It is
developing rapidly on the Industrial corridor and has various facilities of Electricity, Telephone,
Boarding school, government school, Health post Bank etc. There are growing various large and
small cottage industries in the vicinity. This growth centre is centre of Hattimudha, Dangraha,
Sisbani – Badhara VDC.
Tanki sinuwari is most cultivated land and District Agriculture Office has taken over 1235 ha as a
pocket area till 2062/ 063.In this place most of area is irrigated by canal of Sunsari Morang
Irrigation Project. Two crops like as monsoon rice and wheat is cultivated round the year. The
average production of rice and wheat is 35.25MT.
Bargachi (Biratnagar)
Bargachi market centre is an important for business and commercial which is located in
Biratnagar Sub-Metropolitan city of Morang district. There are various types of facilities like as

telephone access including mobile service. This market centre is centre of Keraun, Letang,
Bayarban and Dangihat VDCs. It is connected with the Letang -6 No Budhabare-Rangeli -
Kanepokhari road network of the district.
Jaante (Mangalbare)
Jante (Mangalbare) market centre is VDC centre of Jaante VDC which is located in northen part
of the district. It is famous for vegetables production in the district. District Irrigation Office has
taken 50 hactres land for vegetable farming. Jante linked with Pathari – Jante - Jyamire road
networks of the district.
Haraicha
Haraicha bazaar is a highly potential growth center which lies in Haraicha VDC and it has also
facalities of electricity, Telephone, high school, collage, Agriculture service sub- centre, sub-
health post. It is also a potential area for fisheries.
Netachock
This place lies in centre point of Banigama VDC and it has facilities of electricity, Telephone, High
school and camp office of Sunsari-Morang irrigation Project. There are agro –based and other
small cottage industries which are trade centre of Kaseni, Tetariya and Motipur VDC.it also link
with Chatra main canal and other two graveled, earthen road to different part.
Tetariya Bazar
Tetariya market center is located in Tetariya VDC and an important for business activities. It has
facilities of electricity, telephone access, schools, sub health post etc. It is business and service
centre of motipur, Sidraha, Dagraha, Banigama, Jhorahat, Lakhantari, Hattimuda VDCs
Bahuni/Kyampa Bazar
This place is located at Bahuni VDC on the bank of Chatara main canal. It has facilities of
electricity, Telephone, high school, collage, Agriculture service sub- centre, sub- health post,
campus, office of Sunsari Morang irrigation office project and few shops. This centre is linked with
Laxmi marg – Sorabhag road and other village road from different part.
Agriculture Development office has taken about 1100 ha as a pocket area of paddy in this place
and there are permanent irrigation system which was managed by irrigation office. Some part of
the area has been irrigated by Sunsari Morang Irrigation Project. Total in three crops like as pre-
monsoon rice, wheat and Maize are cultivated over the year.
Itahara
It is located in Itahara VDC and it is an also VDC centre of the VDC. Itahara market centre is
linked with Urlabari – Bardanga road network which is links MRM at Urlabari and Birat nagar –
Rangeli –Jhapadtal – Mahadeva road network at Aamchowk. It is facilitated with electricity,
telephone, governmental and boarding schools, Agriculture development Bank, health post. It has
provided various services to Govindapur, Amardaha, Hasandaha and Sijuwa VDCs and their
surrounding areas.
Dianiya
It lies at Dainiya VDC along Biratnagar – Rangeli- Jhapadatal road where there are various
facilities like as as Electricity, Telephone, High School, Sub- Health post, and few shops. It is
linked with Pathari- Dainiya and few other roads.
Shanischare
It is also a VDC centre and located in Sanischare VDC along Gandhi – Manmohan Road which is
connected with MRM at Pathari. It has facilities of sub- health post, cottage industries, Telephone.
Bhutanese Refugee Camp is also situated and it is highly populated VDC of Morang district. It
has provided various service facilities to Bayarban, Amardaha, Hasandaha and their surrounding
areas.
It is located at Dangihat VDC along Laxmi Marg –Sorbhag road where various accesses like are
as Telephone, High School, Sub- Health post, 10+2 and other services. It is high potential area of
fisheries and Banana farming. It has provided facilities to Bahuni, Belbari, Latang and their
surrounding areas.
Jhorahat
It is also fast growing centre which lies at Jhorahat VDC along Ghinaghat-Biratchock blacktopped
feeder road. It is a key growth centre and having facilities of school/ Boarding school, Agriculture
sub centre, Gramin Bikash Bank, Health post and various other services.
Amardaha
This place lies at same VDC along Pathari-Dainiya road which is connected with MRM in Pathari
and Biratnagar – Rangeli –Jhapadtol road at Dainiya. This centre people take facilities on
Electricity, Telephone, school, Sub- Health post. It is connect with Amardaha – Gandhi Ashram
and other village road.
Dangihat
It is located at Dangihat VDC along Laxmi Marg –Sorbhag road where various accesses like are

fisheries and Banana farming.
Budhabare (Fadaani)
Budhabare (fadaani) market centre is located in Budhanagar VDC and it is an also VDC centre of
Budhanagar and nearly situated in an Indian boarder. It has facilities of school/ Boarding school,
Agriculture sub centre, Health post and other services. It is linked with Budhanagar – Tarigama
road netwok.
It is located in Babiyabirta VDC along with Laxmimarga –Soravag road netwok which links MRM
at Laxmi Marga and Biratnagar – Rangeli road. It is facilited with electricity, health post, telephone
access, schools (Governmental and boarding), Banking and cooperatives and other services. It
provided facilities to Motipur, Thalaha, Dadarbairiya, Darvesa, Bahuni, Hoklabari, Kaseni and

