EXECUTIVE SUMMARY
The year 2020 brought Utah and the rest of the nation an unprecedented and unforeseen new set of
challenges. The COVID-19 pandemic is impacting every aspect of life for every individual, business,
service provider and governmental organization. Congress largely worked to address the impacts of the
pandemic through the CARES Act, which included funds desperately needed for homeless services. The
use of those funds is not reflected in this document, as the data reported here concludes with the Point-in-
Time Count in January 2020. Next year’s annual report will include data related to the pandemic and the
CARES Act.  

Homelessness is a statewide issue impacting every county in Utah. The state of Utah is committed to
using data to evaluate and inform efforts to make homelessness rare, brief, and non-recurring in the
state. There are ongoing efforts to improve the accuracy of the data used to evaluate performance in
each of these areas. Some 2018 and 2019 data have been updated from the 2019 Report to reflect these
improvements to HMIS data.

MAKING HOMELESSNESS RARE


While the overall number of Utahns experiencing homelessness on a single night increased from 2019,
the number of people accessing services over the course of a year decreased. The differences in these
numbers are influenced by improved counting efforts and changes in the type and number of services
tracked in HMIS.

• The 2020 Point-in-Time (PIT) count showed an increase of 12% in the number of people counted as
literally homeless on a single night when compared to 2019. Nearly 90% of this increase occurred within
the count of individuals in an unsheltered situation. This increase was influenced by improved and
expanded coordination and participation in the count by Local Homeless Coordinating Committees
across the state, which allowed for more thorough and broad coverage than was achieved in the past. 

• Comparing the PIT to the most recent estimate of the state’s population by the U.S. Census
Bureau reveals that approximately 10 out of every 10,000 people in the state were experiencing
homelessness on the night of the PIT. This rate is slightly higher than last year and consistent with
the state’s rate of homelessness in  2015.

• The number of individuals accessing emergency shelter or transitional housing over a period of 12
months, based on data from the Utah Homeless Management Information System (HMIS) showed a
decrease of 5.5% when compared to the prior federal reporting cycle.

• Of individuals in the HMIS annual counts, 62% were experiencing homelessness for the first time,
suggesting the need for identifying additional ways of preventing initial instances of homelessness.

MAKING HOMELESSNESS BRIEF


The length of stay in emergency shelters increased slightly from 2019 and remains an area for
improvement.

• The statewide average length of stay in emergency shelter, as recorded in HMIS, was 55.4 nights, an
increase of about 1 day when compared to the prior federal reporting cycle.

MAKING HOMELESSNESS NON-RECURRING


The numbers of individuals being permanently housed and those returning to homelessness after being
housed are moving in positive directions. However, the rise in the number of individuals experiencing
chronic homelessness demonstrates that there continues to be a need for improvement in these areas. 

• When compared to the prior federal reporting cycle, the number of individuals known to be exiting
homeless services to permanent housing remained stable. 

• The percentage of individuals returning to homelessness within two years continued to decrease when
compared to the prior two federal reporting cycles.

• The number of chronically homeless individuals reported on the PIT rose from 512 to 688. Of those,
64% came from the count of unsheltered individuals and was influenced by the improved unsheltered
count throughout the state. The number of chronically homeless individuals nearly doubled in both
the Balance of State and Mountainland CoCs highlighting the need for affordable housing options and
resources, including permanent supportive housing, throughout the state. 

• The system is highly effective in keeping the most vulnerable housed, with 93% of individuals who
are enrolled in permanent housing projects other than rapid rehousing either exiting to or retaining
permanent housing within the prior federal reporting cycle.

STATE ORGANIZATION
The State of Utah is divided into three Continua of Care (CoC) and 13 Local Homeless Coordinating
Committees (LHCC). The CoCs and LHCCs are regional and local planning bodies that are responsible for
aligning funding, promoting data quality, and coordinating housing and homeless services for families
and individuals experiencing homelessness throughout the state. 

The CoCs are entities designated by the U.S. Department of Housing and Urban Development (HUD) to: 

• Promote a community-wide commitment to the goal of ending homelessness;


• Provide funding for efforts by nonprofit providers and state and local governments to quickly rehouse
homeless individuals and families while minimizing the trauma and dislocation caused to homeless
individuals, families, and communities;

• Promote the utilization of mainstream programs and benefits; and

• Utilize data to redirect services, funding, and resources as necessary.

The LHCCs are counties or groups of counties determined by the State Homeless Coordinating Committee
and are the designated local oversight bodies that are responsible for: 

• Developing a common agenda and vision for reducing homelessness in their respective regions;  

• Developing a spending plan that coordinates the funding supplied to local stakeholders; 

• Monitoring the progress toward achieving state and local goals; and 

• Aligning local funding to projects that improve outcomes and target specific needs in the community.

The following sections present data for each of the following reports at the State, CoC, LHCC, and county
levels. Please note that System Performance Measure data is only available at the State, CoC, and LHCC
level.

The Utah Annual Report on Homelessness includes several types of data from different sources. When
reviewed together, these reports can provide a more well-rounded picture of this complex issue. The types
of data found throughout the rest of this report are described below. 

Note: ‘No Data To Report’ is used in this report to indicate one of the following:

• The specific measure did not contain any data due to a lack of applicable projects in the area.

• All results for the area or measure were ‘0’. 