Damravitta
It is located in Itahara VDC and it is an also important market centre of the VDC. Damravitta
market centre is linked with Urlabari – Bardanga road network at Aamchowk. It is facilitated with
electricity, telephone, governmental and boarding schools, health post. It has provided various
services to Sijuwa and Govindapur VDCs and their surrounding areas.
Kaseni
It is located in Kaseni VDC and important market area of the VDC and their surrounding areas
located in chatara canel. It is facilitated with electricity, telephone, health post, schools
(Governmental and boarding) etc. It is developed as a tourist place due to Dhanpalgadi area and
llinked with Kaseni – Belbari road network. It provided services to Belbari, Bahuni, Banigama,
Motipur and Haraicha VDCs.
Gothgaun (Sundarpur)
Gothgaun market centre is located in Sundarpur and Mirgauliya VDCs and it is an Important and
centre of those VDCs. It is linked with sunderpur – Dangi – Yangsila road network. It is facilited by
electricity, telephone, health post, schools and others. People from sundarpur, Mirgauliya and
Dulari VDcs are benefited by this market centre. It is also linked with few village roads.
Khursane Bazar
It is located in Indrapur VDC which is growing confluence of MRM (Mahendra ragmarga). This
place is important for service centre of Belbari and Kerabari VDCs. There are accesses of
electricity, telephone, school, road network etc.
Salakpur
It is boarder of Mirgauliya and Indrapur VDCs and situated in Mirgauliya VDC along with MRM

Durgapuri
It is the VDC centre and important markt cntre of Rajghat VDC and located along with Urlabari –

Bhahunne
It is located in Dangihat VDC and linked with Laxmi Marga – Soravag road network. It is

roads. It is an important and potential for fisheries and banana farming. Bhahunne and Bahuni
VDCs are benefited by this market centre.
Ranjani
Ranjani Market centre is located in Darvesa VDC. It is linked with Bhahunne – Aamtola road

Gandhi Ashram
Gandhi Ashram which is existing market centre of Amardaha VDC along Snischare –Gandhi
Ashram road near of popular of Dohomana Hat Linked with Amardaha-Gandhi Ashram,
Manmohan - Gandhi road. It is going to be a most attraction place of tourist because the
Embassy of India are trying to make it beautiful place by name of Mahatma Gandhi.There is

Sautha Bazar
Sautha Bazar is located in Sijuwa VDC and confluence point of Biratnagar – Rangeli- Jhapadtal -

It is located in Sanischare VDC along Gandhi – Manmohan Road which is connected with MRM

It is located in Katahari VDC along with Biratnagar –Rangeli- Jhapadtol with black topped road

Sijuwa/Sanischare
Sijuwa sanischare market centre is located in Sijuwa VDC and linked with Biratnagar – Rangeli-
Jhapadtal - Mahadewa and Urlabari –Bardanga road. It has also same facilities like school, helth
post, electricity, telephone access and it is service centre of Itahara, Jhurkiya, Mahadeva,
Govindapur, Dainiya, Bardanga VDCs and sikti boarder of India.
There are some other market centre in the district which are consider in market survey but they
received below 25 score in centrality index. They are potential market centre. They are Sunga
(Amardaha/Hasandaha VDC), Nochachowk/Durga Mandir (Nocha VDc), Milanchowk
(Baijanathpur), Haabechaur (Singha Devi VDC), Mangalbare (Dangihat VDC) and Betauna
(Soravag/Babiya VDC).
3.5.1.5 Biratnagar
Biratnagar city is not included for ranking among other market centres of Morang district. Since
Biratnagar is second largest city of Nepal with lot of industries. Including Biratnagar among other
markets of Mornag district makes the ramking extreme variations.
Biratnagar Sub-Metropolitan, second largest town of Nepal, is located in Morang District of Koshi
Zone, Eastern Development Region. It is well connected with the East-West Highway at Itahari in
Sunsari by Jogabani-Dhankuta road. It is the major centre of eastern development region in trade
and commerce, education, industrial development, health facilities etc. It is one of the largest and
ever growing industrial towns, which enjoys the status of being eastern gateway of Nepal as it
borders India at Jogabani. Its potential for industrial development has been one of the major
factors contributing to its growth.
The existing key growth center named Biratnagar which is district headquarter of Morang district
was emerged since the Mahabharata and also known as a first industrial City of country. So,
there established numerous industries & mills of agriculture, text tiles, steel, Iron, oil, soft drinks,
along with industries of medical sciences, educational institution, tourism etc. So the center is
providing the advanced facilities to people in all sectors.
Since road Network (total 454Km out of which 130Km BT, 149Km GR, 2Km WBM, 3Km PCC &
170Km EA) has been developed with the regular budget of the local authorities, Operation and
Maintenance of these roads has been done under GoN grants and BSMC internal fund .
It is also known as second major city of country and ranked as a sub-metropolitan city. Also it is a
major trade and industrial city of Nepal. There is a wide transport connection from Biratnagar to
all parts of the eastern region by highways and also to the major cities by airways.
Morang district is situated in Koshi zone in Eastern development region of Nepal. There are
many transport linkages such as: Air transport, Roads Transport and Trails Bridges. Those
transport linkage shown in map are called District Inventory Map. This Map also indicates
overall situation of each transport linkage. Primary and secondary data were collected for
DIM. Primary data were collected by field visits by Technical assistance and research
associate. Technical data were collected by using GPS instrument. Lines and points data
were extracted directly form the instrument and other detail information of the technical data
was collected in FORMAT ‘A’. Similarly, socio-economic data were collected in
QUESTIONNAIRE ‘A’ by market survey. Secondary data were collected by the study of
relevant Literatures/Repots, Consultation with various persons like employees of different
line agencies, NGOs
In Morang District, air transportation as well as road transportation facilities are good .
Different airlines are providing the services from Biratnagar to Kathmandu and to neighboring
hill district as Taplejung, Tumlingtar, Bhojpur, Lamidanda, Rumjatar, & Solu airports.
The East West Highway crosses the district along east west playing a vital role in the
development of the district as a spinal cord. Similarly, Postal Highway provides the inter
district road access along the southern part of the district. Koshi Rajmarg connects the
northern hill Districts like Dhankuta and Tehrathum to the Terai. Other feeder roads and
district roads (District Roads class “A” and District Roads class “B”) help to support the
transportation system within the District. Morang DDC itself is contributing in road sector
development for blacktopped, graveled as well as new construction. Similarly, In Morang
District there is one sub-metropolitan city (Biratnagar) and sixty five VDCs. They have own
network of the urban as well as rural roads facilitating for the movements within district.

About 1233.99 Km of district and village roads are vehicle pliable but need to be upgraded to all
weather road standard.. Programmes from DoR and DoLIDAR are engaged in the district for
upgrading important earthen roads to all-weather roads with gravelling and ottaseal surfacing..

Study and analysis concluded that Morang district has 21 numbers of district roads class “A” and
81 numbers of district roads class “B”. Most of the district roads are gravel surface, which are
mostly all weather roads. Moreover construction quality of the road is poor and has to be
upgraded to all weather roads to provide accessibility through out the year to the people to
improve overall transport situation of the district. Different roads need different types of
interventions which can be viewed in the summary table. The briefs on individual district roads
are described below:
The road alignment starts at MRM of Sanischare VDC. It passes through different
settlements are Shantichowk, Shanischare, Kusalchowk(Sakhuwara), Milanchowk, Pipale,
Sukrabare, Kechana, Kayartoka, Gandhi Ashram and Rangali bazaar at postal highway. The
major market center on the road corridor is Sanischara, Kusal chowk, Sukrebara (Kechana)
Gandi asram and Rangali. It passes through cultivated land, potential key growth centre,
VDC centre; school etc. This alignment is economical with less structure and short route.
This alignment connects Postal Highway to MRM and has been providing the road access
facility for the people of Sanichare, Hasandha, Amardaha Takuwa and Rangeli VDCs. The
total length of the road is 26.23 km gravel road out of that 500 m road is in blacktop
condition. This alignment passes through small canal and khola. Hence, it contains 42
number of cross drainage structures including one bridge but most of those structure was
constructed only one slab culvert is require for new construction. According to the traffic
density this alignment requires blacktop.
Pathari-Dhaniya-Sikti (05A002R):
The road alignment starts from Main chok of Pathari (MRM) of Pathari VDC and ends at
Dainiya at boarder of India. It connects the main highway to Rangeli-Ratuwa Hulaki road and
crosses to India Nepal Boarder. It has been serving dense populated areas service center
and various settlements like Pathari, Buddha Chowk, Lamatol, Mayaluchock, Gachhetol,
Kiratichock, Bhoteghumti, Chilaghar, Hasandaha, Aamrdaha, Phulgachhe,
Patiyaparatol,Bukajimdartol, Dainiya, Harishchandragadhi (India boarder) . It connects
various cultivated land, VDC centre, Tourist centre, and connect sub branches road network.
It crosses Khola but not large river. This alignment is providing the road access facilities for
the people of Pathari, Hasandaha, Amardaha, Govindapur and Dainiya VDC’s on MRM,
Postal highway and up to India. The total length of the alignment is about 29 km graveled
road. This alignment passes through small canal and khola. Hence, it contains 52 number of
cross drainage structures including three bridges but most of those structure was constructed
only 14 number of slab culvert is require for new construction. This alignment is essential to
make fair weather road with black topped surface due to heavy traffic
Bhaunne-Amtola (05A003R):
The road begins from Bhaune of Dagihat VDC (MRM) to Amtola Rangeli road of Darbesa
VDC. It passes through different settlement as Bhaunedagi, Baluwai, Sanli Inar, Matikhuwa,
Bahuni hat, Bahuni Bazar, Daulatpur,Hoklabari, Bhandaritol, Bankuruwa,
Nisanthan,Kernabahadurtol, Ranjani Oli tole, Rajula tole, Daulatpur and Amtola at Rangeli
road and crosses many cultivated land, school, ponds, potential key growth centre. It
crosses Gayal Kholsi, Kochni Kholsi, Ranjani main canal. It connects MRM to Rangeli
(Hulaki Sadak). This alignment connect Postal highway to MRM and providing the road
access facility for the people of Dagihat, Bahuni, Hoklabari, Darbesa VDC’s. The total length
of the alignment is about 25.38 km out of that 18.84 km blacktop and 6.54km is in graveled
condition. This alignment passes through small canal and khola. Hence, it contains 31
number of cross drainage structures including one bridge but most of those structure was
constructed only 2 number of slab culvert is require for new construction. It passes through
cultivated land, VDC centre and school. This alignment is essential to make fair weather road
with black topped surface due to heavy traffic.
The alignment begins from Gachiya (MRM) boarder of Dulari and Sundarpur VDC and ends
at Puspalalchowk of Biratnagar Municipality. It passes through various settlements like,
Chaicharbana, Beldagi, Badahara, Sisbani, Sukchar, hattimuda, Gakuwa Yadautole,
Karaiya, Mangadh of BMC. It crosses Teliya Khola, Chatra Nahar, Trijuga Khola, Khadara
Khola and various market centre, school, religious places and cultivated land, pond etc. This
alignment is economical road to reach to Biratnagar headquarter for people of Dulari,
Sundarpur, Sisbani Badahara, Dangraha, Hattimuda, Tankishwari VDC’s. It is the shortest
and cheap way for the transportation of agriculture product. The total length of the alignment
is about 25.38 km out of that 23.16 km graveled road out of that 500 m road is blacktop and
1.5km road is in damaged need to be rehabilitation. This alignment passes through many
small canal and khola. Hence, it contains 38 number of cross drainage structures out of that
10 number of those structure is need to be new construction including one bridge. It passes
through cultivated land, VDC centre and school. This alignment is essential to make fair
weather road with black topped surface due to heavy traffic.