SYSTEM PERFORMANCE MEASURES 


For many years, HUD has reviewed the impact of its funds on reducing homelessness on a program-
by-program basis. As a result, it has been difficult to gain an accurate and comprehensive community-
level understanding of the performance of the homelessness services system. To address this need and
comply with the federal HEARTH Act, HUD has developed several system-level performance measures
to be reported on a Continuum of Care (CoC) level. Data is managed in the Utah Homeless Management
Information System (HMIS). The HUD system performance measures help CoCs more accurately evaluate
their impacts, successes, and challenges to inform strategic decisions in the development of the homeless
system. Some service providers, including those dedicated to serving survivors of domestic violence, are
prohibited from or choose not to participate in HMIS. As a result, system performance measure data does
not always reflect all projects and services that occur in an area.

System performance measures are also used in the State of Utah Strategic Plan on Homelessness to help
the state and LHCCs understand trends and shift priorities to make homelessness rare, brief, and non-
recurring. The graphic on page 8 shows the HUD system performance measures that have been identified
as particularly significant in considering homeless services in Utah. This report covers the Federal Fiscal
Year (FFY) time-period of October 1, 2018, to September 30, 2019. This year’s report includes system
performance measure data at the state, CoC, and LHCC level.

Use of system performance measures: 

• The system performance measures are meant to be utilized by the CoC as a whole, not by individual
projects, organizations, or LHCCs. Therefore, generating the system performance measures data by
a smaller subset of a CoC can cause errors, resulting in no information or ‘N/A’ to be displayed for a
field. Missing data often occurs in the LHCC sections of the report because LHCCs simply do not have
relevant data within the area.

• To improve data quality, HUD allows homeless service providers to back-date or change data entered
into HMIS. Backdating may cause the information to change for a given time period after it has initially
been reported. The data presented in this report has been updated from what was reported to HUD to
accurately reflect ongoing data correction and updated report logic by HUD. All system performance
measures data presented in this report was pulled in June and July 2020 and is accurate to HMIS at that
time; additional correction may occur, and numbers may vary if reports are pulled again. 

• The Strategic Plan has highlighted the need to look more closely at data by LHCC to strengthen local
response efforts. LHCC data is only available for federal fiscal years 2018 and 2019, as this is the first
year this report has included system performance measures data for these areas. 

MEASURE 1: LENGTH OF TIME (LOT) PERSONS REMAIN HOMELESS

This measure looks at all Emergency Shelter projects and finds the average and median days that a
person was homeless in any Emergency Shelter projects in the area during the reporting period.

COC PROGRAM-FUNDED PROJECTS

This measure shows the number of persons in CoC-funded programs who increased income during the
federal fiscal year 2019.

• System performance measure 4 divides its results into Stayers and Leavers. Stayers are people not
exited from the project during the reporting period and who have been in the project at least 365
days. Leavers are people who have exited the project.

• CoC programs are programs funded through the CoC competition with HUD.

5 MEASURE 5: NUMBER OF PERSONS WHO BECOME HOMELESS FOR THE FIRST TIME

This measure counts the number of people experiencing homelessness for the first time in the reporting
period. 

• The measure includes all Emergency Shelter, Transitional Housing, and Permanent Housing projects’
enrollment start dates during the reporting period. The measure then looks back 24 months to see if
the client was in another Emergency Shelter, Transitional Housing, and Permanent Housing project
during that time, if they did not, they are considered first-time homeless. 

6 MEASURE 6: HOMELESSNESS PREVENTION AND HOUSING PLACEMENT OF PERSONS


This measure is not applicable to any CoC in the country.

7 MEASURE 7: SUCCESSFUL HOUSING PLACEMENT

This measure looks at people who retained Permanent Housing or exited to a permanent housing
destination during the reporting period.

HOUSING INVENTORY COUNT (HIC)


On January 22, 2020, each of Utah’s Continua of Care carried out the HUD-mandated Housing Inventory
Count (HIC). The Housing Inventory Count compares the number of individuals spending the night in
various homeless services programs to the number of beds available in those programs on a specific
night. It also reports the number of these beds dedicated to specific subpopulations, including veterans,
survivors of domestic violence, individuals with HIV or AIDS, and youth. The HIC enables communities to
generate a snapshot of their homeless service system’s capacity and the extent to which those resources
are being utilized. 

The count includes the number of beds and units available on the night of the Point-in-Time Count,
including domestic violence providers, in these types of shelter: 

• Emergency Shelter 

• Transitional Housing 

• Permanent Supportive Housing 

• Rapid Re-Housing 

• Other Permanent Housing

POINT-IN-TIME COUNT (PIT)


On January 22, 2020, each of Utah’s Continua of Care carried out the HUD-mandated Point-in-Time Count
(PIT). The PIT is a massive effort that takes place throughout the U.S to count everyone who meets the
HUD definition of literal homelessness in a geographic area on a single night. Literal
homelessness is defined as staying in an Emergency Shelter, Transitional Housing, or
a place not meant for human habitation (such as in a vehicle or a city park). Many
factors influence the results of any given PIT, including weather, volunteer effort,
CoC organization, and planning. Regardless, the PIT is a useful tool in calculating
a community’s need for homeless services on any given night. It is also one of the
only tools available for measuring the number of homeless individuals who are not
enrolled in homeless service programs. 

In 2020, the Utah PIT showed an increase in the number of people spending the night in places not meant
for human habitation, commonly referred to as unsheltered. The increase was influenced by improved
and expanded coordination and participation in the PIT by Local Homeless Coordinating Committees
across the state, which allowed for more thorough and broad coverage than was achieved in the past. For
example, some counties participated in the unsheltered homelessness count for the first time in multiple

years. Additional coordination and participation make it difficult to determine how much of the increase
in the PIT is a genuine increase in the number of people experiencing homelessness on a given night and
how much is simply a more accurate representation of existing homelessness in Utah.