The road alignment begins from Sisawani Badahara VDC at Koyapur and passes along
Chatra Main Cannal runs up to BayarbanVDC at tallo harkapur meet at “Ramilo - Dohabana -
Dhanjuga - Darbesha - Rangeli road”. Various settlement lies on the corridor of the road are
Sisneri, Badahara, Madanpur, Netachock, Banigama Lohandra basti, Kaseni, Bahuni
Daulatpur, Ranjani and end at Tallo harkapur at KeraunVDC. This alignment passes through
cultivated land, crosses on Madaha Khola, Dangraha Khola, Lohandra Khola, Chisang
Khola. It also serves various service centre like school, market centre, public health and
other centre. The total length of the road is about 28.85Km graveled road. The alignment
contains 29 number of cross drainage structures including 19 bridge but all of those structure
was constructed and in good condition. This alignment is essential to make fair weather road
with black topped surface due to heavy traffic
The proposed road alignment begins from custom office of Rani Birtnagar and end at
Tarigama of Buddhnagar VDC India Border. It passes through various settlements as
Jhatiyabi Dhadabi, Buddhanagar, Bhutha, Kalhadiya, Tarigama and it crosses Biratnagar
branch canal and Singiya River. It passes through large settlement area, tourism area,
custom office, weekly market, agriculture pocket area. This alignment provide a service for
multipurpose of Buddhnagar and Rani Biratnagaer people. The length of the alignment is
approximately 21.47 km and in gravel condition. This alignment passes through small canal
and khola. Hence, it contains 23 number of cross drainage structures in which eight no of
cross drainage structure is need for new construction including one bridge. According to the
traffic density as well as cost benefits analysis, this alignment needs periodic maintenance
for all-weather access.
The road alignment begins from Kanepokhari of Bayarban VDC and ends at 6 No Budhbare
VDC on Bhedetar Rajarani 6 No Budhbare road at Dhankuta District. It passes through
various settlements centre at Letang bazaar, Guwabari, yangsila, Shikharpur, Dhapagau,
Jyamire, Samala, Tinpata, Gogane, Baise, Dadagaun and passes to 6 no Budhabare of
Dhankuta District. It passes through dense mixed forest area and various settlements. This
road provides the service to people of Ramote Khola, Warangi, Jante and Letang VDC. The
areas of VDCs are potential for high value cash crops which are exporting to Dharan, Itahari
Bazaar and district headquarters Biratnagar. This road connects the south eastern part of
Dhankuta to the Terai. It will be short route for about 5 VDCs of Dhankuta. The total length of
the road is about 22.51 Km graveled road out of that 11.20km road is in earthen condition
and need to be rehabilitation. The alignment contains 22 number of cross drainage
structures. There is no need to construct the bridge as well as other new structure. Hence,
this alignment is essential to make fair weather road with black topped surface due to heavy
traffic
This alignment starts from Laxmimarga chowk of Dangihat VDC(MRM) and end at
Khayarbona of Amahi Bariyati VDC(India boarder). It passes through various large
settlements area, high fertilizer area, potential key growth centre, VDC centre, School,
religious places, ponds etc. the large settlement area Laxmi Marga, Bhanbari, Nalbari,
Kakum Dhyangra Dhyangri, Krishnachowk, Dangihat, Gadigaun, Baijhar, Budhanagar
Paripattlitol, Bahunihat, Dangtole, Bhati Bahuni, Goigada, Kachaharitol, Sujitpur, Bayabirta
bazaar, Karsiya, Simraha, Laliya, Dharampur, Paita, Khorbana. It crosses several Kholsi in
its alignment. This alignment passes through a Canal gate and cultivated land. It is easy way
to go India and to carry productive things from highway. This road is very demanding road for
Dangihat, Bahune, Babiyabirta, Sorabhag, Amahi Bariyati VDCs. The total length is about
30.67km Gravelled road out of that around 6 km Road is in blacktop condition. This road is
fair weather road. This alignment passes through many small canal and khola. Hence, it
contains 36 number of cross drainage structures including three bridge out of that 13 number
of slab culvert is need to be new construction. It passes through cultivated land, VDC centre
and school. This alignment is essential to make fair weather road with black topped surface
due to heavy traffic.
Kadupada-Sijuwa-Jhurkiya (05B009R):
The road alignment starts from Kadupada of Sijuwa VDC and forwarded on Sijuwa VDC to
Jhurkiya and ends at boarder of India. It passes through various settlement areas like as
Kudupada, Jambari, Dadatol, Pokhariyatol, Jhurkiya, Chetaramoni, DoRiya, and cultivated
land, potential area, various key growth centre. It connects with India boarder Rangeli
Ratuwa road at Aamchock and newly build Urlabari Bardanga road. It provides service for
selling agriculture products to India and main market centre as rangeli or even in Biratnagar.
The length of the alignment is approximately 13.62 km and in gravel condition. This
alignment passes through small canal and kholsi. Hence, it contains 23 number of small
cross drainage structures and all are in good condition. According to the traffic density as
well as cost benefits analysis, this alignment needs periodic maintenance for keeping in well
condition.
This alignment begins at Sudar Sardartol of Jhorahat VDC and passes through various
settlements like; Chamaru, Patawaritol, connects to Hulaki road at Katahari and then passes
Haldibari, Jayarampur Miyatol, Laxminiya VDC centre, Sirsiya, Bhempur and finally end after
crossing Lohendra River at Tarigama. This road connects Jhorahat, Bhaundaha to Majhare
VDC to Rangeli road at Katahari to Biratnagar. It touches many potential key growth centre,
various ponds, school and this alignment is economical and people to provide maximum
service of Jhorahat, Katahari, Bhatigacha and Majhare VDC. This alignment passes through
small canal and kholsi. Hence, it contains 39 number of cross drainage structures out of
them 19 cross drainage structure including two bridges require for new construction.
According to the traffic density as well as cost benefits analysis, this alignment needs
periodic maintenance for keeping in well condition.
The alignment started at ramilo bazaar in Rangali boarder – Kanepokhari road and passes
through, Bayarban market, thantol, Harkapur, Khadkatol Dohamana, Musahari, Bankol,
Darbsaha, Laxmitol, Darbesaha musahari tol and end at Rangali road (bakhara nadi). These
alignments serve the people of darbesaha and bayarban VDC’s up to hulaki road. It is the
major connective way between the major four marketcenter such as Ramilo market,
Dohamana,Dhanjuga,Darbesha and Rangali. The total length of the road is 21.23 km and in
gravel condition. This alignment passes through small canal and kholsi. Hence, it contains 32
numbers of cross drainage structures out of them 9 number of cross drainage structures are
need for new construction. According to the traffic density as well as cost benefits analysis,
this alignment requires periodic maintenance.
The road alignment starts at Malhatti of Hattimudha VDC, crosses the Biratchok - Puspalal
Chok road at Tetariya, reaches the Motipur, Thalaha VDC centre and ends at Nayabazar of
Katahari VDC at Rangeli road. This road is provides services to Hattimudha, Tetariya,
Motipur, Bhoudaha and Kadamaha VDC population for selling agro products. The length of
the alignment is approximately 21.47 km and in gravel condition. This alignment passes
through small canal and khola. Hence, it contains 63 number of cross drainage structures in
which eight numbers of cross drainage structure is need for new construction including two
bridges. According to the traffic density as well as cost benefits analysis, this alignment
needs periodic maintenance for all-weather access.
The road corridor starts from the junction of Pathari VDC (MRM) and passes through dense
mixed forest mainly Sal and forwards as Jante, Milanchowk, Jate Oli Chowk, Jate of VDC
centre and finally ends at Jyamire on Letang 6 No.Budhbare road section. It is approximately
16.85 km graveled road, out of that 5.72km length is in graveled condition. It gives facility to
people of Jante to Pathari and export the agro production to Pathari VDC which is a key
market center. This alignment passes through small canal and kholsi. Hence, it contains 8
number of small cross drainage structures. According to the traffic density as well as cost
benefits analysis, this alignment needs periodic maintenance for keeping the road in well
condition.
The alignment begins from junction of Khorsane (MRM) of Indrapur VDC and end at
Samewa Bhanjyang of Simhadevi VDC. It passes through various settlements like Khorsane
Chowk, Jhoda, dense mixed forest and settlements like Hatkhola, Kerabari, Shahidada,
Bhogteni, Bagkhor, Arubote Sombare and Behibare (Habachauri). The length of the
alignment is approximately 37.83 km in which 9.69 km is blacktop and 2.49 km graveled and
rest of the road is in earthen condition. This alignment passes through small canal and khola.
Hence, it contains 15 number of cross drainage structures in which nine no of cross drainage
structure is need for new construction. It provides service to the People of Simhadevi,
Bhogeteni and Kerabari VDCs and many VDCs of Dhankuta district up to MRM. This road is
highly potential for high value case crop such as Amliso and Alaiche and other herbal plant.
This alignment is highly potential for the touristical purpose too. According to the traffic
density this alignment requires for all-weather access road.
The road alignment starts at Dulari (MRM) of Dulari VDC and end at Okhre of Dhankuta
District, It is inter connect of MRM and Damak-Dharan road. It passes through various
settlements like, Dulari, Baungetol, Penalchowk, Naya Jhoda and finally meet at Dage an
yangsila VDC centre and passes through yangsila VDC to reach to the Okhre VDC of
Dhankuta. It passes through dense mixed forest and cultivated land. This alignment provides
service to the people of Dulari, Sundarpur and Kerabari Yanghila VDC. The length of the
alignment is approximately 22.62 km in which 19.48 km is graveled and 2.99 km road is in
earthen condition. This alignment passes through small canal and khola. Hence, it contains
21 number of cross drainage structures in which five no of cross drainage structure is need
for new construction. It provides service to the People of sundarpur and Yangsila VDCs
aswell as many VDCs of Dhankuta district up to MRM. This road is highly potential for high
value case crop such as Amliso and Alaiche and other herbal plant. This alignment is highly
potential for the touristical purpose too. According to the traffic density this alignment
requires for all-weather access road.
The road alignment starts from Kishan Chowk of Urlabari VDC and passes through
Thapadagi, Laksmijhar, Sundari Chowk, Kaijale, Dhobeni, Chokte, Bokre, Jalkeni,
Okhaldhunga, Ramitekhola (Baykuntha bazaar), Uttere Vanjyang, Kyamune and Miklajung
Danda towards Kamputar (Dhankuta) and VDC. It is under construction on the contribution of
DDC, Morang. It provides the facilities to hilly VDCs Wrangi and Jata up to the MRM. The
total length is about 27.49 km. out of that 14.52 km road is Graveled road and 12.97km is
required for rehabilitation. This alignment passes through many small canal and khola.

PRajbansitol, Bishwakarmatol, Dangi kuduli, Kalyanpur, Mahurmadi and Khaditol. This
alignment plays the vital role of linkage the boarder side VDCs up to the District headquarter.
this alignment passes through east to west of Morang District and almost parallel to the
postal highway as well as the MRM. This provided the road access facility for the people of
eleven VDCs including mostly excluded groups. The length of the alignment is approximately
38.58 km in which 32.11 km is graveled and 6.47 km road is in earthen condition. This
alignment passes through small canal and khola. Hence, it contains 58 number of cross
drainage structures in which 17 numbers of cross drainage structure is need for new
construction including 4 Bridge, one causeway 7 slab culvert and 5numbers of humpipe

The proposed alignment starts from Aamgachhi VDC at India boarder and passes through
Amgachhi, Bahuwa, Kadamgachhi, Jainpur, Bahuwan, Jhuggitol(Rangali road), Takuwa and
end at Nawabganj in Takuwa VDC. The total length of the road is 6.7 km in gravel condition.
This alignment passes through small canal and kholsi. Hence, it contains 6 numbers of cross
drainage structures. There is no need for construction of the cross drainage structure.

The Proposed road Starts from rangeli road near the singhiya river of katahari vdc reaches at
milanchok of Baisanathpur VDC moves towards the Lakhantari Teteriya and Haraicha VDC
at Haraicha bajaar. This road lies on class “B” road in Morang district. The total length of the
road is 21.59 km and in gravel condition. This alignment passes through small canal and
kholsi. Hence, it contains 37 numbers of cross drainage structures including one bridge out
of them 9 numbers of cross drainage structures are need for new construction. According to
the traffic density as well as cost benefits analysis, this alignment is essential to make fair
weather road with black topped surface.
The road starts form Belbari to Kaseni of Kaseni VDC. It passes through different large
settlements as Shisubari, Doghare, Oharabara Chowk, Chandanechowk, Bhattitol and
Kaseni and cultivated land, School. It crosses several Kholsi as Kesaula Kholsi, Kaseni Parni
in this alignment provide services of Kaseni and Belbari VDC’s people. The total length of the
road is 8.83km and in gravel condition. This alignment passes through small canal and
kholsi. Hence, it contains 20 numbers of cross drainage structures including five bridges and
all in good condition. It is not necessary to invest on cross drainage structure. According to
the traffic density as well as cost benefits analysis, this alignment requires periodic
maintenance.
The proposed road alignment starts from Aitabare high way of Urlabari VDC and ends at
Karki chock of Itahara VDC. It passes through various settlement areas like Bhinmari,
Gangete, Rajghat, Sutunidada, Timtime, Mahulibari. It connects highway with Uralabari -
Barganga road. This road is also called Bhanu marg. It is a very short route to go to highway
and people use it for various purpose. The total length of the road is 7.57km and in gravel
condition. This alignment passes through small canal and kholsi. Hence, it contains 12
numbers of small cross drainage structures and all in good condition. It is not necessary to
invest on crossdrinage structure. According to the traffic density as well as cost benefits
analysis, this alignment requires periodic maintenance.
This road corriDoR begins from Kadmaha Chowk of Rangeli Road and passes through large
settlement area of Kadmaha, Nocha VDC centre, Jatawara, Durgapur, custom office
Gadariya. This alignment has various ponds, nursery, orchid and it is an economical route.
This alignment provides service to carry goods, agriculture production and to export and
import goods from Nepal to India for the people of Kadmaha and Nocha VDC. The length of
the alignment is approximately 8.32 km and in gravel condition. This alignment passes
through small canal and kholsi. Hence, it contains 9 number of small cross drainage
structures. According to the traffic density as well as cost benefits analysis, this alignment
needs periodic maintenance for keeping the road in well condition.
The proposed road starts from Rangali Market (Postal Highway) and passes through
Thakurtol, Jainpur, Kadamgachhi and end at Amgachhi(India Boarder) in Amgachhi VDCs.
The total length of the road is 3.8 km. It is Partly in gravel condition and Partly in blacktop
condition. This alignment passes through small canal and kholsi. Hence, it contains 8
numbers of cross drainage structures including one bridge for new construction. According to
the traffic density as well as cost benefits analysis, this alignment is essential to make fair
weather road with black topped surface.
Biratnagar-Dharambandh-Buddhanagar(05B007R)
The proposed road starts from Jhapartal (Govindapur VDC) at postal highway and passes
through Jatuwa,Bairbana, Kathkuppa and end at Jhatiyahi(Buddha Nagar VDC). The total
length of the road is 6.91 km blacktop in poor condition. This alignment passes through small
canal and kholsi. Hence, it contains 5 numbers of cross drainage structures. There is no
need for construction of the cross drainage structure. According to the traffic density as well
as cost benefits analysis, this alignment is essential to make fair weather road with re-black
topped surface.
Jhapadtole – Bardanga(05B008R)
The proposed road starts from Devkota chowk (Biratnagar SMC) and passes through
Dagi,Kudhailitol,Dani Kudhali, Chaita, Bardanga, Bardanga Addatol, and end at Bardanga
Bhathitol(India Boarder) in Bardanga VDCs. The total length of the road is 7.21 km in gravel
condition. This alignment passes through small canal and kholsi. Hence, it contains 8
numbers of cross drainage structures. There is no need for construction of the cross
drainage structure. According to the traffic density as well as cost benefits analysis, this
alignment is essential to make fair weather road with black topped surface.

Bhulkadubba and end at Sijuwa bazaar meet at “Kadupada – Sijuwa – Jhurkiya” road. This
road lies on class “B” road in Morang district. The total length of the road is 19.1 km and in
gravel condition out of that 2.5km road is in earthen condition. This alignment passes through

milonchowk, Barhagotha, Dhankheti, Gupti and end at Thoulo dada in Jata
VDC’sMadhumalla VDC and end at Jante Milanchowk of Jante VDC. It passes through right
bank. This road provided the road access facilities for the people of Latang and Jata VDC’s.
This road lies on class “B” road in Morang district. The total length of the road is 13.5 km and
in gravel condition. This alignment passes through small canal and kholsi. Hence, it contains
15 numbers of cross drainage structures out of them 8 numbers of cross drainage structures
are need for new construction including three bridges. According to the traffic density as well
as cost benefits analysis, this alignment is essential to make fair weather road with gravel
surface.
The proposed road starts from Hulaki road at Sisbani jahada and passes through Nawatoli,
Kadamtoli, Bhathigachh, Babhantoli, Dangraha, Bakaritol, Chhotki Bariya, Badki Bariya,
Bhimpur Bariya and end at India boarder in Bhathichh VDCs. This road lies on class “B” road
in Morang district. The total length of the road is 12.41 km out of that 8.06 km in gravel
condition and rest of the alignment is need for rehabilitation. This alignment passes through
small canal and kholsi. Hence, it contains 21 numbers of cross drainage structures out of

Rural transportation provision is mainly to improve accessibility of the people to markets and
services and promote enonomic activities through increased agriculture as well as non-farm
economic activities and the marketing of the products.. For rural transportation to be effective,
access networks need to be well planned. In the context of Nepal, a fixed point system model
is adopted for networking where junctions are confined to a finite set of location such as
markets, historical locations.
After collecting data on existing roads within the district with GPS instrument, it is transferred to
a GIS Map. This map is prepared to assess the accessibility situation of the district with the
help of modelling in GIS. As Morang is a terai district, the area from where people can reach
the road head of all-weather road within 4 hours walk has been considered as accessible area
and beyond that area considered is inaccessible area. The study shows that all of the recorded
roads are earthen and fair weather surfaced implying that the roads are usable only during dry
period.
The Zone of Influence (ZoI) area for a road is defined as an area on either side of the road that
is within 4 hours walk from the road.
The areas that are beyond the ZoI is inaccessible area. The planning team proposes the road
network for the inaccessible area as identified by the ZoI analysis.
Accessibility situation of the Morang district has been assessed based on serviceability of the
transport linkage i.e. all weather and fair weather type of roads. In Morang district, except
strategic road, all are fair weather roads. Study reveals that accessibility area can be
categorized into accessible and partially accessibilbe VDC. Table 5.1 shows that about 93.28
% (1,699.50 Sq.km) of total area are under accessible area based on serviceability of all
weather raod. Similarly all total area falls under accessible area based on serviceability of all
fair weather raod. Only 4 VDCs have fair weather serviceability situation. The following table
shows the accessibility area, coverage and population.

After separating accessible areas, the identified un-served areas and considered by the
planning team to propose road network to improve their accessibiity.
Table 5.2 shows that about 6.73 % (122.55 Sq.km) of total area are found inaccessible in the
case of all weather serviceability of road. Only 1 VDC is found under inaccessible area. The
following table shows the inaccessibility area, coverage and population.
Fair weather -
After separatinginaccessible area, preliminary road networks have been prepared based on the
nodal points/market centres and policy provision that people should reach to the road head of
all weather roads within 4 hours walk. The preliminary road networks have been presented in
DTICC meeting and Cluster of llaka level workshop where the proposed road networks for
those inaccessible areas were finalised and agreed.

The DTPP has a perspective of 20 years. The DTPP is revised every five years when a new
DTMP is prepared according to the rolling plan system.
6.2 Scoring system for prioritisation of Rural Roads Class A and Class B for
Upgrading
The following criteria are proposed for prioritisation of District and Village Roads for Upgradig.
Traffic Volume
Information of traffic data has been collected from the field.The volume and type of traffic
movements is the major indicator for assessing the relative importance of existing road links.
However, most of the roads are being considered for rehabilitation/upgrading are fair weather
earthen roads that are in a poor state or closed to traffic, the conduct of a traffic census is
usually not effective in providing the data required. Instead, the data on traffic movement is
gathered from RRA and discussions with key individuals within the road corridor and at district
and village level. Scores are awarded on the basis of the estimated traffic volumes on each of
the roads being considered for rehabilitation. In accordance with traffic coefficients given in
DoLIDAR's "Approach for the Development of Rural and Agricultural Roads", large trucks
(more than 10 tones carrying capacity) and buses (Over 40 passengers) are given a weight of
4.0, small trucks (up to 10 tones carrying capacity) and buses (up to 40 passengers) are given
3.0 and tractors (4W towed trailers) are given a weight of 3.0, cars and pick-ups, light-vans,
jeeps are given a weight of 1.0.
The road having the highest beneficiaries population per investment cost is given highest score
i.e. 70. The scoring of the individual District Road A and B based on traffic unit is given in
annex.

Costs
Cost estimate is based on the data collected during the walkover survey for inventory of
existing road. Unit costs are calculated on the basis of district approved rate for labour and
materials. The linkage having the lowest per km cost get the highest score i.e. 20. The scoring
of the individual District Road A and B based on cost is given in annex.

Market/Service Centres
Market Survey is carried out to identify market and service centre. Data and information
collected in the field is used to determine the importance on relative importance of
market/service centre and central places. For evaluation purpose, data of offices, industry,
business & commerce, education, and health, are combined for the centre and its influence
area. Assessment of economic facilities and services existing in the market/service centres and
their catchments areas leads to the identification of the most important market/service centre.
All proposed roads scores based on centrality index of market /service centre by using same
calculation method. The linkage having the lowest per km cost get the highest score i.e. 10.
The scoring of the individual District Road A and B based on centrality index is given in annex.
The total scoring of all parameters per road corridor for prioritization of District Road A and B
for Upgrading have been compiled in Table 6.2 and 6.3 respecticely as following.
6.3.1 Prioritized List of District Road ‘A’ For Upgrading to Black Top and Gravel
(All Weather)
Based on socio-technical analysis and techno-political interface during the several field level
and district level meetings during the field level study, it has been proposed that sixteen
numers of district A type of roads need to upgrade to Black Top. These entire sixteen roads
have been taken in long tern pespspective plan. About 310.5 km length of road would be
upgraded to Black Top. Similarly five roads which are earthen and their serviceability is fair-
weather type, have been proposed for upgrading to gravel to bring these road upto all weather
condition. The details are given in below table 6.2 and 6.3.

7.7: Recommendation
It is strongly recommended that following approval from the District Council, DDC shall
strictly use and require require other distirct level institutions to use the DTMP in particularl
the Perspective Plan of District Road Network, in deciding the sub-projects to be
undertaken for development even beyond the five-year period. Strong commitment from all
stakeholders is necessary for its implementation. It is also suggested that the DTMP shall
be revised at the end of the fifth year after evaluating previous planning. DDC should
proceed with required changes in the DTMP if the district development potentials change
significantly.
Labour based:
Labour is one of Nepal’s largest resources and it is also one of the country’s most under
utilized resource especially in the agricultural slack period of October to May. During this
period, underemployment is a problem in most districts when farmers need to supplement their
agricultural income with off-farm work. The creation of short and medium-term employment is
one of the major aims of the LEP approach.
Labour is employed from within a one to two hour walk from a construction site. They bring
their own food and do not require accommodation, so the complications arising out of
encampment are avoided. Some 65% to 90% of the construction cost is paid in wages, so the
major part of the investment remains in the district and has a trickle down beneficial effect on
the whole community. Local labourers learn skills that they can apply on their farms, use of
future employment and which are beneficial for later road maintenance work. Labour is
organized into group of 15 to 20 persons each with a group leader.

Morang district Chapter I: Introduction
A phased construction method is an essential part of this construction approach. Machine and
outside contract oriented construction activities are not allowed in this method. The use of
explosives is usually prohibited and rock splitter is used for breaking hard rocks. The improper
use of explosives for blasting can destabilize mountain slopes and lead to environmental
damage.
Due to very steep slopes, inherently unstable geology and harsh monsoon climate, standard
engineering practices are not always the optimum solution for protecting roadside slopes in
Nepal. Bio-engineering with vegetation can play an important role in stabilizing the surface
layers of any slope. Vegetation with wide spreading root systems binds soil together and
increases its sheer strength and limits the extent of slope failure.
Participatory Approach:
All stakeholders in the district and local people are involved in the process of planning,
implementation, monitoring and evaluation and maintenance and operation of district/rural
roads. LEP approach can only succeed if the local government and the people of the district
feel a collective responsibility of the construction and maintenance of the district and village
roads. The people will only assume this responsibility if they are the main benefactors of the
program, both in terms of income earned during the construction phase and user benefit during
the operation phase. Locally based and elected officials and organization is the best vehicle to
represent the interests of local people and this is reflected in the User Committees constituted
using LEP approach.

Morang district Chapter I: Introduction
EXECUTIVE SUMMARY
Morang District is located in Koshi Zone of the Eastern Development Region of Nepal and is
located within 87º16’ east to 87º41’ east longitude and 26º20’ north to 26º53’ north latitude.
The district has elevation ranging form 60 m to 2410 m above the mean sea level. Population
growth rate is projected as 2.27 % in accordance of census 2001.The current population of the
district is 842507 comprising 422496 male and 420013 female clustered in 169520
households. Average population is 5.0 people per household.
The existing transport accessibility situation in the district is getting better gradually in
comparison to the past Air transportation as well as road transportation facilities are in
good condition. Different airlines are providing the services from Biratnagar to Kathmandu
and to neighboring hill district. Surface transport facilities through East - West Highway,
Mechi Highway and other feeder roads. District roads and village roads are increasing
significantly in the district. However, district and rural roads are under poor condition requiring
upgrading, rehabilitation and proper maintenance.
Morang district is very famous for religious, tourism and historical place. There are many
historical , religious and tourism places such as Bayarban (Kanepokhari - Raja Denpal Gadi),
Belbari (Betauna Simsar/Conservation Area), Dainiya (Harishchandragadi), Govindapur
(Sunbarsi Pokhari (Maharajsthan), Indrapur (Naudhara), Kadmaha (Raja Dhanpal than),
Kaseni (Raja Dhanpal Gadi), Madhumalla (Miklu Betani Tal), Ramitekhola (Miklajune Dada),
Dulari/Sundarpur (Nirajan Park), Tandi (Chuli Pokhara), Yangshila (Mahadev Parbati Gufa),
Budhanagar (Birat Darwar/ Bhediyari), Patigaun (Shiva Parbati Gufa, Dhoje Danda),
Govindapur (Sunbarsi Pokhari), Singha Devi (Jefaale Danda), Sundarpur (Hasina Simsar),
Birat Nagar SMC (Mathaa Pokhari), Rangeli (Kali Mandir/Sansari Mai), Urlabari (Banse Chauri,
Beteni Simar) are the important places in the district.
There are two types of major stream/river, one starts from mahabharat which are
kadmakhola, Chisangkhola, Mawakhola, Ratuwakhola, Bakrah khola and other starts from
Siwalik range but these types of stream are during on summer season, such rivers are Budhi,
Singiya, Lohandra, Das, Keshliya, Mariyabakra, Betauna, Judi, Sakhare. There are many
natural ponds in the district like Betauna Lake, Kechna, Sunbarsi of Govindapur, Rajarani,
Dhimal Pokhari of Bhogateni VDC, which are important ponds of historical and cultural point of
view in the district.

Morang district Chapter I: Introduction
There are about 1235.46 Km length of the district road which are to be upgraded to all weather
road standards. DOR is upgrading two district roads. Kanepokhari - Dandagaun - Budhaare
and Urlabari - Madhumalla - Daregaunda, which were district roads in previous DTMP is now
shifted to feeder roads and thus not included as district roads. Moreover, Mid-Hill Highway
“Dharan – Damak” is also being constructed from east to west of Morang district linking to the
district headquarters almost parallel to the East – West Highway.
There are four numbers of existing main trails with total 73 km length and there are 12
numbers of existing trail bridges in the Morang district. Seventy two new trail bridges are
identified as prospective bridges for new construction, in which 31 trail bridges are planned for
construction within five years period of DTMP.
There are 19 numbers of district road class A (480.88Km) and 82 of district road class B
(754.58 Km) in DTPP. These roads are necessary for upgrading in gravel as well as blacktop
in DTPP.
The percentage for sharing of budget agreed in DTICC meeting is 30 %, 65% and 5 % for
Rehabilitation/Upgrading to gravel, upgrading to black top and maintenance respectively of the
district. Total projected financial resource for 5 years is NRs. 1,69,77,73,000.
Based on likely available budget and sharing of budget, sixteen numbers of District Roads ‘A’
with total length of 230 km and fifteen numbers of District Roads ‘B’ with total length 99 km
could be targeted for upgrading to Blacktop in five year period of DTMP. Similarly, 155.89 km
length from six District Roads A and 136 km length from fourteen District Roads B have been
proposed for Rehabilitation/ upgrading to gravel. For maintenance, there are 755 Km of A
class road and 1132 Km of class B road in five year period of DTMP.
